The article is about the conception of sustainable development settled in the context of cultural and civilization changes. It can be taken as an alternative to further civilization development and a new panorama, opening up perspectives for the further sustainable development of civilization. The conception is a global strategy of development. It relies on the including of the natural environment into the social and economic development of a region, country or, from a global perspective, of the whole world. It assumes a long-lasting improvement of the quality of life of the present and future generations which is integrally associated with environmental improvement. It also shows the necessity of the spiritual growth and changes of the material aims of the development into immaterial ones. In all these aims and assumptions, there are a lot of practical and mental problems in the sphere of sustainable development which retard and even make it impossible to put these conceptions effectively into life.

In the conditions of modern challenges, the issues of infrastructure support for the sustainable development of territories of all levels and, above all, their primary basis - municipal formations, acquire special significance. The research is based on the hypothesis of the relationship between the quality of infrastructure provision of municipalities, including their budgetary and managerial potential, and the sustainable social and economic development of the territory. Accordingly, the authors consider models of interaction between all subjects of economic and social ties of territorial formation, their innovative component and the nature of inclusion in the ensuring of sustainable development of municipalities. The recommendations on the formation of the financial security infrastructure with a view to ensure sustainable development of municipalities are also presented.

Sustainable development constitutes a paradigm which is to respond to the risks of our times (environmental, social and economic ones). It is based on the necessity to use resources in a way which will not deprive future generations of them. Such a development seeks to improve the quality of life of the community while maintaining social equality, diversity and the wealth of natural resources. It can be perceived as a broader social change which Jeremy Rifkin called “the third industrial revolution”, and whose symptoms can be seen today. Within the scope of this concept, there is the social entrepreneurship that, through the market activities, focuses on the social mission. Such a mission may concern a number of issues, such as social re-integration, fighting exclusion, or environment protection. Taking into account the importance of human resources, the social capital and economic efficiency of these enterprises and simultaneously focusing on environmental efforts, constitute a practical dimension of the sustainable development in local communities. One of the social cooperatives operating in the Opole voivodship is a good example here.

With the sustainable development of economy and society and the acceleration of the popularization of higher education, Henan Province, as a big province of education, has developed rapidly, but it also has some drawbacks. As an important mission of higher education, the supply of higher education is a systematic problem with regularity, which is closely related to the regional social and economic development. The problems of higher education supply seriously affect the energy of higher education. Based on this, this paper takes the supply of higher education as the starting point. On the basis of sorting out the current situation and problems of the supply evolution of undergraduate colleges in Henan Province, this paper puts forward some policy suggestions to improve the effective supply of higher education in Henan Province. This has a certain theoretical and practical significance to promote the effective supply of higher education in Henan Province and improve the supply quality of higher education in Henan Province.

The activities of companies are executed according to the integration of multiple internal and external tensions in different communities and various branches of industry. In this context, innovations seem necessary to remain effective and to adapt itself to the constant evolutions of the markets. Sustainable development can be an opportunity to throw policy of innovation and place the sustainable development in the heart of strategic reflection of the company. Therefore, it constitutes an indispensable asset to strengthen the dialogue and the opening on the word in which we evolve. The integration of the idea of durability in the food processing industry by the implementation of a common system of management of the risks according to the food codex and by means of the method HACCP (Hazard Analysis and Critical Control points) aims at ensuring a better quality of life through the implementation of actions centered on health, by the control of the food chains. Our contribution, which becomes integrated into context, consists in bringing to light the factor health as a pillar into interface with the other themes to know the social, the economy and the environment.

The social and economic component of regional development characterizes the processes that take place with the participation of all subjects of a regional economy, which are aimed at achieving economically feasible results while ensuring stable improvement of the level and quality of life of the population. Theoretical and practical issues related to the interconnection of interests, goals and objectives of the social and economic development of systems of different levels are of great importance. It should be noted that the "points of economic growth" in the region are enterprises located in its territory. The potential of their socio-economic development can be revealed through the synergy of interests of the region and enterprises. The mechanism for achieving this can be modeling an impact of enterprises’ investment activity on the sustainable development of the region. The urgency of enhancing enterprises’ investment activity in the region, in particular – in conditions of growing unsustainable market conditions, is obvious, as ensuring the efficiency of their operation and intensification of investment activity is one of the most important functions not only of each enterprise but also the region and the state in general. In industrial regions, the regional government is interested and ready to assist in the enterprises’ upgrading, as it directly faces a lot of problems associated with their low technological level. The use of outdated technologies, physical and moral depreciation of equipment invariably cause a low level of labor productivity, high costs of manufacturing, its low quality, which leads to a decrease in the competitiveness of enterprises in the region. Such enterprises have a negative impact on the environment. All this together affects the level and quality of life of the population, which is a key indicator of the effectiveness of regional authorities. Thus, it can be noted that in modern conditions the emphasis in the transition to investment and innovation development is naturally shifted to the level of regions. Ensuring balanced social and economic development of regions in dynamic conditions of structural and organizational transformations and uncertainty is an crucial, complex and multifaceted problem, for the effective solution of which it is necessary to use effective means of economic assessment of feasibility, effectiveness and risks of socio-economic transformations, as well as appropriate means of assessments and regulations, which should include tools for indicative management.

