The purpose of this article is to analyze the current level of innovation activity in the Russian Federation, to determine the role of international clusters in the innovative development of the energy efficient country’s economy, while focusing on the formation of the innovative potential of international cooperation of cluster members. The urgency of the creation of cluster associations - international consortia. Examples of the joint implementation of innovative projects in the field of energy-efficient management and the application of new technologies in the field of sustainable energy for megacities are given.

Recognizing the special role of innovations in ensuring the economic development of Russia, the state authorities have been intensively looking for ways and means to strengthen innovation activity in Russia over the past decade. The main document proclaiming the goals and main directions of innovation policy is the Strategy of innovative development of the Russian Federation for the period up to 2020. Due to the fact that the implementation period has expired, the author analyzes the achievement of the goals and indicators defined in the strategy, and also draws some conclusions about the outcomes obtained by the analysis of the development of innovation activity in Russia.

Today in Russia there is a definite situation in the field of innovative development, characterized by a number of distinctive features. In a dynamic environment of industrial production and entrepreneurship, the need for the formation and development of non-proprietary resources is beyond doubt. The dynamics of productivity growth, the development of new high-tech production systems, the growth of the patent base in enterprises, trends in innovative development in general in the sector of the economy and large-scale production.The state of development of the economic system, depending on the structure of the innovation development of the subjects. At the same time, the innovative development of companies is manifested both in investments in advanced production technologies and in the production of high-tech products. The purpose of the scientific article is to analyze the innovative development in the Russian Federation.The goal necessitated the following tasks:1. To analyze the indirect indicator of innovation development – the volume of domestic expenditures on research and development in the context of country adaptability;2. To analyze the innovation activity of organizations by districts of the Russian Federation;3. To produce a factor analysis of indicators on the innovative development of the Russian Federation;4. The study is devoted to assessing the innovative potential of agriculture of the member states of the Eurasian Economic Union. As part of the work, it was revealed that the Member States of the Union were united in order to ensure sustainable development in the current and strategic perspective. The analyzed agricultural indicators led to the conclusion that the Russian Federation is the absolute leader in terms of gross output and distribution of agricultural products, the Republic of Kazakhstan occupies the second place, and the Republic of Belarus in third place. At the same time, the specific indicator reflecting the collection and production of agricultural products per capita, which indicates the innovative development of agriculture, was analyzed in the work, as a result, it was revealed that the Russian Federation ranks last in terms of certain indicators. In this connection, mechanisms were proposed in the work aimed at increasing the innovative development of agriculture in the member states of the Eurasian Economic Union.

The article provides an analytical review of the experience of foreign countries in the creation of industrial parks and shows their role in the economy of individual regions, each individual state. The importance of the creation and development of industrial parks as an institution for the development of industrial and innovative production in the economy of the Russian Federation is indicated. The main problems of the development of industrial parks in the Russian Federation and methods of their solution are considered. The conclusion is made about the current level of development of the institute of industrial parks as a driver of economic growth in the Russian Federation.

The strategic factor for economic growth of the Russian regions is the activation of innovative processes. The problem of increasing innovative activity has been particularly acute in recent years due to the unfolding crisis and extended restrictions on the budget expenditures. The goal of this article consists in the analysis of indicators of innovative activity, and assessment of the impact of budget investments in fixed capital upon the indicators of innovative process in the Central Black Earth Region. The analysis employs the available statistical data on financing of investment processes and results of innovative activity in the Russian Federation, Central Federal District, and Central Black Earth Region. The research relies on the system approach, economic-statistical, logical and expert methods of analysis. The conducted analysis reveals the insufficient level of innovative development in all six zones of the Central Black Earth Region. The innovative processes in the Central Black Earth Region are characterized by low output of innovative products and investment in research and development. The dynamics of innovative processes in the region is of differential nature. There are substantial interregional differences in the indicator values of the expenditures for research and development, and innovation activity, as well as the volatility of indicators of production of innovative goods and services. The clear outsider in the Central Black Earth Region in the Oryol Oblast. The author formulates recommendations that can be used by the authorities of the constituent entities of the Russian Federation in elaboration of state support measures for innovative activity in the Central Black Earth Region aimed at acceleration of their economic development.


The article is devoted to the important role of clusters in the innovative development of the economy. The article reviews the particularities and regulatory support of the modern clustering policy of the Russian Federation. The results of the activities of 25 pilot innovative territorial cluster-leaders of the Russian Federation in terms of investment potential in 2012-2018 were estimated in the article. The original method of identification of the innovative territorial clusters was suggested in the article, its main advantages being universalism, comprehensiveness and credibility. Using this methodology, the authors of the article identified the territorial industrial clusters and ranged them according to their innovation potential

The existing global integration and the current trends in the development of the world leaders of innovative entrepreneurship show that the most promising way of development of the Russian economy is the formation of an innovative corporate sector that has effectively established the reproduction of full-cycle innovations. In modern economic conditions, it is the intellectual capital of corporations that is the basis of the innovation economy, and therefore the core of the knowledge economy. However, at present, innovation activity in the Russian Federation is not the main factor in the growth of the national economy. Over the past few years, the state leadership has been paying great attention to issues related to the state of the scientific and technical sphere, as well as to the formation of an effective innovation policy in Russia. The necessity of implementing the results of scientific research in various industries of the Russian Federation is noted. The article evaluates the innovative activity of Russian companies, highlights their strengths and weaknesses, and shows the role of intellectual capital in the innovative development of the Russian economy using the example of the oil and gas industry. The priority value of the corporate research and design complex (on the example of Rosneft) in the reproduction of the company's intellectual capital as a basic unit for making any scientific and technical decisions and producing organizational and managerial innovations in the production areas of economic activity is determined and justified. The study highlights the current problems and promising directions for the development of corporate intellectual capital in basic industries as a key factor in the innovative transformation of the real sector of the Russian economy.
