Surface run-off (SR) produced on the territory of cities and other settlement as a result of atmospheric precipitation is an intensive source of the technogenic pollution of environment, including the waterbodies. In accordance with the existing legislation of the Russian Federation, SR requires organized disposal and treatment according to the standards of regulatory documents. In this article we analyze the European document BS EN 752:2017 with regard to determining the flow-rates of surface (storm-water) run-off, and the calculations are made by the authors, which demonstrate that the application of foreign software products is impossible in Russia, due to the differences between the existing Russian regulatory and methodological documents and the European standards. Nevertheless, for the development of electronic models of hydraulic calculations for a storm-water drainage network, the mathematical relationship, which most adequately characterizes the type of surface run-off hydrograph most frequent for the territory of the Russian Federation as a result of atmospheric precipitation, was found. The relevant algorithm of the hydraulic calculation of storm-water drainage networks was also developed.

In accordance with the Resolution of the Russian Federation Government N 782 “Concerning the Development of Water Supply and Wastewater Disposal Systems”, the development of surface run-off disposal systems comprising the electronic model, is a topical issue for the design and operation of wastewater disposal systems for the Russian settlements. In this context, the software used must provide making the hydraulic calculations for the gravity-flow systems of storm-water drainage networks. [1]. The analysis of Russian software [2-4] revealed the impossibility to develop electronic models and to make hydraulic calculations for the gravity-flow networks of storm-water drainage systems. In this connection, the possibilities offered by the foreign software products, which electronic models make it possible to carry out the required hydraulic calculations and to design surface run-off disposal systems, were studied [5,6]. This article contains the analysis of the European document BS EN 752:2008 [7] with regard to determining the flow of surface (storm-water) run-off, as well as the calculations made by the authors, which reveal that foreign software products are not applicable in Russia. Nevertheless, for the development of the electronic model for the hydraulic calculation of a storm-water drainage system, some mathematical relationship was found that most adequately characterizes the type of surface run-off hydrograph, most typically occurring on the territory of the Russian Federation in cases of atmospheric precipitation fallout. This relationship comprises the application of the RTK hydrograph method.

Aim. The presented study aims to substantiate the content of the problem of improving the strategic planning of production and implementation of cloud software products (CSPs).Tasks. The author analyzes the demand for cloud software products from the strategic perspective; analyzes the theoretical foundations of strategic planning; substantiates major enterprise goals in the development of SCPs in accordance with the goals and objectives of the national projects of the Russian Federation and the needs of user enterprises; classifies informatization enterprises engaged in the development of SCPs, making it possible to conduct a comparative audit of enterprises engaged in SCP development; develops the concept of strategic planning for informatization enterprises engaged in the development and implementation of SCPs.Methods. This study uses strategic planning tools, statistical analysis of the development of digitalization enterprises based on cloud software products, the systems approach, theory of the efficiency of strategic planning of SCP development and implementation, theory of emergence in the assessment of the activities of an interconnected chain of cloud digitalization enterprises, mechanisms for coordinating economic interests based on the theory of collective decision-making.Results. The pace of cloud digitalization of the Russian economy is insufficient and requires scientific, methodological, and government support. Well-known theoretical and methodological studies of strategic planning do not make allowance for the specific aspects of the activities of enterprises engaged in the production and implementation of SCPs and need to be further developed in this direction. The existing classification of SCPs does not fully meet the objectives of the national projects of the Russian Federation and the requirements of user enterprises. Enterprises engaged in the development and implementation of SCPs are classified to enable audit of the quality of their activities. The author proposes an original concept of improving the strategic planning of enterprises engaged in the development and implementation of SCPs.Conclusions. Resolving the issues identified by the author is an important national economic objective for improving the strategic planning of the activities of informatization enterprises engaged in the development and implementation of SCPs. Solving this problem is key to increasing the economic efficiency of both informatization enterprises and SCP user enterprises in the context of cloud information systems, improving the efficiency of digitalization of the country’s economy as a whole.

AbstractThis article examines the problems concerning the observance by the Russian Federation of European conventions, in particular the European Convention on Human Rights and the European Convention for the Prevention of Torture. In recent years, there has been a signifi cant breakthrough in the development of Russian legislation in light of human rights' principles and standards laid down by the Council of Europe. At the same time, the implementation of European standards in the law enforcement area has been carried out at a distinctly slow pace, particularly in relation to the criminal–executive system (where the first tentative steps towards the reform of penitentiary institutions have only been recently taken), the rights of migrants and refugees, the protection of the rights of armed forces personnel, and human rights in Chechnya. This article analyses the problems involved in the legal and judicial protection of human rights in Russia as well as issues concerning the restriction of citizens' rights in special circumstances (such as war or a state of emergency) and the protection of social rights. Lastly, the creation of a unifi ed legal space for human rights in the Russian Federation will also be discussed.

