AbstractPolicy perspectives of the European Union as well as those of member states currently link the concepts of social investment and social entrepreneurship in order to advocate both where and how to intervene. The argument of this article is that the explicit linking of these two notions, by policy-makers at several different levels and scales of authority, constitutes an emerging policy paradigm. The article identifies three characteristics of any paradigm, including that a policy paradigm must provide a perspective on the maintenance of the well-being of both society and individuals. Despite variation across countries and levels of authority (a characteristic of any paradigm) policy communities proffer the quasi-concepts of social investment and social entrepreneurship in combination as the appropriate ways to govern financing and the delivery of social investments. Therefore, social enterprises are targeted to receive public financing in order to deliver social investments in activation (training, employability, job support and wage supplements) as well as childcare. Reliance on this assemblage is documented across scales from the local through the national, transnational and international.

Urgency of the research. Social entrepreneurship covers a wide range of tasks from area of social policy that should ensure the normal living conditions of the local community. From this point of view, the main task of social entrepreneurship is to improve the well-being of local community and meet its needs by the implementation of social infrastructure services. Target setting. In the paper the hypothesis is formulated that Ukraine has worse conditions for the formation and development of social entrepreneurship than Poland. The study is proved that development of social entrepreneurship in Poland in the light of EU regional policy consists in the support of social enterprises by the state in accordance with the National Program for Social Economy Development, the European Union. Actual scientific researches and issues analysis. Some aspects of social entrepreneurship and community development are covered by the studies of such scientists as J. Defourny, J. Hausner, Jan-U. Sandal, A. Nicholls, G. Keohane, J. Kerlin, O. Pankiv and others. Uninvestigated parts of general matters defining. It should be admitted that there is a problem of state support for social enterprises at the appropriate level in Ukraine. This only deepens the differences between the social enterprises in Ukraine and Poland. It is worth noting that as a consequence of this, social entrepreneurship of Ukraine is more business-oriented than in Poland. The research objective. The study on the social entrepreneurship and its impact on the local community development undertaken at national and regional levels, i.e. on statistical material concerning 22 regions of Ukraine and 16 voivodships of Poland. The study used a comparative method of developing social entrepreneurship in Poland and Ukraine. In addition, the study carried out in the paper was enriched with drawings made on the basis of graphic and cartographic data presentation methods. The statement of basic materials. As part of the research, the concept of social entrepreneurship (prosocial business) was defined, the features of the social entrepreneurship in Poland and Ukraine were analysed, and the ways of the social entrepreneurship development in Ukraine were presented. Conclusions. Based on the results obtained, recommendations were presented to strengthen and develop social entrepreneurship in Ukraine.

The article presents the overview of the approaches and models, which are important in determination of social entrepreneurship driving forces. The research problem is arised for getting more wide view about activities and motivation issues of social entrepreneurs in the Republic of Belarus. The research aims to examine the individual features and motives of social entrepreneurs in profile of their personality related to appropriate business models for social entrepreneurship development. The broad and narrow approaches are used to get an answer about the perspectives of social entrepreneurship in this country. The objectives of research are arised as follow: 1) define approaches of social entrepreneurs‘ for individual profiling; 2) describe the motives of entrepreneurs to start activities for social business; 3) highlight the business models of social enterprises‘ establishment. The methods of research: monographic, descriptive and meta-analysis of scientific literature. As well as the analysis of the empirical data is produced by in-depth interviews with the heads of organizations and enterprises engaged in social entrepreneurship in the Republic of Belarus (in-depth interviews were conducted in the period from 15th August to 15th November 2015, and 10 experts were involved). The key findings of research: marked a „broad“ and „narrow“ approaches for higlighting the profile of social entrepreneurs; approved the consequences that social entrepreneurs are high motivated and biased towards achieving socially beneficial purposes rather than material well-being; identified the circumstances about the existance of individual and organizational models for establishment social enterprises.

