Развитие технологий автономного автотранспорта является одним из приоритетов в технологическом развитии Российской Федерации. Несмотря на прогресс в данной сфере, вряд ли можно говорить о значимых успехах России во внедрении использования автономного транспорта на дорогах общего пользования. В основе данного исследования лежит утверждение, что правовой режим является либо катализатором, либо замедляющим фактором развития сферы автономного автотранспорта. Цель исследования – провести анализ правовых норм в сфере тестирования и эксплуатации автономного автотранспорта в Европе. Авторы полагают, что исследуемые европейские страны имеют достаточно проработанную нормативную базу в данной сфере, поэтому их опыт может быть полезен в разработке и модификации российской правовой базы для регулирования отношений в сфере использования автономного автотранспорта. Задачи исследования: а) определить нормативную базу, связанную с регулированием отношений по тестированию и эксплуатации автономных транспортных средств; б) выявить позицию лидирующих европейских стран, связанную с вопросами необходимости регулирования таких отношений; в) оценить перспективы возможности заимствования положительной практики регулирования рассматриваемой сферы общественных отношений в правовую действительность Российской Федерации. Методологической основой исследования послужили диалектический метод познания, общенаучные методы абстрагирования, анализа и синтеза, а также специальные юридические методы (сравнительно-правовой, логико-юридический и др.). В статье делается вывод, что в процессе создания нормативно правовой базы власти стремятся детально урегулировать исследуемую область общественных отношений. Рассмотренные страны имеют практически схожую модель регулирования, с жёсткими нормативными рамками. Авторы полагают, что некоторые ограничения являются неблагоприятными для развития сектора цифровой экономики. Тем не менее, опыт европейских стран может быть использован в России в первую очередь для определения проблемных точек регулирования и организации контроля за тестированием и использованием автономного автотранспорта. The development of unmanned (autonomous) vehicle technologies is one of the strategic priorities of the Russian Federation. Despite a great deal of attention to this area, one can hardly speak of any significant success of Russia in introducing the use of autonomous vehicles on public roads. This study is based on the assumption that the legal regime is a catalyst or a deterrent to the development of autonomous motor transport or a deterrent to the development of the autonomous motor transport sector. The aim of the study is to analyze the legal norms in the field of testing and operation of autonomous road transport in Europe. The authors believe that the studied European countries have a sufficiently developed regulatory system in this area; therefore, their experience can be useful in developing and modifying the Russian legal framework to regulate the use of autonomous road transport. The objectives of the study are as follows: a) to define the regulatory framework related to the regulation of relations in the testing and operation of autonomous vehicles; b) to identify the position of the leading European countries related to the issues of the need for regulation and its limits; c) to assess the prospects for the possibility of taking the positive practice of regulation of the considered sphere of social relations into the legal reality of the Russian Federation. The dialectical method of cognition, general scientific methods of abstraction, analysis and synthesis, as well as special legal methods (comparative legal, logical-legal, etc.) served as the methodological basis for the research. The article concludes that in the process of creating a legal system the authorities seek to regulate in detail the area of public relations under study. The countries under study have almost similar model of regulation with rigid normative frameworks. The authors believe that some restrictions are unfavorable for the development of digital economy sectors. Nevertheless, the experience of European countries can be used in Russia first of all to identify problem points of regulation and organization of control over testing and use of autonomous motor vehicles.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.

In Russia, the reform of the regulatory guillotine is being implemented in the field of control and supervisory activity. It should result in a new regulatory system formed according to the principles specified in the key federal laws: «On state control (supervision) and municipal control in the Russian Federation» (Law on Control) and «On mandatory requirements in the Russian Federation» (Law on Mandatory Requirements) adopted in August 2020. In the field of industrial safety, this process was launched by the Decree of the Government of the Russian Federation № 1192, which will come into force on January 1, 2021. The main provisions are discussed in the article, which are related to the Law on Control and the Law on Mandatory Requirements. The Law on Control establishes the priority of preventive measures aimed at reducing the risk of causing harm in relation to the control activities, the grounds for carrying out control (supervisory) activities, the types of these activities in the forms of interaction with the controlled person and without such, the procedure for presentation of the results of control (supervisory) activity. The Law on Mandatory Requirements establishes that the provisions of regulatory legal acts should enter into force either from March 1 or September 1, but not earlier than 90 days after their official publication, and their validity period should not exceed 6 years. The drafts of regulatory legal acts developed by the federal executive bodies are subject to regulatory impact assessment. With a view to ensuring systematization of mandatory require ments, their register is kept. The federal executive body prepares a report on the achievement of the goals of mandatory requirements introduction. By January 1, 2021, 10 resolutions of the Government of the Russian Federation, 48 federal norms and rules in the field of industrial safety and 9 other regulatory legal acts of Rostechnadzor should be adopted. The drafts of all the documents are already prepared, some of the acts are completing the process of discussion and approval.

