Cultural trade is the new growth point of today’s economy. This article analyzes the current situation, development advantages and challenges of Jilin Province’s cultural trade under the background of the “One Belt and One Road”, and proposes strategies to optimize Jilin Province’s cultural trade development.

Статья посвящена рассмотрению проблем профилактики преступлений оперативными подразделениями исправительных учреждений (далее - ИУ). Автор, раскрывая роль оперативных отделов ИУ в общей профилактике правонарушений, указывает на ее двоякость, поскольку, с одной стороны, рассматриваемые подразделения обладают значительным преимуществом перед другими службами учреждения в выявлении негативных факторов (негласный метод получения оперативно значимой информации), с другой стороны - далеко не все условия, которые способствуют совершению преступлений в ИУ, можно устранить оперативным путем. Изучение специальной литературы позволило выявить в деятельности начальников ИУ определенные проблемы, связанные с оценкой состояния оперативной обстановки в ИУ, сложившейся ситуации; с отсутствием прогноза развития криминогенной ситуации в ИУ, а также с профессиональной некомпетентностью руководителей, неумением объективно оценивать результаты деятельности структурных подразделений. Автор особое внимание уделяет анализу статистических данных о совершенных и предотвращенных преступлениях лицами, находящимися в местах лишения свободы. The article is devoted to the consideration of problems of crime prevention by operational units of correctional institutions (hereinafter referred to as IA). The author, revealing the role of the operational departments of the IA in the general prevention of offences, points to its twofold. On the one hand, the units under consideration have significant advantages over other services of the institution in identifying negative factors (these are tacit methods of obtaining promptly meaningful information). On the other hand, not all conditions conducive to the commission of crimes in IA can be eliminated by operational means: For example, shortcomings in the activities of other departments and services (security department, duty shift, etc.). The study of special literature has made it possible to identify problems in the activities of heads of correctional institutions in the sphere of implementation of solutions in case of lack of objective and complete information on the state of the operational situation in IA, the current situation, the results of the activities of structural subdivisions; No forecast of the development of the crime situation in IE; Professional incompetence of managers, inability to objectively assess the results of activities of structural subdivisions. The author pays particular attention to the analysis of statistics on crimes committed and prevented by persons in detention.

‘The challenge of modernity is to live without illusions and without becoming disillusioned.’ This diagnosis of modern life, given by Gramsci, can be translated as pointing towards varying positions between secularity (even secularism), on the one hand, and (religious or pol­itical) belief and commitment on the other. This crossroads of belief and disbelief, or enchantment and disenchantment, is topical in new ways after recent revisions of secularization theories and the current revitalization of religions. Moreover, it also has bearings on how people bring together religions and bodies. The question examined in this article is: In what ways can diverse religious and spiritual practices bring about and construct new kinds of enchanted embodiments within contemporary life, and what is being done with these embodiments, both by people themselves and by scholars of religion. First, the author outlines a preliminary diagnosis of the current situation, which is approached as the desire for enchanted bodies. After that three ideal types of practices by which this desire could be seen to be enacted are tentatively identified. And finally, some implications of this diagnosis for the study of religion today are considered.

This is a research in the style of research and development. The researcher conducted fieldwork by collecting data on the current situation of and problems in bamboo-baking in 10 provinces. Then the data were analyzed to find out about the forms of ovens and quality of each type of baking in order to compare the baking quality. Moreover, the data were used in a brainstorm with 12 participators consisting of entrepreneurs and those who are concerned. All the data from the study were used in the determination of the basic requirements for the experiment of designing and creating 4 model ovens. The fourth is the one that has been tested and proved to be suitable for usage in the manufacturing processes of bamboo handicraft, both wickerwork and furniture. In the experiment of preventing the eating of weevils and other insects, it was found that during 6 months, no evidence of such eating was found, which corresponds to the determined standard.

The one chosen here is a global comparative perspective, an effort to step outside the tempting but myopic and often misleading familiarity of inside experience. Let us look at European society today as part of world history. What does it mean to grasp the present as history? It means to look out for how the current situation is related to the past, and, above all, to the future. We shall here try to locate Europe in the history of modernity, and, secondly, in the dynamics of the world systems, systems in plural, as I shall explain later.

