Leveraging point-level spatial data from the Phoenix area, we consider the role of nearby organizations as contextual factors that amplify or reduce reoffending risk among juvenile offenders after court completion. Using survival models, we examine whether residential proximity to seven types of organizations impacts risk of recidivism, net of neighborhood disadvantage and offender characteristics. Aggregate neighborhood disadvantage was not associated with reoffending risk and organizational findings were mixed. Low-level offenders with more total organizations nearby had a higher risk of new property offenses, while the risk of drug and violent reoffending nearly doubled for diversion youth residing near police facilities or detention centers. Individual demographics and prior offense histories remained the strongest, most consistent predictors of juvenile recidivism.

This research focuses on the role of health workers in carrying out health services for WBP in Detention Centers. The research method used is a qualitative approach. Data collection techniques used are field research by conducting interviews and observations as well as literature studies. Based on the results of research conducted it is known that the role of health workers in detention centers is in accordance with their main duties and functions. Detention centers have a Polyclinic as a place for the implementation of health services in detention centers. In addition in the implementation of health services, there is an MoU between the detention center and the Government. In this case the provision of free health services with a National Identity Card (KTP) at a government-owned health agency. In addition, the detention center supports the implementation of the National Health Insurance for Penitentiary Guides in the Detention Center. But in the implementation of health services, the role of health workers does not run optimally because health workers in detention centers are only nurses' medical backgrounds, besides the lack of supporting infrastructure. After analyzing various facts, several alternative solutions were found to be done by: increasing the number of human resources for medical doctors in detention centers. Each disease experienced by WBP can be directly dealt with in detention centers and the addition of infrastructure facilities so that the role of health workers in the implementation of health services in Detention center can run optimally.

Jumlah narapidana atau warga binaan pemasyarakatan perempuan terus meningkat sehingga perlu mendapat perhatian. Hal ini berkaitan dengan kebutuhan kesehatannya yang unik serta subyek yang terkena dampak termasuk anak. Pemenjaraan menimbulkan pemikiran, perasaan, sikap, dan gagasan tersendiri bagi warga binaan pemasyarakatan perempuan untuk menjalankan perannya sebagai ibu. Tujuan penelitian. Penelitian ini bertujuan untuk menggali persepsi warga binaan pemasyarakatan perempuan di Rutan Kelas IIA Jakarta Timur dalam menjalankan peran sebagai ibu. Metode. Penelitian menggunakan desain kualitatif dengan pendekatan fenomenologi. Pengumpulan data dilakukan dengan wawancara mendalam terhadap tujuh warga binaan perempuan. Transkrip wawancara dianalisis dengan mengorganisasikan kata kunci yang ditemukan ke dalam kategori, sub tema, dan tema. Hasil. Hasil penelitian menjelaskan bahwa warga binaan pemasyarakatan perempuan memiliki persepsi yang sama tentang peran seorang ibu dalam pengasuhan anak. Peran penting seorang ibu yaitu memperhatikan kesehatan anak, mendidik anak, mendampingi anak, dan mencukupi semua kebutuhan anak. Partisipan tetap dapat menunjukkan perilaku-perilaku positif dan pengasuhan. Partisipan memiliki efikasi diri yang tinggi dalam pengasuhan anak. Kesimpulan. Efikasi diri yang dimiliki ibu berdampak pada persepsi dan kemampuannya untuk menjalankan peran selama dan setelah dipenjarakan. Hasil penelitian ini diharapkan dapat menjadi acuan bagi kolaborasi profesi antara lembaga peradilan, perawat komunitas, akademisi, dan elemen terkait untuk meningkatkan perhatian terhadap pelaksanaan peran ibu di lembaga pemasyarakatan Kata kunci: pemenjaraan; pengasuhan; peran sebagai ibu; warga binaan pemasyarakatan PERCEPTION OF FEMALE INMATE ON ROLE AS MOTHER:  PHENOMENOLOGY STUDY  ABSTRACT The number of female inmate continues to increase and needs attention. It is related to their unique health needs as well as affected subjects including children. Imprisonment creates their own thoughts, feelings, attitudes, and ideas for women in prison to carry out their role as mothers. This study was aimed to explore the perceptions of female inmate in Class IIA detention centers in East Jakarta in carrying out their role as mothers. The study used a qualitative design with a phenomenological approach. Data was collected by in-depth interviews of  seven female inmates. Interview transcripts were analyzed by organizing the keywords found into categories, sub themes, and themes. The results of the study explained that female inmates have the same perception about the role of a mother in childcare. An important role of a mother is to pay attention to children's health and education, accompany their children, and meet all the needs of children. Participants can still show some positive parenting behaviors. The self-efficacy of the mother has an impact on her ability to perform roles during and after imprisonment. The results of this study are expected to be a reference for professional collaboration between the judiciary, community nurses, academics, and related elements to raise awareness of imprisoned mothers and children affected by female inmate. Keywords: imprisonmen; parenting; mother’s role; female inmate