The article provides an overview of modern instruments for business structures in a pandemic and remote work. The most popular and relevant services that allow you to organize work on a project and maintain productivity in self-isolation have been summarized. The features and advantages of software products, which may be the future of project management, have been analyzed. A review, a critical analysis of the possibilities of the digital agenda of the studied countries made it possible to determine the importance of strengthening the interaction of government authorities and business structures in the framework of the implementation of social and economic digital projects for the development of international cooperation between the Republic of Belarus and the Russian Federation. A number of prerequisites were identified as a motivational toolkit for the involvement of business entities and society in the implementation and use of digital technologies on the territory of the union states - the Russian Federation and the Republic of Belarus. A complex of restraining factors of development in the post-pandemic period for the Republic of Belarus and the Russian Federation has been identified and substantiated, which makes it possible to recognize the problems of capacity building in states and the disunity of interests of the subjects of project management.

Intriduction. To solve the problems of collecting data on sanitary and epidemiological well-being it is necessary to automate and digitalize processes. Analysis of foreign experience shows the feasibility of developing domestic specialized software products that could be more consistent with the tasks of social and hygienic monitoring (SGM) with a comprehensive analysis of health indicators or environmental factors of the population in the context of macroregions over a long period of time. The purpose of the study was to develop a software product for automating the process of combining large amounts of data on environmental factors with the formation of a combined database. Materials and methods. The results of studies of environmental factors carried out by the Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) within the framework of the SGM for the period from 2007 to 2019 in the context of individual municipalities of the constituent entities of the Russian Federation that are part of the Russian Arctic have been studied. Results. To solve the problem of forming a combined database from separate files in the MS Office Excel format, a software product (SP) in Python 3.6 has been developed that automates the processes of creating a database from a large number of separate files, which are characterized by a common structure. The SP was tested on the example of the analysis of the results of the SGM in the context of municipalities of the subjects of the Russian Arctic for 2019. The approbation showed the correct performance of the program, which was confirmed by the results obtained manually. The average time it took to create a merged database from 60 source files was 7 minutes. Conclusion. The created SP allows you to automatically combine a large number of separate Excel files containing in a standardized form data on the factors of the population’s habitat, collected as part of the SGM maintenance, with the formation of a combined database. The software can be used by the institutions of Rospotrebnadzor in the formation of combined databases in the context of any territories of the constituent entities of the Russian Federation for practical and scientific problems.

This article discusses the burning issues of ensuring information security in modern economic conditions. The purpose of this study is to analyze the current state of the effectiveness of information security in the conditions of the emerging digital economy in the Russian Federation. According to the research conducted, the number of cybercrimes in the economic sphere increases every year. The largest percentage of cybercrime is committed in the banking sector of the economy. Banks of the Russian Federation have developed information security systems and services that deal with issues of ensuring the security of economic operations. One of the key security tools is the use of cryptography. The Russian Federation is actively developing software products in the field of encryption, but these programs do not have recognition in the global information security market. The obtained results allow us to make a conclusion about the development of the market of information products in the field of protection of economic security, but it is necessary to develop software products that will meet international standards in the field of information security. The results obtained are of theoretical and practical importance for specialists in the field of security and economics. The results obtained can serve as a foundation for conducting more extensive research on the state of the information security system of the digital economy in the Russian Federation.

The article presents methods of processing and the results of the analysis of the accuracy of solutions obtained when calculating the structure fatigue life in the case of random loading using domestic and foreign computer systems. Unlike foreign analogues, domestic software products for calculating the fatigue life of a product under random loading are based on the regulatory documents of the Russian Federation, which are proposed along with methods adopted abroad.

Increased flooding caused by climate change impacts is a challenge for many cities both in developing and developed countries. The existing storm water drainage systems in place have to be physically constructed and expanded to meet the water run-off challenge. This is an expensive run-off management undertaking for resource poor countries such as Tanzania. Landscape based storm water management (LSM) is put forward as a sustainable option to manage storm water run-off and it also addresses water scarcity problems in under-served urban settlement. However its implementation in cities that are faced with informal residential development is challenging because among other things, LSM requires land for implementation as well as the collaboration of different institutions, disciplines and actors. Drawing from data and information obtained from the Water Resilient Green Cities Africa (WGA) Project in two cities of Africa, this paper explores the planning and institutional challenges for LSM in Dar es Salaam, a rapidly urbanising city. The paper also presents opportunities inherent in the process some of which suggest that local institutions offer a critical platform to collaboratively plan and implement LSM in rapidly urbanising cities.

The article demonstrates the key lines in digital transformation of Russian taxation bodies aimed at ensuring the development of tax regulating methods. Managing changes in the field of digital economy requires designing and adopting regulatory decisions, which could eliminate barriers and create favorable conditions for the development of this field and cut risks connected with broad application of new technologies. In order to perform their principle functions, including those providing a high level of cash receipts to the budget system of the Russian Federation in conditions of economy digitalization tax bodies today shall develop their own digital platform, around which the ecosystem for taxpayers will be formed. The authors researched the impact of the economy digitalization process on transforming the approach to tax regulation, the focus of which is turning the system of tax bodies into the adaptive digital platform. Key indicators of the digital technology sector of the Russian Federation were studied and opportunities of the sector’s impact on tax regulation were identified. On this basis the authors showed the necessity to upgrade software products of tax bodies, which are used within the frames of tax administration. The interconnection of forms and lines of digitalization with processes of institutional changes in tax regulation was described. Among key findings of the research it is necessary to highlight substantiation of the tax system transformation under the influence of speeding-up development of digital technologies and elaboration of practical recommendations aimed at upgrading the tax administration mechanism by introducing automated multifunctional consolidating analytical tools.