The paper discusses the importance of using the opportunities of the regional economy in the production of competitive agricultural products at the modern stage. The 8-year cycle of declared priority and state protectionism has not substantially changed the situation, the field still needs to bereformed, most of the systemic-structural and organizational-technical issues are unresolved. The importance of the synergistic effect of centrifugal policies is completely ignored. Georgia’s commitments under the Deep and Comprehensive Agreement with the European Union in terms of strengthening, decentralization and deconcentration of self-government, are not actually fulfilled; Therefore, in the current situation, the opportunities of the regional economy are untapped in the country. Accordingly, nowadays the opportunities of the regional economy are unused in the country, initiatives and proposals from the places are not considered at all. The principle of action adopted in the EU countries, which actively use the specific model in governance, is completely ignored. Moreover, all types of stimulus and protectionist policies are implemented only from the center and lack of the full-fledged on-site resource research, understanding the information-analytical reality, the visions of identifying risks and benefits, as well as the initial competitiveness. Solving the issues of territorial arrangement of Georgia, the active use of the opportunities of the regional economy and proper spatial development of the territories give us additional opportunities to solve the existing problems in the field and to ensure the activation of mechanisms for creating the competitive products. The agenda raises the need to address a number of fundamental problems that can be broken down into stages and implemented in the form of targeted action-program modeling. In order to make full use of the regional factor, it is necessary to be directly involved in policy management issues and to offer a microzonal adjusted incentive system, synergistic effect of centrifugal and centrifugal policies, generalization of all local specific problems, situational and contextual analysis, resource research. The role of an active land management policy issues, the establishment of the principles of competitive culture zones and the definition of sectoral-territorial specifics are an incomplete list of topics. Moreover, in order to achieve competitiveness, it is important to highlight the starting advantage, which in this context must beexercised under multilateral responsibility, where both levels of the state hierarchical system will have their own rights and responsibilities. And the structural unit (cooperative, cluster) is fully responsible for ensuring the project-defined outcome. By implementing the regional economic principles, it is possible to consider the economic-commercial, on the one hand, within the framework of the targeted program, and on the other hand, the socio-demographic aspects that underlie the state policy on the development of the sector and the region. In the current situation, the importance of the convergent nature of development and inclusive involvement, which should be the result of a reasonable policy of the state, and it has no alternative in the current situation. Theodor Oizerman’s article “On The Meaning of the Question‘What is Philosophy?’” was first published in the journal “Voprosy filosofii”, 1968, vol. 11. Since that the issue has become a bibliographical rarity and still does not exist in a digital form. Other versions of the article were rewritten in the form of book chapters and transformed in the context of the current situation. This proposed publication bases on one of the older versions, which, is, on the one hand, close to the original author’s intention, and on the other hand, lacks a certain dependence on the ideological context. The text, however, includes some critically important arguments appearing only in later editions. In general, the article is of central significance in terms of its place in the Metaphilosophy concept proposed by Oizerman, which later the following books have manifested: “The Problem Of The History Of Philosophy”(1969, 1983), “The Foundations For The Theory Of The Historico-Philosophical Process” (1983, in co-authorship with A.S. Bogomolov), “Philosophy As A History Of Philosophy” (1999), “Ambivalence Of Philosophy” (2011); “Metaphilosophy: Theory Of The Historico-Philosophical Process” (2009). A number of references due to the difficulty of reading the archived article text have been omitted or taken from new editions. The text has been prepared and edited by Ilya T. Kasavin.

Thanks to communication tools, globalization is spreading wordwide. For this reason, it is crucial to protect and strengthen our feature. On the one hand, we are repetitive joining the uniting world of economics, on the other hand, it is our responsibility to preserve our national characteristics with conscious politics.Responding tardy to the touristic demands of the information society without risking the loss of our competitiveness market is highly dangerous at the current situation of the touristic, as the Hungarian Economic Development Program sets down. Unless we develop a strategy that realized radical changes in the next 4-5 years, Hungary can find itself in a disadvantageous situation regarding the touristic market of the 21st century.

AbstractThis personal letter describes the history and current situation of philosophy in Estonia. We sketch the development of academic philosophy since the foundation of Tartu University in 1632, and describe the current philosophical landscape. We discuss the challenges we are facing in trying to find a balance between the responsibility that a discipline in the humanties in a small country has with respect to local culture and society on the one hand, and our ambitions to build up an internationally collaborating department with an international graduate programme on the other. We close with a description of the relation between academic philosophy and Estonian society and the role that the Center for Ethics in Tartu plays in supporting that relation.

This article challenges the pervasive notion of rebel groups in the southern Philippines as non-state actors opposing the penetration of the state. Instead, through a historically informed analysis of local politics in two Mindanao provinces with a presence of Muslim and communist armed insurgents, respectively (North Cotabato and Compostela Valley), it will be demonstrated that particularly since the end of the Marcos martial law regime and subsequent democratisation and decentralisation efforts, local state and rebel structures have become increasingly intertwined. On the one hand, this observation can be explained with reference to particular historical-institutional trajectories, which led to the establishment of the local state as a vital instrument for accumulation and for political legitimation. On the other hand, the current situation can only be fully understood when considering the wider set of social structures that cut across the state-rebel divide, prime amongst which those defined by kinship.
