The authors of this article focused on another aspect of poverty and carried out regression analysis of the data influencing the formation of the minimum wage in the labour market in the constituent entities of the Russian Federation. The authors determined the fact of leveling the importance of the federal minimum wage as a tool to influence the level of economic development of regions and reduce poverty. Also, the performed regression analysis revealed a statistically significant effect of poverty and unemployment rates on the decline in real wages in the constituent entity of the Russian Federation. Thus, the analysis showed that the main factors influencing the establishment of the minimum wage in the region are the median wages, the gross regional product of the subject and the subsistence minimum of the TN. Fixed capital investments do not directly affect the level of minimum wages.

In article the question of extent of adaptation of Standards of the decent salary in branch of agriculture as one of important instruments of increase in profitability of work in agriculture is considered. In order to solve this problem, the author analyses and carries out a comparative assessment of the content of Sectoral Labour Agreements with a view to reflecting in them social guarantees on decent remuneration of workers of the industry in a number of subjects of the Russian Federation. In addition, the article provides analytical material on the degree of practical implementation of social guarantees, as the basis of Decent Wage Standards, using statistical groupings of the constituent entities of the Russian Federation on a number of indicators. For example, by ratio. The minimum wage and subsistence minimum, as well as the average wage and subsistence minimum; Their dynamics by years are given. In addition, the author of the article believes that in order to gain a better understanding of the implementation of the Decent Wage Standards in the industry, it is necessary to study the practice of their application at the level of enterprises and organizations in order to assess the degree of implementation of social and legal guarantees when concluding collective agreements directly in organizations. This will be the next stage of the study on the adaptation of Decent Wage Standards.

In 2021 the methodological approaches to the assessment of the minimum wage and the subsistence minimum level (SML) undergone significant changes. According to federal law No 473-FZ of December 29, 2020, these minimum social guarantees are to be calculated relative to the median wage (at 42%) and the median per capita income (at 44.2%) for the past year. This article reviews the changes in the minimum social guarantees as regards employees’ wages in Russia and its regions in the past two years. A new methodology for estimating the median wages had not been developed by the start of 2021. According to Law No 473-FZ the federal minimum wage was set using the Pension Fund data at the rate of 12792 rubles per month. The majority of regions used the federal minimum wage as the basis for defining regional minimum wages. A comparative analysis of regional minimum wages in 2020 and 2021 was carried out for two groups of regions, the regions with regular climate conditions and the regions with special (extreme) climate conditions where the regional coefficient for wages is applied. The analysis shows that in 2021 the minimum wage increased by 5,5% compared to 2020 in most regions. The exception is 11 regions of the Russian Federation, where the minimum wage was set at an increased rate compared to the federal level. The article analyses the ratio of the minimum wage and means wage of all employees in 45 regions of the Russian Federation with normal climate conditions and in 16 regions with extreme climate conditions, where a unified rayon coefficient is set up at the territory of the region. The dynamics of this indicator allows for estimating the trends in wage inequality

Subject. This article analyzes the changes in poverty of the population of the Russian Federation. Objectives. The article aims to identify macroeconomic variables that will have the most effective impact on reducing poverty in Russia. Methods. For the study, I used the methods of logical, comparative, and statistical analyses. Results. The article presents a list of macroeconomic variables that, according to Western scholars, can influence the incomes of the poorest stratum of society and the number of unemployed in the country. The regression analysis based on the selected variables reveals those ones that have a statistically significant impact on the financial situation of the Russian poor. Relevance. The results obtained can be used by the financial market mega-regulator to make anti-poverty decisions. In addition, the models built can be useful to the executive authorities at various levels for short-term forecasting of the number of unemployed and their income in drawing up regional development plans for the areas.

While the development of the country's national innovation system as a whole is very important and should be prioritized, its regional aspect is even more important. The specifics of the Russian Federation's transition to an innovation-based economy is in that that, at the present time, prioritized is the need to ensure the effective development of those economy sectors that underlie the country's specialization and may provide regional and national competitive advantages. To such sectors belong the chemical industry, machine-building and power energetics. We would like to note that initial innovation awareness indicators in the regions are comparable and do not differ greatly but the growth of activity can be observed only in some of the regions. The problem of large differentiation among the constituent entities of the Russian Federation by their level of economic development remains important and has to be dealt with.

В статье рассматривается дифференциация субъектов Российской Федерации по величине прожиточного минимума в период с 2008 по 2018 гг. Произведена группировка субъектов РФ по уровню бедности населения. Применение методов статистического, картографического анализа позволило выявить концентрацию регионов в области низких значений, рост различий между богатыми и бедными регионами. The article considers the differentiation of the constituent entities of the Russian Federation in terms of minimum wage in the period from 2008 to 2018. The grouping of subjects of the country according to the level of poverty of the population is made. The application of statistical and cartographic analysis methods allowed us to identify the concentration of regions within low values, the growth of differences between rich and poor regions.

