Biradari (Brotherhood) is one of the most important principles of Pakistani culture. The Biradari (Brotherhood) ties are considered very strong among south Asian communities, especially in Pakistan. It is an important cultural element of Punjabi cultural setup, considered as the strong binder in making group alliances and performs a significant role in daily life. The major objective of this research is to study the crucial role of Biradari relations in organizations and how does it affect the career growth of an individual. Academic researchers have highlighted different indicators and factors which contribute to career growth. Social networks, sifarish, and favoritism are deeply embedded dimensions of Pakistani culture. This research significantly contributes to the literature by giving the holistic view of Biradari and the importance of Biradari based networks in job selection and promotion. The research is conducted in the public sector organization of Islamabad (PIMS). The qualitative research methodology was used for this study and data was collected from fifteen (15) employees through in-depth interviews. The results of the study reveal that Biradari significantly influences the career growth of individual and it is considered as strong support for individual career growth. The results have further highlighted that in today's competitive environment individuals cannot able to achieve a successful career without using his/her networks.

PurposeThis study clarifies the factors that foster individual innovative behaviour in the public sector by examining the effects and roles of empowering leadership, work group cohesiveness and individual learning orientation. This study also explores the direct effect of empowering leadership on work group cohesiveness and individual learning orientation, the influence of work group cohesiveness on individual learning orientation and the mediating roles of work group cohesiveness and individual learning orientation.Design/methodology/approachData were collected from an online survey of respondents working in a public sector organization. Partial least squares structural equation modelling and mediation analysis by the bootstrap method were used for the data analysis.FindingsEmpowering leadership and individual learning orientation had significant direct effects on individual innovative behaviour. Both empowering leadership and work group cohesiveness have significant direct effects on individual learning orientation. Empowering leadership was positively related to work group cohesiveness. The mediation analysis revealed that individual learning orientation mediates the relationships between empowering leadership and individual innovative behaviour and between work group cohesiveness and individual innovative behaviour.Research limitations/implicationsThe study focuses on three factors that foster individual innovative behaviour in a public sector organization.Originality/valueThis study offers new insights into the factors that foster individual innovative behaviour in the public sector. The findings reveal the importance of using a balanced leadership style and encourage learning in the workplace for individual innovativeness by public leaders.

Workplace mistreatment damages employees and organizations and should be mitigated. Thus, the present study’s primary goal was to develop, employ, and evaluate an intervention program to promote a safer organizational climate in a public sector organization. In this study, UNESCO’s four pillars of lifelong learning were applied to alleviate mistreatment and promote a sustainable and safer climate. Using a qualitative research method, employees were interviewed once before a sequence of two workshops to capture their experiences and perceptions regarding mistreatment, and again a few weeks after completing the intervention to exemine its impact. The first workshop raised an awareness of mistreatment, and the second provided the participants with practical and personal tools to cope with mistreatment. The intervention was found to increase knowledge and understanding and allowed for the acquisition of competencies and tools that enhanced employees’ ability to spend time together, improve their social climate, and flourish personally and professionally. Limitations and implications for future research are also discussed.

This article explores the current state of knowledge in relation to public–private partnerships (PPPs), taken to mean working arrangements based on a mutual commitment (over and above that implied in any contract) between a public sector organization with any organization outside of the public sector. Since it originally became fashionable over 25 years ago, the concept of PPPs has been strongly contested. However, PPPs are now to be found in the public domain in many countries around the world and their number has been increasing in recent years. This article looks at how this has happened, what have been the strengths and weaknesses of this development and what the future may hold for PPPs. It argues that we are still at an early stage of learning which types of PPP are appropriate for which tasks and at managing PPPs to increase public value. It will be essential to apply principles of good governance to the future development of PPPs — but it will also be necessary to ensure that these principles are genuinely appropriate to the context in which these PPPs are working.

The article analyses the preconditions for the establishment of an anti-corruption environment in the public sector organization and demonstrates Lithuania's best practices in this area. Corruption as a multi - structured global phenomenon undermines good governance, public trust in public sector organizations and causes serious damage to the functioning of those organizations. One of the essential aspiration of the Lithuanian Government is to reduce the extent of corruption, increase transparency, fairness and openness in the public sector. Research focus on justification the hypothesis, that the public sector organizations must play an active role in the field of combating corruption, creating an unfavourable environment for corruption prevail. The purpose of the research is to show the added value for the development of anti-corruption environment in the public sector as one of the effective tool minimizing the extent of corruption. Research results shows that legislation alone is not sufficient to solve corruption problem. Public sector organizations usually do not have effective anti-corruption tools to prevent and manage various forms of corruption (bribery, nepotism, conflicts of interest, etc.). By conveying best practice, the author presented a new initiative of Lithuanian public sector organizations to develop anti-corruption environment aimed at minimizing the likelihood of manifestation of corruption. Logical and comparative analysis, document analysis, problem analysis and systematic approach research methods are used analyzing issues related with the boosting effectiveness of combating corruption in the public sector. The author's position and concludes, that the development of an anti-corruption environment should become a strategic priority of the public sector organization, which requires the establishment of an effective management system of corruption prevention and the commitment shown by top management to ensure its functioning in a realistic rather than formal way.

This study aims to determine the break event point (BEP) of Computer Assisted Test (CAT) activities in order that the revenue from the CAT is not less than the cost of the implementation. CAT has been proven to increase transparency in employee recruitment. However, for the Public Service Agency (BLU) and the public sector organization that organize the CAT, it is deemed necessary to pay attention to the costs and the revenues from these activities. The question in this research is how to determine the BEP from the standard cost of CAT activities. This is a descriptive qualitative research with a case study. The research uses data collected from the standard input costs for CAT activities. This study separates costs into fixed costs and variable costs. Semivariable costs are separated using the least squares method. The result shows that the total income to reach the BEP is Rp. 55,355,344.37 with at least 222 participants per day. This research shows that cost-volume-profit analysis in cost accounting can be used as an administratorial tool for managing activities in the public sector.

The public sector organizations are the subject of the continuous development, which includes introduction of innovative changes. They are based on creative problem solving, applying new solutions and methods of operations, so on learning and creating knew knowledge. In the public sector organization knowledge is one of the most important resources and it has the key significance for the position of an organization, so innovative practice, connected with knowledge sharing, are particularly essential. Technological progress contributes the increased knowledge, gained in organizations, and knowledge sharing builds the identity of the organization and workers’ loyalty, what leads to the reaching the effect, which brings benefits to the whole organization. The aim of this article is a presentation of the characteristic features of knowledge, together with strategies of its codification and personalization, the review of innovative methods of knowledge sharing in the public organizations, as well as the indicate the effects of innovative knowledge sharing.

The research to date in the literature has not provided a consensus on the nature of public entrepreneurship. Many authors relate the concept of entrepreneurship to only the private sector and dismiss the idea of public sector entrepreneurship. Others argue that the introduction of entrepreneurship into the public sector is inimical to its basic goals, concept and values. This paper proposes a conceptual model that explains the public sector corporate entrepreneurial process based on a review of past theoretical and empirical research. To date, very little research exists which attempts to establish a theoretical framework or model that illustrates the various components, including environmental and organizational characteristics, that effect the corporate entrepreneurship process within the public sector. The model is intended to depict key corporate entrepreneurial dimensions that relate to entrepreneurial behavior within the public sector organization. The proposed model delineates the antecedents and consequences of corporate entrepreneurship within the public sector.
