Urban Transformation in China, 1949 – 2000: A Review and Research Agenda

Through a review of the literature, the author identifies the achievements as well as the deficiencies in the study of China's urbanization and urbanism in the second half of the 20th century. A number of issues that merit scholarly research are suggested and the need for theorization is emphasized. During the last half century, Chinese cities underwent dramatic transformations as a consequence of two major systemic changes. During the first three decades after the socialist revolution of 1949, sustained low levels of urbanization and a brief episode of antiurbanism accompanied centralized planning and city-based industrialization. Since the economic reforms of 1978 Chinese cities have witnessed major economic and spatial shifts away from the socialist patterns. Among the many facets of urban transformation since 1978 are a more heterogeneous urban population, rural – urban migration, spatial reorganization through urban land-use change, new housing development, globalization, suburbanization, polycentric restructuring of urban form, and changes in the spatial/administrative systems of cities. It is argued that, as the Chinese economy is inherently political, political economy perspectives should be foregrounded to enrich our understanding of the complexity of China's economic and urban transformation. In this regard, the continuously powerful and multiple roles of the Party-state as the ultimate decisionmaker, regulator, and participant in the urban economy should be emphasized, despite globalization and decentralization of administrative and fiscal powers from the central to local levels. The Chinese trajectory of urban development is seen as more different from than similar to the experiences of other economies undergoing structural change away from socialism, and context-based country-specific theorization of urban change is called for. More general theories of urban transformation which are applicable to a number of former socialist nations, and which transcend the idiosyncrasies of individual countries, should be developed where possible. A closer engagement among scholars working on the urban development of China and those working on other former socialist countries is necessary if ‘the socialist city’ is to become a firm typology of cities.

The research identifies that despite the substantial body of literature that sheds light on China’s economic reform and urban development, understanding of the development process remains vague.

<p><strong>Abstract.</strong> China has experienced high rate urbanization in recent years, with urban population increased from 460 to 750 million and the built-up area of metropolis expanded by almost 60% since 2000. Urban landscape has been dramatically changed by intensified inner-city development and urban sprawl. In recent years, the changes in urban form has transformed from expansion to restructuring. A good understanding of urban expansion and spatial restructuring as a consequence of urbanization has important policy implications, enhancing the knowledge of spatial variations in urban growth in transitional Chinese cities and assisting with sustainable urban and regional planning.</p><p>Using the Landsat satellite images from 1995 to 2015, this research explores urban expansion and its spatial patterns in second-tier Chinese cities, taking Tianjin, Hangzhou and Chengdu as examples, which are the leaders in the urbanization in Northern, Eastern and Western China, respectively. The study area includes the city proper in the three case study cities. Figure 1 shows the expansion of urban area in the three cities over the study time period. By visual inspection, it can be observed that the spatial pattern of urban land use growth varies across the three cities. For example, Tianjin has been largely expanding towards the east, particularly the Tianjin Binhai New Area, which has been rapidly developed into a new city core. The city of Chengdu seems having been expanding toward all directions of the surrounding area, integrated with the adjacent towns into a larger urban agglomeration. Further work will focus on quantitative analysis of the spatial patterns of urban expansion using geographical information system (GIS)-based spatial analytics, as well as the association between urban expansion and socioeconomic changes, with a reflection on the role of national/local policies.</p>

In sub-Saharan Africa, the urban majorities are financially excluded from the formal housing markets and reside in informal settlements. Limited knowledge on the development of informal settlements compromises the efficacy of urban planning and policies targeting such areas. This study presents an analysis of informal urban land use in four major cities in East Africa, as well as an analysis of urban form and household conditions in a case study area in each city. The study found more compact urban form, higher levels of tenants and overcrowding, and lower levels of access to water and sanitation in the examined cities with limited informal urban land use. The study argues that government repression of informal urban development decreases informal land supply and leads to increased competition in the informal land market, causing higher costs of accommodation and consequent fewer household resources for investments in infrastructure and thereby more compromised livelihood. The study argues that governments should accept some modes of informal development, simplify the urban development administration processes, and use technological innovation in land surveys and management, in order to lower costs of accommodation and improve livelihoods for the urban majority financially excluded from the formal housing market in East Africa.

The urbanization and motorization of Chinese cities follow divergent trajectories. However, how the diversity occurred, particularly within the small and medium cities, is understudied. Using panel data from 287 cities from 2001 to 2014 and a time-series clustering method, this study identified representative trajectories along which Chinese cities were urbanized and motorized. Urbanization was measured by scale, wealth, urban form, and infrastructure; motorization by automobile, taxi, bus numbers, and subway lines. Chinese cities were classified into four clusters: 23 Cluster-1 cities were the large cities with heavy rails; 41 Cluster-2 cities were the low-density wealthy cities with auto-oriented mobility; 134 Cluster-3 cities were the low-density medium-wealth cities with moderate mobility levels; and 89 Cluster-4 cities were the high-density poor cities with lowest mobility levels. Comparing to the traditional three-tier structure, exclusively based on political tiers, the four-cluster structure respects the multi-dimensional nature of cities and reflects the essential diversities among the medium and small cities. While political tiers remain critical, other features including scale, density, infrastructure, and mobility patterns are also important: scale differentiates Cluster-1 from others; low density characterizes Clusters 2 and 3; heavy rail and auto-oriented mobility respectively identify Clusters 1 and 2. We contribute to China’s urban development literature by explicitly examining the temporal dimension, analyzing both urbanization and motorization, and incorporating all the medium and small cities in China. The distinct patterns of Clusters 2, 3, and 4 are evident, and the variation within them were as important as that between them and large cities.

