AbstractThis article addresses the various mechanisms by which the religious figure of the Christian martyr became a useful notion in Argentine political discourse. It argues that the process by which the idea of the ‘martyr’ was secularised and politicised was actually initiated by religious agents themselves. The analysis considers how commemoration initiatives devised by religious agents, social movements and political actors have brought ‘Catholic martyrs’ into the pantheon of national symbols. It also deals with the various semantic shifts seen in the public discourses of religious agents themselves, shifts that extend the boundaries of an eminently religious category by associating it with other figures in a more specifically political imaginary, such as that of the hero and the victim. The article shows how the political power of the religious figure of the martyr lay in the way various actors could use it to invoke the image of a legitimate and heroic victim of political violence. It thus allowed those actors to sidestep the vexed public question of whether those being commemorated had had any involvement in armed struggle.

This book is a comparative study of the political emergence of Perón in Argentina and Vargas in Brazil. it seeks to describe and explain how and why peronism and Varguism were two different political projects. Using the tools of political discourse theory, this book scrutinises the implications Perón and Vargas had for the formation of the political identities of the socio-political actors in both countries. the book shows to what extent the differential character of the process of formation of political identities had to do both with the structural context in which Vargas and Perón developed their strategy as well as with the specific ways in which both leaders intervened in the political formation. In this sense, the research stresses the specific discursive and institutional modes of intervention that characterised these two leaders’ projects and their role in the political imaginary they inaugurated. It does so by tracing the responses to Perón and Vargas by different socio-political actors and the polemic context in which those responses took place.

For democracy to become the political culture in Nigeria, the discourse of politics has to be conducted through expressive mechanisms owned by the people. In the absence of popular ownership of political language, the road to disconnect, apathy and disenfranchisement lies wide open. We take the view that the problem of politics is located squarely in the public sphere and that discourse is the activity that characterizes the public sphere. We raise the point that the sociolinguistic environment in the country does not encourage whole masses of Nigerians to talk politics in languages in which they can freely articulate their positions and present their aspirations. We posit that citizens are disenfranchised and rendered inaudible and invisible to the extent to which they cannot undertake political discourse with an appreciable measure of linguistic ease. The benefits of diversity are endangered as many people and entire groups in Nigeria lose the means of expressing their political views and opinions, let alone political projects and programmes. Invoking Bakhtin’s concept of heteroglossia, we make a blanket case for the viability of each and every extant language in Nigeria for political discourse if such usage is actively promoted among their respective communities of users.

The paper offers an analysis of the interview data collected in the project "Politics and everyday life: Three years later" in terms of three main topics: attitudes to the political sphere, change of social system, and the democratic public sphere. The analysis focuses on ambivalences expressed in the responses which, under the surface of overall disappointment and discontent, may contain preserved results of the previously achieved "social learning" and their positive potentials. The main objective was to examine to what extent the processes of political maturation of citizens, identified in the 2002 study, have continued. After pointing to a number of shifts in people?s views of politics which generally do not contradict the tendencies outlined in 2002 (such as deemotionalization and depersonalization of politics, insistence on efficiency of public officials and on a clearer articulation of positions on the political scene), it is argued that the process of rationalization of political culture has not stopped, but it manifests itself differently in changed circumstances. The republican euphoria of 2002 has been replaced by resignation, with a stronger individualist orientation and a commitment to professional achievement.

POLITICAL INSTITUTIONS IN DEMOCRATIC STATES HAVE USUALLY COME into existence as the manifestation of a principle of political philosophy or as the result of a compromise among forces with different aspirations for the polity. Often both factors have been involved. Certainly the consequences for political behaviour of introducing any particular structure have been of concern to its architects, but many of these consequences are unforeseeable and the actual impact of an institutional change or the character of a formal role may in time become quite different from that intended.For a political actor, such as an individual, an interest group or a party, formal structures are given attributes of the political environment. Along with the more diffuse qualities of the political culture, they constitute the framework within which political actors must compete for influence over public policy. This framework, both formal and informal, is uneven in its effects on the fortunes of the various political forces. It favours some approaches and some groups more and in different ways than it favours others. The British Labour Party, with its concentrated voting strength, is disadvantaged by the single-member district/plurality electoral system, while its counterpart in Germany is able to maximize its strength in a system of proportional representation.

This article traces the emergence of the term welfare state in British political discourse and describes competing efforts to define its meaning. It presents a genealogy of the concept's emergence and its subsequent integration into various political scripts, tracing the struggles that sought to name, define, and narrate what welfare state would be taken to mean. It shows that the concept emerged only after the core programmes to which it referred had already been enacted into law and that the referents and meaning of the concept were never generally agreed upon – not even at the moment of its formation in the late 1940s. During the 1950s, the welfare state concept was being framed in three distinct senses: (a) the welfare state as a set of social security programmes; (b) the welfare state as a socio-economic system; and (c) the welfare state as a new kind of state. Each of these usages was deployed by opposing political actors – though with different scope, meaning, value, and implication. The article argues that the welfare state concept did not operate as a representation reflecting a separate, already-constituted reality. Rather, the use of the concept in the political and economic arguments of the period – and in later disputes about the nature of the Labour government's post-war achievements – was always thoroughly rhetorical and constitutive, its users aiming to shape the transformations and outcomes that they claimed merely to describe.

