Business closures and work-from-home orders have been a central part of Canada's plan to slow the spread of COVID-19. The success of these measures hinges on public support, which cannot be taken for granted as the orders induce considerable economic pain. As governments consider when to re-open the economy, one relevant variable is when the public expects the economy to re-open. At minimum, if public perceptions differ from government plans then additional government messaging is required to better align expectations.

AbstractPrevailing theories hold that U.S. public support for a war depends primarily on its degree of success, U.S. casualties, or conflict goals. Yet, research into the framing of foreign policy shows that public perceptions concerning each of these factors are often endogenous and malleable by elites. In this article, we argue that both elite rhetoric and the situation on the ground in the conflict affect public opinion, but the qualities that make such information persuasive vary over time and with circumstances. Early in a conflict, elites (especially the president) have an informational advantage that renders public perceptions of “reality” very elastic. As events unfold and as the public gathers more information, this elasticity recedes, allowing alternative frames to challenge the administration's preferred frame. We predict that over time the marginal impact of elite rhetoric and reality will decrease, although a sustained change in events may eventually restore their influence. We test our argument through a content analysis of news coverage of the Iraq war from 2003 through 2007, an original survey of public attitudes regarding Iraq, and partially disaggregated data from more than 200 surveys of public opinion on the war.

Pandemic violence and criminality are anathema to a democratic society. And yet, in Latin America, both operate side by side. Illicit activity has propagated precisely because the democratic states of the region have been ineffective at establishing and maintaining the rule of law via public security mechanisms like the police. This ineffectiveness has significant consequences for public support of police forces. Hence, an important question for students of state-building and democratisation is: What factors explain public perceptions of the police? We argue that police forces that are local and unprofessional will be less trusted and viewed as less effective than their more centralised and professional counterparts of state and federal police. In short, we find that centralisation and professionalisation mitigate the impact of crime victimisation and police corruption on the public opinion of the police in Mexico. These findings are drawn from an analysis of the National Survey of Victimisation and Perceptions of Public Security (ENVIPE) in Mexico for 2012 and 2018.

Public support for energy systems is a critical factor in the development and deployment of electricity-generating technologies. The publics’ support for energy developments may be driven by numerous factors, including the risks and benefits associated with the technology. It is well established that an important component in the deployment of energy systems is to assess the publics’ perceptions of the technology. There is also evidence that suggests providing information about the tradeoffs of different energy systems will encourage the public to make informed decisions regarding which energy technologies they support or oppose. To assess public perceptions of energy technologies, 1479 Canadians were surveyed about their preferences for nuclear, biomass, coal, wind, hydropower, solar, and natural gas. A portfolio approach was used to assess preferences for the seven technologies by asking respondents to create their ideal energy portfolio. In this manuscript, we examine (1) preferences for different energy sources, (2) whether preferences for these energy sources vary by province, and (3) whether providing information about the costs associated with the energy sources and the extent to which Canada relies on these different energy sources affects preferences for the technologies. Results indicate that participants were more likely to prefer energy portfolios that matched their current provincial energy portfolio. Results also show that participants were less supportive of expensive energy technologies and that providing information about the current state of electricity production may have a normalizing effect on energy perceptions. Implications for public policy and recommendations for communication about energy technologies are discussed.

Government-led legislation is a key strategy to reduce plastic pollution; however, societal perception can heavily influence government intervention for environmental issues. To understand the public acceptability of government action to reduce plastic pollution, we examine the perception of existing and upcoming legislative action on single-use plastics by means of a structured survey with additional semi-structured interviews. Our focus is on the four Atlantic provinces of Canada, which was the first region in Canada to implement provincial-wide legislation for plastic reduction at the consumer level in 2019. Results show strong public support (77 %, n = 838) for bans on single-use plastic bags at the consumer level, and for further plastic pollution reduction legislation. However, the level of support differed between regions and by demographics. Semi-structured interviews show that decision-makers should increase efforts in raising consumer awareness and standardizing regulations across jurisdictions for smoother transitions prior to legislative action.

Conservation is for people and depends on public support for its success yet public perceptions of the value of conservation are highly variable. A lack of a strong commitment from the majority of the public may relate to problems determining priorities for research and management. There is ample evidence in the literature and in public opinion that there is a need to address these issues. An image of a starfish lacking co-ordination among its arms is offered as a metaphor of the problems in worldwide conservation today. There appears to be miscommunication between scientists and managers, lack of balance among research activities, a misunderstanding of how to manage the views of all stakeholders and an overall lack of agreement on direction and priorities in a normal situation of limited resources. We offer suggestions on how to increase effectiveness by negotiating a strategic direction that accommodates the views of all stakeholders and that links research to management.

