The minimum social guarantee of employees’ wages in Russia: 2020-2021

In 2021 the methodological approaches to the assessment of the minimum wage and the subsistence minimum level (SML) undergone significant changes. According to federal law No 473-FZ of December 29, 2020, these minimum social guarantees are to be calculated relative to the median wage (at 42%) and the median per capita income (at 44.2%) for the past year. This article reviews the changes in the minimum social guarantees as regards employees’ wages in Russia and its regions in the past two years. A new methodology for estimating the median wages had not been developed by the start of 2021. According to Law No 473-FZ the federal minimum wage was set using the Pension Fund data at the rate of 12792 rubles per month. The majority of regions used the federal minimum wage as the basis for defining regional minimum wages. A comparative analysis of regional minimum wages in 2020 and 2021 was carried out for two groups of regions, the regions with regular climate conditions and the regions with special (extreme) climate conditions where the regional coefficient for wages is applied. The analysis shows that in 2021 the minimum wage increased by 5,5% compared to 2020 in most regions. The exception is 11 regions of the Russian Federation, where the minimum wage was set at an increased rate compared to the federal level. The article analyses the ratio of the minimum wage and means wage of all employees in 45 regions of the Russian Federation with normal climate conditions and in 16 regions with extreme climate conditions, where a unified rayon coefficient is set up at the territory of the region. Sectoral agreements are an important link in the system of social partnership, since the stipulated obligations of the parties increase the responsibility of employers for the employee health, decent wages and their timely indexing, as well as assistance to working women with children, support for workers to purchase housing, employment of youth, etc. others. The aim of the article is to analyze the content of the General and sectoral agreements in force as of 2020, in connection with the included national goals defined in the Decree of the President of the Russian Federation of July 21, 2020 No. 474 and characterizing their achievement of target indicators. The authors studied the practice of setting the minimum wage in industry agreements. They revealed that guarantees for minimum wage are applied in 43 sectoral agreements out of 61. The majority of sectoral agreements do not consider the decisions of the Constitutional Court of the Russian Federation about excluding individual compensation payments in the minimum wage. Also, less than half of the sectoral agreements include the guarantee for the tariff part of wages: it was only in 24 out of 61 sectoral agreements, while in 17 of them it was at the level of 60-70%. Due to the fact that in Article 134 of the Labor Code of the Russian Federation, the subject to indexation is not specified - the wage fund, wages or the tariff part of it - industry agreements present different options for indexing wages at rates higher than inflation. The authors analyzed sectoral agreements on the application of compensation and incentive payments, measures to improve the housing conditions of workers (payment of compensation, provision of loans / loans on favorable terms), as well as assistance to young workers (up to 35 years old) to purchase housing and set up a household. The paper considers solving these issues in the sectoral agreements of Germany and France. The conclusion is that the sectoral agreements provide for a significant list of guarantees that contribute to the implementation of the Decree of the President of the Russian Federation "On the national development goals of the Russian Federation for the period up to 2030".

The paper examines and compares the systems of minimum wage settings existing in foreign countries and the Russian Federation. The comparisons are made in the following directions: methods of minimum wage setting, coverage of the employees, frequency of adjustment and availability of sub-minimum rates for young workers. As a result of this analysis the author offers recommendations how to improve the mechanism for setting minimum wages in the Russian Federation at whole and its particular regions.

The authors of this article focused on another aspect of poverty and carried out regression analysis of the data influencing the formation of the minimum wage in the labour market in the constituent entities of the Russian Federation. The authors determined the fact of leveling the importance of the federal minimum wage as a tool to influence the level of economic development of regions and reduce poverty. Also, the performed regression analysis revealed a statistically significant effect of poverty and unemployment rates on the decline in real wages in the constituent entity of the Russian Federation. Thus, the analysis showed that the main factors influencing the establishment of the minimum wage in the region are the median wages, the gross regional product of the subject and the subsistence minimum of the TN. Fixed capital investments do not directly affect the level of minimum wages.

Summary This article elaborates on the issue of recognition and enforcement of foreign arbitral awards in the Russian Federation. It is common knowledge that foreign companies seeking R&E in Russia suffered damage because of the broad interpretation of Russian public policy in the past decades. However, it is uncertain how the present judicial development appears like and where it will lead in the future. The article specifically considers two basic ideas on the issue at hand: one is slightly critical (Karabelnikov) while the second is rather optimistic in regard with the recent development (Zykov). The main goal is to introduce the issue to the respective readers and to try to inflame a discussion.

The article presents the results of the analysis of health, working conditions and prevalence of adverse production factors, the structure of the detected occupational pathology in the working population of the Russian Federation. The article presents Statistical data on the dynamics of the share of workplaces of industrial enterprises that do not meet hygienic standards, occupational morbidity in 2015-2018 for the main groups of adverse factors of the production environment and the labor process. The indicators of occupational morbidity over the past 6 years in the context of the main types of economic activity, individual subjects of the Russian Federation, classes of working conditions, levels of specialized occupational health care. The role of the research Institute of occupational pathology and occupational pathology centers in solving organizational, methodological and practical tasks for the detection, treatment, rehabilitation and prevention of occupational diseases is shown. The basic directions of activity in the field of preservation and strengthening of health of workers, and also safety at a workplace are defined.

The article deals with the problem of collecting, preserving and researching the disappeared names of localities in the subjects of the Russian Federation, which for centuries have become an integral part of the historical and cultural heritage of the peoples of our country. The author believes that only a comprehensive analysis of the past oikonyms in nominational, lexical-semantic, historical-cultural, historical-ethnographic, local history aspects will restore the linguistic and cultural systems of different time periods in different microareals of the Russian Federation. The author comes to the conclusion that in order to preserve the historical memory of the disappeared names of geographical objects, local researchers need the support of regional state authorities and local self-government.

В статье рассматривается дифференциация субъектов Российской Федерации по величине прожиточного минимума в период с 2008 по 2018 гг. Произведена группировка субъектов РФ по уровню бедности населения. Применение методов статистического, картографического анализа позволило выявить концентрацию регионов в области низких значений, рост различий между богатыми и бедными регионами. The article considers the differentiation of the constituent entities of the Russian Federation in terms of minimum wage in the period from 2008 to 2018. The grouping of subjects of the country according to the level of poverty of the population is made. The application of statistical and cartographic analysis methods allowed us to identify the concentration of regions within low values, the growth of differences between rich and poor regions.
