Research background: In the context of the COVID-19 pandemic and its global consequences, a fundamentally different economic environment arises, which requires the use of new approaches to the formation of the economic policy of the region and the identification of new ways to ensure the global competitiveness of the region. Territories are beginning to compete for previously unclaimed resources, as well as use new methods of promotion and positioning. Purpose of the article: The purpose of this work is to identify new economic conditions caused by the COVID-19 pandemic and its consequences, as well as to assess the impact of these conditions on the effectiveness of the economic policy of the region and the applied promotion and positioning strategy. Methods: The methods of this study are determined by the increasing level of uncertainty of regional development processes, which requires the adaptation of analysis tools. The work uses matrix and hierarchical research methods that allow for a qualitative analysis of problem situations. Findings & Value added: The research carried out made it possible to identify and systematize the main characteristics of the new economic environment and assess its impact on the applied development strategy of the region, which guarantees a higher probability of achieving strategic competitiveness. The novelty of the study lies also in the recognition of the mobilization effect of “forced digitalization”, while in the context of a pandemic, this mobilization was based on stable (stereotypical) interaction practices.

Prospects for the development of national economy in the context of integration of blockchain technologies into the system of economic processes testify necessitate elaboration of the methods and algorithms for formalized assessment of their impact upon the key parameters of socioeconomic dynamics. If within scientific-and-expert space, one may occasionally come across the works dedicated to separate aspects of this scientific methodological problem, the questions of the impact of blockchain technologies upon individual economic sectors are yet to be explored within the information-analytical and scientific space. The methods of empirical research of the impact of blockchain technologies upon the parameters of economic development currently did not find their consolidated solution, and are of fragmentary nature. This research is an attempt to strengthen the positions of formalized approaches towards examination of the articulated scientific and practical problem. The subject of this research is the economic relations of economic agents pertaining to implementation of blockchain technologies in the economic activity and formation of the new business models. The object is the types of economic activity of the national economy of the Russian Federation and their sensitivity to the diffusion of blockchain technologies. The article offers an algorithm for studying the dynamics of gross value added of the economic sectors of the Russian Federation through the prism of possible transformation of the key parameters of functionality of the financial and real sectors of the economy as a result of diffusion of blockchain technologies. Leaning on the advanced hypotheses, the author builds co-integration models for the indicated types of economic activity, which reveal the contribution of exogenous factors that are being adjusted under the pressure of infiltration of the distributed data storage technologies into the economic environment to the degree of incremental value added. This allows conducting cluster analysis of the economic sectors under review in accordance of their sensitivity to institutional changes caused by integration of the blockchain technologies into the economic environment.

Prospects for the development of the national economy in the context of integration of blockchain technologies into the system of economic processes indicate the need to develop methods and algorithms for a formalized assessment of their impact on the key parameters of socio-economic dynamics. Meanwhile, if in the scientific and expert space, although it is extremely rare, but still one can find works devoted to certain aspects of this scientific and methodological problem, then, unfortunately, it should be stated that the study of the impact of the technologies under study on certain sectors of the economy does not occur in information-analytical and scientific spaces at all. Unfortunately, the methods of empirical study of the influence of blockchain technologies on the parameters of economic development at the current time not only have not found their consolidated solution, but are completely characterized by fragmentation and patchiness. This study is an attempt to strengthen the positions of formalized approaches to the study of the scientific and practical problem. The paper proposes an algorithm for studying the dynamics of the gross value added of the sectors of the Russian economy through the prism of a possible transformation of the key parameters of the functioning of the financial and real sectors of the economy as a result of the diffusion of blockchain technologies. Relying on the hypotheses put forward, cointegration models were built for the studied types of economic activity, which make it possible to identify the contribution of exogenous factors, corrected under the pressure of penetration of distributed data storage technologies into the economic environment, on the degree of added value growth. This, in turn, made it possible to carry out a cluster analysis of the studied sectors of the economy in terms of their level of sensitivity to institutional transformations caused by the integration of blockchain technologies into the economic environment.

Воздействие цифровых технологий приводит к эволюции всех существующих форм экономического взаимодействия. At the present stage, innovation is the direction of getting out of cyclical crises through the use of the latest digital technologies. In the digital space, business methods are changing to ensure higher value added in the production of goods, works. A system-structural method of analysis of the phases of economic development in the context of the economic theory of large cycles is used in the work. The impact of digital technologies leads to the evolution of all existing forms of economic interaction.

