The implementation of State National Policy of the Russian Federation, the achievement of the set strategic goals and objectives in the field of inter-ethnic relations necessitates combining the efforts of public authorities at various territorial levels. In general, it can be stated that the institutional framework required to ensure the State National Policy of the Russian Federation has generally been formed to this date. Mechanisms for interaction between public authorities involved in the implementation of national policy are further developed; the formation of the uniform institutional framework in the field of interethnic relations at the federal, regional and municipal levels continues; the practice of interaction between public authorities and civil society institutions expands. Apart from that and despite significant achievements, it has not yet been possible to adequately coordinate the activities of all implementers. There are issues in the use of certain institutional instruments at the regional and municipal levels caused by the insufficient elaboration of the corresponding legal framework

The subject. The article shows the approaches to the process of creating and realizing strategiesof socio-economic development of the largest cities in the Russian Federation. Thestrategies of socio-economic development of the largest cities have been fundamental inthe formation of such city agglomerations as “Big Volgograd” (Volgograd), “Big Rostov”(Rostov), Zhigulevskaya agglomeration (Samara), Nizhegorodskaya agglomeration (NizhnyNovgorod), Chelyabinsk city agglomeration (Chelyabinsk) and these strategies contain themain ways of development which go far beyond the competence of local importance.The purpose. The article addresses the problems that arise in the process of creating strategiesof socio-economic development of the largest cities including the extent of powerbetween public authorities of different levels.The methodology. The systematic approach, methods of formal and comparative analysisof law as well as synthesis are used in the article.Results. Before the adoption of Federal Law “On the Strategic Planning in the Russian Federation”(further down the article 172-FZ) strategic planning was unsystematic and therewere no unitary law-based approaches towards the drafting process of strategic planningdocuments. After the adoption of 172-FZ the situation has not dramatically changed.The analysis of strategic planning in the largest cities shows the lack of unitary approachestowards the drafting process of strategic planning documents, the definitions of missionand strategic goals of development, the assessment of largest cities importance in the contextof over-regional, regional and internal city area development. Also, the peculiarities ofterritorial planning and budgetary process in municipal establishments are not taken intoconsideration.

Introduction. The multilayered and contradictory development of the world, countries and regions against the backdrop of the consequences of globalization and international confrontation complicates the formulation and solution of internal management tasks, the choice of the optimal strategy and tactics for responding to rapidly changing situations, or, conversely, attempts to revive archaic institutions that reject the values of intercivilization dialogue. The purpose of this article is to identify and evaluate the place of the ethno-political challenges among the tools of the state national policy of the Russian Federation evidenced with relevant strategic planning documents.Materials and methods. The research was based on the study of official documents of the Russian Federation in the framework of the goal-setting and contextual analysis of political discourse, taking into account the concept of articulation. Methods of systematic and comparative analysis, political diagnostics were also used.The results of the research. The analysis made it possible to detect a significant, but not absolute correlation in the interpretation of ethno-political challenges for Russia in the considered strategic planning documents of the Russian Federation. It is shown that the meaning-forming plots of the official discourse in the ethno-political perspective have a largely conservative essence, referring to traditional values, preserving the identity of Russia as a civilization. Simultaneously it emphasizes the rejection of insularity, isolation, calls for activity in the international stage in various formats, for internal transformations. A certain coincidence of priority tasks in the context of actualized challenges in the field of interethnic relations, regional and spatial development of the country is revealed.Discussion and conclusions. The necessity of clarifying some of the provisions of the current strategic planning documents of the Russian Federation and of eliminating bottlenecks in them that do not agree with the modern discursive practices and the needs of managing the ethno-political sphere is substantiated. The authors proposed measures for improving the legislative support of ethnological examination, its practical implementation, expanding sociological and ethno-political monitoring with the integration of structures at the federal and regional levels and increasing attention to the local (municipal) level, early diagnosis and prevention of conflict situations, support for domestic culture and art, moral shaping of the elite and the training of personnel reserve in the spirit of awareness of belonging to the all-Russian civil nation.