This research focuses on youth social entrepreneurs who are leading ventures that address pressing societal problems including climate change, gun reform, and social justice. It answers Journal of Public Policy & Marketing’s call for more research in marketing on social entrepreneurship. Consistent with the mission of Transformative Consumer Research to enhance individual and societal well-being, this research explores how the dynamic ecosystem of youth social entrepreneurs empowers them to rise up to transform people, communities, and the future for the better. The authors partnered with 20 established youth social entrepreneurs who have founded social impact initiatives as well as two organizations that support youth social entrepreneurs, Ashoka and Future Coalition, to develop a framework for understanding the ecosystem that encourages youth social entrepreneurs to enhance people’s well-being and make the world a better place. This framework integrates the experiences of these youth social entrepreneur partners and extant literature in marketing and related disciplines to provide guidance that can help researchers, policy makers, educators, and parents design an environment to support the success of youth social entrepreneurs.

As social entrepreneurs address various socio-economic problems in society, there has also been an increased interest in how social enterprises can support specific regions. In Latvia, social enterprises have been operating for a long time, but only recently the Social Enterprise Law was adopted, which regulates the tasks of social entrepreneurship and the support possibilities. This study highlights the level of entrepreneurship activity in the country as a whole (the number of enterprises and the number of newly established enterprises) and within individual statistical regions in the period from 2018 till 2020, analysing the structure of enterprises and indicators representative of entrepreneurship in Latvia and its regions: the dynamics of the number of enterprises per 100 000 inhabitants. The following hypothesis was made: Social entrepreneurship in the regions of Latvia has a disproportionate impact on socio-economic problems. It was found that social enterprises operate twice as much in Riga region as in any other region of Latvia, which has the lowest poverty index. However, the highest poverty index is found in Latgale region, where proportionally the lowest number of social enterprises operates. Social entrepreneurship can be a successful tool for addressing socio-economic problems in the regions and for regional development. For this development to take place, it would be necessary to develop instruments to support social entrepreneurship with the aim of improving the well-being of all regions, not only the region where the social enterprise operates.

Due to rapid evolution of new technologies and the accelerated economic and social change, many organizations have realized in recent years that in order to survive in this turbulent and competitive global environment it is necessary to take into account the needs and expectations of their stakeholders, as well as to make the labour relationships more flexible and to adopt a socially responsible behaviour. Social enterprises may be the solution as they represent a business model adapted to the 21st century, which through their activity create a balance between economic, financial, cultural, social and environmental needs. In fact, last decades have witnessed the emergence and development of concepts such as social economy and enterprise, social entrepreneurship. As a driver of innovation, job creation and economic growth, social entrepreneurship can and should contribute to economic well-being and social progress. On this line, it is worth to emphasize that the activities of social entrepreneurs may have an appreciable impact on the quality of life of people around the world. Also, social entrepreneurship represents a complex and multidimensional concept that has constituted a topic of great significance for numerous researchers in the past decades. The paper aims to define the concepts of social entrepreneurship and quality of life, and to illustrate their relationship in the case of TOMS company. The descriptive and quantitative research method used by the authors was based on secondary data found in the electronic databases, international journals and corporate reports. The paper contributes to a better understanding of the two concepts, namely social entrepreneurship and quality of life. Also, it shows that they are two related concepts as the first one has a positive impact on the second one through various actions, such as ensuring the basic material conditions, increasing the level of education, or improving the health system. The actualization of the results of financial decentralization in Ukraine as part of the reform of decentralization of power and the development of proposals for its improvement is explained by the fact that a clear division of functions, powers and financial resources between national and regional levels is the basis for the well-being of our citizens. opportunities for its sustainable socio- economic development on a democratic basis. It is noted that financial decentralization is a process of giving authority to mobilize revenues and expenditures of local governments in order to increase the effectiveness of the implementation of these powers and better management of community budgets. It is established that unlike traditional entrepreneurship, which focuses on profit generation, the purpose of social entrepreneurship is to create and accumulate social capital. Abroad, social enterprises operate successfully in the fields of education, the environment, human rights, poverty reduction and health care, and their development and dissemination is one way to improve the living conditions of citizens. A similar mission is entrusted to local governments, which allows us to consider the revival of social entrepreneurship as an important element in improving self-government policy. It is determined that in modern conditions social entrepreneurship is one of the tools to ensure the ability of the local community to provide its members with an appropriate level of education, culture, health, housing and communal services, social protection, etc., as well as plan and implement programs efficient use of available natural and human resources, investment and infrastructural support of territorial communities. Due to financial decentralization, local governments have received additional resources that can be used to create economic incentives to promote social entrepreneurship in small and medium-sized businesses at the community level.

