Since independence (1947), foremost among the issues related to the growth of Bombay has been the decision to build New Bombay, a new city on the mainland across from Bombay island. In this paper, I examine first, the emergence of the idea of New Bombay and the interest groups who influenced the planning process. Secondly, I examine the actual achievements of the New Bombay project and the disjuncture between planning and reality. The New Bombay case shows clearly the way the political environment can influence the planning process. Confronted with the demands of different interest groups, the state in its urban planning opted for a solution which would accommodate all of them. In the process, many of the original objectives of building the new city have remained unfulfilled.

This essay explores the discourse of law that constitutes the controversial apprehension of Cicero's issuing of the ultimate decree of the Senate (senatus consultum ultimum) in Catiline. The play juxtaposes the struggle of Cicero, whose moral character and legitimacy are at stake in regards to the extra-legal uses of espionage, with the supposedly mischievous Catilinarians who appear to observe legal procedures more carefully throughout their plot. To mitigate this ambivalence, the play defends Cicero's actions by depicting the way in which Cicero establishes the rhetoric of public counsel to convince the citizens of his legitimacy in his unprecedented dealing with Catiline. To understand the contemporaneousness of Catiline, I will explore the way the play integrates the early modern discourses of counsel and the legal maxim of ‘better to suffer an inconvenience than mischief,’ suggesting Jonson's subtle sensibility towards King James's legal reformation which aimed to establish and deploy monarchical authority in the state of emergency (such as the Gunpowder Plot of 1605). The play's climactic trial scene highlights the display of the collected evidence, such as hand-written letters and the testimonies obtained through Cicero's spies, the Allbroges, as proof of Catiline's mischievous character. I argue that the tactical negotiating skills of the virtuous and vicious characters rely heavily on the effective use of rhetoric exemplified by both the political discourse of classical Rome and the legal discourse of Tudor and Jacobean England.

The following study of selected works of art by Zulkiflee Anwar Haque or better known as Zunar, a Malaysian political cartoonist from his book ‘Twit Twit Cincin’. This study is guided by the visual rhetoric theory that has three areas of study - nature, function and evaluation. The study looks at selected cartoons that addressed political figures, politics and social issues. The research looked at the way the caricatures portrayed Malaysian politicians, his perspectives on the political and social issues and how these issues were addressed. The researcher also looked at metaphors used by the cartoonist to communicate his ideas to the audiences. The study found that Zunar’s portrait of Malaysian politicians is not always positive. He is critical but not in an inflammatory way. The metaphors found in Zunar’s work are found to be common themes and simple to understand. They are also very well-known, visually appealing and a tool to tie his messages together and to get his ideas across. Zunar has managed to resist the oppression of the state through his cartoons while looking at institutional reform, puts forth an alternative articulation of history and nation that juxtapose the current government. Festivals have been around, and will always be around; no matter the political context they are embedded in, supported by, or hindered by. Why? Simply because society develops, it transforms, it is dynamic and it needs space for reflection and inspiration. Festivals are platforms for people to meet, and for artists to present their work, their creations. This gives festivals an enduring, quite independent mission and reason to exist: as long as festivals strive to offer a biotope for artists and audiences alike and point to questions which concern the way we live and want to live, they will be a fertile ground for a meaningful development of society – and an offer for serving the public wellbeing. What are the challenges festivals are facing today? There are a series of very complex questions related to festivals’ positioning us as human beings in an interconnected, global society, our relation to nature and the immediate surroundings, our stories of life so that as many citizens as possible can be part of the societal discourse, can be enriched, can be touched, can be heard, can be moved. Individuals, interest groups, nationalities, countries, even continents are interconnected. What does this mean for a festival? Travelling across Europe for work and pleasure and meeting citizens from all walks of life has taught me that citizens, a term that connects individuals to some larger constructed community, are just people, everyday people, going about their lives. People connect with other humans and their human stories, real life encounters. Abstract theory and jargon are meaningless when they lack real life connections. Meaningful festivals of the future will offer possibilities for new connections among people: they invite people to travel in time and in space; they inspire to connect human stories, enriching them with new, unexpected, colourful stories!

This chapter examines the role of Christianity in the work of José Lezama Lima as it relates to his engagement with Revolutionary politics. The chapter shows the multiple temporalities that the State wields, and contrasts this thinking on temporality with the Christian apocalyptic vision held by Lezama. The chapter is concerned with highlighting the manner in which Lezama unworks Christianity from within. Yet its aim is not to prove yet again that there is a Christian matrix at the heart of modern revolutionary politics. Rather, it shows the way in which the mixed temporalities of the Revolution, already a deconstruction of the idea of the One, still poses a challenge for contemporary radical thought: how to think through the idea that political change is possible precisely because no politics is absolutely grounded. That Lezama illuminates the difficult question of the lack of political foundations from within the Christian matrix indicates that the problem at hand cannot be reduced to an ever more elusive and radical purge of the theological from the political.

