There is much evidence that green building which is initially believed to be the solution to solve the problems of climate change and energy crisis can not perform as expected. The fact that green buildings consumed more energy and emit more CO2 than expected during the actual operation is due to the problems of inefficiency in building operation and maintenance. Facilities management integrates the entire component of the built environment including people, process, place and technology to make sure that the built environment system works optimally. It offer important contributions to address the challenge of inefficiency in terms of building operation and maintenance thus make facilities management industry become one of the fastest growing industry in the world. By doing a literature review, this paper intends to understand more about the practices of facilities management in different part of the world. It is found that there is a stark contrast in the development of facilities management practices in the western countries as compared to that in the eastern countries. The industry of facilities management is relatively new and the research related to that field is still limited thus provide a huge opportunity to develop it in the future since the importance of this field is increasingly recognize.

The increasing pressure on water resources in Europe’s broader area led member states to take measures and adopt a common legislative “umbrella” of directives to protect them. The aim of this research is to investigate practicing deficiencies, information lacks and distances from optimal status as set by the Water Framework Directive and supporting water uses. This contributes to the improvement of the efficiency and harmonization of all environmental goals especially when management of Protected Areas is addressed. Gap analysis, an approach that reveals the distance between current and desired level, was carried out, targeting five Mediterranean hydro-ecosystems, covering three major water policy pillars “Monitoring Practices”, “Management Practices” and “Water Quality and Pressures”. Data for such analyses was collected by literature research supported by a query matrix. The findings revealed a lack in compliance with the Water Framework Directive regarding the “Monitoring Practices” and several deficiencies in sites burdened by eutrophication and human pressures on “Water Quality and Pressures” field. As for “Management Practices”, extra effort should be applied in all hydro-ecosystems to reach the desirable state. We suggest that gap analysis, as a harmonization tool, can unify apparently different areas under the same goals to reveal the extra necessary “investment”.

Purpose Health-care (HC) is one of the most polluting industries and recognised as the second energy-intensive sector, emitting 8 per cent out of total 40 per cent of total carbon emissions. Integrating sustainability to facilities management operations is imperative and could significantly contribute to reducing energy consumption, waste and day-to-day operational costs of buildings. The integration of sustainability into FM practices depends on factors such as facility type, organisational scale, business sector and organisation characteristics. This paper aims to explore the SFM practice with a specific focus on HC-specific FM services and respective sustainable practice that could be integrated into FM operations. Design/methodology/approach A Delphi survey was administered to ten experts in two rounds, who are specialised in FM and sustainable practices in the HC sector. Data gathered from the survey were analysed using the Relative Importance Index to identify the most significant FM services and sustainable practices. Findings The study found 9 significant FM services and 49 sustainable in HC. The top three significant FM services include “building services (BS)”, “space planning (SP)” and “quality management (QM)”. Further, “identifying applications for energy-saving measures” and “ensure onsite, off-site storage and transport of wastes” were found as the topmost significant sustainable practices. The relevancy of these identified sustainable practices to the principles of sustainability was determined. The results showed that 22, 18 and 09 sustainable practices were relevant to environmental, social and economic principles of sustainability, respectively. Originality/value There is a dearth of literature that integrates sustainable FM practices in HC sector, and this study fulfills this research gap. The study is novel in offering a framework to integrate sustainability into FM practice in HC sector.

PurposeThe purpose of this paper is to investigate the current practices of the early facilities management (FM) involvement during the design development and review stages (DDRS), and recommend activities aimed at achieving better integration.Design/methodology/approachA comprehensive literature review was conducted to ascertain the challenges faced by the integrated design team (IDT) in the absence of the facilities managers’ review of design solutions, and underscore the significance of the early involvement of facilities managers during the DDRS. A questionnaire survey was then developed for collecting data on eight aspects of the current practices of early FM involvement during the DDRS. The questionnaire survey was administered to the FM departments of 13 long established, public universities in Saudi Arabia. Ten responses were obtained and analyzed.FindingsThe findings suggest that the early involvement of the FM department enhances the operation and maintenance of facilities. This has been measured through reductions in the number of architectural, structural, electrical, plumbing, heating, ventilating and air conditioning defects.Practical implicationsRecommendations were provided to facilitate the process of integrating the practices of two influential stakeholders of building projects. These recommendations encompass the need for maintainability considerations at the early schematic stage, the necessity of direct contact between the two parties and the necessity of facility managers’ increased familiarity of the design stage activities, among other recommendations. In this way, the study promotes the awareness of the significance of integrating FM with the IDT at the DDRS.Originality/valueThis study contributes to the literature and practice by presenting a detailed analysis of the integration process between the FM department and the IDT. Furthermore, the outcomes of the integration between the parties were measured to assess the effectiveness of the collaboration and highlight the possible areas of improvement.