Waste is generated by various day to day human activities. Adopting improper waste handling and disposal methods can harm the well-being of public and environment. Waste management creates new opportunities for entrepreneurs in terms of social causes and it affects the economic structure and economic status of any country. One of the new approaches in waste management and income generation is Social entrepreneurship. But in Bharat i.e. India the young entrepreneurs have a dearth of consciousness towards social entrepreneurship. This paper discusses the status of solid waste management in India and Government initiatives for managing Solid Waste at Dharamshala. The main objectives of study are 1) to check awareness of people in managing solid waste at Dharamsala 2) and how to convert the plastic waste into theme based parks as skilled initiative for entrepreneurs at tourist spots in Himachal Pradesh. The paper thus explores the scope for entrepreneurs in waste management. The study reveals that Solid waste management concept attracted the attention of government around 1970s. But till now we believe in filling the waste in the ground or putting them in the dustbin. Government of India has created few acts and rules on waste management which are listed in this paper. Through this study it is revealed that people of Dharamshala welcome to the construction of themed parks made from plastic bottles. Majority of these people believe in separating waste at home and according to them conditions of waste disposal at Dharamshala are not very good. There is a positive correlation between people’s opinion of constructing theme parks and using plastic bottles in park’s construction. Study believes that the quantity of plastic waste in our country is endless which creates lot scope and opportunity to the social entrepreneurs.

The final chapter concludes with five contemporary ‘uses’ of social investment, in full recognition of limits underscored by critics. The first ‘use’ of social investment therefore concerns its ‘paradigmatic’ bearings. To what extent does social investment represent a distinct policy paradigm for twenty-first-century welfare capitalism? A second ‘use’ relates to paradigm change, in the sense of theoretical progress inspiring interdisciplinary methodological innovation, in particular with respect to the empirical assessment of well-being ‘returns’ on social investment. The third more practical ‘use’ covers the identification of virtuous social investment policy mixes of ‘stocks’, ‘flows’, and ‘buffers’. The fourth ‘use’ is geographically confined to the European conundrum of overcoming the fiscal austerity to make way for social investment reform, as means to reignite socioeconomic convergence, at least for the Eurozone. The more general final use of social investment bears on the ‘politics of social investment’ in the aftermath of the financial crisis.

Purpose The practice of social entrepreneurship has grown rapidly around the world, including in Malaysia where it is still considered to be at an early stage. Nevertheless, little is known about the career transition among youth who choose careers as social entrepreneurs. The purpose of this study is to explore the challenges faced by youth social entrepreneurs who run social enterprises in Malaysia. Design/methodology/approach This study used a qualitative approach to collect and analyse data to answer the research questions. Seven youth social entrepreneurs were interviewed until data saturation was met. An interview guide was created for the purposes of conducting the interviews. The interviews were recorded using a voice recorder. Data were transcribed verbatim and grouped in order to identify the codings, categories and themes. Findings The findings show the career transition to become a social entrepreneur, as well as the major challenges that youth social entrepreneurs face, which include acclimatising to the life and career of a social entrepreneur and not getting support from family. Practical implications The study findings are also significant for presenting valuable data on the experience of the developing social entrepreneur. The qualitative nature of the study provides valuable experiential insight into the lives and struggles of young social entrepreneurs in Malaysia. The findings will allow local authorities and social entrepreneurship regulatory agencies to design initiatives and plan actions intended to overcome the challenges. Originality/value This study makes an original contribution by showing that the process of career development as a social entrepreneur has given meaning to the informants. Despite presenting many challenges, social entrepreneurship has reinforced the role of youth social entrepreneurs, especially in relation to social responsibility.