The opening-up of an opencast system is fundamental in the structure of the mining and technical system (MTS) and the efficiency of the functioning and development of the MTS as a whole depends on the quality of the assessment of its functioning. The decision-making on the reconstruction of the mining and technical system and its subsystems in modern conditions cannot be based only on the basis of a comparison of the technical and economic indicators of the options. Decisions on the development of MTS should be made on the basis of measuring and evaluating the parameters and indicators of the elements of the opening-up of an opencast system and taking into account the requirements of the sustainable development concept, i.e. taking into account the technical, economic, environmental and social aspects of the consequences of decisions taken. However, most of the existing approaches do not allow a comprehensive assessment of all elements of the opening-up of an opencast system, which able to take into account the interrelation between the indicators of the MTS elements in terms of the sustainable development concept. In this paper, we analyzed the factors of the sustainable functioning and development of the MTS and the opening-up of an opencast system, the parameters and indicators for their assessment, as well as the decision-making methods used in the practice of operating the MTS subsystems. The system of parameters and indicators for evaluating the opening-up of an opencast system has been substantiated, taking into account five groups of factors for the functioning of MTS: technical, technological, economic, social and environmental. The use of the fuzzy AHP method for ranking the parameters and indicators of the opening-up of an opencast system is proposed. The methodology and calculation example of assessment of the sustainable development of the opening-up of an opencast system using the fuzzy AHP method are presented. The results of the ranking of the parameters and indicators of the openingup of an opencast system showed that the most significant parameters are economic efficiency, the productivity of the transport complex, social efficiency and environmental efficiency, and the indicators are total income, emissions of pollutants and working conditions of personnel. Using the approach proposed in the work to assess the opening-up of an opencast system will improve: the quality of the assessment of the elements of the opening-up of an opencast system for compliance with the requirements of the sustainable development concept; the effectiveness of decision-making on the design, operational and strategic planning of the MTS development,taking into account the coordination of economic goals with goals in the field of ecology and social development.

In recent years, with the rapid development of global industrialization, people’s quality of life has improved, and people are no longer satisfied with the quality of goods and purposes, the majority of people even choose goods based on the packaging of goods which cause the situation of excessive packaging become serious. As an important part of manufacturing, packaging industry should emphasize the development of environmentally friendly packaging. Recognized as one of the most promising green packaging materials, paper packaging materials accounted for more than 40% of packaging materials, however, unsuitable production and recycling of paper packaging pose a threat to the environment and the social economy. For the sustainable development of the paper packaging industry, this essay put forward the concept of "green paper packaging" through literature research. This essay will introduce the proper production and recycling of green paper packaging materials, discuss the structural design of green paper packaging, and looking forward to the development direction of green paper packaging, and come to the conclusion that not only need we use new materials and environmental friendly packaging structures, but also we should attach importance to the production and the recycling of the packaging so as to make sure the entire life cycle of packaging does not harm the human body and the environment.

