The study examines the current state of public relations practice in Ghana. The study applied the four principle of generic public relations theory to determine whether PR practice in Ghana was strategic. A mixed mode of survey and in-depth interviews were used to gather data from 108 respondents and 15 interviewees respectively. Findings show PR in Ghana is seldom managed strategically, is practiced more at the technician level than managerial, and is bound to cultural norms of the country.

The current state of medical services has long become one of the most important issues of understanding what exactly should serve as a template for their required quality, and why, the role and responsibility of a medical worker are not always considered as the main factors in resolving a situation when the life and health of a patient were exposed to unjustified danger. The article is devoted to the author's new approach to the criminal law regulation of public relations in the field of medical services. Purpose of the article: The author aims to present a scientific approach and scientific substantiation of the possibility of the emergence in the future of a new sub-branch of criminal law - medical criminal law. Methodology and methods: the article uses methods of analysis, synthesis, deduction, as well as the method of interpretation of legal norms, which make it possible to better comprehend the institutions of criminal law and highlight a new branch of law Conclusions: the problem of the presence of imperfections in the current legislation is relevant to study, as evidenced by judicial practice in criminal cases, discussions and works of legal scholars. The author, citing examples from practice, draws attention to the density of the relationship between the sphere of medical services and other related services, and also draws parallels between the grounds that can and should cause the emergence of the considered branch of law. Application of the results: The article is intended for the widest range of readers, including undergraduate and graduate students of higher educational institutions, who study the problems and imperfections of the current criminal law. The material can be used as a guide for the preparation of practical and seminars.

The article is devoted to the analysis of the current state of the legislation of Ukraine in the field of hydraulic reclamation of lands, as well as to highlight the prospects for the development of legal support of the outlined sphere of public relations. It is established that hydraulic reclamation of lands contributes to increasing soil fertility, increasing productivity and sustainability of agriculture, creating a guaranteed food fund of the state. However, in recent years, the effectiveness of hydraulic land reclamation is declining, due to a number of reasons of objective and subjective nature: insufficient logistics and shortcomings in the operation of hydraulic structures, deterioration of ecological and reclamation of agricultural land, lack of interest and responsibility land users. These factors include incomplete use of scientific developments, insufficient information support, imperfect and outdated legal framework. Given the great importance of hydraulic land reclamation for the development of agriculture in the country, these relations require proper legal regulation. It is concluded that the problems of combating desertification, resource and food security of the state in years with adverse weather conditions, water supply of agriculture cannot be solved only by organizing land reclamation, because this problem is complex. In order to achieve the goals of the Irrigation and Drainage Strategy in Ukraine for the period up to 2030, it is necessary to ensure effective interaction of legal, organizational, economic and financial mechanisms of irrigation and drainage restoration in Ukraine within the framework of the identified priority areas. Natov koncept strateških komunikacij, ki je osrednja tema prispevka, je v Sloveniji in Slovenski vojski premalo poznan in uporabljen pojem, še manj je znana njegova vsebina. Pogosto je napačno razumljen in enačen s strateškimi odnosi z javnostmi. Ni direktivno sprejet in uveden v procese odločanja in načrtovanja, vendar v ospredje vedno bolj prihaja zavedanje, da je nujen, in sicer z vsemi svojimi zmogljivostmi in na vseh ravneh delovanja, kot eden ključnih načinov celovitega pristopa k učinkovitemu reševanju kriz v svetu in vedno bolj tudi v domačem okolju. Cilj pisanja je na diplomatski in vojaški ter taktični in strateški ravni spodbuditi zavedanje o nujnosti, pomembnosti in uporabnosti koncepta strateških komunikacij v sodobnem informacijskem času. S predstavitvijo teoretičnega okvira, vsebine in resničnih implikacij koncepta strateških komunikacij v praksi drugih držav, zavezniških in nasprotnikovih sil želimo s prispevkom poiskati zanimanje in pot do stvarne uvedbe in uporabe koncepta v slovenskem okolju. Analitični pregled stanja v Slovenski vojski in širše pokaže, da se sistem še ne zaveda nujnosti uvajanja koncepta v uporabo, čeprav bi se moral. V sklepu so zato zapisani izhodišča in podlaga za gradnjo obravnavanega koncepta v našem okolju, ki bodo predvsem v SV in na Ministrstvu za obrambo, pa tudi širše v slovenskem okolju, temelj za razpravo o oblikovanju nujnih odgovorov na izzive sodobnega varnostnega okolja. In Slovenia and the Slovenian Armed Forces, NATO's Strategic Communication's Concept, which is the main topic of this article, is a little known and used term, while its contents is even less known. It is often misunderstood and compared to strategic public relations. It has not been regulated and incorporated into the decision-making and planning processes. However, the awareness of its paramount importance is coming more and more to the fore. It is needed with all its capabilities and at all levels of operation as one of the key ways of adopting a comprehensive approach to an effective resolution of crisis worldwide and, more and more, in Slovenia. The aim of this article is to encourage the awareness on the urgency, importance and usefulness of the concept of strategic communication in the modern information era. By presenting the theoretical framework, contents and actual implications of the strategic communications concept in the practice of other nations, allied and adversary forces, we aim at ascertaining interest and way to actually implement and apply the concept in Slovenia. According to the analytical overview of the situation in the Slovenian Armed Forces and beyond, the system is not yet aware of the urgency of implementing the concept, although it should be. The conclusion thus includes the platform and foundation for the formulation of the discussed concept in Slovenian environment, which will serve as the basis for the Slovenian Armed Forces, the Ministry of Defence and other institutions to discuss the formulation of urgent responses to the challenges posed by the modern security environment