The problems of interethnic relations in the Russian Federation, causes and possible solutions and preventing conflicts are discussed. It is proved that in the sphere of international relations Russian legislation does not fully take into account the needs of society by strengthening civil unity, by reducing interethnic tensions. The main directions of this problem and possible ways to resolve them are identified; an analysis of the state strategy is carried out. Some recommendations on improvement of migrants and their children´s adaptation period are made. Particular attention is paid to the adaptation and integration of migrants into Russian society, as well as gaps in the labor legislation affecting the use of foreign labor, protection of the rights of foreign workers, responsibilities and obligations for employers.

Based on the principle of continuity of the Russian statehood, the recognition of a person, his rights and freedoms as the highest value, and the focus on modern democratic achievements, the Russian Federation supports compatriots living abroad in the exercise of their rights, ensuring the protection of their interests and preserving the all-Russian cultural identity. For this purpose, an independent direction of state policy was identified, and an appropriate legal framework was formed. According to the Strategy of the State National Policy of the Russian Federation for the period up to 2025, the support of compatriots living abroad, the promotion of their relations with the Russian Federation and voluntary resettlement in the Russian Federation is one of the priorities of the state national policy of the Russian Federation. The importance of the issue of support for compatriots for the state is evidenced by the consolidation of the provision on support for compatriots at the constitutional level by the 2020 amendment (Part 3 of Article 69 of the Constitution of the Russian Federation): Clear constitutional guidelines were established for the further development of State policy in this direction. The article deals with the dynamics of legal regulation in the field of support of compatriots and legal problems in this area, the existing conceptual framework, foreign experience in regulating issues of support of compatriots.

  The process of development of state national policy in the Russian Federation at various stages of modernization reforms is analyzed in the article. The author reviews the results of implementation of the Concept of State National Policy of the Russian Federation on institutionalization of interethnic relations and creation of conditions for ethnocultural and ethnopolitical development of peoples and studies dynamics and tendency of development of interethnic relations at the present stage. The analysis of national processes in the Russian society allows concluding that since the beginning of the 21 st century there has been a trend towards social and political stabilization. However, it must be admitted that in the 1990s, Russian national policy was characterized by a retarded factor and a slow reaction to arising problems and growing conflicts, by a lack of integrated approaches to solving problems. The measures for implementation of the «Strategy of State National Policy of the Russian Federation for the Period until 2025» and the Federal Target Program “Strengthening of the Unity of the Russian Nation and Ethnocultural Development of the Peoples of Russia” are analyzed in the article. The author identifies socio-economic factors that contribute to ethnopolitical tensions in the regions and determines measures for further economic, social and cultural development of the region. An important condition for harmonization of interethnic relations between the peoples of Russia is restoration and strengthening of their interrelations in cultural sphere, strengthening of Russian spirituality, Islamic and Orthodox civilizations

The need to develop and implement national goals and national development projects of the Russian Federation was caused by the actual slowdown in the country's economic development due to objective circumstances of a global scale, the epidemiological situation, challenges and threats of a socio-political and foreign policy nature. Decrees of the President of the Russian Federation No. 204 "On National Goals and Strategic Objectives of the Development of the Russian Federation for the period up to 2024"dated May 7, 2018 and No. 474 "On National Development Goals of the Russian Federation for the Period up to 2030" dated July 21, 2020 formulated and then clarified and adjusted the range of strategic goals and priorities, the solution of which will provide a way out of the crisis. Achieving these goals requires significant additional resources – financial, organizational, labor, management, and rethinking management approaches. A necessary condition for the implementation of the stated goals is the awareness of citizens of their importance and conscious participation in their implementation. And this, in turn, requires some work on the part of society and the state, aimed at fully informing citizens about the strategic goals and objectives of the development of the Russian Federation and forming in the public consciousness an innovative and change-resistant attitude to the need to solve the tasks set for both society and each of the citizens, since national goals and projects not only provide guidelines for economic development, but can also serve as a basis for consensus of the interests of civil society and the state.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.