Enterprise risk management (ERM) is used to manage, integrate and aggregate all types of risks encountered by the concerned organisation. Despite having established framework and guidelines, the implementation of ERM at divisional level seemed to be lacking. There are gaps in the actual risk management practices that need to be studied and narrowed to ensure a more effective implementation of risk management. Therefore, the objective of this study is to identify characteristics of effective risk management practices and to gauge the effectiveness level at a telecommunication company. The gaps between the actual practices and the expected practices based on twenty-four (24) identified characteristics are identified and compared upon before recommendations are made to close the gaps and further enhance the risk management practices. For the purpose of this research the self-administered, web-based questionnaires were distributed to a total number of 130 engineers who were actively involved with network infrastructure planning, development and maintenance. The feedbacks received indicated that the respondents agreed with the identified characteristics of effective risk management practices and generally agreed that the effectiveness level of current risk management practices in the company is moderate or average. Furthermore, the gap analysis based on the variances indicates that there are rooms for further improvement. The study is important for more effective risk management practices in telecommunication companies.

Boreal forests maintain regionally important biodiversity and globally important ecosystem services, such as carbon storage and freshwater resources. Many boreal systems have limited anthropogenic disturbances and are preserved, in effect, to date largely by their harsh climates and remoteness. As of 2011, almost 10% of Canada is subject to some manner of formal protection, with 4.5% of this protected area found within the boreal zone. The management of existing parks and protected areas (PPAs) is shared amongst many federal, provincial, and territorial jurisdictions. Although there are currently low levels of anthropogenic development in some portions of the boreal zone (especially the north), if expansion of protected areas is of interest, there are challenges to traditional PPA networks that may be more prominent in the boreal zone than elsewhere: (1) the boreal zone is home to charismatic mammal species with area requirements much larger than typical PPAs; (2) the boreal zone is characterized by natural disturbance regimes that impact large areas; and (3) projected changes to climate for the boreal zone are among the greatest in the world, creating temporal considerations for conservation planning exercises. There is currently no PPA assessment specific to boreal Canada. To address this lack of an assessment, we developed a conservation gap analysis of the current PPA system with respect to a variety of environmental surrogates (ecozones, land cover, vegetation productivity, and landscape structure). The amount of formally protected land varied within each surrogate, with few commonly reported features meeting national or international conservation targets. Furthermore, few reserves met the areal requirements that have been previously recommended to protect large mammals or accommodate the disturbance regimes present. We also discuss considerations and implications of area-based versus value-based protection objectives. While recognizing that there are still scientific challenges around understanding and evaluating the effectiveness of PPAs, based upon our review and assessment, the following considerations should inform conservation options for the boreal zone: (1) representation of the distribution of natural features within the PPA network; (2) effective maintenance of habitat requirements and spatial resilience to both cyclical and directional changes in spatial patterns through large, connected reserves; and (3) implementation of sustainable forest management practices (where applicable) throughout the broader landscape, as traditional on-reserve protection is unlikely to be sufficient to meet conservation goals. The Canadian boreal is unique in possessing large tracts of inaccessible forested lands that are not subject to management interventions, thereby offering functions similar to protected lands. The question of how to more formally integrate these lands into the existing PPA network requires further consideration. Further, the important temporal role of landscape dynamics in designing an effective PPA needs to be further studied as well as development of a better understanding of design needs in the context of a changing climate.

Rubber dams are inflatable and deflatable hydraulic structures. Thousands of rubber dams have been installed worldwide for various purposes: irrigation, water supply, power generation, tidal barrier, flood control, environmental improvement, and recreation. Furthermore, rubber dams have been used in cold areas where the temperature is as low as – 40°C. The simplicity and flexibility of the rubber dam structure and its proven reliability are key considerations in its wide scope of applications. Based on the management practices of 20 rubber dams in Hong Kong in the past 35 years, interviews with rubber dam experts and practitioners, and the investigation to the construction of a recent rubber dam, this paper provides a detailed discussion on various issues related to the construction, operation, maintenance, and repair of rubber dams.Key words: construction, hydraulic structure, maintenance, operation, repair, rubber dam.

Globally, there is a growing trend among organisations towards promoting sustainability as an essential business strategy due to a high level of awareness about the impacts of their operations on the triple bottom line. This paper aims to examine the implementation of sustainability practices in an organisation focusing on universities. The objective was to determine sustainability adopted in facilities management (FM) practice concerning three different sustainability dimensions. Sixteen (16) interviews were conducted with the senior managerial level in selected universities. Among all dimensions, environmental sustainability was widely focused on having higher priorities for energy efficiency, waste reduction, and water conservation.