A thorough analysis of liability for administrative offence is not possible without clear understanding of its preconditions. The problem of preconditions for administrative responsibility is directly related to administrative delictization of offenses, effectiveness of the fight against delict, prominent state policy in the field of law enforcement and law order. In this aspect, the role of the preconditions for administrative responsibility is a lot more important because they formulate proper foundations for achieving its general objectives. Thus, they determine the effectiveness of administrative responsibility at sectoral and general social levels. The importance of the definition is due to the urgent needs of rule-making and law enforcement practice, the effectiveness of which directly depends on how reasonable and appropriate each administrative delict norm is. Unfortunately, despite all its scientific and practical significance, the issue of preconditions for administrative liability has not been resolved yet. Therefore, there is a need to form unified, consistent scientific approach to understanding the grounds for administrative liability. To this end, the article provides a critical analysis of the basic doctrinal concepts of the preconditions of administrative responsibility. A wide range of social, economic, technical and other factors that determine the effectiveness of administrative responsibility, its current state, its dynamics and prospects for its development have been studied. Discovered the role of these factors in creating a favorable socio-economic and information-technical environment for the implementation of the main tasks of administrative responsibility, in particular: offences prevention, reliable protection of public relations and education of citizens in the spirit of law. The author concluded the scientific and practical expediency of the systematic study of the preconditions for establishing administrative responsibility (preconditions for administrative delictization) and the preconditions for the effectiveness of administrative responsibility.

The tourism sector is one of the sectors to increase the economy of the state. Banten is one of the province in Indonesia that has the potential to develop the tourism sector since Banten has Tanjung Lesung as Special Economic  Zone. PT Banten West Java Tourism Development (BWJTD) as a developer of Tanjung Lesung has to manage various strategies to increase the number of tourists. This study explained the public relation strategies of PT BWJTD to increase the number of tourists to Tanjung Lesung. It used a model of strategic planning for public relations from Ronald D. Smith for analysis, known as The Nine Steps of Strategic Public Relations.  The model includes research formative, strategy, tactics, and evaluation. The data were collected using in-depth interviews with three key informants, observation on tactics, and documentation related to Tanjung Lesung. Based on the findings, it can be concluded that the public relation strategies used by PT BWJTD are the proactive strategies. Keywords: Tourism, Tanjung Lesung, Strategic Planning, Public Relations

This article considers public relations through the prism of decision-making. Decisions can be regarded as a way of dealing with complexity. In the following, two approaches to decisions and complexity are discussed. The first is an actor-based prescriptive approach, which focuses on decision-making as a means of managing environmental complexity. There are different tools and techniques that support public relations managers in finding adequate responses. The second is a descriptive approach, which is more interested in the ways in which such tools and techniques contribute to the complex decision process itself. In accordance with Niklas Luhmann’s systems theory, public relations decisions are regarded as a specific form of communication that (a) emphasizes the selectivity of the process by specifying particular public relations options or choices, (b) attributes this selection to a ‘decision-maker’ (e.g. a public relations manager) while simultaneously presuming strategic intent with respect to public perception, and (c) engages the past and future in a specific way. A decision-based approach that builds on communication may thus contribute to a more detailed understanding of public relations practice. Such an approach raises, among others, questions concerning strategic public relations options or the participation of digital entities as ‘decision-makers’. With its focus on decisions as communications, it furthermore links the field of public relations research to schools of thought such as CCO (communicative constitution of organizations) and strategy as practice.

Many Water Authorities throughout Australia have been through or are in the process of reforming their operations. For many, this means operating on a more commercial basis, with a progressively greater emphasis on the financial performance of their services. In many cases, these changes have led to a significant increase in the commercial performance of these businesses to the benefit of both the Water Authority and the broader community. While recognizing commercial viability as a fundamental prerequisite for sustainable development, given the nature of the urban water industry and its central importance in maintaining living standards and addressing environmental issues, progressive managers are beginning to ask the question: “Is our commercial performance the single or even best measure of “success” in the management of our water services?” Addressing this question is one of the issues at the forefront of development of the water industry. The search for a more sustainable management framework has led to the development and promotion of the Triple Bottom Line. However, is this new framework a useable tool or are the reports “greenwash, public relations ploys without substance”? Cardno MBK’s experience in the development of a Triple Bottom Line Reporting format for one of Queenslands most progressive and environmentally responsible Councils provides an insight into the current state of development of the Triple Bottom Line and provides a contribution toward the development of a practical framework.