Abstract The freight transport sector is a low profit and high competition business and therefore has less ability to invest in research and development in the field of autonomous vehicles (AV) than the private car industry. There are already different levels of automation technologies in the transport industry, but most of these are serving niche demands and answers have yet to be found about whether it would be worthwhile to industrialise these technologies. New innovations from different fields are constantly changing the freight traffic industry but these are less disruptive than on other markets. The aim of this article is to show the current state of development of freight traffic with regards to AVs and analyse which future directions of development might be viable. The level of automation is very different in the case of different transport modes and most probably the technology will favour road transport over other, less environmentally harmful traffic modes.

The article deals with the peculiarities of the interaction of such legal phenomena as legal nihilism and amnesty. Based on a comprehensive analysis of these phenomena, the authors substantiate the opinion that the issue of an amnesty act can have both positive and negative social consequences, which reflect the dual nature of legal nihilism: the combination of both destructive manifestations and a positive impact on social relations.

Также в статье обозначены проблемы, которые препятствуют активному использованию преимуществ микрофинансирования в Российской Федерации. The article discusses the features of microfinancing of small and medium enterprises. Particular attention is paid to foreign experience in microfinancing in leading European countries, USA and China. The article also identifies problems that hinder the active use of the benefits of microfinance in the Russian Federation.

The article considers the problem of heavy cargo transporting as an integral part of functioning of industry in the country. The transportation of such types of cargo is regulated by the legislation related to the national transport infrastructure. There have been considered the ways of transporting heavy sea containers by road transport in the Russian Federation. Definitions of the divisible and indivisible cargo, the maximum mass of the road train have been given, the indicators of the maximum permissible mass of the vehicle and the axle load on the roads of Russia, approved by legislative acts of the Russian Federation, have been presented. The issues of the correct choice of freight vehicles and compliance with the rules for transportation of heavy cargo, in particular compliance with the permissible total weight and axle loads, have been considered. There has been proposed the method for calculating axle loads and the solution to the problem of redistributing axle loads by moving the seat of the towing vehicle, transporting a heavy sea container by train being used as the example. The obtained values make it possible to estimate the possibility of carrying heavy cargo without violating standards approved by the legislation of Russia

In this article Karimov analyzes whether it is necessary to amend available safety measures in relation to judicial authorities of the Russian Federation. The aim of the research is to analyze the current order of weapon issue to judges in the Russian Federation. The object of the research is the social relations rising in the process of implementation of legal provisions about the order of weapon issue to judges in the Russian Federation. The subject of the research is the legal acts that regulate the order of weapon issue to judges in the Russian Federaton. The researcher analyzes kinds of weapons that can be issued to a judge upon his or her written inquiry. The research is based on the comparative legal analysis of previous provisions about the order of weapon issue to judges and legal provisions that have been implemented just lately. The analysis is also based on the use of such research methods as analysis and synthesis, generalisation and logical research method. The author of the article proves the idea that the legal specificiation of the order of weapon issue to judges in the Russian Federation will eliminate possibility of attacking judges or their family members. The author focuses on the gaps in relevant legal regulations and suggests to review and make changes in the current law that regulates the order of weapon issue to judges.

Knowledge and skills concentrated in human capital are increasingly important factors of economic development. However, there is a lack of a methodology for determining, which skills are necessary for the efficient industrial development. To this end, we examine skill requirements of regional employers potentially leading to an increase in economic indicators. Skills in demand were compared with predicted indicators based on a se mantic content analysis of vacancy databases in various regions of the Russian Federation. It was revealed that the list of demanded competencies depends not on a geographical aspect but on a specific profession. An analysis of the obtained data demonstrated that the growth in demand for highly qualified employees in the Russian Federation is correlated with an increase in gross value added of relevant industries. A linear correlation between gross value added per employee and the need for skilled specialists was demonstrated on the example of the transport sector. The proposed methodology can be used by educational organisations for targeted training of specialists, as well as by employers and experts for forecasting medium- and long-term socio-economic development of Russian regions.

One of the most acute problems nowadays is the prob-lem of reducing not only the rate of accidents, but also the number of injuries and deaths on the roads. The in-crease in the number of minors injured in road acci-dents, including those driving motor vehicles, causes particular concern. It is stated that bringing individuals to administrative responsibility is possible for transfer-ring control of a motor vehicle to a person who knowing-ly does not have the right to drive a motor vehicle under Part 3 of Article 12.7 of the Code of Administrative Of-fences of the Russian Federation, and also for not taking measures to prevent repeated driving vehicles by mi-nors who do not have such right, under Part 1 of Article 5.35 of the Code of Administrative Offences of the Rus-sian Federation. However, administrative responsibility and measures of administrative punishment do not pre-vent serious socially dangerous consequences from driving motor vehicles by minors who do not have this right. The present study substantiates the need to estab-lish criminal liability for failure by parents to fulfill their obligations to educate and teach minors to observe traf-fic rules, which is expressed in letting minors drive mo-tor vehicles without having this right, which resulted in serious consequences due to negligence.
