The objective of the research is to provide a scientific analysis of the development of the digital economy in the context of sustainable competitive advantage. The methodological basis of the study was the theoretical provisions of fundamental and practical developments in the digital economy, lying at the intersection of various technologies. Under the influence of digital forms of economic activity and the scientific and educational sphere, knowledge and education are turning from a luxury article into a productive force of society. Meanwhile, a global reach of digital technologies in the context of sustainable competitive advantage leads to a change in culture, traditional approaches to education, and serves the interests of the accelerated deployment of the digital economy. Managing the development of human capital as a basic engine for the development of the economic system is an absolute must for the integration of information technologies into modern society. Individuals and effective institutions are becoming a fundamental factor in the productivity, effective development, and formation of the digital economy.

This chapter provides an overview of some aspects of the convergence context and concepts presented in previous chapters. The media sector and the main characteristics of the entertainment industry are described. Several elements are underlined: access, user-generated content, and a higher number of physical supports and electronic platforms. Key trends and developments in ICT industry are explored and main aspects of convergence are described: definitions of convergence, industry impact of convergence, and implications for firms' strategies. Indeed, technological and industrial convergence made possible by digitalization has changed the strategy of ICT companies and has accelerated the erosion of the existing frontiers between the media industries leading to the emergence of new actors (web giants, technology enablers, telecommunications operators, etc.). These compete directly with the “traditional” media players. These ICT groups have adopted different relational strategies to strengthen their activities in the field of entertainment and to achieve a sustainable competitive advantage.

Introduction: modern society involves the creation of legal mechanisms aimed at the introduction of digital systems in all legally significant public interests. At the same time, modern federal programs and strategy for the development of the information society in Russia are the basic elements of the country’s economic development. The aim of the study is to identify the main legal components of the modern digital economy of the Russian Federation. Using the methods of scientific knowledge, especially the method of system analysis, it is found that the complexity of the problem involves the use of both law-making and law-realization “vision” of the main directions and forms of the legal adaptation of the digital systems of the modern economy support. Results: the noted shortcomings in the rule-making development are identified on the basis of the analysis of the data from the electronic banks, which allowed justifying the need for the legal regulation of digital relations in terms of improving the rules of law and the law enforcement practice in the country and proposing a number of measures to eliminate them. Conclusions: it is necessary 1) to create the normative conditions of the digital rights adaptation for the subjects of entrepreneurial activity; 2) to introduce a uniform approach to the concept of digital relations; 3) to justify the most significant advantages of the introduction of digital relations and information technologies covering the whole society.

Modern society is characterized by rapid increasing the information volume and increasing its role in various fields of activity: economic, political, social and public ones. The rapid spread and introduction of information technologies, the growth of information data flow pose new challenges to the modern society. Global informatization dictates the need to form an infrastructure for processing and managing Big Data - an array of data, the processing of which requires special skills, knowledge and applications. The formation of the digital economy through the penetration of ICT and the digitalization of production processes contributes to the modernization of traditional industries, trade and procurement procedures, related financial and logistics operations, as well as markets with other sources of added value. Big Data as a new tool for analytics, forecasting and management decision making is becoming a leading asset and resource of the state, business and society as a whole. At the same time, the absence of physical boundaries in the digital space opens up access to big data for all participants in the global space. The national program “Digital Economy of the Russian Federation” is aimed at creating the necessary institutional and infrastructural conditions for the development of high-tech businesses, increasing the competitiveness of the national economy, the quality of life of citizens, and ensuring economic growth. One of the federal projects “Human Resources for the Digital Economy” is aimed at ensuring the training of highly qualified personnel for a modern society with high professional qualifications, skills and abilities to develop and introduce competitive products. Therefore, a Data Science specialist is a profession shaped by the needs of the Russian economy. In this regard, new challenges and methodologies for training IT specialists with the necessary knowledge and skills that meet the requirements of high-tech business are being formed.

