The challenges for environment and development economics

I consider that the field of environment and development economics (EDE) began with the publication of The Control of Resources by Partha Dasgupta (1982). Although he did not confine his focus to developing countries, Dasgupta (1982: 10) suggested that managing environmental resources was much broader than conventional resource stock depletion or pollution control: To sum up: environmental discussions need to be conducted in the face of a clear recognition that, (a) these resource are often common property, (b) resolutions of environmental problems usually involve changes in the allocation of property rights, (c) resource use may well be irreversible (e.g. it may lead to their exhaustion when in fact this could have been avoided), (d) resource stocks often affect welfare directly, (e) the environmental impact of certain types of activity are cumulative and only become noticeable at some time in the future, and (f) the environmental impact of certain types of activity are uncertain. It is no wonder that environmental problems are formidable to analyse, let alone solve.

Environment and Development Economics (EDE) was established 15 years ago to provide a publication outlet for theoretical and applied scientific papers dealing with issues at the intersection of environmental, resource and development economics, as well as to actively support capacity building in the developing world. In the years since its inception, EDE has published a large number of articles on topics ranging from sustainable development, the environmental Kuznets curve, and green accounting, to trade and environment, poverty and natural resource use, and the economics of ecosystems.

This research is intended to find out the role of the regional environmental impact Control Agency of Batam City against the environmental problems that occur in industrial areas namely, Batam city, concerning sustainable development based upon the environment, the activities of the industry now aims to build an economic sector but has a negative effect that is the pollution of the environment. In this case in Batam city frequent occurrence of environmental pollution caused by industrial activity namely with disposal of waste which are not in place. This research is focused on environmental impact Control Agency area of Batam city authorities in the control of the environment . With the outline of the research issues namely how environmental impact Control Agency the role of the Regions in the control of pollution of the environment against industrial activity in Batam city in 2011-2014 and the factors restricting the role of the regional environmental impact Control Agency in controlling environmental pollution in Batam city in 2011-2014.Type of this research is a descriptive i.e. researchers provide a description and overview of the phenomenon or social symptoms examined by independent variables described in a systematic and accurate. Method of data collection is done by means of interviews and the documentation.The results of this research show that the role of environmental impact Control Agency area of Batam city in pollution control against industrial activity carried out according to its function but have not run well in accordance with the goals and targets that have been set. This is not in accordance with the duties and functions of the regional environmental impact Control Agency of Batam city, resulting in less the maximum role of Bapedalda itself in controlling pollution that occurred in Batam city. So it should be should be able to stake Bapedalda holder which is professional in the discharge of pollution control and must be capable of tackling the obstacles faced.

The vignettes provide concrete examples of how to apply the theories in the book to solving environmental problems and working toward environmental sustainability in a variety of contexts, including managing visitors in a national park, developing persuasive communications, designing more collaborative public involvement processes, starting up an energy savings program within a for-profit corporation, and promoting conservation in the face of rapid development.

Green infrastructure practices could provide innovative solutions for on-site stormwater management and runoff pollution control, which could relieve the stress of nonpoint pollution resulting from heavy rainfall events. In this study, the performance and cost-effectiveness of six green infrastructure practices, namely, green roofs, rain gardens, pervious surfaces, swales, detention basins, and constructed wetlands, were investigated. The comprehensive performance evaluation in terms of the engineering performance, environmental impact, and economic cost was determined in the proposed engineering–environmental–economic (3E) triangle model. The results revealed that these green infrastructure practices were effective for stormwater management in terms of runoff attenuation, peak flow reduction and delay, and pollutant attenuation. It was suggested that for pollution control, detention basins can efficiently reduce the total suspended solids, total nitrogen, total phosphorus, and lead. The implementation of detention basins is highly recommended due to their higher engineering performance and lower environmental impact and economic cost. A case study of a preliminary cost–benefit analysis of green infrastructure practice exemplified by the Pearl River Delta in China was addressed. It suggested that green infrastructure was cost-effective in stormwater management in this area, which would be helpful for sustaining healthy urban watersheds.

The environmental problems accompanying concrete come from cement. This means that the final product i.e., concrete is an environmentally sociable material by itself. This guides us to play on the concrete constituents which cause the largest environmental impact, which is cement. Therefore, if we can abate cement amount and increase cementing materials which can substitute cement for concrete, we will be able to minimize the concrete impact on the environment. The saving of cement quantity in concrete can be realized by substituting it with diverse extra cementitious materials which are a by-product of another industry and waste of agriculture.

Spatial analysis can bring out crucial issues in the political ecology of pastoral areas, with important implications for planning future development. This research combines textual analysis, participatory mapping, ethnography, and remote sensing data to study resource use and common property among pastoralists in Central Tibet. Specifically, this paper presents a case study of pasture boundaries over time in the Porong region (Nyelam County, Shigatse Prefecture, Tibet Autonomous Region, PRC). Translation and analysis of an historical (1884) boundary survey from Porong yielded hundreds of toponyms, boundary markers, livestock corrals, and resource locations, which were catalogued and indexed in a geographical database. Toponyms and landscape features listed in the boundary survey were geo-referenced using a Geographic Positioning Systems (GPS) unit: fieldwork in Tibet resulted in the collection of over five hundred GPS points that marked historical and contemporary pasture boundaries. In addition, participatory maps of pastures were generated with local herders and subsequently digitized using Geographic Information Systems (GIS) software. These compiled GIS maps provide a time series of common property boundaries and illustrate how changes in Tibet’s governance (feudalism vs. socialism) and type of economy (e.g., collectivized vs. private household production) did or did not impact the distribution of resources among pastoralists. Analysis of vegetation resources available within historical and contemporary common property units provides compelling evidence that boundaries reflect the balance of power relations, resulting in unequal availability of rangeland resources. The case study adds to the literature on common property by reinserting the state’s central roles in defining boundaries, regulating resource use, and mediating resource conflicts.Key Words: participatory mapping, GIS, Central Tibet, common property resource management.
