Abstract The presented article introduces the utilization of laser scanning technology in the field of pavement management (PM) systems. Thanks its many advantages that allow objectification of road surface characteristics in a more holistic and sophisticated way, right decision-making within the PM, both at the network and project level. Specifically, outputs from the installed road scanners, such as SRS, Trimble CX and Lynx SG1 Mobile Mapper, have been combined to improve the accuracy. There has been found data correlation dependence of the development of rut depth for non-rigid pavements by evaluation of data from measurements at the public transport stop Hurbanova in Žilina during the years 1994 to 2018.

Pavement management systems are crucial because of monitoring the current pavement condition to supply safe, efficient, comfortable and durable riding surface for vehicles. Driving safety is the most important issue, which is closely related to pavement surface texture. The texture of the pavement surface and its ability to resist the polishing effect of heavy traffic is an important parameter in providing necessary skidding resistance during the service life. In this study, 4 different asphalt pavement sections located in Izmir/TURKEY with having different traffic characteristics were investigated every three months for two years aiming to evaluate the effect of traffic volume on the surface textural and frictional properties of the pavement. The textural properties were evaluated using sand patch test (SPT) and a 3D Laser Scanning System (LSS), while Dynamic Friction Tester (DFT) was employed to assess the frictional properties. As a result, lower Mean Texture Depth (MTD) and Mean Profile Depth (MPD) values were obtained for the increased traffic volumes. High correlation was derived between macro and micro textural properties of the asphalt pavement. Additionally, the textural and frictional properties were found highly related for the investigated asphalt pavement surfaces.

This paper concerns an analysis regarding the performance of X-ray equipment as well as the radiological safety in veterinary facilities. Data were collected from 380 X-ray veterinary facilities countrywide during the on-site regulatory inspections carried out by the Greek Atomic Energy Commission. The analysis of the results shows that the majority of the veterinary radiographic systems perform within the acceptable limits; moreover, the design and shielding of X-ray rooms as well as the applied procedures ensure a high level of radiological safety for the practitioners, operators and the members of the public. An issue that requires specific attention in the optimization process for the proper implementation of veterinary radiology practices in terms of radiological safety is the continuous training of the personnel. The above findings and the regulatory experience gained were valuable decision-making elements regarding the type of the regulatory control of veterinary radiology practices in the new radiation protection framework.

Aim: In the practice of awarding public contracts, sometimes the behavior of market actors, instead of competing with other entities, are aimed at illegal cooperation, including bid rigging. The above shows that healthy competition is not possible without efficient market control. In public procurement market this control is, primarily, carried out by public procurement entities: the President of the Public Procurement Office (Prezes UZP) and the National Appeal Chamber (KIO), and furthermore by President od the Office of Competition (Prezes UOKiK) and Consumer Protection and the Court od Competition and Consumer Protection. and Consumer Protection (SOKiK). The interesting issue is how the activities of the President of Office of Competition and Consumer Protection targeted  to contend with bid rigging affects on the activities of President of the Public Procurement Office (Prezes UZP) or the National Appeal Chamber (KIO). Design / Research methods: analysis and comparison decisions/ judgment issued by the President of the Public Procurement Office, National Appeal Chamber, the President of  the Office of Competition and Consumer Protection and the Court of Competition and Consumer Protection. Conclusions: The analysis has shown that the existence of specificities in the activities of the decision-making bodies and the judgments examined. However, in keeping with the specificity of the forms and objectives of control, these entities should cooperate, to a greater extent than before. Expanding the scope of cooperation would make it possible to better contend with bid rigging without changing the competition protection model. The introduction of institutionalized instruments for cooperation between the authorities seems to be valuable in terms of system solutions. Value of the article: The main value of the article is the comparison of selectively selected decisions and judgments representative of the problem under consideration and their comparative analysis in order to achieve the research objectives. The article deals with issues relevant to both public procurement practitioners and the state bodies dealing with procurement matters.

Analyzing the public policy challenge of multifunctional land use, for which farmers are required to be food producers, water resource managers and environmental stewards, it is argued that a location-sensitive policy mix is required, consisting of appropriate regulation complemented by advice provision, voluntarism, and well-targeted incentive schemes. The case is further made for adaptive management, local deliberation and stakeholder participation, and hence for governance that is open, delegated, and collaborative. Assessment, planning, and decision making need to be delegated to the most appropriate governmental level and spatial scale to achieve desired outcomes, whilst effective mechanisms for vertical and horizontal coordination of the resulting multilevel and polycentric governance are essential. Hydrographic catchments have significant advantages as spatial units for analysis, planning, coordination, and policy delivery. However, catchment-based working creates further need for cross-level, sector, and scale communication and coordination. Mechanisms for this merit further attention.