The paper presents the results of calculations based on inter-sectoral interregional tools to assess the impact of rail transport in the Siberian regions in the implementation of the Eastern development strategy. With the increasing connectivity of the districts, this policy has an impact on both neighboring and remote areas from the Far East. In General, the calculations show a comprehensive assessment of large-scale economic policy options while ensuring systemic conditions. The instrumental base allows to give quantitative values of consequences of change of options of economic policy with indication of branches and areas and on time period dynamics.

The article develops methodological approach to the analysis of groups of interests’ influence on the choice of Russia’s development strategy. It is possible to pass on to the analysis of specific issues of economic policy by forming several sub-groups in every "analytical" group. The article also considers the structure of Russian economy which was formed as a result of transformational crisis’ influence on Soviet economy, and relevant international comparisons. Main alternative ways of transition to innovational development are the renewal of Soviet "triangle economy" (the scenario "Mobilization") and complex institutional changes (the scenario "Modernization").

Subject. After the collapse of the USSR, smaller countries chose different paths in their economic policy during the globalization and the multipolar world. The EU, USA and Russia made a palpable contribution to the economic policy of smaller countries. Some countries of the former USSR failed to find their course, while the others immediately followed their development strategy and stuck to it persistently. Objectives. I examine the economics of the monodirectional strategy of smaller countries of the former USSR. I also evaluate how the countries found their position among different leading countries as points of attraction. The study is based on the assumption that the single direction of the national development and adherence to the same point of attraction will ensure the sustainable development. However, the economic development level depends on the health of a certain economy as a point of attraction. Methods. The study is based on the systems approach, comparative and statistical methods for analyzing macroeconomic data series. Results. I investigated the dynamics of key macroeconomic data in the Republic of Belarus, Latvia and Estonia, such as GDP per capita in current values, unemployment rate and Purchasing Power Index. Given the current phase of globalization and multipolar world, it is crucial for smaller countries to choose a development strategy to follow persistently and achieve proper macroeconomic indicators that depend on the economic stability of counties they treat as their benchmarks. Conclusions and Relevance. I should mention the successful economic policy of Estonia and Latvia, which followed the same course as the other EU countries, as opposed to the Republic of Belarus tending to the policy of the Russian Federation. Nevertheless, the monodirectional development strategy also helps smaller countries ensure their economic stability.

Podkarpackie Voivodeship is one of the regions of Poland in which the number of agritourism entities is very high. Therefore tourism plays a significant role in its development strategy. The aim of the paper is to identify the current state of agritourism and the changes that have occurred in the region in the years 2000–2016. Specific objectives are to determine the distribution of agritourism farms and their offer, together with a comprehensive analysis of the environmental and socio-economic factors, as well as the impact of the Slovak-Ukrainian border. The report was developed on the statistical materials from the Polish Central Statistical Office, Podkarpackie Agricultural Advisory Centre in Boguchwała and data collected from municipalities and district offices that is published on their websites, as well as through interviews with 100 owners of agritourism farms in the Podkarpackie Voivodeship. The research has shown, on the one hand, the decline in the number of farms in the region and, on the other hand, the increase in the diversity of the tourist offer of these entities. Distribution of agritourism farms is closely linked to the attractiveness of natural environment and quality of secondary tourism resources. Traditional agritourism has not yet fully used its countryside, as well as cross-border advantages of its location.

The world in its politico-economic aspects is run by policy-makers who have an academic background in law or public administration or other related social disciplines including economics. Only rarely would a majority of the policy-makers be trained in economics. In the making of economic policy, the basic choices before the policy-makers are political and they transcend the narrow concerns of economists regarding optimal use of resources. These considerations in no way downgrade the relevance of economic analysis in economic policy-making and for the training of policy-maker in economics. Policy-makers need economic council to understand fully the implications of alternative policy options. In this book, Wolfson attempts to educate policy-makers in the areas of public finance and development strategy. The analysis avoids technicalities and is kept to a simple level to make it understandable to civil servants, law-makers and members of the executive branch whom Wolfson refers to as policy-makers. Simplicity of analysis is not the only distinguishing mark of this book. Most other books on public finance are usually addressed to traditional public finance issues relating to both the revenue and expenditure sides of the budget and neglect an overall mix of issues dealing with the interaction of fiscal policy with economic development. Wolfson in this book explicitly deals with these issues.
