Rostow's Kondratieff Cycle in Australia

The turn of economic events in the early 1970s correlates with a revival of ideas about the existence of long swings in economic development. The subject of Kondratieff cycles has attracted the pens of social scientists of very different persuasions. This paper draws on Walt W. Rostow's interpretation—with its emphasis on the role of exporters of food and raw materials in the world economy—to explore Australian long waves over the last 110 years. I conclude that the case for their existence is not confirmed and moreover that Rostow's cycle-mechanics offer a doubtful explication of movements in the Australian series.

The aim of the research is to develop the conceptual foundations of the strategy of socio-economic development for mining region (on the example of Kuzbass) under the conditions of the fourth systemic cycle of capitalist accumulation. The relevance of the issue is determined by the need to eliminate the growing lag of Russia behind the world economy leaders, which is impossible without a new vision of the role of resourceproducing regions in the national economic system. Integration of Russia into the capitalist world-system on the basis of the Washington Consensus has formed in it a raw-materials export model in which its natural resources serve the accelerated economic growth of the competing countries. The accumulation of individual capitals dominates the social capital accumulation, which leads to a reduction in Russia's share in world GDP and population. This article presents the conceptual foundations of the Kuzbass development strategy in accordance with the new conditions for the Russian economy performance in the fourth systemic cycle of capitalist accumulation.

The increasing role of foreign intelligence and industrial espionage in order to improve competitiveness of Russian business is noted in the article. In the author's view, Russia's WTO accession requires application of protective secret managing technologies. The level of development has been considered, the impact of mining industry on the world economy and its connections with other spheres of the world economy have been analyzed. Today mining industry is not only one of the leading fields of global economy, but it has also promoted the emergence of other fundamental branches. The development of this sphere is extremely important not only for the state, which plays the role of a regulator, but also for investors, contractors, suppliers, service companies, indigenous population and consumers. Due to its long-term development, mining industry differs from the majority of other kinds of human activity. Diversified mining industry is generally a prerogative of highly developed countries since only several segments are often functioning in less developed countries, and sometimes mineral raw materials are only extracted there. Nowadays no country in the world possesses full range of all types of rocks and minerals. Basic tendencies in development of extraction of mineral raw materials in different countries have been described. The current state of global mining industry can be called the advent of the so-called new era due to the increase of cost of mineral raw materials; however it is also necessary to develop the fields even with quite small and low-quality mineral reserves. Mining operations and development of mineral deposits are being relocated from the developed countries to the developing ones. It is better to consider the possibility of improvement of already existing objects instead of building brand new ones for more efficient and easier operation of mining companies. Problems of functioning and obstacles of development of mining enterprises in Ukraine under current conditions have been determined, ways of their elimination and increase of effectiveness in the branch in general have been proposed. National mining industry is adversely affected by such external factors as the global financial and economic crisis, processes of globalization. Although the mineral-raw material base of Ukraine has a sufficient amount of explored reserves of most mineral resources, it is currently at the stage of depletion of the subsoil, which requires the reformation of the economic mechanism for its use.

Dams are a major issue in sustainable management of finite water resources; they have also become the subject of vigorous public debate. This article considers them in the light of the report of the World Commission on Dams and using the example of Turkey. It is argued that economic development and population growth, particularly in arid and semi-arid regions, make plain the need for dams for hydropower and irrigation. Environmental impact assessment is essential, as are effective programmes for resettlement to avoid the impoverishment of displaced people.

The role of the mining industry in the world economy is enormous, since its branches are the most important source of industrial raw materials, without which the intensive growth of modern industry would be completely impossible. However, the technologies used in it are not always innovative. Despite the fact that the mining industry occupies a fairly small percentage in the structure of the world economy and does not exceed 10%, it is an important source of income for many states, including Russia. However, the changes that are now observed in the global economy require new approaches to organizing activities. Despite its profitability, this industry is quite difficult to manage. The way from the extraction of raw materials to their end user is very complicated and depends on many conditions. For the successful integration of the Russian mining industry into new economic realities, it is necessary to intensify innovative processes by investing financial resources in new equipment and high technology. At the same time, acceleration of the development of the mining industry can be achieved in the chain “mining industry - processing industry” through the introduction and use of nanotechnology, which can significantly improve the quality of raw materials.

The article deals with the economic development characteristics of the Republic of Azerbaijan, the natural resources and production of Azerbaijan. After the independence, the policy of the new market economy followed by the Azerbaijani state and government and plans of how the developed countries will integrate their economic practice will be examined. With the new investments in the country and the introduction of the products to be produced in the world markets, the steps and plans to strengthen the economic relations with the world will be discussed. The role of Azerbaijan in the world economy, its foreign-economic relations with other states and continents were analyzed extensively. Proposals have been made to further develop and upgrade existing economic relations.

The estimates of the duration of Kondratyev cycles in countries with different levels of technical and economic development are obtained. The regularity of the reduction in the duration of Kondratieff cycles are revealed, which increases more, when the corresponding Kondratyev cycle begins to form in them later. For each year of the displacement of the third cycle, the duration of the third cycle reduces by an average of 0.6 years. For each year of the displacement of the 4th cycle, the duration of the third cycle reduces by an average of 0.8 years. In countries — the leaders of the world economy in terms of labor productivity, the reduction in the duration of Kondratyev cycles does not take place. The regularity of reducing the length of Kondratyev cycles justifies the existence of the possibility of accelerated economic development.
