Abstract This article discusses a proposal applying an earmarking tax scheme to PBB-P2 in DKI Jakarta Province to support financing and flood disaster management, based on the flood disaster that always occurs every year and has many losses. In addition, the current pattern of financing comes from the APBD or local general fund. This scheme will trigger the potential for discontinuity of budget allocations for flood disaster management. This study aims to identify and compare the practice of financing and handling disasters in other countries. Then it aims to see the advantages and disadvantages of the proposed proposal and explore the policy recommendations that can be given if this proposal is later implemented. By using a qualitative approach, this research is done through in-depth interviews and literature study. The study results found that, there are two financing schemes for flood disaster management, namely (1) national budget and (2) other government funds. Another finding shows that the proposed application of the earmarking tax can legally be carried out in DKI Jakarta. Although, there are advantages and disadvantages, and there are several options for the DKI Jakarta Provincial Government that can be considered if this proposal is later implemented.

People in Jambi city assume that Pasar Hong Kong, a traditional market located in Jelutung sub-district, is “a Chinese market”, even some areas in the city of Jambi such as Jelutung, Koni, and Talang Banjar are dominated by the ethnic of Chinese. This research aims to explore how social inequality that occurs due to the advantages and disadvantages of an ethnic group so that it can affect individual attitudes that damage social capital. This research uses a case study approach with in-depth interviews and literature study as data collection techniques. The subjects of this study were ethnic Malay and Chinese female merchants in Pasar Hong Kong, Jambi city, Indonesia. This research found that social inequalities that occur among the female merchants of ethnic Malay and Chinese in Pasar Hongkong occur naturally, where both merchants and buyers have a high tolerance when interacting. Although sometimes there are differences in attitude when the merchants serve different ethnic buyers. The involvement of traditional leaders in managing social inequalities is very important due to the lack of assimilation among ethnic Malay and Chinese.

This study aims to analyze four previous conceptual models related to zakat and waqf by Indrawan et al. (2018), Ascarya et al. (2018), Tanjung (2018), Hassan (2010) and also designing various Integrated Zakat and Waqf Models for disaster management and evaluate them as best model which is most suitable in community, local, and national scopes. In-depth interviews and literature study from relevant sources are conducted to develop the models. The proposed models called Integrated Zakat and Waqf Model for Disaster Management (IZWDM) that involves of social and commercial aspects provides of three alternative models according to three steps of disaster management namely IZWDM-A for Relief step; IZWDM-B for Recovery step; and IZWDM-C for Reconstruction step. This study is expected to enhance all parties to do more synergy in managing disasters that happened in Indonesia.

AbstractThis study aims to apply the model of professional development of lesson study in Speech Skills course through debating ability of student of lndonesian language and literature study program of Faculty of Teacher Training and Education of Muhammadiyah University Professor Dr. Hamka. This lesson study program involves various elements, namely the lecturers team of lesson study, lecturers of speech skills students and semester III students of Indonesian Language and Literature Studies Program FKIP UHAMKA. This research uses Classroom Action Research which consists of (1) Plan stage, is development of teaching materials that is debate. (2) Do stage in the form of activities or implementation in the classroom by the model lecturer in the form of learning to students of the third semester, and (3) See stage or joint reflection between the model lecturer and the observer team about the advantages and disadvantages of teaching materials and processes that have been implemented. Lesson Study activities are designed in two cycles, each cycle consists of 2X meetings, at each meeting will be Plan, Do, and See stages in each learning process. The purpose of phasing in each cycle is to improve the students 'ability to speak which was previously passive, but continuously improved by using appropriate methods and media can improve students' ability in expressing their arguments so that students can improve their ability to argue. The results of this study indicate that: (1) the implementation of lesson study has given satisfaction to lecturer model and observer and student. (2) the are able to produce lessons (RPS, LKM, teaching materials, learning media, and quality assessment instruments) as they are made together with model lecturers and lecturers observer teams) (3) Dean of FKIP Uhamka’s support and its staff on lesson study activities for the improvement of lecturers professionalism that will ultimately improve the quality of education.Keywords: Ability, Inquiry, Media, Speech Skills

Aim: This research aim is to analyze an artificial intelligence platform that can be used in imparting education as well as evaluating student performance. Method: This research was conducted with a qualitative method by conducting in-depth interviews and a literature study. Results: The findings of this study shows that Artificial Intelligence technology can be used as a means of developing English learning for students. Discussion: There have been several studies that support research results, that AI can be used to improve students' English skills through applications, websites, Virtual Reality technology, and other AI-based learning and teaching systems. Limitation: The limitation of this research is that it does not examine how far the role of AI in students' English learning is. Suggestion: For further research, it is expected to test how far the role of AI is to improve students' English skills, especially Universitas Airlangga students.

