Abstract Regulation is the important things as the framework and reference for developer to conduct a business such as geothermal development legally in line. Geothermal regulation is needed in developing geothermal power plant as renewable energy from green energy for cleaner environment. The purpose of this research was to analyse the geothermal regulation in Indonesia and compare with New Zealand regulation. This research was conducted using a qualitative descriptive research method. The data used in this study were taken through in-depth interviews with an expert and literature study from various relevant sources data related with Indonesia and New Zealand geothermal regulation. One of geothermal regulation in Indonesia is related to the Geothermal Working Area (GWA), where basically issued from two regimes of geothermal law, that are GWA formed prior Act No. 27/2003 and GWA formed afterward Act No. 27/2003, those geothermal regulations was changed time by time. While New Zealand has regulations namely Resource Management Act (RMA) 1991 which is the main environmental law in New Zealand. Therefore, from this research was analysed that clear regulation is needed to conduct geothermal development which is more applicable and provide benefits to geothermal developers who are fully supported by the government and stakeholders.

This article aims to find out the existence of Islamic banking in Indonesia, This research uses qualitative descriptive research method. In this descriptive qualitative research, the researcher uses literature study which is searching information through books, magazines, journals, SPS OJK date, reference books, and other sources either in written form or in relevant digital format and related to research study object. The results of this study show that sharia banking first started to enter Indonesia in 1992 pioneered by Bank Muamalat Indonesia (BMI) until now its existence still exist and develop rapidly. Visible from year to year the number of sharia banking office experienced a rapid growth yaiitu increasing number of offices spread throughout the province in Indonesia both Sharia (BUS), Syariah Business Unit (UUS) and BPRS. For the branch network of BUS and UUS in 2016 for KPO / KC as much as 623, KCP/UPS as many as 1,342 and KK as many as 240. While the number of BPRS in Iindonesia in 2012 as many as 158 and increased in 2016 to 166. So is the number of customers who save money and take the number of pembisiyaan increasingly increasing year in 2014 the number of customers BUS Dan UUS as much as 11,444,013 and increased in 2016 to 18. 521.121. As for the number of accounts both DPK and Financing also increased from year to year. For the DPK of 2014 the number is 14,386,575 and increased in 2016 to 22. 198.718, and for financing, receivables and greetings in the year 2014 amounted to 3. 769,181 in 2016 increased to 4,515,930.

The study of e-cigarettes (vape) associated with excise is quite difficult to find in Indonesia. Thus, this study becomes important for the government in evaluating the application of vape liquid excise tax rules to make it fairer for businesses. By using a qualitative descriptive research method, this study obtained the findings that in the working area of KPPBC Type Madya Cukai Malang, the implementation of new regulations related to vape had increased the tobacco excise tax revenue by <1% of the total tobacco excise revenue in the Malang region. In Malang, the contribution of excise revenue from vape liquid is still relatively small to the overall excise tax revenue from tobacco products considering the quantity that is still not massive because it is a new product subject to excise. Although the socialization efforts related to this matter can be said to be successful, it is still needed a mechanism for channeling information for example through social networks so that the latest policies and regulations that are implemented can be implemented more effectively.

Efektivitas Tempat Pelelangan Ikan (TPI) bertujuan untuk mengetahui bagaimana Efektivitas kegiatan Tempat Pelelangan Ikan (TPI di Kecamatan Pusakanagara Kabupaten Subang.Lokasi yang di adikan obyek penelitian yaitu Tempat Pelelangan Ikan (TPI) di Kecamatan Blanakan Kabupaten Subang. Penelitian ini membahas tentang hal-hal yang berkaitan dengan Efektivitas kegiatan Tempat Pelelangan Ikan (TPI) dalam menalankan kegiatan untuk meningkatkan keseahteraan para nelayan.Dalam penelitian ini penulis menggunakan metode deskriptif kualitatif melalui observasi dan wawancara, studi kepustakaan dan dokumentasi. Metode pengumpulan data diperoleh langsung dan dokumen di peroleh dalam bentuk peraturan-peraturan, sedangkan pengolahan data dengan menganalisis hasil wawancara dan observasi. Hasil penelitian menunukkan bahwa Efektivitas kegiatan Tempat Pelelangan Ikan (TPI) DI Kecamatan Pusakanagaran Kabupaten Subang belum efektif sesuai dengan teori pengukuran  Efektivitas menurut Duncan yang dikutif Richard M. Stree. Hal ini diakibatkan masih terdspst nelayan yang menual hasil tangkapannya di luar Tempst Pelelangan Ikan (TPI) dan adnya kendala dalam pembayaran secara tunai kepada nelayan, seharusnya dibayar dengan tunai tapi nelayan baru mendapatkan uang dalam waktu 2 samapi 3 hari   Effectiveness of the of fish auction places ( TPI) aims to find out how effective the of (TPI) fish auction sites is in Pusakanagara Subang Distric Subang Regency. The location used as the obect of research is the (TPI) fish auction place in the district of Pusakanagara, Subang Regency. This study discusses matters relating the effectiveness of TPI  fish auction place in carrying out to inprove the welfare of the fishermen. In this study the authours used a qualitative descriptive research method through observation and interviews, literature study and documentation, data colletion methods are obtained directly and documents are obtained in the form of regulations while processing data by analyzing the results of interviews and observations. The results showed that the effectiveness pf TPI fish auction place in the district of Pusakanagara Subang Regency was not yet effective in accordance with the theory of effectiveness measurement according to duncab cited bby Richard m. strees. This is proven by the fact that there are still fishermen who sell their catch outside the TPI fich auction place as well as the lack of facilities and infrastructure in the TPI fish auction place and there are obstacles in paying cash to fishermen, should be paid in cash but fishermen only get money within 2 up 3 days.

