In the conditions of modern challenges, the issues of infrastructure support for the sustainable development of territories of all levels and, above all, their primary basis - municipal formations, acquire special significance. The research is based on the hypothesis of the relationship between the quality of infrastructure provision of municipalities, including their budgetary and managerial potential, and the sustainable social and economic development of the territory. Accordingly, the authors consider models of interaction between all subjects of economic and social ties of territorial formation, their innovative component and the nature of inclusion in the ensuring of sustainable development of municipalities. The recommendations on the formation of the financial security infrastructure with a view to ensure sustainable development of municipalities are also presented.

The article is about the conception of sustainable development settled in the context of cultural and civilization changes. It can be taken as an alternative to further civilization development and a new panorama, opening up perspectives for the further sustainable development of civilization. The conception is a global strategy of development. It relies on the including of the natural environment into the social and economic development of a region, country or, from a global perspective, of the whole world. It assumes a long-lasting improvement of the quality of life of the present and future generations which is integrally associated with environmental improvement. It also shows the necessity of the spiritual growth and changes of the material aims of the development into immaterial ones. In all these aims and assumptions, there are a lot of practical and mental problems in the sphere of sustainable development which retard and even make it impossible to put these conceptions effectively into life.

With the sustainable development of economy and society and the acceleration of the popularization of higher education, Henan Province, as a big province of education, has developed rapidly, but it also has some drawbacks. As an important mission of higher education, the supply of higher education is a systematic problem with regularity, which is closely related to the regional social and economic development. The problems of higher education supply seriously affect the energy of higher education. Based on this, this paper takes the supply of higher education as the starting point. On the basis of sorting out the current situation and problems of the supply evolution of undergraduate colleges in Henan Province, this paper puts forward some policy suggestions to improve the effective supply of higher education in Henan Province. This has a certain theoretical and practical significance to promote the effective supply of higher education in Henan Province and improve the supply quality of higher education in Henan Province.

This article describes the study of existence of the relationship between individual factors of sustainable development from a qualitative point of view. It is revealed that new essential characteristics of the “middle class”, connected with sustainable development, are being formed. This makes it necessary to display them by introducing a new concept of “creative middle class”. The purpose of this study is to identify the relationship between improving the environment, the quality of life of the population, the processes of formation of a creative middle class and the results of socio-economic policies to ensure sustainable development of the territory. This study was conducted on the basis of a semi-formalized mass interview. Sustainability is considered for two regions of Siberia (Kemerovo and Tomsk regions), which differ in the specialization of economies: the mining region and the innovation region. In the RIA rating of the Russian regions on the quality of life, these regions, despite the different specialization of economies, occupy fairly close positions, being in the middle of the rating table. The hypothesis regarding the role of the creative middle class as the main subject and the main driver of socio- economic transformations for ensuring the sustainable development of the region in the long term and improving the quality of life of the population has been partially confirmed. This can be explained by the fact that the process of forming a creative middle class is at the initial stage. Manifestations of innovative features in the economic and social activity of the subjective middle class in the Tomsk region were not identified.

Development strategy of the world's largest cities in recent years "turned green" substantially and include as priority the maintenance of the quality of the environment and reduce the risks posed by global climate change. The article analyzes the Sustainable Development Goals of the United Nations (2016-2030) from the standpoint of sustainability and quality of life of communities, primarily in the big cities. Proceeding from these positions the authors consider the relationship and interaction between different Goals, targets and indicators for their implementation. Particular attention is paid to international indices of city prosperity and cities outlook, the global cities index. Constructive methodological and instrumental basis for solving urban problems is the concept of ecosystem services and payments for these services. The largest cities and megalopolises should be prioritized and pioneer objects in the system of payments for ecosystem services or compensation for the loss of the quality of these services, which eventually should become nationwide and provide a sustainable long-run development of the country.

The aim of the article is to show the relationship between quality and sustainable development of road freight transport. The macro and microeconomic perspective of the possibilities of impacting the greening of transport, which is a development of the sector and entrepreneurs, was presented. Recommendations regarding the development of road freight transport including the EU and Polish transport policy were discussed. The possibilities for the development of road carriers in the conditions of transport greening, with particular emphasis on pro-quality activities were introduced. The analysis of the problem was based on literature studies, statistics were also taken into account. In addition, the results of primary studies regarding the impact of the sustainable development principle and the quality of road freight transport services were presented. The research was conducted on the basis of a questionnaire, and in the interpretation of the results, position, variability and one-dimensional analysis of variance (ANOVA) were used.

The article aims at the relationship between China’s green insurance, social and economic development, and environmental protection. It analyzes China’s green insurance development measures and operating mechanism. According to the China Statistical Yearbook, based on data from 2011-2019, research variables are selected for empirical analysis and qualitative analysis. It is concluded that the green insurance industry is conducive to sustainable and sustainable development, reduces industrial transformation risks, improves environmental protection capabilities, and improves residents’ living standards. China’s experience in developing the green insurance industry provides a useful reference for the sustainable development and development of green finance in developing countries and regions.

AbstractSustainable development is usually investigated from a global or national rather than a regional or local perspective. However, it is local communes that decide on the directions and dynamics of local development and on achieving the sustainable development goals. In the article, new insights are provided into how sustainable development can be further embedded into regional development practices by improving the management quality of local government units and through a contemporary approach to sustainable local development. The study attempts to show the relationship between the implementation of quality management methods by local governments, commune characteristics and sustainable development.

The main purpose of the paper is an expert assessment of the relationship existing between selected indicators carried out using a relatively new tool in economic sciences: Fuzzy Cognitive Maps. The effect of its application is a graphical presentation of the relationship between the factors identified as the key ones. In the paper 23 indicators, describing four selected goals in the Strategy for Sustainable Development, 2030 Agenda were selected. It is assumed that the sustainable development goals should be related but according to the experts opinion this only applies to some indicators. This kind of relationships can be certainly identified in the case of the goals describing social and economic development, but often also economic and environmental development. However, the research results presented in the paper do not always confirm the existence of connections between individual indicators selected for the description of the goals of sustainable development. The paper tries to explain this problem

The aim of the publication is to analyze the concept of sustainable development in the member countries of the Organization for Economic Cooperation and De-velopment (OECD) with particular emphasis on the quality of life of Polish citizens against the background of other member countries of this organization. Analyzing selected measures of the sustainable development of OECD member countries in the period 2000-2018, the increase in social and individual well-being of the inhab-itants and the harmonious arrangement of the relationship between man and the human environment were revealed. The progressive degradation of the natural en-vironment was stopped, the effectiveness of using natural resources was increased and the comfort of life of the inhabitants was improved in the conditions of pro-gressive economic growth. Considering the total index of Better Life Index, it was found that Poland was in this respect in the third tenth of all 37 OECD member countries. Poland achieved better results than the average in the areas of "personal safety", "education", and "balance between work and home life". However, for the remaining eight criteria ("housing", "life satisfaction", "civic engagement", "work and wages", "society", "quality of the environment", "income and wealth", "health") Poland achieved much worse results than the average for OECD coun-tries.
