Our English system of registration of title to land has been actively discussed and severely criticized among certain professions, but certainly cannot be said to have attracted general interest. The subject is too often regarded as a purely legal one. Yet, looking to the fact that London properties of enormous value in the aggregate have already been affected by the drastic changes introduced by the Land Transfer Act, 1897, and that the whole country may sooner or later be brought within their influence, it is difficult, I think, to overrate the public importance of the question. Just at present, particularly, there is call for a more widespread acquaintance with the principles and working of the system. In the first place, the general public is left responsible for its extension, inasmuch as the popular veto on its application to any particular area is to be exercised through the County Councils. Secondly, the system in respect of many of its details is on trial. From time to time modifications of the original scheme are introduced, as practical experience of its working shows them to be really necessary; and where the system causes inconvenience, adjustments are being made to remove it. The opportunity therefore should not be lost of influencing these changes in the direction of meeting the requirements of any special section of business.

The purpose of the article is to study the specifics of creating, promoting products and ecology control of quality in the practice of domestic enterprises, as well as forming recommendations for improving the quality system of environmental management to improve product competitiveness in modern conditions. In the process of research, system analysis, economic analysis, ecology analysis and synthesis, statistical and analytical methods, generalization, systematization, structuring were used. It is revealed that the increasing competition, the diversity of the same goods in the same price segment directs enterprises to search for new ways to create additional competitive advantages aimed at winning customer loyalty. The current situation requires quality management at all stages of the promotion of food to the consumer – from the production of agricultural products, their processing, transportation and storage to the sale to the public. The article studied practical experience. Problems were identified, theoretical and methodological aspects of the subject of research were investigated, on the basis of which scientific, methodological and practical guidelines were developed for structuring the system of product quality ecology management, choosing directions for improving the management of enterprise competitiveness through improving product quality.

AbstractAn essential condition for asserting responsibility in public finances is that they are open and transparent. The Public Finance Act mentions ways of applying the principles of openness, and also stipulates the entities obliged to present data and information on public finances. There is, however, no legislation connected directly with transparency. So do the general requirements of classification and of accountancy and reporting principles constitute sufficient premises for accountability and asserting responsibility? An analysis of the reports and documents concerning the Polish public finance sector indicates that the processes of collecting and spending public funds are insufficiently transparent. The information system enables formal verification of discipline of public finances; however, it does not provide a sufficient basis to assess the effectiveness and efficiency, which are of key importance in terms of accountability. The aim of the article is to analyse the requirements and standards in the field of openness and transparency insofar as these concern the responsibility and accountability of public authorities, along with elements of how these are assessed in the Polish public finance system. A normative descriptive method was applied which took into consideration elements of finance theory, as well as an analysis of practical experience in the field of how public sector bodies function in Poland. The research objectives are realised mainly on the basis of a critical review of the literature on the subject, and an analysis of legal acts, reports and other documents of domestic and international institutions. The considerations and analyzes have led to several key applications to develop the principles of openness and transparency in relation to improving the accountability of public finances.

The object of this research is the plot of D. D. Shostakovich’s ballet “The Limpid Stream”. The subject is the interpretation of this plot in the versions of F. G Lopukhov (1935) and A. O. Ratmansky (2003), as well as peer review on these spectacles. The goal of this work consists in determination of the crucial for the concepts of ballet masters differences of libretto (as a literary foundation of the plot) in the three versions of the ballet, and comparison of perception of the plot in the year of its first staging and at the present. The considered problematic required application of historical approach – attraction of the materials and articles for the period of 1935-1936. The historiographical analysis allowed translating and examining one of the most recent peer reviews on the spectacle – the English-language reviews on the “Limpid Stream” of Ratmansky, presented on the London tour of Bolshoi Theatre in August 2019. The article also utilizes practical experience of author’s work with Ratmansky and participation in the aforementioned tours (performing the role of Zina).The main tool for solution of the set problem became the comparative analysis of the varieties of libretto (authors – Lopukhov and Piotrovsky) of the three versions of ballet “The Limpid Stream”. It is concluded that the first versions of ballet were popular among the public, but aroused negative or ambiguous feedback, which led to the removal of spectacle from the repertoire. The last version is regularly performed in the repertoire of Bolshoi Theatre, including on the tour, being well regarded by the public and sophisticated British critics.