Masyarakat di wilayah Panjalu, memiliki upacara adat setempat yang menjadi identitas masyarakat panjalu itu sendiri. Salah satu upacara adat yang dijaga dan dilestarikan oleh masyarakat Panjalu yaitu Upacara Adat Nyangku. Upacara Adat Nyangku adalah sebuah instrumen yang dipakai oleh nenek moyang masyarakat panjalu dalam mensiarkan agama islam. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Barang-barang yang di bersihkan ketika prosesi upacara adat nyangku yaitu: 1) Pedang, sebagai senjata yang digunkan sebagai sarana untuk penjagaan diri ketika menyebarkan agama islam, 2) Cis, merupakan tombak sebagai senjata yang digunkan sebagai sarana untuk penjagaan diri ketika menyebarkan agama islam, 3) Keris komando, bekas senjata yang digunakan raja panjalu sebagai alat komando dalam pemerintahan di kerajaan Panjalu, 4) Keris, merupakan pegangan atau koleksi para bupati panjalu terdahulu, 5) Pancaworo, merupakan alat yang digunakan sebagai senjata perang zaman dahulu, 6) Bangreng, merupakan alat yang digunakan sebagai senjata perang zaman dahulu, 7) Gong kecil, merupakan alat yang digunakan untuk mengumpulkan rakyat pada zaman dahulu. Selanjutnya di hari yang ditentukan, ketika Upacara Adat Nyangku siap untuk dilaksanakan, ada syarat khusus yang harus di patuhi yaitu 1) Cara Berpakaian, 2) Tata Cara Kirab Benda-benda peninggalan Kerajaan Panjalu. Apabila di analisis lebih lanjut, pada dasarnya tidak semua benda peninggalan di bersihkan ketika prosesi Upacara Adat Nyangku. Benda-benda peninggalan yang lain biasanya dibersihkan besok harinya. Hal yang demikian tersebut bertujuan agar prosesi Upacara Adat Nyangku berjalan efektif tanpa memakan waktu yang lama. Benda peningalan yang dibersihkan ketika prosesi Upacara Adat Nyangku hanya benda peninggalan asli Kerajaan Panjalu saja yaitu: 1) Pedang, 2) Keris KomandoAbstract Communities in the Panjalu region have local traditional ceremonies which become the identity of the panjalu community itself. One of the traditional ceremonies which is guarded and preserved by the Panjalu community is the Nyangku Traditional Ceremony. Nyangku Traditional Ceremony is an instrument used by the ancestors of the panjalu community in promoting Islam. This study uses a qualitative descriptive research method. The items that were cleaned during the procession of the Nyangku traditional ceremony, namely: 1) The sword, as a weapon used as a means of self-defense when spreading Islam, 2) Cis, was a spear as a weapon used as a means of self-defense when spreading Islam , 3) Keris command, former weapons used by king Panjalu as a command tool in the government in the kingdom of Panjalu, 4) Keris, is the handle or collection of the previous long-time regents, 5) Pancaworo, a tool used as an ancient weapon of war, 6) Bangreng, a tool used as an ancient war weapon, 7) Small Gong, is a tool used to gather people in ancient times. Furthermore, on the appointed day, when the Nyangku Traditional Ceremony is ready to be carried out, there are special conditions that must be obeyed, namely 1) How to dress, 2) Procedure for Kirab Heritage objects of Panjalu Kingdom. If further analyzed, basically not all relics are cleared during the procession of my Nyangku Traditional Ceremony. Other relics are usually cleaned tomorrow. This is intended to make the Nyangku Traditional Ceremony process effective without taking a long time. Restored objects that are cleaned during the procession of the Nyangku Traditional Ceremony are only the original relics of the Panjalu Kingdom, namely: 1) Swords, 2) Keris Komando

