The article views the creation of public-private partnership as an important direction in the activation of the innovative type of the development of the economy of Russia. The need to combine the efforts of the public and private business in solving this problem is connected, firstly, with the economic sanctions of the West and not only financial sanctions but also with the refusal to supply high-tech equipment to Russia and, secondly, even more threatening prospects of the dynamics of the innovative development of the manufacturing sector. That is why the main attention is paid to the impact of public-private partnership on the development of integrated business in the context of the implementation of the strategic task of the innovative way of the Russian economy development. It is shown that public-private partnerships are one of the most common instruments for attracting private investments in infrastructure projects both in Russia and abroad. But the format of public-private partnerships for the implementation of Russia's industrial policy in the field of innovation should be used not only for the infrastructure development but also for the development of Russian industrial enterprises and the implementation of national projects.

The advantages and disadvantages provided by joining in public-private partnership reveal the challenges the economies are constrained to, pursuant to the impact of PPP on certain economic processes. There are identified forms of public-private partnership, which, in their development, are based on a number of factors: the actors involved, the origin of the financial resources, the duration of the contract, the existing traditions, types of agreement in relation to the way of sharing responsibilities and risks between public and private actors. The paper reveals studies achieved on the elements of public-private partnership, advantages, disadvantages they highlight, the forms of partnership grouped in relation to different factors, the stages pursued in the initiation of public-private partnership projects.

This paper investigates the application of a contingency approach to managing meso-level public-private partnership projects. It is argued that situational management in implementing public-private partnership projects should rely on the so-called risk-contributing factors. It is emphasized that the contingency approach in the context of public-private partnerships is based on developing a set of indicators and integral index calculation used to rank both the projects themselves and their application in terms of territorial and sectoral aspects. It is proved that the integral coefficient at the meso-level reflects the most favorable environment for doing business, including basic frameworks for realization of public-private partnership projects. According to the calculations carried out within this study, at the regional level by selected indicators, the Mykolayiv region has demonstrated the most favorable conditions. Accordingly, the Donetsk region has the highest level of transaction costs and the highest rate of project implementation risk, i. e. the absolute risk value makes up 0.482. The high risk index for this region stems from military activities, low infrastructure development, lack of sufficient production capacity and, consequently, significant commercial and administrative costs for current operations. Thus, it is concluded that the assessment and multilevel analysis based on integral indicators, absolute and relative risk indicators are sufficient for the optimal selection of public-private partnership projects upon the criterion "the lowest project implementation risk – the greatest effects in different areas of activity.

In the modern economy, very often there is the problem of lack of state funding in major infrastructure projects. In this regard, partnership between the public and private sectors of the economy is becoming a more effective way of solving problems related to the modernization of transport infrastructure, construction and provision of services, the development of urban areas. Especially of public-private partnership mechanism true for regional economies, where thanks to it there is a more dynamic development of local capital markets, goods and services. The study analyzed the conceptual apparatus, essence and forms of public-private partnership, identified the features and risks in the implementation of PPP projects, assessed the results of global and domestic experience in the use of public-private partnerships, developed recommendations for improving the procedures for implementing public-private partnerships in the field of development of the infrastructure of the Russian airport enterprises.

In this article the author analyzes perspectives on the Eurasian Single Economic Space’ concerning infrastructural investment projects. These perspectives are considered with a consideration of Public-Private Partnership (PPP) principles and the traditional framework of EAEU (Eurasian Economic Union) integration. The article examines national legal differences, such as the existence of regulations for PPPs, possible models for project realization and spheres where PPP could be used.  The author also analyzes the characteristics of the most famous PPP projects in the EAEU. The purpose of the article is to identify practical recommendations for the development of public-private partnerships to further cooperation between the EAEU countries. This research stems from the study of international experiences of public-private partnerships, the adaptation thereof, and clarification of the necessary steps for the most efficient development of PPP in EAEU countries. As such, the following priority steps for EAEU countries are suggested: 1) EAEU countries should take steps to unite their respective legislative bases in terms of mutual compatibility so that public and private partners could act as inhabitants of the Union everywhere, removing not only customs barrier obstacles for them, but also additional tax restrictions; 2) EAEU countries should create an international council for problems and disputes pertaining to PPP which will include representatives of the countries of EAEU, representatives of the business and scientific communities and non-profit associations. Such a council was recommended to be set up at the United Nations during the third session of the United Nations Economic Commission for Europe on the problems of international public-private partnership, held in Geneva (Switzerland) on 18-19 April 2011; 3) EAEU countries should make use of practical experience in the implementation of interstate PPP projects. An example of a successful interstate PPP - the project for expansion and modernization of the international airport in Warsaw, through which more than 85% of all passengers of international flights have passed.

