With the sustainable development of economy and society and the acceleration of the popularization of higher education, Henan Province, as a big province of education, has developed rapidly, but it also has some drawbacks. As an important mission of higher education, the supply of higher education is a systematic problem with regularity, which is closely related to the regional social and economic development. The problems of higher education supply seriously affect the energy of higher education. Based on this, this paper takes the supply of higher education as the starting point. On the basis of sorting out the current situation and problems of the supply evolution of undergraduate colleges in Henan Province, this paper puts forward some policy suggestions to improve the effective supply of higher education in Henan Province. This has a certain theoretical and practical significance to promote the effective supply of higher education in Henan Province and improve the supply quality of higher education in Henan Province.

The effective supply of higher education is important to cultivate innovative talents and improve the quality of higher education. In the new era, China’s colleges and universities put forward to improve the quality of higher education as the goal, reasonable allocation of higher education supply resources and effectively promote the healthy development of higher education. Based on this, this paper takes the supply of higher education as the starting point, and constructs the evaluation index system of higher education supply based on the government, society and universities. It also improved the evaluation criteria for the school running standards, teaching quality, teaching staff and teaching achievements of higher education. So this paper has certain theoretical and practical significance to promote the effective supply of higher education and improve the quality of higher education supply.

Represents higher education the most important pillars of the development of human societies and the advancement of tools and that what occupies the position in creating and preparing technical and scientific frameworks eligible to achieve economic and social development. In addition to its role in knowledge, science and publication industry, though the adoption of quality systems in university education is only a response to the requirements of society and stimulate innovation and scientific research to achieve the sustainable development of the service of the human community. International integration processes in the field of education are particularly pronounced within the framework of the European Union, expressed in the creation of the European Higher Education Area, as well as in the intensification of the Bologna processthe system of harmonization of education systems in European countries. The article is devoted to the identification and consideration of the main trends whose influence on the development of the educational sphere can become decisive for its further development. Among those are university autonomy, ensuring and improving the quality of higher education, the process of internationalization, and standardization and digitalization. The methodological basis of the work was well-known general and particular methods of scientific research. The purpose and objectives of the article were to study the relevant problems of legal support for the development of education in the European Union.

The Millennium Development Goals (MDGs) markedly focused on access to education for all through poverty elevation. All nations and especially developing countries like Pakistan had responded positively to achieve these MDGs. Afterward, UNO announced sustainable development goals(SDGs) agenda of 2030, fourth goal of which was about the quality of education in higher education institutes (HEIs).In this relation, the focus of present research was to analyze current implementations by institutes of higher education for imparting “quality education to promote life-long learning for all” under guidelines of the Higher Education Commission (HEC) of Pakistan. Therefore, it is important to ensure sustainability in providing quality education to future generations. For conducting this study, a qualitative approach was adopted to get opinions from the heads of departments about measures taken for sustainability. Population of this study comprised all the heads of the departments from all faculties of Bahauddin Zakariya University, Multan, Pakistan. Whereas, sample consisted nineteen (19) heads from Faculty of Arts and Social Sciences, using purposive sampling technique. For data collection purposes, an open-ended semi structured interview protocol was developed, consisting of six questions. Thematic analysis technique was adopted to analyze the opinions of all heads of the departments to achieve SDGs to enhance quality of higher education. Results of study showed that most heads agreed to implement sustainable goals at university level within their capacity. Moreover, the lack of resources and expertise were the major obstacles for implementing these goals in their institutes. In the conditions of modern challenges, the issues of infrastructure support for the sustainable development of territories of all levels and, above all, their primary basis - municipal formations, acquire special significance. The research is based on the hypothesis of the relationship between the quality of infrastructure provision of municipalities, including their budgetary and managerial potential, and the sustainable social and economic development of the territory. Accordingly, the authors consider models of interaction between all subjects of economic and social ties of territorial formation, their innovative component and the nature of inclusion in the ensuring of sustainable development of municipalities. The recommendations on the formation of the financial security infrastructure with a view to ensure sustainable development of municipalities are also presented.

Archaeological Heritage in the Context of Sustainable Development The concept of sustainable development is widely declared and used in contemporary scientific dis­course. Sustainability also refers to cultural and archaeological heritage. What is an important ele­ment of the contemporary conservation doctrine is a departure from the idea of protection of ar­chaeological heritage in favour of the rational management of such heritage, in accordance with the sustainable development rationale. It follows from the premise that, on the one hand, herit­age is a subject of protection, but, on the other hand, it constitutes potential that should be adapted to new conditions and used for cultural, social, and economic development. With the above-men­tioned concept as a starting point, the paper is aimed at analysing the role that archaeological her­itage resources can play in the context of sustainable development. As an example of good practic­es implementing the idea of sustainable development based on archaeological resources, I take and discuss archaeological tourism, because it aims to promote public interest in archaeology and the protection of archaeological sites.