This chapter analyzes President Obama and his Administration’s construction of Central American migrants as a crisis. Based on a close reading of letters to Congress, governmental Fact Sheets, speeches, and other written documents of the administration, the chapter argues that the language that initially established violence against migrants as the crux of the crisis simultaneously erased the role of the United States in supporting the conditions that are expelling migrants from their homelands. The faulty logic during a purported moment of crisis, moreover, made it possible to propose family detention centers and ramped-up enforcement as the main solutions. Central American refugees, therefore, are left with only their bodies to resist and to draw attention to the true crises: US intervention and nation-states’ long-term unwillingness to enforce human rights protections in the region.

The process of blocking channels of incoming prohibited items to convicts, as the main counteraction to crime are considered in the article. Measures taken to prevent the commission of crimes in penal institutions are provided. The role of specific services of penal institutions in ensuring law and order on the territories of penal institutions is determined. It is established that the legislation of Ukraine needs the latest changes, by supplementing it with new norms, which would be focused on the safety of the personnel in the penitentiary system, taking into account the development trends of our state and criminal-executive legislation. It is emphasized in the article that in order to ensure law and order in penal bodies, institutions and pre-trial detention centers of the State Criminal and Executive Service of Ukraine, reliable blocking of incoming to protected areas, prohibited items, products and substances, storage and use of which is prohibited, as well as preventing their manufacturing, convicts and prisoners undergo special operations "Barrier" and "Shield". The authors singled out the categories of persons who are most inclined to hand over prohibited items to convicts, namely: convicts’ close relatives who have been granted the right to long-term visits by criminal-executive legislation; convicts’ relatives and other persons who try to transfer prohibited items and substances in transmissions, parcels and packages; PI staff; relatives, friends or former servicemen who throw prohibited items over the fences of the penal institution; persons who use vehicles to deliver prohibited items to the territory of the penal institution; other persons who have access to the territory of such institutions. The authors came to the conclusion that in order to improve the counteraction to the blocking of the channels of incoming prohibited items to convicts, it is necessary to: use the latest technologies in the field of protection of the perimeters of the penal institutions; amend existing legislation and improve preventive work in this area. Little research has been done on the issue of fear and anxiety as critical motivators in an individual’s behavior as a juvenile in detention. This research studies adolescents who are serving sentences in juvenile detention centers and study at penitentiary schools, based on E. Hussliein’s projective method “School Fear Test” (School Angs Test or SAT). The data, through studied school situations, is obtained in a method free from conscious protection and organized according to the form and intensity of the subjects' fears and their fear-inducing stimuli. The case study involves a comparison of 50 male juveniles aged 14-18, half of whom were incarcerated, with the other half randomly chosen from a pool of boys who have never been incarnated. The research studies specific emotional-motivational characteristics emanating from the subjects’ school perceptions to assess the behavioral risks related to mental health and the internal psychological problems of juvenile offenders. The obtained data revealed that while there is a higher rate of physical manifestation of fear, there is a lower rate of future-oriented fear. This combination of affective and emotional traits makes adolescents more likely to engage in careless behaviors, which increases their risk of delinquency. Also, for imprisoned juveniles, a teacher’s personality is the most potent catalyst for inducing fear through demanding achievement in school situations. This data is important for educational settings and schools in penitentiary institutions to understand better the role of a teacher and their use of resources to prevent antisocial behavior and recidivism in adolescents. This study aims to analyze the function of immigration in the security aspect, namely as a guard at the entrance to the territory of Indonesia during a pandemic. This function is of course very urgent considering that currently the spread of the Covid 19 virus is getting out of control, one of which is because there are still many foreigners entering Indonesian territory. The research method used is juridical normative, namely analyzing library materials or tracing documents related to the problem under study. The approach used is a statutory approach and a conceptual approach. The results showed that the actualization of the role of the immigration function during a pandemic can be seen from the aspect of immigration regulation and practices carried out by immigration checkpoints (ICP) throughout Indonesia. Meanwhile, the ICP has carried out its function as guardian of state security with the arrival of foreigners and closed several ICPs to limit immigration traffic. There is a significant difference in law enforcement during normal times and during the pandemic, namely the concessions given to foreign nationals in the form of changing overstay fees and deportation cannot be carried out. Deportation cannot be done because in general the person's home country also applies, so temporarily when foreigners who cannot return to their home countries stay in detention centers.

