China is the largest producer and consumer of coal in the world. Qinhuangdao Port is not only the largest coal export port in the world, but also an important coal transportation hub in China. The study of the change of coal price in Qinhuangdao Port is of great significance to the study of the change of coal price in the whole country. In this paper, in order to avoid the large prediction error of a single prediction model, an ARIMA-SVM parallel combination model is constructed, and the appropriate weight ratio of ARIMA and SVM model is obtained by calculation, so as to obtain more reliable prediction results. The results show that the international competitiveness of the domestic coal market is insufficient, the coal trading system is incomplete and depends too much on coal resources. For this reason, the government should promote the adjustment of energy structure, improve the mode of transportation, actively improve the coal futures trading system, and realize the upgrading of coal industry.

The article describes the global coal market as the ratio of demand and supply depending on the development of energy technologies in the historical section. The continental specificity of coal mining is given. The basic world exporters and importers of coal and their role in the sale of energy fuels are analyzed. The key coal producing countries are China, India, the USA, and Australia. The largest consumers of coal products are China, India, Japan and Korea. There are unconditional leaders in the export coal market: Indonesia and Australia. In addition, a comparison of large coal companies and their share in the world market is presented. The features of coal supplies are analyzed in accordance with international rules (Incoterms), which regulate the rights and obligations of the buyer when conducting international trade, as well as determine the moment of transfer of risks from the seller to the buyer. The following supply bases were characterized: FOB (Free On Board), FAS (Free Alongside Ship), CIF (Cost Insurance and Freight), DAP (Delivered At Place), FCA (Free Carrier) etc. Trends in the logistics component of the global coal industry are revealed. Logistic of coal supply chains in comparison with other energy fuels and their features are disclosed. The problem of profitability of mines and their effectiveness is presented. Assessment of the environmental components of coal use in industry and energy is analyzed. It was noted that on the background of the trend to protect the environment and promote renewable energy, coal is becoming less popular in developed countries. This trend is further exacerbated by state subsidies for green energy.

As one of the two largest coal production and trading units in Vietnam, Vietnam National Coal - Mineral Industries Holding Corporation Limited (Vinacomin) is still operating both under the planning mechanism and the market mechanism. Additionally, in recent years, the group's coal price is also being built under these mechanisms. In the context of increasingly deep integration, fluctuating coal price and market, the competition of imported coal is getting more and more fierce, while coal mining conditions are increasingly difficult, the coal production and trading still have many shortcomings, so it is necessary to have a coal price determination mechanism accordance with the actual conditions of the Vietnamese coal market. Therefore, in order to determine the coal price scientifically and in association with practice, the reference to the coal pricing mechanism in some countries around the world to draw lessons for Vinacomin plays an important role. The content of this article mentions the coal pricing mechanism in some countries with a large amount of coal mining and consumption such as China, Australia, Russia, Indonesia,... thereby giving a comprehensive view of the coal price management, operation and construction mechanism of some coal markets in the world and as a reference basis for Vinacomin.

Abstract Background: After China's economy entered a new normal, the economic growth slowed down, energy market demand shrank, and the coal industry suffered from serious overcapacity. In this context, the Chinese government carried out supply-side structural reform and implemented a series of policies to cut overcapacity and destocking.Methods: By using time series data, this paper establishes vector error correction model, combined with Granger causality test and variance decomposition, to study the factors influencing coal prices under the new normal of economy. Results: The empirical results show that under the new normal of the economy, coal social inventory, oil production and natural gas production have a greater impact on the coal price, while coal consumption and raw coal production have a smaller impact on the coal price. According to the analysis, at the present stage, fossil energy, especially coal, occupies too high proportion in China's energy structure, which can no longer meet the requirements of energy use under the new normal of economy. Conclusion: According to the empirical results and analysis, the Chinese energy structure must be adjusted. In the short term, supply-side structural reform policies must be deepened to change the status quo of China's coal industry as soon as possible. In the long run, non-fossil energy technologies should be vigorously developed to provide stable and cheap non-fossil energy, thus reducing the use of fossil energy and increasing the use of non-fossil energy.

Цель статьи заключается в определении перспектив развития угольной промышленности России на основе анализа мировых тенденций, сложившихся на рынке угля. Элементы научной новизны заключаются в определении перспектив российского угля на мировом рынке на основе обобщения данных мировой статистики, прогнозов развития мирового энергетического рынка и текущей ситуации в угольной отрасли России. The article highlights the specific features of the coal industry, its importance for Russia and the world, analyzes the main problems of coal mining, considers various scenarios for the development of the world energy industry, reveals possible prospects and directions for the development of the global coal industry and the place of Russian coal in the hydrocarbon market. The purpose of the article is to determine the prospects for the development of the coal industry in Russia based on the analysis of global trends in the coal market. The elements of scientific novelty consist in determining the prospects of Russian coal on the world market based on the generalization of world statistics, forecasts of the development of the energy market and the current situation in the coal industry in Russia.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.

Social media as a communication tool has enabled governments around the world to interact with citizens for customer service, access to information and to direct community involvement needs. The trends around the world show recognition by governments that social media content may constitute records and should be managed accordingly. The literature shows that governments and organisations in other countries, particularly in Europe, have social media policies and strategies to guide the management of social media content, but there is less evidence among African countries. Thus the purpose of this paper is to examine the extent of usage of social media by the Botswana government in order to determine the necessity for the governance of liquid communication. Liquid communication here refers to the type of communication that goes easily back and forth between participants involved through social media. The ARMA principle of availability requires that where there is information governance, an organisation shall maintain its information assets in a manner that ensures their timely, efficient and accurate retrieval. The study adopted a qualitative case study approach where data were collected through documentary reviews and interviews among purposively selected employees of the Botswana government. This study revealed that the Botswana government has been actively using social media platforms to interact with its citizens since 2011 for increased access, usage and awareness of services offered by the government. Nonetheless, the study revealed that the government had no official documentation on the use of social media, and policies and strategies that dealt with the governance of liquid communication. This study recommends the governance of liquid communication to ensure timely, efficient and accurate retrieval when needed for business purposes.

This Writing is important because the dominant culture currently is globalization which has given the worse impact for the local culture. People are already hegemonized by materialistic lifestyle cause of globalization, however the complex problems necessarily require reasoning power, pure thinking to get out of the decline in the world today especially in education. The biggest challenge is against a habit that does not reflect a native of east culture. Now, learning history which full from meaning where still used a textbook which provided, rarely local culture area is lifted, because the textbooks created by the book publishers even though there are books written by the government but still a bit that explains the local culture in each of the area. In the year of 2016, now, there is improvement for all of the subjects should be contained a local issue because it is still new, of course that the application has been processed whether from lesson plan although Syllabus, from some of these problems, the purpose of this writing would like to express the important of local culture in creating a sense of students history in Bimanesse at Senior High School. While the discussion in this writing. First, about the local culture. Second, local culture of bimanesse. Third, the teaching of history. Fourth is a sense of history. The writer use some literature that support in this writing such as books, journals, and others. The result show that the local culture is to be applied in teaching history in increasing a sense of students history.
