Agonistic Queer TV Studies for Western Europe

Queer TV studies have until now focused predominantly on U.S. TV culture, and research into representations of sexual and gender diversity in Western European, Asian, and Latin American programming has only recently found traction. Due to this U.S. focus, queer television in Western Europe has yet to be comprehensively documented in scholarly sources, and Western European queer television studies hardly constitute an emancipated practice. Given that U.S.-focused queer theories of television remain the primary frame of reference to study LGBT+ televisibility in Western Europe, but its domestic small screens comprise a decidedly different institutional context, it is at this time necessary to synthetically assess how the U.S. television industry has given way to specific logics in queer scholarship and whether these logics suit conditions found in domestic television cultures. Queer analyses of U.S. TV programming rightly recognize the presence and form of non-heterosexual and non-cisgender characters and stories as a function of commerce; that is to say, television production in the United States must primarily be profitable, and whether or how the LGBT+ community is represented by popular entertainment is determined by economic factors. The recognition hereof pits queer scholars against the television industry, and the antagonistic approach it invites dissuades them from articulating how TV could do better for LGBT+ people rather than only critiquing what TV currently does wrong. While it is crucial to be attentive toward the power relations reflected and naturalized by television representations, it is also important to recognize that the discretion of prescriptive, normative interventions by queer TV scholars relates to conditions of U.S. television production. The dominance of public service broadcasters (PSBs) and their historical role in spearheading LGBT+ televisibility highlights the distinctive conditions queer TV scholarship is situated in in Western Europe and troubles established modes of engaging the medium. Where the modest scale of national industries already facilitates more direct interaction between academics and TV professionals, PSBs are held to democratic responsibilities on diverse representation and have a history of involving scholars to address and substantiate their pluralistic mission. Consequently, Western European television cultures offer a space to conceive of an agonistic mode of queer TV scholarship, premised not only on contesting what is wrong but also on proposing what would be right. Hence, future engagements with domestic LGBT+ televisibility must look beyond established analytics and explore the value of articulating openly normative propositions about desirable ways of representing sexual and gender diversity.

Queer television studies scholarship tends to construct “queerness” and “normality” as incommensurable concepts, defining queer “against the normal rather than the heterosexual.” In this article, we show how this construction is specifically intertwined with highly liberalized media contexts, and generates a fundamentally static understanding and operationalization of the concept of normality in queer television studies. Turning to Flemish television fiction of the late 1990s, we point to a dynamic and open-ended approach toward sexual and gender diversity, and illustrate how televised normality itself can be a queer phenomenon. In doing so, we offer a framework to understand the proliferation of LGBT+ characters and storylines in twenty-first-century Flemish television fiction, and contribute to a nuanced understanding of the dynamics of normalization and television fiction in a western European television industry.

Due to proceeding globalization processes, involving a rise in mobility and international interdependencies, the frequency and relevance of intercultural contact situations increases. Consequently, the ability to deal effectively with intercultural situations is gaining in importance. However, the majority of studies on measures of intercultural competence focuses on Western Europe and the United States or cultures of the Far East. For the present study, previously understudied Eastern European (former communist) cultures were included, by sampling in Hungary, Serbia, and the Czech Republic, in addition to (the Central or Western European country) Germany. Thus, this study enabled comparisons of scale characteristics of the cultural intelligence scale (CQS), the multicultural personality questionnaire (MPQ), as well as the blatant and subtle prejudice scales, across samples from different cultures. It was also examined how the CQS and MPQ dimensions are associated with prejudice. To analyse scale characteristics, the factor structures and measurement invariances of the used instruments were analyzed. There were violations of configural measurement invariance observed for all of these scales, indicating that the comparability across samples is limited. Therefore, each of the samples was analyzed separately when examining how the CQS and MPQ dimensions are related to prejudice. It was revealed that, in particular, the motivational aspect of the CQS was statistically predicting lower prejudice. Less consistently, the MPQ dimensions of open-mindedness and flexibility were statistically predicting lower prejudice in some of the analyses. However, the violations of measurement invariance indicate differences in the constructs' meanings across the samples from different cultures. It is consequently argued that cross-cultural equivalence should not be taken for granted when comparing Eastern and Western European cultures.


Significance That turned the eleven-year-old MeToo movement into a central pillar of a broader drive in the United States to address gender, race and social inequality. Since then, the technology sector has become a bit more hospitable to women but still has much to do on employment and workplace culture. Impacts COVID-19 has stalled some of the momentum to #MeToo reforms. The tech sector's persistent poor gender diversity potentially hurts industry competitiveness. Few US states have yet extended sexual harassment protections to cover race, ethnicity and gender identity.

