Abstract. Paid work offers latent benefits (e.g., social contact, time structure) that go beyond mere access to financial resources in predicting individuals’ psychological well-being. Despite the importance of the concept for organizational research and practice, available instruments measuring these latent benefits suffer either from psychometric deficiencies or from a scale length that makes integrating them into large-scale work/life surveys cumbersome. Thus, the current two studies ( N = 1,054 and N = 677) report on the development of the Short Latent and Manifest Benefits of Work scale (LAMB-S; cf. Muller, Creed, Waters, & Machin, 2005 ). The new 18-item instrument showed a clear factor structure, appropriate external validities, and even slight improvements in content and criterion validity for some subscales. Overall, the LAMB-S represents an economical instrument with satisfactory psychometric properties, making it an attractive alternative in situations where participant time is limited.

Purpose This paper documents findings from a qualitative research project on flourishing in schools using a positive organizational research approach. The purpose of this paper is to uncover and bring to description educators’ experiences of the conditions, forces and influencing factors for flourishing in their context. The main objectives were to inform research and practice in school improvement from a positive perspective, provide knowledge and practice about noticing and growing well-being for educators and to encourage an attention on individual and collective well-being as an organizational imperative. Design/methodology/approach To gain a rich description of what it means for educators to feel a sense of flourishing in their work, the researchers used qualitative, case study methods and appreciative research activities. For the case study reported on in this paper, data were collected through open-ended, appreciative, focus group conversations and researcher observations in the participants’ classrooms. Conversations were recorded and transcribed. The researchers analyzed the transcripts using an iterative process of coding, categorizing and abstracting data. Findings Participants grew their adaptive communities through balancing structures (collaboration, purpose, administrator support) with flexibilities (synergy, creativity, tinkering, friendships) for adaptation and co-creation. Well-being was connected with feeling collegial support, care, shared meaning and engagement and where positive relationships were central in their work. These relational conditions seemed to contribute to building a social container that promoted flourishing. This led to innovation as teachers worked together in ways that promoted their learning and growth as a group, and increased their sense of vitality in their work. The researchers found that the principal plays a vital role in fostering, encouraging and sustaining conditions for teachers to cultivate adaptive community. Research limitations/implications While small in scale and not generalizable across contexts, this research offers particular examples of what is working well for these teachers. Insights from these examples are intended to be generative, potentially resonating with and inspiring others to examine the possible benefits and potentials that may come from a positive approach to research and practice in school improvement in their own contexts. Engaging in positive organizational research in schools led to new insights on the work of teaching, learning and leading in schools. The researchers suggest that this positive, appreciative and generative perspective offers potentials and benefits for new understandings on school improvement. Practical implications The findings from this case study indicate that more attention is needed to supporting educators to cultivate the conditions necessary to experience rich and meaningful relationships within which they will thrive, grow and innovate in their teaching. At a system level, the authors argue for a re-orientation of schools toward well-being and a more holistic and human-development perspective on schooling. Social implications Currently and internationally, schooling is under re-design as the authors learn more about the need to organize the schools in ways that encourage the kinds of teaching and learning necessary to prepare young people for an increasingly unpredictable future. The findings from this study highlight the importance of attending to teacher well-being as a fundamental aspect of encouraging the kind of teaching needed for the kinds of learning desired in schools across all contexts. Originality/value This case study provides the findings that illustrate the potential and benefits of research on school organizations from a positive organizational perspective. Additionally, this study is a reminder of the systemic nature of all living systems, such as schools, and the associated need to ensure well-being for all members of the learning community.

AbstractSocial organizations play a very important role in ensuring social cohesion and well-being, but constraints on public expenditure mean fiercer competition for financial resources and greater difficulties in accessing these resources.This case study is focused on CAJIL, a nonprofit social organization that, in this demanding context, is implementing a large-scale investment project. For this reason, CAJIL needs to reinforce the governance structure to assure investors and the implicated public institutions that CAJIL is capable of completing the project and responding to the management challenges associated with the increase in activity and complexity linked to this investment.

This qualitative study aims to explore the valuable functionings—things that people consider to be important—of the older long-term unemployed and their ability to achieve valued outcomes. Semi-structured interviews were conducted with 20 long-term unemployed people aged 45 and over. Participants were included through purposeful sampling. The theoretical frameworks of the latent deprivation theory and the capability approach were used to develop an interpretive analysis. Nine valuable functionings were identified: social contact, feeling appreciated, structure, feeling useful, meaningfulness, autonomy, financial resources, paid work, and being active. These valuable functionings were partly accessible through the activities that people performed, varying from physically active and physically passive activities to informal work. The functionings of meaningfulness, autonomy, financial resources, and paid work seemed to be difficult to achieve. We identified three groups. The first consisted of people whose work status changed when they entered the benefit system; for them paid work was still a valuable functioning, and they experienced the most difficulties in achieving valued outcomes. The second group also experienced a change in work status once they started to receive benefits, but those people adapted to their new situation by attributing greater value to other functionings. The third group had no change in work status, e.g., housewives who had applied for a benefit because they were not able to make ends meet after a divorce. This group did not experience a loss of functionings due to unemployment, nor did they try to achieve other functionings. The results of this study indicate a need for a more personalized, tailor-made approach, with an emphasis on an individual’s valued outcomes instead of on rules and obligations.

