The fish landed at the Archipelago Fishing Port of Sungailiat is an important aspect for the fishing industry development. One of the factors that influence the sustainability of capture fisheries is optimal fishing operation. Fishing season index can be used to determine an appropriate time in perform of fishing operations. The objective of this research is to determine fishing season pattern of pelagic and demersal fish in the Archipelago Fishing Port of Sungailiat. Time series data on catch and fishing efforts (2006-2015) collected from Sungailiat Archipelago Fishing Port were used to calculate monthly CPUEs and then analysed using moving average method to obtain fishing season index for each month. This results showed that the peak fishing season of eastern little tuna and Barre spanish mackerel occur for 4 months with the best peak season respectively in October and April. The peak fishing season of Yelowstripe Scad, Tile Trevally, Terpedo Scad, sharks and Grouper occur for 5 months with the best peak season respectively in October, May, January, April, and February. The peak fishing season of Marine catfish and Black pomfret occur for 6 months with the best peak season respectively in January and October. While the peak fishing season of Ray occur for 8 months with the best peak season in October.

The paper considers the state of the fisheries industry in Russia in context of national projects and the Food Security Doctrine of the Russian Federation. It is shown that currently the industry level excludes the possibility of national projects realisation due to the lack of mechanisms. An option has been proposed to create a state fisheries corporation that will carry out national projects and influence private fishing companies in the implementation of these projects.

This article is devoted to topical issues of the fishing industry development in the Russian Far East. Far East is the largest and the most abundant with fish resources region of Russia, and also it is the largest territorial administrative unit. The main scientific and practical task the research can help to solve is implementation of strategic prospects and scientific support of the industry development government programs. The aim of the research is to update the trends and identify the main problems of the fishing industry development in the Far East of Russia over the past decade. Methodologically the research is based on the concept of regional economy sustainable development. The article analyzes such indicators of the industry development as: number of enterprises in the industry, number of employees at the industry enterprises, volume of fish products production and processing, level of domestic prices for fish products, fish products consumption volume, fish products export value, volume of investments in fixed assets of industry enterprises. The key trends are identified and the most important problems of the regional fishing industry development are noted. Among such problems: the industry’s dependence on the world market situation, insufficient development of domestic market, excessive growth in prices for fish products in the domestic market, low degree of fish products processing, dependence of fish products export on Asian countries’ consumers.

Subject. The article investigates the program-targeted planning methodology, which is implemented in the Russian Federation and leading foreign countries, for high-tech industry development. Objectives. The aim is to identify the specifics of program-targeted planning for the development of high-tech industries, to shape programs and plans for innovative development in the Russian Federation and leading foreign countries. Methods. The study employs general scientific methods of systems analysis, including the statistical and logical analysis. Results. I reviewed methods of program-targeted planning, implemented by the world’s leading countries (the Russian Federation, United States of America, France, Great Britain, Netherlands, Norway, Japan, Canada), in the interests of the development of various high-tech sectors of the economy. The study established that the methodology of program-targeted management is an effective tool for resource allocation by various types of economic activities in accordance with national priorities. I developed proposals by priority areas for improving the methodology for program-targeted planning and management in the Russian Federation in modern economic conditions. Conclusions. The findings and presented proposals can be used to improve methods for program-targeted planning to develop high-tech sectors of the economy; to design various long-term programs and plans, reducing the risk of their implementation; to determine the ways and methods of sustainable socio-economic and innovative and technological development of the world's leading economies.