Abstract The current worldwide water resources issue is one of the crucial matters to overcome obstacles to sustainable development. This problem, formerly tackled in a sectored manner, is now pointing towards an analysis directed to treating the watershed as a management unit, with regards to all dimensions of knowledge and, especially, to the public participation in the decision-making processes. As an alternative to measure its performance, it has been sought out to develop indexes aimed to measure its sustainability, but there is still a lack of the use of composed efficient methodologies that also enable public participation in decision-making. This research presents a methodology comprising 15 indexes for the calculation of the Watershed Sustainability Index (WSI), followed by the application of the PROMETHEE multi-criteria analysis method and the COPELAND multi-decision-maker method. The methodology was applied to evaluate the performance of subwatersheds of the Piranhas-Açu watershed, located in the Brazilian northeast semi-arid region. The performance ordering, obtained through the application of the methods, emphasizes that subwatersheds' performances are uneven. It can be noticed that the subwatersheds' performances are still far from ideal in relation to water resources management, even in the ones that displayed satisfactory index levels.

AbstractOrganisations are important gatekeepers in the labour market inclusion of immigrants and their children. Research has regularly documented ethnic discrimination in hiring decisions. Aiming to further our understanding of the role of organisations in influencing the professional trajectories of individuals of immigrant origin, this paper investigates the recruitment practices of public administrations. Drawing on approaches from organisational sociology and a qualitative case study of public administrations in the German state of Berlin, the article identifies three crucial elements of organisational decision-making affecting the recruitment of staff of immigrant origin: decisions regarding advertisement strategies, formal criteria, and individual candidates. Further, the article shows the underlying decision-making rationalities and the role of organisational contexts and ethnic stereotypes for recruitment-related decisions.

Urban public transportation hubs are the key nodes of the public transportation system. The location of such hubs is a combinatorial problem. Many factors can affect the decision-making of location, including both quantitative and qualitative factors; however, most current research focuses solely on either the quantitative or the qualitative factors. Little has been done to combine these two approaches. To fulfill this gap in the research, this paper proposes a novel approach to the public transportation hub location problem, which takes both quantitative and qualitative factors into account. In this paper, an improved multiple attribute group decision-making (MAGDM) method based on TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) and deviation is proposed to convert the qualitative factors of each hub into quantitative evaluation values. A location model with stochastic passenger flows is then established based on the above evaluation values. Finally, stochastic programming theory is applied to solve the model and to determine the location result. A numerical study shows that this approach is applicable and effective.

Public regulators (such as European Food Safety Authority, European Medicines Agency, and European Centre for Disease Prevention and Control) are placing increasing demands on scientists to make uncertainties about their evidence transparent to the public. The stated goal is utilitarian, to inform and empower the public and ensure the accountability of policy and decision-making around the use of scientific evidence. However, it is questionable what constitutes uncertainty around the evidence on any given topic, and, while the goal is laudable, we argue the drive to increase transparency on uncertainty of the scientific process specifically does more harm than good, and may not serve the interests of those intended. While highlighting some of the practical implications of making uncertainties transparent using current guidelines, the aim is to discuss what could be done to make it worthwhile for both public and scientists.

Abstract Hurricane warnings are the primary sources of information that enable the public to assess the risk and develop responses to threats from hurricanes. These warnings have significantly reduced the number of hurricane-related fatalities in the last several decades. Further investment in the science and implementation of the warning system is a primary mission of the National Weather Service and its partners. It is important that the weather community understand the public’s preferences and values for such investments; yet, there is little empirical information on the use of forecasts in evacuation decision making, the economic value of current forecasts, or the potential use or value for improvements in hurricane forecasts. Such information is needed to evaluate whether improved forecast provision and dissemination offer more benefit to society than alternative public investments. Fundamental aspects of households’ perceptions of hurricane forecasts and warnings and their potential uses of and values for improved hurricane forecast information are examined. The study was designed in part to examine the viability of survey research methods for exploring evacuation decision making and for eliciting values for improved hurricane forecasts and warnings. First, aspects that affect households’ stated likelihood of evacuation are explored, because informing such decisions is one of the primary purposes of hurricane forecasts and warnings. Then, stated-choice valuation methods are used to analyze choices between potential forecast-improvement programs and the accuracy of existing forecasts. From this, the willingness to pay (WTP) for improved forecasts is derived from survey respondents.