This chapter describes how immigrant religion generally has become a more significant social divide, a greater challenge to integration, and a more common source of conflict with mainstream institutions and practices in Western Europe than in the United States. There are three main reasons for this. Of paramount importance are basic demographic facts. The religious backgrounds of immigrants in Western Europe and the United States are different, mostly Christian in the United States as compared to Western Europe, where a large proportion is Muslim. Muslims of immigrant origin in Western Europe also have a lower socioeconomic profile than those in the United States. Moreover, Western European native majorities have more trouble recognizing claims based on religion because they are more secular than religiously involved Americans.

Ranajit Guha is one of the best-known and most innovative historians of modern India. The bulk of his best-known work was published between 1981 and 2002. The main historiographical issues that appear in his work include (a) the colonial appropriation of the Indian past and its representation as a “highly interesting portion of British history,” which together with the force of colonial conquest added up in Guha’s terminology to a colonial expropriation of Indian history; (b) the complicity of all branches of colonialist knowledge in the fact or force of conquest; (c) British rule in India as a “dominance without hegemony,” in which the moment of coercion outweighed the moment of persuasion by contrast with western Europe; (d) an Indian historiography of India that attempts to redress the expropriation of Indian history and make “the Indian people, constituted as a nation, the subject of their own history”; (e) a subaltern historiography that identifies the limitations of the mainstream Indian historiography of India and the need to pay attention to the “neglected dimension of subaltern autonomy in action, consciousness and culture,” the “contribution made by the people on their own”; and (f) a historiography that goes beyond “statism” to the everyday being-in-the-world of ordinary people, countering the pretensions of the “prose of world-history” with the “prose of the world.” These issues recur in various forms and combinations in Guha’s books and essays, notably the ones he contributed to Subaltern Studies, an edited series that he launched in 1982. The theoretical influences on Guha’s work are not limited to Marxism and its many offshoots. Guha used the concept of “subaltern” to signify anyone in India who did not belong to the “elite” and therefore included peasants, workers, impoverished landlords, and others whose behavior exhibited a combination of defiance and deference to the elite. It has many points of contact with Gramsci’s work. Guha drew freely on the philosophy of Hegel and Heidegger, Bengali literature, notably the works of Rabindranath Tagore, not to mention semiotics, linguistics, structuralism, and poststructuralism, the objective being not theoretical monism or purity but the mobilization of a wide range of references to shed light on history’s dark corners. The eclectic richness, if not elusiveness, of the concept of “subaltern” and Guha’s deployment of it in various forms to speak to caste, class, and gender issues has perhaps inspired its wider diffusion for rethinking the history of popular consciousness and mobilization in fields as far apart as Asian, African, and Latin American history.

The impact of LGBTQ (lesbian, gay, bisexual, transgender, and queer) issues on U.S. foreign relations is an understudied area, and only a handful of historians have addressed these issues in articles and books. Encounters with unexpected and condemnable (to European eyes) sexual behaviors and gender comportment arose from the first European forays into North America. As such, subduing heterodox sexual and gender expression has always been part of the colonizing endeavor in the so-called New World, tied in with the mission of civilizing and Christianizing the indigenous peoples that was so central to the forging of the United States and pressing its territorial expansion across the continent. These same impulses accompanied the further U.S. accumulation of territory across the Pacific and the Caribbean in the late 19th century, and they persisted even longer and further afield in its citizens’ missionary endeavors across the globe. During the 20th century, as the state’s foreign policy apparatus grew in size and scope, so too did the notions of homosexuality and transgender identity solidify as widely recognizable identity categories in the United States. Thus, it is during the 20th and 21st centuries, with ever greater intensity as the decades progressed, that one finds important influences of homosexuality and gender diversity on U.S. foreign policy: in immigration policies dating back to the late 19th century, in the Lavender Scare that plagued the State Department during the Truman and Eisenhower presidencies, in more contemporary battles between religious conservatives and queer rights activists that have at times been exported to other countries, and in the increasing intersections of LGBTQ rights issues and the War on Terror that has been waged primarily in the Middle East since September 11, 2001.