The task of card-indexing the enormous number of seals scattered over the various groups and classes of documents in the Public Record Office, originally undertaken by Sir William St. John Hope, but interrupted by his death and by the war, was resumed in 1922 by Mr. R. C. Fowler. It was then decided to create a small special section within the Repairing Department, to deal with questions of packing, repairing, moulding and casting. When this work came to be started, it was discovered that the various processes had been hitherto regarded in this country rather as trade secrets; and although some works on the subject have been published abroad, though also various archivists have been most generous in placing their experience at my disposal, I found that some matters which interested us were still unexplained and that in practice we had to make almost every step the subject of more or less elaborate experiment. As we are now passing out of this experimental stage, and as many Fellows of the Society of Antiquaries and other persons in this country are possessors of seals and may be presumed to have some interest in the technical and mechanical processes involved in their preservation, it has seemed worth while to record the result of our modest inquiries in this place.

Finnish composer Kaija Saariaho is one of the most prominent figures in contemporary music culture. She became known to the general public after the triumphant premiere of her Love from Afar opera (L’amour de loin, 2000), held at the Salzburg festival. The article is devoted to another work of the composer — the vocal cycle True Fire (2014), which was also successfully received by critics and the public, but has not yet been the subject of a separate study. This work is the first experience of its analysis, focused on both its musical and literary components, which led to the conditional division of the article into two parts. The composer, by her own admission, sought to demonstrate in the cycle the rich palette of colors of the world-famous Canadian baritone Gerald Finley for whom the composition was written. In addition, in True Fire through the texts of R.W. Emerson, M. Darvish, S. Heaney and the lullaby of the Tewa Indians, which became the literary basis of the work, the author’s ideas of a different order are embodied. What they are and how they are reflected in music are the questions that we tried to answer in this article.

In introducing the subject of this paper, it is held that we have failed, on the whole, to develop the public service as a well-recognized professional calling in this country, although it is not denied that preliminary steps toward this goal have been taken here and there, and particularly during the past few years. The position is probably tenable that more progress has been made in this direction in the last decade than in any preceding period since Jackson, not excepting the decade from 1883 to 1893 when civil service commissions were first installed. Jackson's famous statement: “The duties of all public officers are, or at least should be, made so plain and simple that men of intelligence may readily qualify themselves for their performance, and I cannot but believe that more is lost by the long continuance of men in office than is generally to be gained by their experience,” has apparently been perennially accepted by the general public.

Utilirarisme have a basic philosophical principle or very firm stance that any fair punishment for wrongdoers must look further consequences. In law enforcement against narcotic crime, repressive efforts have been made ranging from arrest until the legal process in court. However, until now the number of drug abusers tend to increase. The public and law enforcement officers themselves, drug abusers are considered criminals who should be punished. Helpful punishment is punishment that brings meaning and positive value for the subject of the condemned, the general public and the potential criminals in society. Helpful punishment for violators of law that is deterring offenders, with the aim to create a future inmate subject better. By implementing a sentence of imprisonment to the victims of abusers of narcotics is an action that is not quite right, because a victim abusers of narcotics can be categorized as human physical and spiritual health problems, a sick person handling must be healed, and not send him to prison to collect the perpetrators of acts criminal

As teachers we try to find ways to effectively communicate with our students, in order to help them to learn. Education is a two-way process that consists of teaching and learning. Whether this package results in the desired effect (i.e., “education”) depends on how well the subject matter is communicated. Obviously, effectiveness of communication depends upon transmission and reception, the ultimate goal being that the transmitted and received messages carry the same meaning for the teacher and student. In other words, we want the recipients of our communication to understand our words and phrases and concepts in the same way as we do. Whether or not we achieve this goal depends upon a variety of factors, including how instructors present their material, and how students learn. We also communicate science to the general public in different contexts. One effective way to learn something is to teach it – something most of us have experienced. What better way for students to learn a concept or fact than to communicate it to the public? Here, I present our experiments at the University of Delhi in using this approach to convey the principles of evolutionary biology. Our annual celebrations of Evolution and Evolutionary Biology around “Darwin Day” (12th February, Charles Darwin’s birthday) have turned out to be an excellent opportunity to illustrate this point. It is difficult to determine the results of these experiments, but anecdotally we can say that our efforts have been a great success in terms of garnering widespread interest and enthusiastic participation by students, faculty, staff and the general public.

Since becoming mandatory in the EU in 1992, the patient information leaflet (PIL) has been the subject of an on-going discussion regarding its ability to provide easily understandable information. This study examines whether the lay-friendliness of Danish PILs has improved from 2000 to 2012 according to the Danish consumers. A reproduction of a questionnaire study from 2000 was carried out. The responses of the 2012 survey were compared to those of the 2000 survey and the analysis showed that Danes are less inclined to read the PIL in 2012 compared to 2000 and that the general interest in PILs has decreased. The number of respondents who deem the PIL easy to read has gone down. According to Danish consumers, the lay-friendliness of PILs has not improved from 2000 to 2012 and a very likely explanation could be that the PIL as a genre has become far too regulated and complex to live up to its original intentions. On the basis of the empirical results the article furthermore offers suggestions for practice changes.