Public-Private Partnership (PPP) is one of the schemes that have inspired many countries in infrastructure development. One of the most discussed PPP topics by researchers is the concept of Critical Success Factors (CSF). Therefore, this study examines CSF publications for PPP projects from selected journal sites from 2000-2019. The results showed that research on CSF in PPP began to increase in 2012. The most identified CSFs were appropriate risk allocation and sharing, competitive and transparent procurement processes, favorable and efficient legal frameworks, commitment and responsibility of the public and private sectors, and a robust and reliable private consortium. Furthermore, it was also found that most countries that were the objects of research on PPP CSF were China, followed by Hong Kong and Australia. The results also show that the dominant research focuses on multi-sector types of infrastructure where CSF can be applied to all infrastructure sectors. The findings obtained in this study can provide an overview of CSFs for projects with PPP schemes in the future. Besides, the identified CSFs can be applied to any PPP infrastructure sector. They can assist stakeholders in increasing the likelihood of PPP project success and can be adopted for further research

The article outlines the issues of social infrastructure development in Ukraine. The need of addressing these issues through implementing public-private partnership projects is justified. Some priority areas for introducing public-private partnership in Ukraine are identified. The best foreign practices of attracting private sector to solving problems of social infrastructure development are considered. It is revealed that priority areas where public-private partnerships operate are dependent on the level of socio-economic development of the country. Some practices of public-private partnership projects in education in the UK, Australia, Germany, and Egypt are analyzed in detail and their common characteristics are systematized. Based on the analysis of best foreign practices applied in implementing public-private partnership projects in healthcare, the following key measures are formulated: direct provision of medical services, management of medical assets, development and production of pharmaceuticals, improvement of access to medical services and products. The performance of public-private partnership projects in the healthcare sector in the UK, France, Australia and Sweden is analyzed in detail. The paper describes both more and less successful examples of publicprivate partnership in this sector. The article defines the following reasons for low-level implementation of public-private partnership projects in healthcare: schedule delays in construction, operation-cost overruns, poor hospital and ward layout, use of low-cost medical equipment which requires regular renewal. The research also considers the best foreign practices of introducing public-private partnership projects in the field of culture. Some characteristic features of public-private partnership projects in social services in foreign countries are identified. The national practices of introducing public-private partnership projects are highlighted and priority areas of their operation are singled out. It is found out that the implementation of public-private partnership projects in social services is not popular among domestic investors. Some individual projects of public-private partnership in social services are considered. A particular attention is paid to both more and less successful ones. The main problems of the implementation of public-private partnership projects in the national education, healthcare, culture are outlined and ways for their solution are proposed.

The economic transition from a market to a social model requires a review of the role of the state and representatives of business structures in the economic system. Various forms of their interaction are becoming increasingly important, the main of which are public-private partnerships aimed at financing, formation, and implementing socially important projects. The purpose of the study is to analyze and evaluate the parameters of interaction between the state and the private sector in terms of improving the socio-economic partnership based on the provisions of the concept of public-private partnership (PPP). To achieve the goal were used such methods: analysis and synthesis; formalization and grouping; systematization and logical abstraction. The practice of the Public-Private Partnership Center of the Republic of the Philippines shows that the rational use of social partnership financial instruments will allow the state to reduce the budget burden, ensure infrastructure development, increase employment, develop private enterprises and improve the quality of goods and services. It is noted that the level of public-private partnership use in the world differs significantly, and therefore requires further intensification of efforts to stimulate its use, including due to the wide range of significant benefits of its use for the economy and the population in particular. Public-private partnerships are becoming increasingly popular as they provide many important benefits. In particular, the opportunity to obtain additional financial resources, including through additional investments, quality projects involving professional companies, open access to innovative technologies, and priority opportunities for the state to direct funds to specific areas. Thus, the direction of further research may be to determine the details of the functioning of projects in the framework of public-private partnerships. It is also important to conduct a pre-investment analysis, check the effectiveness of financing, prepare appropriate recommendations for each project stage.

Purpose. The aim of the article is to present selected conditions for the development of public-private partnerships (PPP) in Poland and factors which constitute a contribution and a hindrance to the development of this concept. Moreover, the present author attempts to describe issues related to public-private partnerships as a factor influencing the development of tourism in specific tourist destinations. Method. The research methodology is based on the application of the Desk Research method, including the verification of data obtained from generally available secondary sources (specialist literature, the Internet - Web Research). The desktop research data were of qualitative and quantitative nature and were created as primary or secondary sources. Modern methods of data collection were utilised: CATI (phone interviews), CAPI (computer-assisted interviews) and questionnaire forms. Findings. In general, the results of the research concern the possibility of applying the formula of public-private partnership in the development of local tourism economy. The study focuses on the examination of selected conditions which are favourable to this concept and those which act in an obstructive way. Research and conclusion limitations. The research was of diagnostic nature. The applied methods and research techniques allow to present selected conditions for the implementation of public-private partnerships in Poland, i.e. in the tourist industry, which is a frequently underappreciated branch of economy, much like the case of public-private partnerships but for other reasons. Practical implications. Starting cooperation and establishing relationships between entities from the public and private sectors should contribute to the propagation of the concept of public-private partnership and economic development of tourist regions by creating and expanding tourist infrastructure, and infrastructure in general. Furthermore, the tourist industry is one of the branches of economy which requires fast development. The growing demand and qualitative requirements of contemporary tourists create a necessity for modern solutions, the creation of tourist infrastructure and cooperation with organisations and entities from various sectors, the answer to which can be the concept of public-private partnerships. Originality. One important and original issue seems to be the need to determine the relation between the representatives of the private and public sectors, especially to answer the question: what type of atmosphere prevails in their relations, that of competition or cooperation, and what is their attitude towards joint cooperation?