In this study we aim to compare the public perceptions towards informal patient payments in six Central and Eastern European countries (Bulgaria, Hungary, Lithuania, Poland, Romania and Ukraine). Overall, around 35–60% of the general public in each country has ever made informal payments, though informal cash payments are perceived negatively, mostly as corruption. In-kind gifts are often seen as a token of gratitude. However, significant differences among countries are observed. Despite the public support for the eradication of informal payments, there are population groups who favor their existence and this should be taken into account in policy-making.

This research is an attempt to examine the developmental relationship between democracy and the socioeconomic conditions in Bulgaria. The assumption is that one of the factors contributing to the negative attitude towards democracy in Bulgaria is the high level of social inequality. After discussing the relevance of studying democracy and socioeconomic conditions from a developmental perspective, the paper traces the socioeconomic development of Bulgaria from 1989 to date and examines public perceptions of social inequality in the country. The research has not revealed any overall negative public attitude towards democracy in Bulgaria. However, the findings have demonstrated a clear tendency for the public support for democracy to decline reflecting the growth of social inequality.

Public perceptions of robots and artificial intelligence (AI)—both positive and negative—are hopelessly misinformed, based far too much on science fiction rather than science fact. However, these fictions can be instructive, and reveal to us important anxieties that exist in the public imagination, both towards robots and AI and about the human condition more generally. These anxieties are based on little-understood processes (such as anthropomorphization and projection), but cannot be dismissed merely as inaccuracies in need of correction. Our demonization of robots and AI illustrate two-hundred-year-old fears about the consequences of the Enlightenment and industrialization. Idealistic hopes projected onto robots and AI, in contrast, reveal other anxieties, about our mortality—and the transhumanist desire to transcend the limitations of our physical bodies—and about the future of our species. This chapter reviews these issues and considers some of their broader implications for our future lives with living machines.

The ongoing ‘refugee crisis’ of the past years has led to the migration of refugee researchers (RRs) to European countries. Due to the COVID-19 pandemic, RRs often had to work from home and/or to continue their social, cultural and economic integration process under new conditions. An online survey carried out to explore the impact of the pandemic on the refugee researchers showed that RRs found it difficult to adapt their everyday working life to the ‘home’ setting. The majority have had neither a suitable work environment at home nor the appropriate technology. Although they stated that they are rather pleased with the measures taken by the public authorities, they expressed concern about their vulnerability due to their precarious contracts and the bureaucratic asylum procedures, as the pandemic has had a negative impact on these major issues. The majority of RRs working in academia seem not to have been affected at all as far as their income is concerned, while the majority of those employed in other sectors became unemployed during the pandemic (58%). Recommendations are provided to the public authorities and policy makers to assist RRs to mitigate the consequences of the pandemic on their life.

Abstract Background As immunisation program launches have previously demonstrated, it is essential that careful planning occurs now to ensure the readiness of the public for a COVID-19 vaccine. As part of that process, this study aimed to understand the public perceptions regarding a future COVID-19 vaccine in Australia. Methods A national cross-sectional online survey of 1420 Australian adults (18 years and older) was undertaken between 18 and 24 March 2020. The statistical analysis of the data included univariate and multivariable logistic regression model analysis. Results Respondents generally held positive views towards vaccination. Eighty percent (n = 1143) agreed with the statement that getting myself vaccinated for COVID-19 would be a good way to protect myself against infection. Females (n = 614, 83%) were more likely to agree with the statement than males (n = 529, 78%) (aOR = 1.4 (95% CI: 1.1–1.8); P = 0.03), while 91% of those aged 70 years and above agreed compared to 76% of 18–29-year-olds (aOR = 2.3 (95% CI:1.2–4.1); P = 0.008). Agreement was also higher for those with a self-reported chronic disease (aOR = 1.4 (95% CI: 1.1–2.0); P = 0.04) and among those who held private health insurance (aOR = 1.7 (95% CI: 1.3–2.3); P < 0.001). Beyond individual perceptions, 78% stated that their decision to vaccinate would be supported by family and friends. Conclusion This study presents an early indication of public perceptions towards a future COVID-19 vaccine and represents a starting point for mapping vaccine perceptions. To support an effective launch of these new vaccines, governments need to use this time to understand the communities concerns and to identify the strategies that will support engagement.