A fruticultura irrigada é uma atividade que vem crescendo no Estado do Ceará, sobretudo em certas regiões favoráveis e entre estas regiões encontra-se o Baixo Jaguaribe, onde diversas empresas exploram a fruticultura irrigada e nesta pesquisa, avaliou-se os aspectos sociais e ambientais da atividade. Os aspectos sociais foram avaliados através de entrevistas com funcionários das empresas produtoras de frutas na região e estas focalizaram: serviços de educação e saúde nos municípios de residência, habitação, aspectos sanitários, posse de bens duráveis e emprego. Os cuidados ambientais das empresas foram avaliados com base em entrevistas com os técnicos responsáveis das empresas por este setor. Foram abordados nas entrevistas itens como: utilização de práticas de conservação do solo, existência de reserva legal na propriedade, controle de pragas e doenças, uso de fogo em atividade agropecuária, sistema de irrigação utilizado, entre outros. A partir das informações obtidas foram calculados dois sub-índices: um de qualidade de vida dos funcionários e outro de viabilidade ambiental. A partir desses dois sub-índices foi obtido um índice de viabilidade sócio-ambiental da fruticultura irrigada nas empresas e ambos apresentaram boa performance. Verificou-se que as condições de vida dos funcionários são adequadas e que, em geral, são tomados nas propriedades os principais cuidados ambientais necessários. Assim, a fruticultura irrigada vem sendo desenvolvida por empresas e estas tomam os cuidados ambientais necessários, com responsabilidade social. Abstract The irrigated fruit cultivation is an activity that has been growing in the State of Ceará, mainly in certain favourable areas. Among these areas, there is the Low Jaguaribe, where various enterprises explore the activity. To evaluate, therefore, whether the irrigated fruit cultivation developed in the region has been contributing for the sustainable development, this research tried to evaluate the social and environmental aspects of the activity. The social matters were evaluated through interviews with the workers of the enterprises that produce fruits in the region. Were interviewed people who worked directly in the production (cultivation, harvest and after harvest cares) because these are the majority of workers in these enterprises. The interviews included items such as: education and health public services in the municipalities of residence, housing, sanitary aspects, possession of lasting consumer goods and job. The environmental matters of the activity were evaluated through interviews with the responsible technicians in the enterprises visited. Items such as use of soil conservation practices, existence of legal reserve in the property, plagues and illnesses control, fire use in the agricultural activity, kind of irrigation system used, among others, were included in the interviews. Starting from these information, two indexes were calculated: one of workers’ quality of life and another of environmental viability. Starting from these two indexes, it was obtained an index of socio-environmental viability of the irrigated fruit cultivation in the region’s enterprises visited in the region as environmental and socially viable. The advocates for the sustainable development theory question current methods applied to achieve the economic growth. This theory states that the economic growth should not increase the environmental pollution and the social tension. The irrational use of natural resources and insufficient investments in the human capital cause a inadequate development path for various countries and their territories. This article models three components for sustainable development of the RF constituent entities which shape the economic, social, and environmental areas of human life: GRP growth, better living standards evaluated against social wellbeing coefficient, and pollution reduction. This study aims to substantiate the reciprocal relationships between three above mentioned components of the sustainable development in the Russian regions and to develop the forecasting tools for further practical recommendations. The methodology of open vector autoregressions is taken to be the main research method. In this case, special attention has been paid to find the optimal maximum lag value in the model and to substantiate the Granger causality between endogenous variables. The results of the study prove that economic, social, and environmental areas of the human activity are interconnected. To achieve the sustainable development for the regional systems under the acquired model, sustainable development in the Russian regions is achieved by investing more into the human capital and macroeconomic stability. These tools could be applied to forecast the changes in the economic, social, and environmental components of the RF regions’ sustainable development. The tools have been verified with the data on the social and economic development of Perm region, which gives high quality forecasts with a low forecast error value. Further update of the mathematical tools and forecasting the social ecological and economic connections become the basis for the development of the optimal trajectory for the sustainable development in Russian regions and provide better quality for the developed and implemented regional strategies for the social and economic development.

The implications of the ongoing COVID-19 pandemic have stretched far beyond human health and wellbeing, causing serious setbacks for the achievement of the Sustainable Development Goals (SDGs). Although governments worldwide have implemented different fiscal stimulus measures to mitigate the implications of COVID-19, it is important to develop a precise understanding of their focus areas to ensure if the progress of SDGs is on track. For a specific case of Indonesia, this study establishes a thorough understanding of the COVID-19 implications on SDGs, and its fiscal stimulus package through a literature review and semi-formal interviews with the core stakeholders in Indonesia. The study results highlighted that COVID-19 has varyingly affected the progress of all SDGs in Indonesia. Amongst the four pillars of sustainable development in Indonesia, the SDGs on the social and economic development pillars are stated to be the most impacted. As for the fiscal stimulus, it is perceived that it can help maintain the SDGs’ attainment progress to a certain extent, although there are several concerns on its implementation. Deriving lessons from the conducted research, the study puts forward key suggestions for the effective implementation of SDGs in the post-COVID-19 era.