The purpose of this study is to determine the extent of the handling of public complaints management based on E-government in Kendal Regency and the response of the Kendal Regency Government to complaints from the public. This study used a qualitative descriptive research method, while data collection was carried out in three ways, namely observation, interviews, namely interviews with experts or people who understand topic to be researched and documentation study. The results showed firstly that E-government-based complaint handling system at UP4 of the Communication and Informatics Office of Kendal Regency was running optimally. The indicators that can be seen are as of February 2019 as many as 1338 complaints that were submitted to the Public Service Complaints Management Unit (UP4) 1248 have been processed. Second, in the context of implementing e-government in managing complaints, it is included in the scope of Government to Citizens (Government to Society) and also includes the use of Government to Employees services. Third, the types of e-government services in Indrajit (2004: 29-32) are described as divided into three main classes, namely: publish category, interact category, and transact category. In compalint handling system based on e-gove at UP4 Kendal district, it is included in the interact class category, because there has been a two-way communication and interaction relationship between the government and the community. There are still a large number of Pre-Prosperous Families (KPS) in Karawang Regency as many as 111,825 families, so the government overcomes this by implementing the Prosperous Family Income Improvement Business (UPPKS) program with the assistance of Appropriate Technology Tools to the UPPKS group in Karawang Regency. The purpose of this research is to analyze local government strategies in increasing the productivity of the UPPKS program. The method used in qualitative descriptive research using the theory of J Salusu Strategy in four dimensions, namely Identification, Development, Completion, Implementation and Evaluation with a qualitative descriptive approach. Data collection techniques were used through observation, interviews, documentation and literature study with employee informants of the Population Control and Family Planning Office of Karawang Regency. In this study, researchers used a descriptive research method with a qualitative approach carried out by literature and field studies. Field studies were carried out through observation and interviews The results showed that, the strategy of the Karawang Regency Government in increasing the productivity of the Prosperous Family Income Improvement Business Program (UPPKS) was less than optimal, it was seen through the identification phase where there were still constraints on the limited budget. The implementation and evaluation phases motivate the Dinas to continue to improve its services to the community in Increasing Program Productivity with all running programs. Masih banyaknya Keluarga Pra-Sejahtera (KPS) di Kabupaten  Karawang sebanyak 111,825 keluarga, maka pemerintah mengatasi hal tersebut dengan penerapan program Usaha Peningkatan Pendapatan Keluarga Sejahtera (UPPKS) dengan adanya bantuan Alat Teknologi Tepat Guna kepada kelompok UPPKS di Kabupaten Karawang. Tujuan penelitian ini akan menganalisis strategi pemerintah daerah dalam peningkatan produktivitas program UPPKS. Metode yang digunakan dalam penelitian deskriptif kualitatif dengan menggunakan teori Strategi J Salusu dalam empat dimensi yaitu Identifikasi, Pengembangan, Penyelesaian, Implementasi dan Evaluasi dengan pendekatan deskriptif kualitatif. Teknik pengumpulan data digunakan melalui observasi, wawancara, dokumentasi dan studi pustaka dengan informan pegawai Dinas Pengendalian Penduduk dan Keluarga Berencana Kabupaten Karawang. Dalam penelitian ini peneliti menggunakan metode penelitian deskriptif dengan pendekatan secara kualitatif yang dilakukan dengan studi pustaka dan studi lapangan. Studi lapangan dilakukan melalui observasi dan wawancara. Hasil penelitian menunjukkan bahwa, Strategi Pemerintah Daerah Kabupaten Karawang dalam Peningkatan Produtivitas Program Usaha Peningkatan Pendapatan Keluarga Sejahtera (UPPKS) kurang optimal, hal tersebut dilihat melalui fase identifikasi yang mana masih ada kendala pada anggaran yang terbatas. fase implementasi dan evaluasi menjadikan motivasi agar Dinas terus memperbaiki pelayanannya terhadap masyarakat dalam Penigkatan Produktivitas Program dengan semua program yang berjalan.

