Egypt's Muslim Brotherhood and the January 25 Revolution: new political party, new circumstances

This paper highlights the Muslim Brotherhood's experience in Egyptian elections since the 1980s with an emphasis on their last attempts during the Hosni Mubarak era in 2010 and in light of their most recent showing in the 2011 elections. This summary reveals how past electoral activities and failures have positioned this organization the better to capitalize on the newfound democratic climate in a post-revolution Egypt and perform well during the 2011 parliamentary elections. Drawing on these and more recent sources, an attempt is also made to bring the features of today's Egypt's political field into clear focus in the wake of the January 25 revolution and the subsequent emergence of newly formed political parties on the Egyptian scene. The paper concludes with a broad assessment of the prospects for the political future of the Muslim Brotherhood in view of its showing in the initial phase of elections for the People's Assembly that took place in November 2011.

The existence of local political parties in Indonesia is a tangible form of the existence of special autonomy in a certain area. The specificity of a certain area is regulated in the 1945 Constitution Article 18B paragraph (1). In addition, the formation of local political parties is one of the human rights in the political field, as stated in Article 28E paragraph (3) of the 1945 Constitution. The research method uses a normative juridical approach with secondary data and analyzed descriptively qualitatively. Based on research, Papua Province has the right to form political parties (see Article 28 paragraph (1) of the Papua Province Special Autonomy Law). However, the phrase "political party" is considered to have multiple interpretations, thus creating legal uncertainty. Through the decision of the Constitutional Court Number 41/PUU-XVII/2019, the legal uncertainty can be guaranteed by the Constitutional Court Decision. In the future, by looking at the background and real needs of the Papua Province, it is possible to form a Local Political Party in the Papua Province, considering the condition of the Papua Province as a special autonomous region.Partai politik lokal di Indonesia merupakan wujud nyata adanya otonomi khusus di suatu daerah. Kekhususan suatu daerah diatur dalam UUD 1945 Pasal 18B ayat (1). Selain itu, pembentukan partai politik lokal merupakan salah satu hak asasi manusia di bidang politik, sebagaimana tercantum dalam Pasal 28E ayat (3) UUD 1945. Metode penelitian menggunakan pendekatan yuridis normatif dengan data sekunder dan dianalisis secara deskriptif kualitatif. Berdasarkan penelitian, Provinsi Papua berhak membentuk partai politik (lihat Pasal 28 ayat (1) UU Otsus Provinsi Papua). Namun, ungkapan “partai politik” dianggap memiliki multitafsir sehingga menimbulkan ketidakpastian hukum. Melalui putusan MK Nomor 41/PUU-XVII/2019, ketidakpastian hukum dapat dijamin oleh Putusan MK tersebut. Ke depan, dengan melihat latar belakang dan kebutuhan riil Provinsi Papua, dimung­kinkan dibentuknya Partai Politik Lokal di Provinsi Papua, mengingat kondisi Provinsi Papua sebagai daerah otonomi khusus.

Language  has a  vital  function  in  many  different aspects such as social, military, economic, and even politics. Advertisement functions as media of promotion in transferring particular message from advertisers as the addressors to consumers as a target of the advertisement. The messages are meant to persuade consumers or people to choose a certain political party promoting its vision and mission. In addition, an advertisement covers all aspects of life as displayed in newspaper, television, direct mail, radio, magazines, internet and billboards.mIn this case, people can build a social community and use language as a means of delivering  messages. This  discusses one of the elements of political field as a subject matter of the discussion, the advertisements of political party in particular. In making advertisement, the political parties have to be creative in order to attract people‘s attention. With reference to the discussion of this research, the writer analyzes the advertisements of political parties major mass media.

In the first parliamentary elections after Mr. Mubarak’s overthrow in February 2011, the Muslim Brotherhood’s newly formed Freedom and Justice Party had won nearly half the seats in the People’s Assembly. The Muslim Brotherhood, had, over the two previous years, gained political expansion in parliament. The Brotherhood entered into a coalition with other Islamist parties including two Salafist parties, forming an Islamist bloc, but their experience ended with their removal from power and significant changes in the structure of the Brotherhood. Based on the political programs of the Islamist parties in Egypt, this article seeks to analyze the experience of Islamists in power by focusing on their practical perceptions of the Islamist political system. The article concludes that the political Islamist organizations lacked a coherent mechanism to propel them from the stage of the organization’s (political party) management to a stage of state administration. Egyptian Islamist groups had no specific perception of the nature of the state, or of an applied model to implement the “Islamic state.” Although these groups had a declared project, which they had been attempting to establish for decades, their focus was solely on discussing the expected outcome they had hoped to achieve, while neglecting to elaborate on how their affairs could be run, once in power. This shortfall was due to an accumulation of the multiple problems the groups had faced, whether they be conceptual reasons of state, power issues, or the organizational obstacles strewn along the paths of the components that comprised the group, which had prevented them, over decades, from overcoming them. Hence, the traditional mechanisms they continued to apply while in power proved inadequate in responding to the crises inherent in the experience of government. They failed to introduce new mechanisms to address the issues as dictated by the necessity for practical experience and solutions once they had attained power.