This paper studies examples of how exponents of Roman declamation could insert into arguments on the trivial, even fantastic, cases known as controuersiae statements of striking relevance to the political culture of the triumviral and early imperial period. This is particularly apparent in the Controuersiae of Seneca the Elder but some traces remain in the Minor Declamations attributed to Quintilian. The boundaries separating Rome itself from the declamatory city referred to by modern scholars as Sophistopolis are significantly blurred even in those instances where the exercise does not turn on a specific event from Roman history, and there is much to be gained from how the declaimers deploy Roman historical examples. Some of the most sophisticated instances of mediated political comment exploit the employment of universalizing sententiae, which have considerable bite when they are related to contemporary Roman discourse and experience. The declamation schools are a forum for thinking through the implications of the transformation of the Roman state and deserve a place within any history of Roman political thought.

Resumen Lo que algunos ya llaman una cultura política del escándalo (Barkin, 1999; Thompson, 2001; Castells, 2009) ha supuesto el reconocimiento del poder de los medios en la construcción simbólica del escándalo, a partir del énfasis en ciertos marcos interpretativos con los que se narran las conductas que condicionan la percepción pública de los escándalos políticos. Este trabajo se centra en la representación simbólica de los escándalos de corrupción política. El análisis de la cobertura periodística sobre un caso de gran actualidad en Murcia, el ‘caso Umbra’, demuestra que, además de por el relato político-técnico, legal y moral, los escándalos de corrupción política pueden ser también enmarcados desde el enfoque reputacional, es decir, a partir de preocupación por el deterioro de la imagen que la proliferación de escándalos de corrupción política ofrece sobre un territorio concreto y  sus instituciones.Palabras clave Escándalo político, corrupción política, framing, cultura política, poder político.AbstractWe live in, as some scholars called, a scandal political culture (Barkin, 1999; Thompson, 2001; Castells, 2009) that has supposed the recognition of the media power in the symbolic construction of scandals, where the emphasis in certain interpretive frames with which behaviours are narrated determine public perceptions of the political scandals. This article focuses on the symbolic representation of political corruption scandals. The analysis of the media coverage on this great current importance case in Murcia, called the ‘Umbra’ case, demonstrates that, besides the political- technical, legal and moral, the political corruption, scandals can be framed also from the reputation approach, that is to say, from the worried deterioration on the public image that political corruption scandals proliferation supposes on a concrete territory and his institutions.Keywords Political scandal, political corruption, framing, political culture, political power.


This chapter describes radical pessimism as a neoliberal democratic political affect that combines of radical worldviews with a belief that change is impossible. It begins with the question of how past and present forms of political violence have shaped Mayan conceptions about the limits of democracy and of their own political agency, leading many to “sell out” for personal interest. It documents how Sampedranos retain elements of radical political imaginary that predominated in the region in the 1970s, prior to the extreme state violence of the 1980s, but that routine acts of state violence targeted at social movements that informs engagements with hostile sovereign forces, including authoritarian political parties. The chapter also describes how these political imaginaries are being reconfigured through more recent forms of politics in defense of territory against extractive industries. The conclusion reflects on the possibility of a radical organization of pessimism.

It is a long-established commonplace in any debate on immigration that immigrants should integrate into their receiving society. But integrate into what precisely? Into the labor market, into the legal order, into the political system, into a national culture whatever this might comprise? The Article tries to approach the question from the legal point of view and looks for hints or clues in the constitution which might help us with the answer. For this purpose, it explores the general theory of the constitution as it has been shaped by its professional interpreters as well as by political actors, the media and the public. The main intuition is that “constitution” is not only a written document, a text with a predefined, though maybe hidden meaning; instead, it is a social practice evolving over time and thereby reflecting the shared convictions of a political community of what is just and right. Talking about constitutional expectations toward immigrants then also tells us something about ourselves: about who we are and what kind of community we want to live in. As it turns out, we may not have a very clear idea of that.

The form and functions of political discourse have considerably taken a new orientation with the evolving ways of communication. Twitter is a platform that is increasingly preferred by the political elites for the purpose of gaining public acclaim and propagating political ideologies. The political discourse on Twitter requires a critical attention toward linguistic structures and strategies to uncover the relationship between language and social practices. For this purpose, tweets of two eminent Pakistani political figures are chosen for unmasking a variety of discourse strategies at work from the perspective of critical discourse analysis (CDA) through the socio-cognitive model of ideological square. The analysis uncovers the hidden ideological structures and strategies realized through a number of rhetorical moves in the selected tweets. The cognitive binary of positive self-presentation and negative other-presentation help achieving political domination and legitimization of political actions by controlling the public opinion. The underlying motives vary and are context bound such as the aims to topple a government or to restore public faith in the governance. This research is significant for political discourse analysts as well as the general public, as a means for analytical activism propagated by any CDA inquiry, and paves way for further research in the use of social media platforms for political purposes.