The COVID-19 pandemic that has emerge and attacked Indonesia since the beginning of 2020 has intensified the demands for the role of the government to formulate a specific kind of policies that can address and accommodate social, economic, and political problems that arise as a consequence of this non-natural disaster. In an effort to cope with this disaster, the government has given a mandate to BNPB to take the strategic steps needed so that this pandemic is quickly finished, not least in Garut Regency, West Java. By implementing a qualitative descriptive research method, this study aims to methodologically and comprehensively analyze the role of BNPB in handling the COVID-19 pandemic in Garut Regency. The role of BNPB is very crucial considering the magnitude of the mandate carried out in an effort to mitigate the risk of the COVID-19 Pandemic disaster in Garut Regency, West Java.  Keywords: COVID-19 Pandemic; BNPB’s Role; Disaster Management; Comprehensive Studies.

This research aims to analyze extra-campus student organizations' political orientation in the 2019 presidential election in Makassar city using the qualitative descriptive research methods approach. Data collection methods use in-depth interviews and literature studies. Informants selection using purposive sampling techniques. This research indicates that internal factors relate to the extra-campus student organization's internal conditions in the 2019 presidential election in Makassar city. These internal conditions include encouraging their cadres to mature politically and democratically, maintaining the neutrality and idealism of cadres, and keeping the nation and state integrity. Besides, they supervise the government by conducting dialogue and discussion. At the same time, they imply that the 2019 presidential election's political agenda is a learning arena and rejects practical politics and oversees the candidate's vision and mission and every government policy by conducting studies. External factors are related to the influence from outside the extra-campus student organization, namely the alumni organization. The eight extra-campus student organizations consisting of HMI, PMKRI, GMKI, GMNI, PMII, IMM, KAMMI, and GEMA Pembebasan stated no intervention to select one candidate pair in the 2019 presidential election in Makassar city based on alumni's organizational instructions. There are three political orientations in the extra-campus student organizations in Makassar city: first, cognitive political orientation, second, affective political orientation, and third, evaluative political orientation.

This study aimed to determine the effectiveness of the nutrition improvement program policy in Subang Regency. This study uses a qualitative descriptive research method through observation and interviews, literature study, and documentation. Data triangulation and obtained from key informants directly and relevant to the problem under study are sources of data. The results showed that the policy program for improving Subang Regency nutrition has been running but has not been effective, including several factors such as limited human resources who manage the program. The availability of additional food for infants and toddlers is still insufficient. For this reason, it needs to be considered so that the program can be carried out properly following the stated objectives. The government needs to pay more attention to the adequacy of nutrition workers. To provide maximum service to the community. The implementation of nutrition improvement programs must be more activated, maintained continuously, and improved communication and socialization, built both cross-program and cross-sectoral to reduce malnutrition cases. Procedures for handling cases of malnutrition. It is hoped that the procedure for referring children suffering from malnutrition can be faster so that children can be treated quickly, and their nutritional condition can quickly improve

Nowadays the needs of the house are difficult to obtain, although the government is always active and strives to carry out housing development. In the midst of the limited ability of the government, has led to business opportunities to meet the needs of community housing, commonly referred to as developers. Developers in providing homes often do not provide clear information relating to the specification conditions of the house to the consumer. The problems discussed in this thesis writing is, first how the form of legal protection of the consumer for misleading housing ad information? Second, how is the business actor's responsibility for misleading home advertising information? This research is an analytical descriptive research, with normative juridical approach as main approach and empirical juridical as supporter. The data used are secondary data and primary data collected through literature study and field study with interview technique. The analysis is done qualitatively and presented in the form of qualitative descriptive. Based on the results of research that has been analyzed it can be concluded, firstly, forms of legal protection of misleading housing ad information, for the actions undertaken by developers PT. Bangun Persada Sejatera to Villa Anggrek housing consumer, the consumer as an injured party can make various legal efforts to fight for his rights through: the settlement of consumer dispute through litigation and settlement of non-litigation consumer disputes. Secondly, the business actor's responsibility for misleading housing advertising information is that the consumer is entitled to submit his / her complaint relating to the house in the maintenance warranty period of 100 (one hundred) calendar days. Developers as business actors will seek every improvement that complained by consumers. If the consumer feels aggrieved by the business actors, the entrepreneur shall be obliged to provide compensation, compensation and / or reimbursement for loss caused by the user, user and the utilization of the goods and / or services that have been traded.