This chapter examines how protracted political conflict shapes the ways ordinary Naga men and women ‘see’ the postcolonial state. For most Nagas, long decades of conflict were marked by a dual relation to the state. On the one hand, they experienced the coercive, repressive powers of the state, while, after the enactment of Nagaland in 1963, the state manifested itself as a source of largesse and livelihood, as part of a politically driven policy of ‘seduction’ to tie Nagas to existing state structures and the political status quo. These historical experiences muddled distinctions between the state as a benevolent provider and protector, and that of a dispenser of bodily violence and misery, between the state as a lucrative resource and reservoir of public resentment. The way Naga villagers engage and ‘see’ the state, I argue, is mediated by this historical ambiguity.

AbstractRates of foreign direct investment (FDI) to Africa are increasing, yet little is known about how this will affect the political environment. One possibility, explored here, is that increasing levels of FDI within developing states will incentivize state conflict activity. Using an instrumental strategy, we show that in states with a low regard for civil liberties, or with unhealthy economies (i.e. states with a cash deficit), increased access to investment is associated with a higher number of conflict actions by the state. We argue that access to investment can push regimes into using violent strategies to secure their internal environment and to ensure their survival, specifically in their engaging in conflict against opposition and armed combatants. This underscores the need for extensive monitoring of state behavior following the receipt of investment, similar to the oversight of conditional aid.

The article provides an ethnographic study of the lives of the ‘dangerous class’ of drug users based on fieldwork carried out among different drug using ‘communities’ in Tehran between 2012 and 2016. The primary objective is to articulate the presence of this category within modern Iran, its uses and its abuses in relation to the political. What drives the narration is not only the account of this lumpen, plebeian group vis à vis the state, but also the way power has affected their agency, their capacity to be present in the city, and how capital/power and the dangerous/lumpen life come to terms, to conflict, and to the production of new situations which affect urban life.

The book delineates the emergence of a unitary state from the bedrock of a nation formed over centuries. It retraces the major advances in the integration between the state and civil society achieved in the first fifty years after unification, and the disastrous consequences wrought by the First World War and by Fascism. It underscores the way in which the post-war democratic revival rewound the virtuous process of construction of a state capable of expressing the Italian "plural nation". Despite this, it also stresses the way in which the ethical deterioration and the corruption of the political and administrative class that came to a head during the last twenty years of the twentieth century have again brought to the fore the problem of the construction of shared institutions.

If there is one element of the politics of Iranian cinema that is understudied,it is that of the relationship between Iranian films and the Iranian film audience.Saeed Zeydabadi-Nejad’s book, The Politics of Iranian Cinema: Filmand Society in the Islamic Republic, fills this glaring gap by providing aunique insight into how Iranian films are received in Iran; what political andsocial debates they spark; and how they form part of a larger nexus of powernegotiations between the state, artists, and film viewers. The book takes anexpansive approach to “politics,” not favoring hard politics over soft politics or vice versa, but showing how the two go hand in hand in defining the filmmakingprocess in Iran.The book’s uniqueness lies in its reliance on participant observation, inaddition to interviews, as one method of studying the Iranian film audience.Through this, the reader gets a sense of people’s reactions to the films discussed.Zeydabadi-Nejad often reproduces sections of conversation amongfilm viewers that bring to life his statements about the films’ relationshipwith the political environment. The cynicism expressed by a group of youngpeople after watching Bahman Farmanara’s 2001 film House on the Water(p. 86), for example, serves as a sharp illustration of the disillusionment withstate ideology among the urban middle class — an issue covered elsewherein the literature on Iranian cinema, but usually presented in generalized termsrather than through the prism of individual reactions found here ...

The way in which an unknown virus has moved from a local to a global case, taking on a pandemic outline, has caused significant changes in the lives of all human beings. Firstly, for that reason, it is unknown, then because behind the ignorance comes mistrust and fear. Nowadays, these ingredients are - in the political-social space - substance for the biggest factors of action and decision of the actors of the power. Have we been in a war context, as some have said? Was confinement, global and so prolonged, really necessary? Was decreeing a state of emergency essential? Were the exception measures proportional? And are they reversible? This article aims, in the way of the ideas of several authors that thinking about the political philosophical role of health contexts, of exception state, and of political control of the State, in face of public health issues and not only, understand the “state of the art” in the way of governing western democracies, in the firstly, but flying over other geographies and systems as the virus has assumed global contours. And, by means of the concrete measures, politically adopted, by the different political actors, what real impacts they had on the life and the institutions working, and on the psychology of the persons individually or socially considered.
