Nuclear data and associated tools are critical elements of the nuclear energy industry and research, playing an essential role in the simulation of nuclear systems, safety and performance calculations and interpretation of the reactor instrumentation. Nuclear data improvement requires a combination of much different know-hows that are distributed over many small- and medium-sized institutions along Europe. The Euratom programs have facilitated the setup of pan European collaborations getting together the required experience inside the projects CHANDA, ERINDA and the JRC action EUFRAT. The paper describes the holistic and inclusive approach of these projects that have also worked together to coordinate the European nuclear data research capabilities to improve the facilities, detectors, models and evaluation, validation and simulation tools. It also shows examples of success histories and summary of results of these projects and of their impact on the EU nuclear safety and industry, together with an outlook to the future.

Energy is at the top of the political agenda. Energy technology, including nuclear, has a role to play in addressing the associated challenges. The Euratom research programme in the area of nuclear fission is contributing to the development of innovative reactor concepts that are more sustainable, intrinsically safe and proliferation resistant, economic and capable of co-generating both electricity and process heat. The need for such Generation-IV reactors is also stressed in the EU’s recently published Strategic Energy Technology Plan, and the development of these advanced systems is the focus of the Sustainable Nuclear Energy Technology Platform established in September 2007, which is at the cornerstone of the EU’s strategy in nuclear R&D and brings together all the key European nuclear research and industrial players in this field. The paper provides a summary of the present situation and prospects in these areas, with an emphasis on V/HTR technology.

Many offshore installations in the North Sea have now exceeded their original design life and are in a life extension phase. A Framework of six processes has been developed for the management of ageing of Safety Critical Elements (SCEs) in offshore installations. The processes include an analysis of the effect of ageing modes on SCE performance. Examples of performance indicators for typical SCEs are proposed based on how their condition and performance as may be affected by physical deterioration and other effects of ageing. Indicators for calibrating the maturity and effectiveness of the management processes are also suggested.

Nuclear energy is today the largest single source of carbon free and base-load electricity in Europe. While highlighting its important role in the overall energy mix, it is necessary to address sustainability, safety, and security concerns, in particular nuclear safety and nuclear waste management issues, which influence the public acceptance of nuclear energy. The present paper describes the Joint Research Centre activities in support to the EU nuclear safety policy. It describes the Joint Research Centre role in the EU institutional context, identifies the various customers to which the Joint Research Centre delivers its services, and provides some results of the Joint Research Centre scientific work inherent to nuclear safety.


Significance Government formation should have been relatively straightforward but a series of political controversies have damaged VVD leader and Dutch Prime Minister Mark Rutte’s credibility with the CU and some opposition parties. Impacts The collective rise of the far-right vote means the far right will continue to worry centrist parties and thus influence government policy. Investment in nuclear energy to meet climate targets is unlikely to be a priority for the new government. Dutch influence in the EU could grow with the departure of Merkel in September, and Macron’s focus on the 2022 election.

Pile oscillator techniques are powerful methods to measure small reactivity worth of isotopes of interest for nuclear data improvement. This kind of experiments has long been implemented in the Mineve experimental reactor, operated by CEA Cadarache. A hybrid technique, mixing reactivity worth estimation and measurement of small changes around test samples is presented here. It was made possible after the development of high sensitivity miniature fission chambers introduced next to the irradiation channel. A test campaign, called MAESTRO-SL, took place in 2015. Its objective was to assess the feasibility of the hybrid method and investigate the possibility to separate mixed neutron effects, such as fission/capture or scattering/capture. Experimental results are presented and discussed in this paper, which focus on comparing two measurements setups, one using a power control system (closed loop) and another one where the power is free to drift (open loop). First, it is demonstrated that open loop is equivalent to closed loop. Uncertainty management and methods reproducibility are discussed. Second, results show that measuring the flux depression around oscillated samples provides valuable information regarding partial neutron cross sections. The technique is found to be very sensitive to the capture cross section at the expense of scattering, making it very useful to measure small capture effects of highly scattering samples.

The European Global Strategy (EUGS) is a significant document that came out at a critical time. Decision makers and scholars need to identify and assess the challenges the EU is facing in its effort to pursue its new Strategy. This paper addresses the lack of a tool for identifying those challenges and assessing the EU's ability to respond to them by introducing a new analytical framework based on the conceptualization of the EU as a small power in the international system, and the literature about the international relations of small states. The framework combines the factors that impact upon a small state's behaviour and performance in the international system and consists of the following elements: a) the EU's relations with the great powers in the system, b) developments in the EU's neighbourhood, c) the EU's politics, and d) the EU's reputation. After discussing each one of them, the paper contributes a comprehensive assessment of the EU's ability to implement its Strategy. It concludes that in order to implement its Strategy, the EU should respond to specific challenges. Therefore, the framework this paper introduces can improve our understanding of both the EUGS and the Union's strengths and weaknesses, shed some light on what measures should be taken for the Union to respond to challenges that lie ahead and be used as a yardstick to assess the Union's progress. Moreover, the framework can be applied to other areas of the EU's external action and contribute to both drafting better informed strategic documents and supporting their implementation.