The present research examined the degree to which symbolic and realistic threat perceptions of documented and undocumented Mexican immigrants predicted support for willingness to provide basic resources (e.g., food, water) in detention centers and agreement with policies that restrict Mexican immigration through detention and deportation. Our study recruited 191 participants online via Amazon Mechanical Turk. Results showed that undocumented immigrants were more realistically, but not symbolically threatening than their documented counterparts. Intergroup threat predicted lower willingness to provide basic resources in detention centers and greater support of punitive policies. This finding was not moderated by whether participants evaluated documented or undocumented immigrants. Once we accounted for social dominance orientation (SDO), political attitudes, and contact with Mexican immigrants, only SDO remained a significant predictor of attitudes toward resources in detention centers, while all variables predicted more support for punitive policies. These findings highlight the roles of symbolic and realistic threats, SDO, political attitudes, and intergroup contact in endorsing punitive immigration policies.

The article analyzes the role of a pre-trial detention center as a subjects of anti-drug activity and a penal institution. The author uses the official data of the Federal Penitentiary Service of Russia to provide various indicators of illicit narcotics and psychotropic substance trafficking in penal institutions. She also relies on the results of a survey of penitentiary employees on the issue of increasing the detention center effectiveness in counteracting drug trafficking. Criminal-minded people (including those who were engaged in illegal drug trafficking) impinge upon the stability and controllability of the regime in pre-trial detention centers. The author examines the legal foundations and basic directions of countering the illicit trafficking of narcotic drugs and psychotropic substances in pre-trial detention centers and draws attention to the fact that the operational-search activity carried out in pre-trial detention centers is possible only with the obligatory participation of the operational officer. Among the conditions for the correct organization of interaction between the structural units in the pre-trial detention center, a special place belongs to the organizational and functional structure. Having analyzed the legal norms consolidating the methods and means of operational work, including the exchange of operatively significant information and the works about management in law enforcement agencies, the author concludes that it is necessary to combine the positions of deputy for operational work and deputy for regime to coordinate efforts aimed at countering drug trafficking in pre-trial detention centers. Despite the existing contradictions in the organizational and functional structure of the detention facility, the unity and mutual assistance of all structural units of the detention facility to counteract illicit trafficking in narcotic drugs and psychotropic substances requires the implementation of a unified state anti-drug strategy.
