Roles of regional production in a global food system

Abstract What is the role of Northeastern agricultural products in the US food system? This paper presents a typology that categorizes where agricultural production and distribution of a specific geographic area, in this case a multi-state region, fits within the US food system. The place of each food is defined based on its production volume, scope of distribution, market timing and agro-ecological niche. Six distinct roles that a region might play in supplying food are identified: (a) the region is a national production center, (b) the region is a seasonally important supplier, (c) regional production and distribution is the primary scale for supplying a food, (d) the product occupies an agro-ecological niche, (e) a product is a co-product of another industry in the region, and (f) the product is marketed explicitly for its geographic provenance as a local or regional product. Illustrative examples of each role are provided from the research of the Enhancing Food Security in the Northeast (EFSNE) regional food systems project. The examples draw from a variety of methodological approaches including regional self-reliance analysis, product case studies, supply chain models, and examination of spatial and temporal patterns in crop and livestock production and marketing. While presented in the context of the Northeast, the typology would likely be valuable for characterizing other regions of the country. We need such a typology to better understand and communicate the value of geographically dispersed agricultural production to creating a resilient food system, thereby improving our decisions of how to respond to future agricultural challenges

We present a theory of spatial development. Manufacturing and services firms located in a continuous geographic area choose each period how much to innovate. Firms trade subject to transport costs and technology diffuses spatially. We apply the model to study the evolution of the US economy in the last half-century and find that it can generate the reduction in the manufacturing employment share, the increased spatial concentration of services, the growth in service productivity starting in the mid-1990s, the rise in the dispersion of land rents in the same period, as well as several other spatial and temporal patterns. AbstractBackgroundThere is strong evidence that what we eat and how it is produced affects climate change.ObjectiveThe present paper examines coverage of food system contributions to climate change in top US newspapers.DesignUsing a sample of sixteen leading US newspapers from September 2005 to January 2008, two coders identified ‘food and climate change’ and ‘climate change’ articles based on specified criteria. Analyses examined variation across time and newspaper, the level of content relevant to food systems’ contributions to climate change, and how such content was framed.ResultsThere were 4582 ‘climate change’ articles in these newspapers during this period. Of these, 2·4 % mentioned food or agriculture contributions, with 0·4 % coded as substantially focused on the issue and 0·5 % mentioning food animal contributions. The level of content on food contributions to climate change increased across time. Articles initially addressed the issue primarily in individual terms, expanding to address business and government responsibility more in later articles.ConclusionsUS newspaper coverage of food systems’ effects on climate change during the study period increased, but still did not reflect the increasingly solid evidence of the importance of these effects. Increased coverage may lead to responses by individuals, industry and government. Based on co-benefits with nutritional public health messages and climate change’s food security threats, the public health nutrition community has an important role to play in elaborating and disseminating information about food and climate change for the US media.

The use of genetically modified organisms (GMOs) embodies a specific vision of agricultural systems that is highly controversial. The article focuses on how conflicts over GMOs contribute towards food democracy. Food democracy is defined as the possibility for all social groups to participate in, negotiate and struggle over how societies organize agricultural production, thereby ensuring that food systems fulfil the needs of people and sustain (re)productive nature into the future. EU agricultural policy envisages the coexistence of agricultural and food systems with and without GMOs. This policy, which on the surface appears to be a means of avoiding conflict, has in fact exacerbated conflict, while creating obstacles to the development of food democracy. By contrast, empirical analysis of movements against GMOs in Germany and Poland shows how they create pathways towards participation in the food system and the creation of alternative agricultural futures, thereby contributing to a democratization of food systems and thus of society–nature relations. Today, as products of new breeding techniques such as genome editing are being released, these movements are gaining new relevance.

AbstractThe long-term health of a community's food system is an important indicator of its vitality and sustainability. A logical and appropriate way to revitalize a community is by the development of a local food economy. People throughout the United States are designing and implementing sustainable, local food systems that are rooted in particular places, aim to be economically viable for farmers and consumers, use ecologically sound production and distribution practices, and enhance social equity and democracy for all members of the community. This paper reviews the existing literature on local food systems, examines a variety of strategies and initiatives that are currently underway, and identifies steps that community kaders and citizens can use to develop their own local food systems. Finally, I suggest what research is needed to support these community efforts.

