We find two reasons to develop an improved management information system for local governments. One is the apparent inability of current local government management information systems to warn of imminent financial collapse or to indicate the degree of financial weakness of a local government. Another reason is the need for information that will promote the most efficient use of resources in providing public services.During the 1970s certain local governments were unable to meet their obligations. Their current obligations exceeded current revenues. The nation was made aware of the crisis when New York City defaulted on some of its loan obligations and sought federal assistance. Other local governments have faced similar crises. Cleveland, Ohio, was in default for a short period during 1978 until it sold some of its assets (urban land and an electric power generating plant) to obtain cash and reduced its programs to reduce current outlays. The crises in those large cities have brought national attention to the financial problems of many local governments—urban and rural, large and small.

Purpose: This study aims to examine the effectiveness of the application of Government Accounting Standards to the quality of financial reports in the local government of Pangkep Regency, Indonesia. Approach/Methodology/Design: In this study, the sample taken was 43 administrators from 45 Regional Work Units (SKPD) which consisted of a financial statement drafting team and Regional Government Internal Auditors (AIPD) involved in the preparation of Pangkep District Government's financial statements. Data collection was carried out through direct observation and surveys obtained by distributing questionnaires to the respondents. This research uses quantitative research methods. Findings: The results showed that the effectiveness of the application of Government Accounting Standards had a positive and significant effect on the quality of local government financial reports. Practical Implications: An important implication of the results of this study is that the effectiveness of implementing a system is highly dependent on the achievement of the quality of the output it produces. That is, a program is said to be successful if the program's objectives are effectively achieved. The amount of contribution greatly depends on the achievement of the targets and targets that have been set. Originality/value: The regional management information system is part of the state's efforts to present good governance, a government that can be accountable for activities financed through measurable and transparent public budgets. This paper examined the implementation of this system, and it is concluded that it has a positive and significant effect on the quality of the presentation of financial statements at the Pangkep Regency Government.

Population has been a complex problem in development these days, especially in Denpasar, rapid population growth with limited support and capacity is the main problem. In conncetion to that, this research is aiming to find out 2 (two) things: first, to know juridical regulation for migrants in Denpasar. Second, to know about the involment of Pakraman Village (Customary Village) in managing migrants. This research uses statute approach. According to research it is concluded that: first, to anticipate rapid population growth or manage migrants in legal area of Denpasar, Government of Denpasar bases its authority in 1945 Constitution of the Repulic of Indonesia, Law Number 23 of 2014, Law Number 23 of 2006 as amended in Law Number 24 of 2013, Local Government of Bali Act Number 10 of 1998, Local Government of Bali Act Number 3 of 2001, Local Government Act Number 5 of 2014 concerning Amendement of Local Government Act of Denpasar Number 6 of 1996 concerning Framework Implementation for Population Registration in Population Management Information System, Mayor Act Number 593 of 2000 concerning Migrants Management. This act is also amended to Mayor Act Number 610 of 2002 concerning Amandement of Mayor Act Number 539 of 2000. Second, the involment of Pakraman village in managing migrants in Denpasar is regulated under the said Local Government Act, Mayor Act and Agreement between Government with Pakraman Village in Denpasar. The regulation is clear, giving the village authority to manage migrants in accordance to local customary law in force (awig-awig). This Research recommends that a clearer regulation in awig-awig and implementation of policies concerning migrants management is needed. Masalah kependudukan telah menjadi persoalan yang sangat kompleks dalam perkembangan dewasa ini, khususnya di Kota Denpasar, pertumbuhan penduduk sangat pesat dengan daya dukung  serta daya tampung sangat terbatas menjadi persoalan utama. Berhubungan dengan hal tersebut maka dilakukan penelitian untuk mengetahui 2 (dua) hal yaitu : pertama, untuk mengetahui  pengaturan secara yuridis penduduk pendatang di Kota Denpasar. Kedua, untuk mengetahui mengenai keterlibatan desa pakraman dalam pengendalian penduduk pendatang. Pendekatan yang digunakan adalah pendekatan peraturan perundang-undangan (statue approach). Berdasarkan hasil penelitian dapat disimpulkan sebagai berikut : pertama, untuk mengantisipasi ledakan kependudukan ataupun pengendalian penduduk pendatang di wilayah hukum Kota Denpasar, Pemerintah Kota Denpasar mendasarkan kewenangannya dengan UUD Negara Republik Indonesia Tahun 1945, UU 23 Tahun 2014, UU 23 Tahun 2006  sebagaimana telah diubah dengan UU Nomor 24 Tahun 2013, Perda Provinsi Bali  10 Tahun 1998, Perda Provinsi Bali  3 Tahun 2001, Perda 5 Tahun 2014 tentang Perubahan atas Peraturan Daerah Kota Denpasar Nomor 6 Tahun 1996 tentang Penyelenggaraan Pendaftaran  Penduduk dalam Kerangka Sistem Informasi manajemen Kependudukan (SIMDUK), Keputusan Walikota Nomor 593 Taun 2000  tentang Penertiban Penduduk Pendatang. Keputusan ini juga terjadi perubahan yaitu Keputusan Walikota Denpasar Nomor 610 Tahun 2002 tentang Perubahan Keputusan Walikota  Denpasar Nomor 539 Tahun 2000. Kedua, mengenai pelibatan Desa Pakraman dalam pengendalian penduduk pendatang di Kota Denpasar diatur secara jelas di dalam Perda, Keputusan Walikota  dan Kesepakatan Kerja sama antara Pihak Kedinasan dengan Pihak Desa Pakraman di Kota Denpasar. Pengaturan secara jelas keterlibatan Desa Pakraman, memberikan otoritas kepada Desa Pakraman dalam pengendalian Penduduk pendatang sesuai dengan awig-awig desa pakraman setempat. Rekomendasi penelitian adalah perlu adanya pengaturan lebih jelas dalam awig-awig desa pakraman dan penerapan kebijakan-kebijakan hukum yang sungguh-sungguh terkait dengan pengendalian penduduk pendatang.

The purpose of this study is to describe and to analyze the optimalization of management information system application of integrated sub-district administrative service (SIMPATEN) in Sragen toward the licensing service to the public and business world. This study used qualitative research methods with descriptive approach. The sample consists of 3 sub-districts, they are Ngerampal, Gemolong and Plupuh. The results shows that the application of SIMPATEN is applied via a parallel approach where new system is operated by the old system simultaneously. This method has an effect on the increase of budget for facilities and personnel to maintain both duplicated systems. The main constraints of the implementation of SIMPATEN is incompetency of human resources who manage SIMPATEN. Recruitment of professional staff is the main solution, but budgetary fund owned by the local government is limited. Currently, the best way to solve this problem is giving them trainings related to SIMPATEN. However, this condition causes management staff formation runs slower. Another way is the local government also sought partnership with higher education/private companies.

The system in government agencies is very important, in this case regional financial management is realized in the form of a SIMDA (Regional Management Information System) financial application. This system is a simple system for processing data, processing, obtaining, compiling, and storing to produce strategic information. The benefits obtained by the regional government by using the SIMDA regional financial application system are data that has been inputted does not need to be input repeatedly, and if the data inputted back will appear automatically. In the office of the BAPPEDA Regional Management Information System (SIMDA) working on developing to make SIMDA applications related to development, the capacity of local governments in accordance with applicable laws and regulations. To help make SIMDA develop there must be a training effort given so that SIMDA can run efficiently and effectively.Keywords: Financial SIMDA, Financial data management
