Currently, the process of digitalization of society has accelerated due to restrictions related to coronovirus. Nevertheless, the activity of citizens in solving issues related to the influence on decision-making on the development of territories is becoming more and more. New technologies are emerging that allow these manifestations of the active position of citizens. Information technology is increasingly entering our lives. The problem arises as the most effective use of digitalization processes for the development of regions and economic growth. Participation of the population in the development of strategic initiatives. The creation of the concept of "smart city," or "smart city," has become a necessary measure to solve a set of problems associated with an almost exhausted form of management of urban and municipal services, which today do not meet modern requirements for logistics, safety and ecology.

Smart cities are associated almost exclusively with modern technology and infrastructure. However, smart cities have the possibility to enhance the involvement and contribution of citizens to urban development. This work explores the role of governance as one of the factors influencing the participation of citizens in smart cities projects. Governance characteristics play a major role in explaining different typologies of citizen participation. Through a focus on Amsterdam Smart City program as a specific case study, this research examines the characteristics of governance that are present in the overall program and within a selected sample of projects, and how they relate to different typologies of citizen participation. The analysis and comprehension of governance characteristics plays a crucial role both for a better understanding and management of citizen participation, especially in complex settings where multiple actors are interacting.

Before the decision makers set much higher requirements in the decision-making than ever before due to the environment of decision-makers subject to change under the influence of progress and development of new technologies, networking individual or organization inside and the outside environment, and modern means of communication enabling continuous inflow, flow and sharing of data and information. In these modern conditions the process of collecting, analyzing, selecting data and information to make informed decisions in the context of possible restrictions and the available options, and ultimately making decisions as the basis for future business or behavior, is not simplified. The use of new technologies in the decision-making process provided numerous opportunities to facilitate decisions selection. However, the decision maker should still be able to differentiate which knowledge should be used to serve in decision making, and which models, methods, tools, systems, and procedures to be used in certain situations, with the purpose of successful decision selection. In this paper, we will examine the decision making process during the business process of the companies in Kosovo.

In 2015, the local government of the city of Madrid (Spain) introduced an electronic participation system. This initiative stemmed mainly from the social movements that had occupied the squares of many Spanish cities since 2011. As a result of the local elections in 2015, many of those same activists gained institutional power, took citizens’ participation very seriously, and decided to use the possibilities offered by the internet for political and administrative participation. In this article, we seek to assess the impacts of the Madrid city government with the e-democracy experiment – based mainly on establishing an online platform to facilitate citizen participation in political and administrative decision processes. Drawing on qualitative and documental data, our research indicates that whereas the overall aim of the project was to give citizens a say in local policy and decision making, our case study shows that participation was very low since most of the population does not feel concerned by these processes. Indeed, one of our findings showed that citizens’ involvement offline surpassed in some cases their online participation. To identify who is politically active online and offline is a great challenge, to which the promoters of the project did not pay much attention. Although e-participation was meagre in relation to the electoral turnout, the case study also shows that many proposals from the public were incorporated into the local policies, indicating that from a qualitative point of view, e-participation influences decision-making processes. Perhaps local governments should use a more strategic and integrated approach towards the use of electronic technologies to foster and motivate citizens’ involvement in local politics and administration. This more integrated approach should be less dependent on ideological incentives, more institutionalized, and must incorporate citizens’ perceptions and inputs before the introduction of new technologies.

The article examines the experience of creating digital urban modernization projects in Germany. The «Smart City» and «Smart Region» terms have largely polemical character, which is reflected in the different directions of urban development. The practice of creating an intelligent network of all areas of life and business in municipalities is considered. The main message of the study is that network infrastructures should be created using new technologies for addressing the city problems, digital services should be adapted to the needs of citizens and improve their life quality.

Modern communication technology in principle makes political participation feasible. Information, consultation, and participation of citizens in the working of their highest political body – a parliament- should be easier than ever. This chapter analyses if this is really so on the case of Slovenia and its parliament, the National Assembly. Parliamentary website of the Republic of Slovenia is studied in terms of usability, usefulness and utility those are the key criteria in discussion about website performance. The analysis of e-democracy takes into account citizen participation in the legislative procedure, enabling direct communication with the members of the parliament, possibilities for citizen initiatives, and procedure and content transparency at each stage of the decision-making process. The chapter reports on limits of the current website of the National Assembly of Slovenia and proposes guidelines for better use of new technologies in the political process and for improving user experience.

This chapter defines the smart city in terms of the process whereby computers and computation are being embedded into the very fabric of the city itself. In short, the smart city is the automated city where the goal is to improve the efficiency of how the city functions. These new technologies tend to improve the performance of cities in the short term with respect to how cities function over minutes, hours or days rather than over years or decades. After establishing definitions and context, the author then explores questions of big data. One important challenge is to synthesize or integrate different data about the city's functioning and this provides an enormous challenge which presents many obstacles to producing coherent solutions to diverse urban problems. The chapter augments this argument with ideas about how the emergence of widespread computation provides a new interface to the public realm through which citizens might participate in rather fuller and richer ways than hitherto, through interactions in various kinds of decision-making about the future city. The author concludes with some speculations as to how the emerging science of smart cities fits into the wider science of cities.

Abstract One of the most urgent debates of our time is about the exact role that new technologies can and should play in our societies and particularly in our public decision-making processes. This paper is a first attempt to introduce the idea of CrowdLaw, defined as online public participation leveraging new technologies to tap into diverse sources of information, judgments and expertise at each stage of the law and policymaking cycle to improve the quality as well as the legitimacy of the resulting laws and policies. First, we explain why CrowdLaw differs from many previous forms of political participation. Second,we reproduce and explain the CrowdLaw Manifesto that the rising CrowdLaw community has elaborated to foster such approaches around the world. Lastly, we introduce some preliminary considerations on the notions of justice, legitimacy and quality of lawmaking and public decision-making, which are central to the idea of CrowdLaw.

"Introduction. Medical practice is almost constantly bending to new technologies, and in recent years, the health care system has been increasingly dominated by advances in information technology. Its use offers many advantages, but it also has its own risks. Material and method. The authors conducted a literature review to see to what extent the accessibility and effective use of information technology, i.e. electronic health records (EHR) influence risk of malpractice. Results. The literature refers both to how EHR use can prevent malpractice claims, and how it can increase their number. Thus, EHR can prevent medical errors and associated complaints by: instant access to complete patient information (including laboratory and imaging results); improving communication between medical team members; reducing drug errors (e.g. drug interactions, allergic reactions); prompt request for further investigations. However, the misuse of EHR can create new problems: inadequate training with errors from implementation and accommodation; automatic or unexpected deletion of the recommended medication; the temptation to use the information obtained previously and the circumvention of the stage of obtaining a new medical history or the temptation to copy and paste the information from the previous consultations to the current consultation - which will lead to the perpetuation of errors and omissions from the previous consultations; increased risk of privacy and confidentiality breach. Likewise, certain facilities that these systems allow may be ambivalent, and may both reduce or increase the risk of complaints, depending on how they are used: communication between doctor and patient through messages, including updating prescriptions and reporting symptoms that require prompt evaluation but at the same time, delay in response may dissatisfy the patient. Conclusions. The implementation of EHR brings many advantages, both for the patient and for the medical staff in terms of accessing information, facilitating communication and carrying out treatment plans, but the medical staff must be constantly aware of the risks involved, especially related to their proper use. "