Dhaka City has undergone radical changes in its physical form, not only by territorial expansion, but also through internal physical transformations over the last decades. These have created entirely new kinds of fabric. With these changes, the elements of urban form have changed. Plots and open spaces have been transformed into building areas, open squares into car parks, low land and water bodies into reclaimed built-up lands etc. This research has its general interest in the morphologic change of Dhaka City. It focuses on the spatial dynamics of urban growth of Dhaka over the last 55 years from 1952-2007. In the research, the transformation of urban form has been examined through space syntax. The aim behind using this technique is to describe aspects of relationships between the morphological structure of man-made environments and social structures and events. To conduct this research, Wards 49 and 72 of Dhaka City Corporation were selected as the study areas, of which Ward 72 is an indigenous and Ward 49 is a planned type of settlement. Being a planned residential area, the syntactic measures from this morphological analysis are showing quite unchanged and high values in all phases for Ward 49 and the physical characteristics of Ward 72 (Old Dhaka) still represent the past. The syntactic values are found to be higher for Ward 72 and than Ward 49. Higher values indicate that the street network is highly connective among each other. Time affects differently the layout of cities and the architecture of buildings. Of the many human creations, street systems are among the most resistant to change. This has been emphasized in this study, thereby facilitating the comparison of urban layouts across space and time. Rapid urbanization has provided a strong impetus for the economic growth of China, but it has also caused many problems such as inefficient urban land use and environmental pollution. With the popularization of the concept of green and sustainable development, the Environmental-Social-Governance (ESG) assessment concept is widely accepted. The government and residents are paying more and more attention to environmental issues in urban development, and environmental protection has formed an important part of urban development. In this context, this study takes 26 cities in the Yangtze River Delta as examples to build an evaluation system for urban land-use efficiency under green development orientation. The evaluation system takes into account the inputs of land, capital, labor, and energy factors in the process of urban development. Based on emphasizing economic output, the social benefits and undesired outputs brought about by urban development are taken into account. This paper measures urban land use efficiency by the super-efficiency SBM model, and on this basis, analyses the spatial-temporal evolution characteristics of urban land-use efficiency. Further, this paper measures urban land use efficiency without considering undesired outputs and compares the two evaluation methods. Again, the comparison illustrates the rationality of urban land use efficiency evaluation system under green development orientation.

Abstract During the rapid process of urbanization in post-reform China, cities assumed the role of a catalyst for economic growth and quantitative construction. In this context, territorially bounded and well delimited urban cells, globally known as ‘gated communities’, xiaoqu, continued to define the very essence of Chinese cities becoming the most attractive urban form for city planners, real estate developers, and citizens alike. Considering the guidelines in China’s National New Urbanization Plan (2014–2020), focusing on the promotion of humanistic and harmonious cities, in addition to the directive of 2016 by China’s Central Urban Work Conference to open up the gates and ban the construction of new enclosed residential compounds, this paper raises the following questions: As the matrix of the Chinese urban fabric, what would be the role of the gated communities in China’s desire for a human-qualitative urbanism? And How to rethink the gated communities to meet the new urban challenges? Seeking alternative perspectives, this paper looks at the gated communities beyond the apparent limits they seem to represent, considering them not simply as the ‘cancer’ of Chinese cities, rather the container of the primary ingredients to reshape the urban fabric dominated by the gate.

This article understands, from an empirical perspective, the determinants of carbon emissions, using internationally comparable data, and cross-national regressions for India and China. Next, it explores the relationship between urban land use regulations and carbon emissions in India’s cities. Urbanization has no impact on carbon emissions per capita or per unit of geographical area. Electricity consumption in China and electricity produced from coal in India have a positive effect on carbon emissions. GDP per capita has a positive effect in India and not so in China, but per capita GDP squared has a negative impact on emissions in both the countries. Does this imply that urbanization should be ignored in the two countries? The answer is no, because a city’s urban form, to which policy contributes, is correlated with carbon emissions. More suburbanized cities which sprawl more also emit more carbon. India’s land use regulations relating to building height restrictions are conservative, hence Indian cities sprawl, which lead to carbon emissions. Hence, the focus of urban policy has to be on the development of compact cities. The article concludes with caveats of the data.

Despite the many uncertainties of life in cities, promises of economic prosperity, social mobility and happiness have fuelled the imagination of generations of urban migrants in search of a better life. Access to jobs, housing and amenities, and fewer restrictions of personal choices are some of the perceived advantages of cities, characterised here as ‘urban promises’. But while discourses celebrating the triumph of cities became increasingly common, urban rewards are not available everywhere and for everyone. Alongside opportunity, cities offer inequality, conflict and poor living conditions. Their narrative of promise has been persistent across different times and places, but the outcomes and experiences of urban life compare poorly with the overoptimistic expectations of many newcomers. And yet, millions still come and stay regardless of odds, raising the question why we have such positive and persistent expectations about cities. To examine this question, this paper considers the process of urban migration from the perspective of decision-making under uncertainty. It discusses how decisions and evaluations are based on imperfect information and offers a novel contribution by examining how the cognitive biases and heuristics which restrict human rationality shape our responses to urban promises. This approach may allow a better understanding of how people make decisions regarding urban migration, how they perceive their urban experiences and evaluate their life stories. We consider the prospects and limitations of the behavioural approach and discuss how biases favouring narratives of bright urban futures can be exploited by ‘triumphalist’ accounts of cities which neglect their embedded injustices.
