The loan and hire of contemporary original works of art has a long but littleresearched history. Its recent development, in and outside public libraries (particularly in the USA, Canada, Europe, and Israel) began essentially after 1945. Its nature and scope is strongly influenced by contemporary art. Art loans are worth promoting because art plays a lesser role in our cultural life compared to music and literature, because of the gulf between contemporary art and the public at large, as a means of securing and developing the role of the artist in society, and to foster discrimination and visual literacy in an age dominated by images of all kinds.

The 1964 Danish Public Libraries Act empowered public libraries to lend materials other than books. Subsequently a number of libraries took advantage of this to initiate loan collections of original works of art, posters, and slides, alongside and as an extension of the provision of art books and journals. In addition, art departments in public libraries began to organise exhibitions of contemporary art. In some cases, including Gladsaxe, Lyngby, and Gentofte in Greater Copenhagen, distinct art libraries were created. Artists whose work is represented in libraries can benefit from payments dispensed through the Public Lending Right scheme. Librarians responsible for art departments in public libraries formed a group within the Danish Librarians’ Union, in the 1970s. The activities of art departments have suffered during the difficult economic climate of the last decade or so, but membership of Kunstfaggruppen is now growing again.

Purpose The purpose of this paper is to endorse the notion that information is the currency of democracy and explore the question of the public library’s role in promoting democracy through the provision of access to information. Design/methodology/approach A review of the literature and a case study are used. Findings From the early days of the public library, there has been a certain democratic paternalism in librarians’ views on public libraries, and ambivalence about the extent to which these libraries have provided information to the whole population. Despite this finding, the paper explores the public library’s role in providing information; the currency of information. Public libraries can contribute to the renewal of a democratic public sphere by providing free and ready access to knowledge and information, as well as safe and trusted social spaces for the exchange of ideas, creativity, and decision making. Originality/value The paper examines material from the dawn of the public library to current concerns about the role of these libraries in providing access to information, in revitalising citizenship and fostering democracy. It draws on the well-known example of the birth of democracy in South Africa and on discussions of public library neutrality and activism in contemporary France, describing limits on the achievements of libraries in these countries in the context of some current, promising examples from the USA, Britain, Denmark, and Australia.

A number of public libraries in Denmark have acquired original prints or other works of art since the Danish Library Act of 1964, but only some lend pictures to individuals. Special art departments, bringing together literature, pictures, and other material, have been created in a few major libraries. Art exhibitions are an important activity undertaken by libraries as part of their role of making art accessible to the public. Chapter One deals with several central issues with regard to understanding the role of religious motifs in contemporary art. Besides being a repetition of imagery from the past, religious motifs embedded in contemporary artworks become a means to problematise not only the way different periods in the history of art are delimited, but larger and seemingly more rigid distinctions as those between art and non-art images. Early religious images differ significantly from art images. The two types are regulated according to different sets of rules related to the conditions of their production, display, appreciation and the way images are invested with the status of being true or authentic instances of art or sacred images. Chapter One provides a discussion of the important motif of the image not made by an artist’s hand, or acheiropoietos, and its survival and transformation, including its traces in contemporary image-making practices. All images are the result of human making; they are fictions. The way the conditions of these fictions are negotiated, or the way the role of the maker is brought to visibility, or concealed, is a defining feature of the specific regime of representation. While the cult image concealed its maker in order to maintain its public significance, and the later art image celebrated the artist as a re-inventor of the old image, contemporary artists cite religious images in order to reflect on the very procedures that produce the public significance and status of images.

This paper presents methodology, early findings, possible applications of results and lessons learnt from the research study “Public libraries: value, trust and satisfaction”. The study was conducted in Latvia as the part of the impact assessment plan within the public library development project “Third Father’s Son”. The project’s goal was to improve people’s quality of life by strengthening the capacities of public libraries to facilitate better and proactive use of resources offered by free access to information technology and the Internet. In this paper, the author introduces practical results from the measurement of use-oriented value of public libraries by using information from the ecology approach and identifying the role of the public library within a context of other information sources used by the public.

There is one aspect of Libraries that needs particularly to be highlighted, namely the role of the public library as a par excellence site that upholds the public intellectual space when contrasted to the more restricted academic space. It is a primary means by which public intellectuals and, through them, civil society, may hold even academia to account when the latter becomes confined by dead habits or restricted by institutional, bureaucratic, elitist or other, structures. It needs to be emphasized that academia and scholarship are not necessarily congruent. The interplay between academia and scholarship is crucial and that is made possible by the public library. Open libraries, especially public libraries, are at least as vital as the academia. The importance of a library or a museum is not necessarily related to its location or its size. “Preservation” and “intellectual heritage” need to be decolonized in order to realize epistemic justice.

This paper considers the role of the public library as a community hub, engagement space, and entrepreneurial incubator in the context of the city, city governance, and local government planning. It considers this role from the perspective of library experts and their future visions for libraries in a networked knowledge economy. Public libraries (often operated by or on behalf of local governments) potentially play a pivotal role for local governments in positioning communities within the global digital network. Fourteen qualitative interviews with library experts informed the study which investigates how the relationship between digital technology and the physical library space can potentially support the community to develop innovative, collaborative environments for transitioning to a digital future. The study found that libraries can capitalise on their position as community hubs for two purposes: first, to build vibrant community networks and forge economic links across urban localities; and second, to cross the digital divide and act as places of innovation and lifelong learning. Libraries provide a specific combination of community and technology spaces and have significant tangible connection points in the digital age. The paper further discusses the potential benefits for libraries in using ICT networks and infrastructure, such as the National Broadband Network in Australia. These networks could facilitate greater use of library assets and community knowledge, which, in turn, could assist knowledge economies and regional prosperity.

The art department of the Gladsaxe Bibliotek, near Copenhagen, is one of several art departments in public libraries, and one of the art libraries created in Denmark as a result of the Public Libraries Act of 1964 and two subsequent reports, in 1967 and 1971, on the provision of audiovisual material under the terms of the new Act. In addition to providing books and journals, these art libraries lend slides, posters, and original prints, and mount exhibitions of works of art by local and other artists. The librarians concerned have formed a subsection of the Danish Library Association, the ‘Faggruppen for kunstbibliotekarer’ (known as ‘Kunstfaggruppen’) and these ‘diary pages’originally appeared, in Danish, in the group’s newsletter Medd. From a cultural point of view as well as politically and geographically, Hungary is very much part of Eastern Europe; although the “Iron Curtain” appears less formidable than hitherto, opportunities for people to encounter works of art are relatively few. In these circumstances, public libraries have a vital role to play in organising art exhibitions; their exhibition activities have been surveyed, and could in future be coordinated, by the National Széchényi Library. With some notable exceptions, the scope of exhibitions has tended to be unadventurous, focussing especially on the graphic and book arts because of their obvious relevance in a library environment. There is a particular need for exhibitions for children which would encourage uninhibited experiences of works of art and design.

Purpose The purpose of this paper is to provide a comprehensive historical review of the role of the Federal Reserve in retail payments in the USA. Design/methodology/approach It reviews the literature on the role of the Federal Reserve and assessments of its involvement. Findings In addition to its oversight and operational role, the Federal Reserve has conducted R&D and facilitated technology adoption. It has provided effective competition to the private sector without subsidies. Research limitations/implications The Federal Reserve has served the public interest and private networks have benefited from the “visible hand” of government. Practical implications Migration to electronic payments will likely change its role from an operator to setting standards for safety and security. Originality/value The historical review provides context against which the future strategy of the Federal Reserve may be assessed.
