The article proves the expediency of applying the methodology of chrono-discrete mono-geography comparative jurisprudence when studying judicial transformations in the Russian Empire and the Russian Federation. The author proves that the judicial reforms of Emperor Alexander II and the judicial transformations late XX - early XXI century in their totality represent a chrono-discrete phenomenon. Examines the basic principles of the scientific school of chrono-discrete mono-geography comparative jurisprudence as applied to the study of Russian judicial reforms in the Russian Empire and the Russian Federation. In the paper it notes that the judicial transformation as a phenomenon include items such as 1) conceptual framework, ideas of reform; 2) judicial institutions; 3) theoretical and practical problems of implementation; 4) results; compliance, what happened, what was intended by the reformers; 5) attitude of the legal community and the public to reform on the whole and its separate institutions. The essential core of any judicial reform are newly constructed or transformed its institutions. Speaking of chrono-discrete judicial institutions, the author proposes to divide them into classical and non-classical. The first is the Institute of magistrate’s court, the juries and the Institute of bailiffs and institute of appeal. To non-classical chrono-discrete institutions include prosecutors and the legal profession. As the main comparable problems, characteristic for the studied periods, the author sees 1) the reforms “from above”; 2) the issue of financial support for reforms; 3) personnel problems; 4) problem of implementation of judicial reforms in space and time; 5) constant and numerous adjustment of normative legal acts, regulating the structure and activity of the relevant judicial institutions.

N the interests of ensuring the effectiveness of the formation and implementation of the strategy for the socio-economic development of the Russian Federation for the period up to 2030, the author has analyzed the results of the implementation of the «Strategy 2020» the discussion of which has not been properly reflected both in the public administration system and in the scientific community. As a tool for analyzing the results of the implementation of «Strategy 2020», the work uses a «look back» as an element of the visual system of the scientific school of entrepreneurship by J. Schumpeter. The choice of this tool is due to the fact that it is he who gives an understanding on what foundation the implementation of past strategies will have to build and implement strategies for the future development of a controlled socio-economic system. On the basis of a comprehensive analysis of the results of the implementation of the «Strategy-2020» recommendations were formulated for the formation of the “Strategy-2030” of the socio-economic development of the Russian Federation.

In April 2020 we commemorate the 90th birthday of the major scientist, doctor of technical sciences, Professor Eduard Mechislavovich Krisiyk. A new field of research on radiation-hygienic assessment of the natural sources of ionizing exposure and limitation of the public exposure has been developed under his scientific supervision and personal participation. For the first time in the international practice E.M. Krisiyk as the main author developed the requirements for the concentration of the natural radionuclides in the building materials; as the co-author – in phosphoric fertilizers, indicated the necessity of their radiation control. His scientific results were included into various Russian legislative and methodical documents: Federal state law “On the radiation safety of the public” in 1996, Norms of the radiation safety NRB-96 and NRB-99, Basic sanitary rules on the provision of the radiation safety OSPORB-99, Federal targeted program “Radon”, various guidelines. His scientific school, his flock and followers are successfully developing the scientific-methodical basics of the regulation of the natural exposure of the public of the Russian Federation at the current stage.

The creation of the organizational foundations of clinical toxicology began after its separation in the first half of the 20th century from forensic medicine, pharmacology, and military and industrial toxicology. In this, the research started in the therapeutic clinic of the N.V. Sklifosovsky Research Institute for Emergency Medicine is important, which led to the opening of the country’s first toxicological department at the Institute and made it possible to resolve acute poisoning (AP) issues at a new level. The obvious successes achieved in this direction by the employees of the department served as a prerequisite for the creation of Republican and All-Union AP treatment centers on the basis of the N.V. Sklifosovsky Institute, where employees began actively work on the preparation of relevant regulatory documents and the organization of toxicological centers (departments) in the regions. As a result, by the end of the twentieth century, the foundation of the toxicological service was created in the Russian Federation — a network of 44 centers (departments) for AP treatment in 41 regions, which today provide specialized assistance to the population of 50% of the territory of the Russian Federation and serves as the basis for the implementation of advanced achievements in this area.An outstanding role in the formation of clinical toxicology as a new direction in clinical medicine and the creation of a scientific school of clinical toxicologists belongs to E.A. Luzhnikov, member of RAS.Creation of the organizational foundations of urgent clinical toxicology and its formation as an independent scientific and practical direction in medicine, in which a significant contribution belongs to the staff of N.V. Sklifosovsky Research Institute for Emergency Medicine, are closely related to scientific and practical achievements in this area, the prompt response of specialists to the toxicological situation in the country, as well as adoption of the experience gained in the course of organizational and information and advisory activities. At the same time, timely preparation and publication of legal and regulatory documents regulating practical work in this area are of particular importance.
