The study investigates key performance indicators (KPIs) that could improve performance of public-private partnership PPP)projects in Nigeria. The study objectives include a comparison of stakeholders’ perception on KPIs and to investigate if significant difference exists between stakeholders’ perceptions on most KPIs. A structured questionnaire was used to collect information from various respondents who were recently involved in PPP projects. Random sampling technique was used to select forty-five (45) respondents out of which thirty-one (31) responses were used forthe data analysis. The results indicate that top KPIs for performance improvement are levels of design complexity and technological advancement,and return on investment. Stakeholders agree on most of the rankings of the KPIs. The general perception of stakeholders was similar on most KPIs except for a few divergent opinions. The study findings have an implication for policy and decision making such that stakeholders could pay special attention to the KPIs identified, that could improve construction project performance. Finally the study recommends further research to explore KPIs for other procurement options.

This study focuses on the importance of transparency and accountability of Local Government Engineering Department (LGED)'s procurement performance based on 45 predetermined Key Performance Indicators (KPIs). The main objectives of this study are to find the extent of compliance of PPR 2008 by LGED and to identify gaps in compliance and scope of improvement for implementation. For this study, a questionnaire survey method collected data from different stakeholders related to procurement activities of LGED. Key informant interviews were also conducted with senior officers of LGED and IMED. The study result shows a clear adherence to the rules of PPR 2008 by LGED in operating its procurement functions except when paying interest for delayed payment. This study was confined to compliance issues covering 11 KPIs set by the Central Procurement Technical Unit (CPTU).

Public Private Partnership Model (PPP) by Ministry of Road Transport and Highways (MORTH) renewal was undertaken by introduction of the hybrid annuity model (HAM) wherein government decided to share the risk of financing by contributing 40% towards the project. With the launch of this scheme more than fifty percent projects got green signal in 201617 under the HAM scheme. This work compares these two models by undertaking a questionnaire survey from the key stakeholders involved in such projects and identifies challenges & risk faced and issues pertaining to delays and success of the proposed model. The outcome from the work highlights that funding has been a major challenge faced by PPP projects and thus innovation into the model is necessary. There also seems to be a lack of transparency in the entire process which makes it riskier for the private investor. It is also concluded from the work that financial risk is predominant whether it is a PPP or HAM model and thus a search for a new sustainable model that is sustainable is essential.

Kinerja sektor pariwisata Wilayah Kedungsepur mengalami peningkatan pada indikator jumlah objek wisata, tenaga kerja, wisatawan, pendapatan, dan PDRB sektor pariwisata, namun kontribusi sektor pariwisata terhadap PDRB dan rata-rata lama tinggal wisatawan menunjukkan penurunan. Hal ini menunjukkan bahwa kinerja sektor pariwisata Wilayah Kedungsepur mengalami penurunan dan Public Private Partnership yang dilaksanakan belum optimal. Dengan Demikian, peneliti menggunakan analisis SWOT dan AHP untuk menemukan alternatif strategi peningkatan indikator-indikator kinerja sektor pariwisata. Hasil penelitian dari Analisis SWOT menunjukkan bahwa pengembangan Sektor Pariwisata Wilayah Kedungsepur berada pada kuadran III, yaitu mendukung strategi Turn Arround dengan mengaplikasikan strategi yang dirumuskan dalam matriks SWOT. Dan hasil penelitian dari analisis AHP menunjukkan prioritas berdasarkan kriteria aspek dan alternatif, Aspek Kelembagaan dan Alternatif mempererat hubungan internal kelembagaan menjadi prioritas dalam pengembangan Sektor Pariwisata Wilayah Kedungsepur. Performance of the tourism sector in Kedungsepur increases significantly in every number of tourism object, labor, tourists, income, and PDRB of tourism sector, but contribution of tourism to PDRB and the average remained tourists showed decrease. This indicates that performance tourism sector in Kedungsepur was decrease and Public Private Partnership haven’t been optimal. So, researchers conducted SWOT and AHP Analysis to find alternative strategy to increase performance indicators of tourism sector. Finnaly, SWOT analysis shows that development of tourism sector in Kedungsepur Area at quadrant III, it is should to apply Turn Arround Strategy with apply formulated strategy in the matrix SWOT. And AHP analysis show that priority based on criteria aspects and alternative, institutional aspects and bilateral relationship of internal institution alternative be a priority in the development of tourism sector in Kedungsepur.

PurposePublic private partnership (PPP) has gained increasing popularity around the globe. Whether the government needs to participate in the PPP special purpose vehicle (SPV) as an equity coinvestor is a critical issue in PPP development. This research aims to examine the influence of government equity investment on PPP performance by taking public-private communication as an intermediate variable.Design/methodology/approachA questionnaire survey was adopted as the main research method. PPP practitioners with extensive experiences from both the public and private sectors were targeted respondents. The survey results were subsequently analyzed using statistical data analysis method.FindingsBased on the results from the questionnaire survey, this research indicates an inverted U-shaped relationship between the ratio of government equity and performance in PPP projects. In addition, communication plays a mediating role between government equity investment and PPP project performance.Originality/valueThis research explicates the relationship between the equity structure in a PPP SPV and the project performance. It provides important guidance and reference for PPP practitioners to structure the SPV and associated financial and commercial arrangements. It also offers valuable insights into the development of PPP policy, especially regarding the structuring of PPP models in China and elsewhere.

Purpose The purpose of this paper is twofold: first, to identify the important performance indicators used in assessing public private partnership (PPP) performance in terms of the two aspects of PPP which are “financing and markets” and “innovation and learnings”; and second, to investigate the differences in the perception between public and private sectors on the importance of performance indicators in terms of the two aspects of PPP. Design/methodology/approach Using a questionnaire survey, 237 completed questionnaires were received representing 51.52 per cent response rate. In examining the importance of performance indicators, the descriptive statistical tests of mean, standard deviation and mean score ranking were used. The independent t-tests were conducted to investigate the differences in the perceptions between the two respondents’ groups on the importance of performance indicators. Findings In relation to the two areas of indicators used in assessing PPP performance, the findings show that the top three important performance indicators for financing and markets are: “Operational cost”, “Construction cost” and “Construction period”. While the top three important performance indicators for innovation and learning are: “Technology innovation”, “Employee training” and “Financial innovation”. In terms of the differences in the perceptions between the public and private sector groups, the test results indicate that there is only one significant statistical difference for each aspect of performance indicators. Originality/value This study offers empirical evidence on key financial performance indicators for PPP projects as perceived by two key parties in a PPP contract that are public and private sectors.