There is a growing consensus that the dominant food regime is not viable and that there is a serious risk of food collapse. Building a food system based on sustainability is therefore an urgent task. For years, agroecology has been developing strategies for scaling out agroecological experiences. However, the current institutional framework blocks the growth of these experiences, relegating them to the sidelines. The main challenge facing agroecology is to expand the scale of agroecological experiences, building an alternative food system and challenging the hegemony of the corporate food regime. In this paper, a change in strategy of agroecological practices is proposed, aiming at the formation of local agroecological-based food systems that, by increasing in scale, impose a new institutional framework. This goal will only be possible through social mobilization focused not only on agricultural production or distribution but also on food consumption, weaving social alliances that promote change. This can be done by politicizing food consumption.

The COVID-19 pandemic has highlighted a series of concatenating problems in the global production and distribution of food. Trade barriers, seasonal labor shortages, food loss and waste, and food safety concerns combine to engender vulnerabili­ties in food systems. A variety of actors—from academics to policy-makers, community organizers, farmers, and homesteaders—are considering the undertaking of creating more resilient food sys­tems. Conventional approaches include fine-tuning existing value chains, consolidating national food distribution systems and bolstering inventory and storage. This paper highlights three alternative strategies for securing a more resilient food system, namely: (i.) leveraging underutilized, often urban, spaces for food production; (ii.) rethinking food waste as a resource; and (iii.) constructing produc­tion-distribution-waste networks, as opposed to chains. Various food systems actors have pursued these strategies for decades. Yet, we argue that the COVID-19 pandemic forces us to urgently con­sider such novel assemblages of actors, institutions, and technologies as key levers in achieving longer term food system resilience. These strategies are often centered around princi­ples of redistribution and reciprocity, and focus on smaller scales, from individual households to com­munities. We high­light examples that have emerged in the spring-summer of 2020 of household and community efforts to reconstruct a more resilient food system. We also undertake a policy analysis to sketch how government supports can facilitate the emergence of these efforts and mobilization beyond the immediate confines of the pandemic.

The article deals with the features of the Russian policy of agriculture support in comparison with the EU and the US policies. Comparative analysis is held considering the scales and levels of collective agriculture support, sources of supporting means, levels and mechanisms of support of agricultural production manufacturers, its consumers, agrarian infrastructure establishments, manufacturers and consumers of each of the principal types of agriculture production. The author makes an attempt to estimate the consequences of Russia’s accession to the World Trade Organization based on a hypothesis that this will result in unification of the manufacturers and consumers’ protection levels in Russia with the countries that have long been WTO members.

This paper traces the partnership between the University of Toronto and the non-profit Local Food Plus (LFP) to bring local sustainable food to its St. George campus. At its launch, the partnership represented the largest purchase of local sustainable food at a Canadian university, as well as LFP’s first foray into supporting institutional procurement of local sustainable food. LFP was founded in 2005 with a vision to foster sustainable local food economies. To this end, LFP developed a certification system and a marketing program that matched certified farmers and processors to buyers. LFP emphasized large-scale purchases by public institutions. Using information from in-depth semi-structured key informant interviews, this paper argues that the LFP project was a disruptive innovation that posed a challenge to many dimensions of the established food system. The LFP case study reveals structural obstacles to operationalizing a local and sustainable food system. These include a lack of mid-sized infrastructure serving local farmers, the domination of a rebate system of purchasing controlled by an oligopolistic foodservice sector, and embedded government support of export agriculture. This case study is an example of praxis, as the author was the founder of LFP, as well as an academic researcher and analyst.

Abstract Agri-food systems include branching ramifications, which connect in the upstream the input suppliers with farmers, and downstream farmers, processors, retailers and consumers. In the last decades, at the level of the regions, food systems have undergone rapid transformation as a result of technological progress. The paper analyzes the changes made to the structure, behavior and performance of the agri-food system and the impact on farmers and consumers. Also, the role of agricultural research as a determinant factor of transformation of agri-food system is analyzed. The research objective is to develop technologies that cover the entire food chain (from farm to fork) and meet the specific requirements of consumers (from fork to farm) through scientific solutions in line with the principles of sustainable agriculture and ensuring the safety and food safety of the population.