This article examines the trajectory of the group called the ‘Salafist Call’ in Alexandria (al-Da‘wah al-Salafiyyah) and its political party, the ‘Nour Party’ (Hizb al-Nur). It discusses the group's formation, its intellectual and legal concepts and positions, its move towards party political action, the repercussions of that experience on both the group and its political party as well as the effect of that on the performance of political Islamism in general. The conclusion considers the future of Salafist political action and the extent to which the Salafist Call can continue as the political representative of the Islamists, particularly in light of the ban on the Muslim Brotherhood in Egypt.

Chapter 3 investigates the process of party formation in France, Germany, Great Britain, and Italy, and demonstrates the important role of cultural and societal premises for the development of political parties in the nineteenth century. Particular attention is paid in this context to the conditions in which the two mass parties, socialists and Christian democrats, were established. A larger set of Western European countries included in this analysis is thoroughly scrutinized. Despite discontent among traditional liberal-conservative elites, full endorsement of the political party was achieved at the beginning of the twentieth century. Particular attention is paid to the emergence of the interwar totalitarian party, especially under the guise of Italian and German fascism, when ‘the party’ attained its most dominant influence as the sole source and locus of power. The chapter concludes by suggesting hidden and unaccounted heritages of that experience in post-war politics.

Chapter 1 introduces the long and difficult process of the theoretical legitimation of the political party as such. The analysis of the meaning and acceptance of ‘parties’ as tools of expressing contrasting visions moves forward from ancient Greece and Rome where (democratic) politics had first become a matter of speculation and practice, and ends up with the first cautious acceptance of parties by eighteenth-century British thinkers. The chapter explores how parties or factions have been constantly considered tools of division of the ‘common wealth’ and the ‘good society’. The holist and monist vision of a harmonious and compounded society, stigmatized parties and factions as an ultimate danger for the political community. Only when a new way of thinking, that is liberalism, emerged, was room for the acceptance of parties set.

This chapter introduces a new, two-dimensional way of measuring intra-party democracy (IPD). It is argued that assembly-based IPD and plebiscitary IPD are two theoretically different modes of intra-party decision-making. Assembly-based IPD means that discussion and decision over a certain topic takes place at the same time. Plebiscitary IPD disconnects the act of voting from the discussion over the alternatives that are put to a vote. In addition, some parties have opened up plebiscitary decision-making to non-members which is captured by the concept of open plebiscitary IPD. Based on the Political Party Database Project (PPDB) dataset, indices are developed for the three variants of IPD. The empirical analyses here show that assembly-based and plebiscitary IPD are combined by political parties in different ways while open party plebiscites are currently a rare exception.

The formulation of policies constitutes a core business of political parties in modern democracies. Using the novel data of the Political Party Database (PPDB) Project and the data of the Manifesto Project (MARPOR), the authors of this chapter aim at a systematic test of the causal link between the intra-party decision mode on the electoral manifestos and the extent of programmatic change. What are the effects of the politics of manifesto formulation on the degree of policy change? Theoretically, the authors distinguish the drafting process from the final enactment of the manifesto. Empirically, they show that a higher autonomy of the party elite in formulating the manifesto leads to a higher degree of programmatic change. If party members constrain party elite’s autonomy, they tend to veto major changes.

Abstract How does a political party become ‘mainstream’? And what makes some parties receive arguably the opposite designation – ‘pariah party’? This conceptual article examines the processes by which parties’ mainstream or pariah status must be constructed, negotiated and policed, not only by political scientists in the pursuit of case selection, but by several actors actively involved in the political process, including media actors and political parties themselves. It explains how these actors contribute to these processes of ‘mainstreaming’ and ‘pariahing’, considers their motivations and provides illustrative examples of how such processes take place. As such, the article moves beyond the literature on the ways in which mainstream parties seek to deal with or respond to threats from a variety of pariah parties, instead paying attention to how those parties have been constructed as pariahs in the first place, and how these processes simultaneously contribute to the maintenance of mainstream party identities.

Infamously, the 1991 Bulgarian Constitution contains a provision banning political parties “formed on an ethnic basis.” In the early 1990s, the neo-communist Bulgarian Socialist Party invoked this provision when it asked the country's Constitutional Court to declare unconstitutional the political party of the beleaguered Turkish minority. In this article, Venelin I. Ganev analyzes the conflicting arguments presented in the course of the constitutional trial that ensued and shows how the justices’ anxieties about the possible effects of politicized ethnicity were interwoven into broader debates about the scope of the constitutional normative shift that marked the end of the communist era, about the relevance of historical memory to constitutional reasoning, and about the nature of democratic politics in a multiethnic society. Ganev also argues that the constitutional interpretation articulated by the Court has become an essential component of Bulgaria's emerging political order. More broadly, he illuminates the complexity of some of the major issues that frame the study of ethnopolitics in postcommunist eastern Europe: the varied dimensions of the “politics of remembrance“; the ambiguities of transitional justice; the dilemmas inherent in the construction of a rights-centered legality; and the challenges involved in establishing a forward-looking, pluralist system of governance.