The article discusses the canon of the Marxist critique of capitalism, its methods and means for analyzing economic institutions and the information technologies that affect them. The authors postulate that the Anglo-American academics who remain faithful to this canon are quite leftist in a way that derives from concerns about corporate culture and leads to oversimplifications and distortions of the phenomena in question. For example, economics has turned into an empty concept of capitalism studied through secondary texts and their interpretations in a presentation mode. As the latest failure to link Marxist and managerial discourses in the digital era, the authors cite Platform Capitalism by Nick Srnicek, one of the founders of the accelerationist movement and author of essays on the future of capitalism. The most controversial ideas in Srnicek’s book include the rhizomaticity of the platform model of economics, which he did not himself elaborate but proposed as the typology and genealogy of platforms in recent economic cycles (from the 1970s until the mortgage crisis of 2007 in the USA) when the foundations of the infrastructure and business strategy of the modern digital economy were shaped. The article focuses in particular on the enduring topics of leftist discourse under the new conditions of the digital economy: falling profit margins, deficit, crises of overproduction, exploitation, control, profit-seeking and market competition as explicit motives that supposedly guide the capitalists and managers in addressing new technologies together with the specter of an inevitable apocalypse. The authors question the most popular leftist approaches to critique of digital technologies and of the business models of platform companies and propose a more constructive appreciation of their role in modern society and economic liberalization by taking into account their public benefit and their cultural significance for users.

The bases of economy digitalization in modern society are analyzed; problems of managing the documentary and professional activity in the economic sphere and the opportunities of information technologies application are indicated. The aim of the research is to optimize the fundamental ideas in the structure of digitalization processes in modern society. The article substantiates the development of digital modification in the economic sphere of the society which forms a single concept of competitiveness and scientific and technical independence of modern economy. The signs that distinguish a digital company are identified and industries are determined by the complexity of transition to the digital economy. The relevance of the topic is determined by an inevitable transition to the digital economy, which causes complex changes both at the state level and at the level of companies. Using general scientific and comparative methods, the authors analyzed the world experience of transition to digital environment, and drew analogies between digitalization of the Russian and world economic systems. The result of economic activity is the systematic, reasoned aspect of digitalization – creation of bases of economic reality abstract models, as well as affirmation of the significance of Big Data economy, which directly affects the transformation and modification of industries.

Purpose of the study. The rapidly developing processes of the formation of the digital economy affect various spheres of human life in modern society, inevitably changing the educational environment. The aim of the work is to analyze the main development trends and emerging transformation processes in the field of higher education under the influence of growing digitalization and digital transformation of various aspects of human life.Materials and methods. In the course of the work, a dynamic, structural analysis of analytical and statistical information about the processes taking place in this area was used, as well as methods of theoretical research: analysis and generalization.Results. The pace of development of the digital economy in the modern world is very rapid, due to which the life of a number of professions is shortened, and changes affecting the content of labor contribute to the emergence of new ones. Based on this, it is necessary to understand the main directions of development in higher education, since personnel training is one of the most important components of the digitalization of the economy. The paper formulates the main directions for the development of education using digital technologies for the training of qualified specialists who meet the requirements of the digital economy and outlines a number of problems that the educational system will face in the process of transformation.Conclusion. The spread of digital and information technologies contributes to significant transformations in various fields of human activity and the sphere of higher education is no exception. The format of the digital economy is quite mobile, which leads to the fact that some specialties will emerge, others will lose their importance and disappear more or less rapidly, and also under the influence of constant and fairly rapid changes, the requirements for training will change. Considering the high mobility and variability of the current situation both in the economy and in the field of higher education, there is a need for constant adjustment of educational programs taking into account the ongoing changes. The rapid development of new knowledge and technologies, and many other reasons, contribute to significant transformations of higher education systems around the world. At the same time, considering the speed of changes, it is quite difficult at the present time to assess the entire range of challenges and problems that face the sphere of higher education. Separate sections of the work have been published earlier in a number of articles by the author devoted to this problem.

Information technologies in modern society actively influence the state of political, economic, military and other spheres of public life. Russia’s strategic goal is becoming a full-scale entry into the global information society as its full participant, while maintaining political independence, national identity and cultural traditions. Solving this problem requires the development of a well-thought-out, purposeful state policy in the field of the development of the information society. In the Information Society Development Strategy, the construction of a knowledge society, a digital economy, the creation of a developed information infrastructure and a safe Internet are called strategic national priorities.The article analyzes the implementation of the Information Society Development Strategy in the Russian Federation. The directions of development of the modern state policy in the field of the development of the information society and ensuring the information security of Russia are investigated. The necessity of adopting a federal law on the digital economy, legislation that ensures the development of the information space of knowledge and independent functioning of the Russian segment of the Internet is substantiated.

The paper examines the practical usefulness of information technologies in business reviewing electronic business concepts provided in science literature and also the newest tendencies of electronic business development. The paper offers a review of various authors works on e-strategies and IT influence on companies’ functionality. An analysis of disadvantages in various electronic business development models is provided.
