The International Scientific Conference on Communications, Information, Electronic and Energy Systems (CIEES’2021) was held virtually in Ruse, Bulgaria from 25 to 27 November, 2021. The CIEES’2021 was organized by the Association CIEES with the following partners: University of Ruse (Bulgaria), Politehnica University of Bucharest (Romania), the Union of Scientists in Ruse (Bulgaria) and Encon Services Ltd (Bulgaria). In light of the current situation related to the coronavirus (COVID-19) and regarding to the internal government regulations from the Bulgarian Ministry of Health, the Organizing Committee took the decision to turn CIEES’2021 in a virtual format – online conference on the same period. The goal of the CIEES’2021 conference is to provide an international forum for researchers, academics, people in industry, and students to address recent research results and to present and discuss their ideas, theories, technologies, systems, tools, applications, work in progress and experiences on all theoretical and practical issues arising in telecommunications, electronics, signal processing and applications, information technologies and energy. The collection includes articles based on the reports of scientists of the K. A. Timiryazev RGAU-MSHA, other universities and research institutions at the International Scientific Conference dedicated to the 155th anniversary of the K. A. 3rd International Conference “Advances in Environmental Engineering” (AEE 2021) organised by Faculty of Mining and Geology of the VŠB-Technical University of Ostrava, Czech Republic and Faculty of Civil Engineering of the Technical University of Košice, Slovak republic, was held in November 25-26, 2021 online. The article is devoted to the review of the current situation and prospects for the development of artificial intelligence in the Russian Federation. Russia has a huge potential for the development of artificial intelligence and information technologies, in this regard, the study of the problems of the development of these areas becomes relevant. In addition, the article presents options for solving the problems of increasing innovation activity in the field of artificial intelligence and information technologies.

Protecting healthcare workers (HCWs) is a top priority in COVID-19 pandemic at this time. HCWs who carry the pathogens will increase the risk of infecting their patients, their colleagues as well as the community. Therefore, HCWs must follow the guidance of preventive measures issued by the Ministry of Health to ensure safety, although that means they have to work under uncomfortable condition. That is the reason why the role of surveillance and assessment the risk of infection is extremely critical. Only with regular and continuous supervision, with instructions and reminders, can HCWs effectively prevent the COVID-19 infection, especially while being under intensity - work pressure of the current situation.

In this article shown the activities and experience of commercial banks of developed countries are studied and prospects of using information technologies in the development of innovative activities in the system of our national commercial banks. At the same time, opinions were expressedabout the possibility of achieving positive results using digital technologies on the basis of developmentof innovative activities of banks of Uzbekistan. Proceeding from this urgent task, the article developed proposals and conclusions on the coverage of the importance of innovative development of banking activities, theoretical views of our homeland and foreign scientists on this and the analysis of the current situation on innovative development of the banking system, as well as on the wide use of information technologies in the innovative development of banks. The opportunities are highlighted for innovative development of the banking system with the effective use of digital technologies