The article is about the conception of sustainable development settled in the context of cultural and civilization changes. It can be taken as an alternative to further civilization development and a new panorama, opening up perspectives for the further sustainable development of civilization. The conception is a global strategy of development. It relies on the including of the natural environment into the social and economic development of a region, country or, from a global perspective, of the whole world. It assumes a long-lasting improvement of the quality of life of the present and future generations which is integrally associated with environmental improvement. It also shows the necessity of the spiritual growth and changes of the material aims of the development into immaterial ones. In all these aims and assumptions, there are a lot of practical and mental problems in the sphere of sustainable development which retard and even make it impossible to put these conceptions effectively into life.

Purpose. The relevance of the scientific appeal to the problems of the quality of education in general and higher education in particular is essential for all subjects of the educational process. The final result and the achievement of the goals of education directly depend on the expansion of the criteria and approaches to an objective assessment of the quality of the teacher’s activity, and, in consequence, to improving his educational and methodological component of his work. The novelty of the study lies in the analysis of the quality of the educational process taking into account the views of students as direct participants in this process. Methods: the methodological basis of research is the dialectical method of cognition of reality, as well as a set of general scientific and private scientific methods of cognition; especially widely is used the methodology of specific social legal studies (observation, questionnaires, analysis of written sources, and methods of summarizing information, etc.). Results. The results of the research showed that the questioning of students is a necessary structural element of objective assessment system of education’s quality in the university, which should be used with a certain frequency, improving the survey methodology and respecting the moral and ethical standards in selecting indicators and scoring. Monitoring the quality of higher education through questioning students requires a scientific approach and generally affects the effectiveness of education. Scientific and practical significance. Conclusions can be used to create and upgrade local normative acts of higher education institutions, as well as conducting comprehensive studies of the quality of higher legal education and ways of its increase.

The article is dedicated to analyzing the philosophical and educational grounds for the sustainable development of humankind. The growth of human civilization is already recognized to have its strict natural limits, and that has resulted in the formulation of the concept of sustainable development as a strategy for the future of humankind. However, there is some discrepancy noted in the concept of sustainable development – in particular, it is the lack of fundamental consistency between its ‘economic’ and ‘ecological’ components. It is insufficient to consider the nature being valuable only as a base of resources, as means for social and economic development. As sustainability could only be based on some minimal conditions for living within the regenerative capacity of the planet’s ecosystems, it is evident that the current crisis is a crisis of senses, values and lifestyle no less than it is the crisis of industry and social demography. Sustainability is argued to require a new kind of society that would be able to decrease its growth and its excessive consumption habits. The article analyzes the concept of degrowth as a kind of more radical and practical supplement to the rather abstract idea of sustainable development: degrowth is defined as an ecologically sound development. That concept is also shown to present new challenges for higher education as a social institution tasked with constituting a human personality capable of living in a environmentally sound future. Thus, higher education is faced today with the challenge of shaping out not only knowledge and skills, but values and behavior patterns as well, by giving more attention to general culture, critical thinking and creativity and by increasing social responsibility for environmental protection and adopting lifestyle practices of degrowth and reduced consumption.

Introduction. The article actualizes the problem of monitoring the qualitative indicators of higher education in modern Russian universities. The opportunities for monitoring to identify the levels of university graduates’ satisfaction with the obtained education considering the rapidly changing socio-cultural and economic conditions are disclosed. Goal: substantiation of heuristic possibilities for monitoring the quality of higher education in accordance with the social demand. Methods. At the basis of the study methodology lies the systemic approach allowing the authors to conduct a comprehensive analysis of the specific features of monitoring. The analysis, generalization, and classification of the main indicators constituting the foundation for the study of university graduates’ satisfaction with the quality of education are conducted. Results. The article presents the results of monitoring studies and proposes a classification of methodological and methodical approaches to the study of the topic. Scientific novelty. The topic of monitoring university graduates’ satisfaction with the quality of education allows the authors to explore the main relevant problems of modern universities and disclose the potential of higher education. Practical significance. The acquired study results can be used in further research, scientific and methodical developments, and project activity aimed at improving students’ satisfaction with the educational process and promote the quality of pedagogical work.