The purpose of the study is to determine the role and significance of measures for the management of financial resources of local budgets. The objectives of the study include: conducting a theoretical study of management issues and the formation of financial resources of local budgets, studying the financial reports of the regions of Kazakhstan, statistical processing of the data obtained.Materials and methods. In the process of preparing the article, the issues of introducing the fourth level of the budget, on the participation of citizens in budget planning were considered. The authors analyzed the financial reports of the regions for the execution of the 2019 budget. In the process of preparing the materials for the article, the authors used the information of the website of the Ministry of Finance of the Republic of Kazakhstan, analytical statistical materials, and scientific works of scientists of Kazakhstan.The following research methods were used in the work: theoretical (analysis, synthesis, generalization), empirical (observation), statistical analysis, etc.Results. The public financial management system, in particular, has been the subject of large-scale reforms in recent years aimed at strengthening the country’s strategic development potential. In recent years, the orientation of budget planning to results has noticeably improved. The priorities of the “model of socio-economic development of the country” are agreed by the government and put forward by the Ministry of National Economy, and are duly reflected in the annual strategic plan of each ministry. Based on recent reforms, the programs outlined in the strategic plans are broadly aligned with the budget programs of the ministries, and management responsibilities in each province have been clarified.In recent years, important changes have occurred in relation to access to information, an online portal “Open Budgets” was developed, a civil budget was introduced, and centralized guidelines for their preparation were presented.Since 2018, Kazakhstan has introduced a fourth budget level for local governments. 90% of these budgets are formed from taxes and payments by residents themselves. Since January 1, 2020, in the cities of regional significance, villages, settlements and rural districts of the Republic of Kazakhstan with a population of 2,000 people and below, an independent local government budget has been introduced. In 2020, the corporate income tax (CIT) from small and medium-sized businesses as a revenue item was transferred from the republican budget to the local one. Thus, CIT receipts will be credited to the republican budget only from large business entities. Also, the maslikhats (local representative body) of the regions have the right to establish the standard for the distribution of CIT from small and medium-sized businesses between the regional and district budgets.Conclusion. Effective management of budgetary resources in accordance with the current budget policy should be guided by the implementation of the general goals facing the country’s budget system: impact on economic growth and employment, ensuring the economic and political functions of the state.The main priority in planning government revenues and expenditures is the well-being of citizens of Kazakhstan, namely, their social support, health and education, as well as creating conditions for high-quality post-crisis economic growth. Therefore, it is especially important to note the role and importance of measures to manage financial resources of local budgets.

Mindfulness has grown from an obscure subject to an immensely popular topic that is associated with numerous performance, health, and well-being benefits in organizations. However, this growth in popularity has generated a number of criticisms of mindfulness and a rather piecemeal approach to organizational research and practice on the subject. To advance both investigation and application, the present paper applies The Balance Framework to serve as an integrative scaffolding for considering mindfulness in organizations, helping to address some of the criticisms leveled against it. The Balance Framework specifies five forms of balance: 1) balance as tempered view, 2) balance as mid-range, 3) balance as complementarity, 4) balance as contextual sensitivity, and 5) balance among different levels of consciousness. Each form is applied to mindfulness at work with a discussion of relevant conceptual issues in addition to implications for research and practice. Plain Language Summary In order to appreciate the value of mindfulness at work researchers and practitioners might want to consider both the benefits and potential drawbacks of mindfulness. This paper presents a discussion of both the advantages and possible disadvantages of mindfulness at work organized in terms of the five dimensions of an organizing structure called The Balance Framework.

This paper reviews research on young migrants in Germany. Particular attention is given to the question of how Germany’s history of migration, immigration policies, and public attitude toward migrants influence the transcultural adaptation of children and adolescents from different ethnic backgrounds. We combine past research with the results of new empirical studies in order to shed light on migrants’ psychological and sociocultural adaptation. Studies comparing young migrants and their German peers in terms of psychological well-being, life satisfaction, and mental health outcome suggest higher rates of emotional and behavioral problems among migrants of most age groups. With regard to adolescent populations between the ages of 14 and 17 years, however, the existence of differences between migrants and natives appears to be less clear. Research has also yielded inconsistent findings regarding the time trajectory of transcultural adaptation among adolescents. The coincidence of acculturation and age-related change is discussed as a possible source of these inconsistencies. Further, we provide an overview of risk and protective factors such as conflicting role expectations and ethnic discrimination, which may cause heightened vulnerability to adverse adaptation outcomes in some groups. Large-scale studies have repeatedly shown migrants of all age groups to be less successful within the German school system, indicating poor sociocultural adaptation. Possible explanations, such as the idiosyncrasies of the German school system, are presented. Our own studies contribute to the understanding of young migrants’ adaptation process by showing that it is their orientation to German culture, rather than the acculturation strategy of integration, that leads to the most positive psychological and sociocultural outcomes. The paper concludes by discussing implications for future cross-cultural research on young migrants and by suggesting recommendations for multicultural policies.

Public-private partnership (PPP) in the conditions of the set strategic tasks by the President of the Russian Federation until 2030 can become one of the sources of attracting financial resources for implementation of the large-scale projects. In this regard, it is relevant to systematize the forms of PPPs and the scope of their application. Based on a study of different views on the essence of PPP, as well as taking into account the development of public administration in Russia, the author proposed the use of public-public-private partnership as a form of development of cooperation between the state, private business and society. The polyformism of PPPs is reflected in the presented classification. Based on the analysis of PPP development in the regional context, hypothesis on the correlation between the level of PPP and the socio-economic development of the subject of the Russian Federation was confirmed.