The capability of the Internal Government Supervisory Apparatus (APIP) is the ability to carry out supervisory tasks consisting of three interrelated elements: capacity, authority, and competence. The objective of this research is to give policy recommendations for enhanced APIP capability in the Inspectorate General of the Ministry of Health. This research is a descriptive study with qualitative analysis method with in-depth interview and literature study. Results of this research indicate that there are some obstacles: the socialization done only to some employees of Itjen; no Special Team on the process of improving APIP capability; the time and task division is unclear; has no special budget yet; there has not been a derivative rule from the Internal Audit Charter (IAC); no reward and punishment system; no documentation of supervision working papers; the policy has not been internalized. This research concludes that the implementation of the policy has not been reached optimally based on PERKA BPKP Number PER-1633/K/JF/2011. Communication is the most influential factor in the implementation of APIP enhancement policy. The recommendation from this research are consistently socialize to employees within the Inspectorate General, make Standard Operating Procedures (SOP), allocate budget activities in 2018, create memorandum of understanding with other agencies, and self-assessment and program evaluation absolutely must do continuously.

Coastal communities commonly depend on their income on marine resources with fishing produces as the main income. Their work is quite risky, as fishing is inextricable from work accidents, loss of life, loss of boats and equipment, personal health and safety, and safety of ship crews. This study aims to determine the mechanism of insurance implementation and fishermen’s perceptions of the Insurance Assistance Program for Fishermen in Prigi, Trenggalek, Jawa Timur. This present study employed descriptive qualitative. The data was collected through in-depth interviews, observation, and literature study. Results show that the number of insurance participants fluctuated, and even decreased every year from 2018 to 2020. Some of the causing factors were fishermen’s lack of interest in the insurance programs due to bad experiences in the past. They reported that the claim submission process was long and complicated when a work accident occurred. Lack of socialization of the insurance program had also made fishermen less familiar.

The Jakarta Bay reclamation policy is an issue that is currently a public debate. This debate is strengthened by environmental issues, the marginalization of certain groups, the regulation of authority and also corruption in the Jakarta Bay Reclamation project. Some central and provincial government institutions take different stances on the issue. The first objective of this research is to analyse environmental policy in reclamation of Jakarta Bay with the approach of political ecology. This research uses a qualitative approach. The data were obtained from in-depth interviews with stakeholders involved in the policy making of the Jakarta Bay reclamation environment and the literature study. This study concludes that the Jakarta Bay reclamation policy creates a conflict between the central and provincial governments. This is due to the overlapping regulation of Jakarta Bay reclamation authority as well as differences in attitude and interests among stakeholders. In the approach of political ecology, the Jakarta Bay reclamation policy has failed to accommodate the three interests, are social, economic and environmental interests. The conflicts that occur also cause an omission that not only harms the economy, but worsens the social and economic impact.

This research is conducted to evaluate tax incentives for donation activities of disaster management based on policy evaluation criteria by William Dunn which consists of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The research method used is qualitative approach and qualitative data analysis techniques. In qualitative research, the researcher occupied theory as a tool to guide the research by collecting data through interviews and literature study until reaching the conclusion. The data used in this research is qualitative data, gathered through literature review, documentation study, and in-depth interviews with experts (policymakers, policy implementers, academicians, civil society). The result of this study indicates that the tax incentive policy on donations for disaster management has not met William Dunn's policy evaluation criteria. The research shows that quite limited benefit granted and less clear of technical guidance of tax incentives implementation for disaster donations lead the taxpayer which has been undertaking the role as donators to not utilize the incentives. In order to occupy tax incentives to contribute to disaster management effectively, the government needs to socialize the implementation with clear guidance.