Основным результатом статьи является установление взаимосвязи валового регионального продукта и доли занятых в сфере информатизации и связи в общем числе занятых во всех отраслях. Результаты статьи могут быть использованы заинтересованными министерствами и ведомствами при реализации программы цифровой экономики, научными и проектными организациями при планировании и проектировании сетей связи, а также университетами в учебном процессе. The article is devoted to the analysis of the capabilities of telecommunication networks with ultralow latency to reduce the digital divide between the regions of the Russian Federation. The main result of the article is to establish the relationship between the gross regional product and the share of people employed in the field of informatization and communications in the total number of people employed in all industries. The results of the article can be used by interested ministries and departments in the implementation of the digital economy program, scientific and design organizations in the planning and design of communication networks, as well as by universities in the educational process.

The problem of ensuring the economic security of the state is quite urgent. This study examines theoretical approaches to defining this definition, as well as the structural elements of the concept of economic security. The aim of the study is to identify the theoretical and methodological substantiation of the economic security of the state and the development of strategic directions for ensuring the economic security of the Russian Federation in the face of modern global challenges. The stages for assessing the level of economic security of the state are determined. Based on the existing methods for assessing the economic security of the state, a methodological approach to this assessment is proposed, taking into account the totality of macroindicators, industry, financial and social indicators. The calculation of the indicators of the economic security of the Russian Federation showed that the indicators do not go beyond the threshold values. The results of constructing an econometric model made it possible to determine the indicators of national economic security that have the most significant impact on the level of economic development of the state, as well as to identify internal and external threats to the Russian Federation. Thus, we can conclude that the economic security of the state can be represented as the state of protection of the national economy from external and internal threats, which ensures the progressive development of society, its economic and socio-political stability, despite the presence of unfavorable external and internal factors; ensuring national economic security and neutralizing all possible threats is the fundamental task of the state government. The level of economic development of the country as a whole and the quality of life of its citizens depend on the success and effectiveness of countermeasures.

Abstract Introduction. National goals and strategic objectives of the Russian Federation encompass the development of comfortable and safe urban environments. Pursuant to the goals and objectives, set by the state, the comfort of urban environments must be improved and the value of its quality index must go up, while the number of cities having unfavorable living environments must go down in the short term. Environmental deterioration, which is underway in many cities, sets the task of developing new urban living principles that regulate the biosphere compatibility of cities and the development of human capital. Materials and methods. The theoretical basis of this research project is the paradigm of life activities — biosphere-compatible cities and settlements capable of developing humans, as well as its fundamental provisions concerning the assessment of social standing, the pace of human development, and the application of social standards to public relations. Practical tools, that may be used to solve this problem, include the correlation and regression analysis that serves to identify the statistical relationships between dependent/independent variables of interacting factors and social and demographic indicators of residential areas (micro-districts/blocks) in municipalities. Results. The co-authors propose a new system of indicators, that will be used to assess the condition of the living environment. It expands the traditional notions of urban planning and quality of life in urbanized territories following the principle of urban functions employed to satisfy rational human needs. Statistical data on the availability of urban functions in 17 residential districts of the 15 cities of the Russian Federation was analyzed to choose the type of the regression model and perform the numerical evaluation of its parameters. The results of the correlation and regression analysis of dependent and independent variables, performed in this paper, substantiate the choice of the most significant interacting factors and their rightful contribution to statistical models used to forecast most favorable living conditions. Conclusions. Statistical patterns, identified by the co-authors, are indicative of the level of services provided to the population of residential areas (micro-districts/blocks); they will be the subject matter of further scientific discussions to be focused on the substantiation of indicators of comfort and safety of urban environments and multifactorial processes of life activities in biosphere-compatible cities.

Factor analysis is the basic tool when conducting a comprehensive analysis of economic activity. In the factor analysis, the major attention is given to the research of internal reasons that form the specificity of the phenomenon under study and identification of generalized factors standing behind relevant specific indicators. The article deals with the analysis of the science intensity of the invested capital in the Baikal region of the Russian Federation. Science intensity is an important parameter for determining the efficiency of the economic activity. The author introduced into scientific circulation the following indicators: the science intensity of the invested capital, the science intensity of the gross regional product and the investment return of the gross regional product. The paper reveals the influence of factors affecting the change in the science intensity of the invested capital in the Baikal region of the Russian Federation, and provides methodological approaches to its calculation. The article presents the author’s analytical and systematized statistical material for the analysis of the key indicators revealing the impact of the invested capital in the Baikal region of the Russian Federation on the change of the science intensity. The research has been carried out in the framework of the scientific project of the Irkutsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences No. XI.174.1.4 “Activation of the internal development potential of regions of the resource specialization (on the example of the Baikal region)”.