After England began what came to be known as the First Industrial Revolution at the end of the eighteenth century, industrial technology quickly diffused throughout the nations of the North Atlantic. Within fifty years of the first rumblings of British industrialisation, the factory system had spread to Western Europe and the United States. Latin America, however, lagged behind. It was not until the twentieth century that manufacturing came to lead the economies of Latin America and that agrarian societies were transformed into industrial societies.This article seeks to understand this long lag in Latin American industrialisation through an analysis of the experience of Mexico during the period 1830–1940. The purpose of the paper is to look at the obstacles that prevented self-sustaining industrialisation from taking place in Mexico, as well as to assess the results of the industrialisation that did occur.The basic argument advanced is that two different types of constraints prevailed during different periods of Mexico's industrialisation. During the period from 1830 to 1880 the obstacles to industrialisation were largely external to firms: insecure property rights, low per capita income growth resulting from pre-capitalist agricultural organisation, and the lack of a national market (caused by inefficient transport, banditry and internal tariffs) all served as a brake on Mexico's industrial development. During the period 1880–1910 the obstacles to industrialisation were largely internal to firms. These factors included the inability to realise scale economies, high fixed capital costs and low labour productivity. During the period from 1910 to 1930 these internal constraints combined with new external constraints – including the Revolution of 1910–17, the political uncertainty of the post-revolutionary period and the onset of the Great Depression – which further slowed the rate of industrial growth.

In the Latin American milieu, Mexico stands out as a host nation for exiles. It is somewhat paradoxical that a country with very restrictive migration policies was always willing to receive victims of political persecution, and later expanded this behavior to include victims of ethnic, religious, and gender persecution, generalized violence, and natural disasters. Explaining this paradox involves considering the transformations that the 1910 Revolution introduced into Mexico’s domestic and international politics and how these transformations impacted abroad, above all in the Latin American space, projecting the idea of a nation committed to the construction of political order and just and democratic societies. Political asylum and the Refugee Status Determination are the legal instruments by which Mexico has welcomed foreigners in conditions of extreme vulnerability. The widespread use of these instruments forged the image of Mexico as a nation of exiles. Many victims of persecution entered the country under the protection provided by the instruments of political asylum and refugee status; undoubtedly, many more did so by circumventing migratory obstacles thanks to generous governmental conduct in situations of political persecution. A journey through the most important experiences of exiles in Mexico must start with the first Latin American exiles persecuted by dictatorial regimes in the 1920s, before turning to the case of the Spanish Republicans after the Civil War in the late 1930s, and then immediately incorporating European victims of Nazism during World War II. During the Cold War a second stage of exile began with the arrival of Americans persecuted by McCarthyism in the United States, and later by the influx of thousands of Latin Americans victims of new military dictatorships. This cycle ended at the beginning of the 1980s when large contingents of Guatemalans crossed the border with Mexico to protect themselves from a war of extermination launched by the army of that country. The size and the social composition of this exile obliged Mexico to draft policies for the reception of victims of persecution that led to adjustments in national legislation and strategies for collaboration with the United Nations. In the final decades of the 20th century, the redemocratization processes in Latin America led to a marked decrease in the number of victims of political persecution. Nevertheless, since the beginning of the 21st century Mexico has faced new challenges, no longer in terms of political asylum but in terms of refuge. The increasing flows of foreign migrants who, irregularly, transit through Mexican territory to reach the border with the United States and the migration enforcement policies implemented by the US government have generated a considerable increase in requests for refugee status in Mexico. This phenomenon, unprecedented in the history of the reception of victims of persecution, leaves Mexico facing an enormous challenge in terms of humanitarian protection for foreigners who flee their countries to preserve their freedom and protect their lives.

The action of the French National Assembly in the late summer of 1954 finally ended the hopes of proponents of the European Defense Community Treaty. Today the treaties and protocols of the London and Paris Conferences which proposed the creation of a Western European Union are the objects of official scrutiny. Both Italy and Germany will become members of the Western European Union after the appropriate ratifications of these documents. The restoration of Germany to a status of equality with that of other Western European states and her admission into NATO have been proposed by the Foreign Ministers of the Western powers.But behind these actions there has lurked a fear which is reflected in many European countries, the fear of a neo-fascist rebirth in Western Germany and Italy. The image of a rearmed Germany, feeding on the industry of the Ruhr and associated with a Nazi revival, frightens many French parliamentarians. In Britain, the Bevanites have expressed left-wing Laborite fears of German rearmament and have associated it with probable fascist direction. Said their leader on November 18, 1954, in a parliamentary exchange: “Do you think the people of this Country will be safer against the prospects of war if German armies and their Nazi officers have atom and hydrogen bombs?” The neutralism prevalent among some groups in Western Europe can be interpreted in part as their reaction to similar questions. And in the United States, there has not been lacking in some quarters a belief that there is a dangerous spectre which is haunting Western Europe and the world, namely a neo-fascist revival on the north side of the Rhine.

While a substantial literature explores gender differences in participation in the United States, Commonwealth countries and Western Europe, little attention has been given to gender’s impact on participation in the developing world. These countries have diverse experiences with gender politics: some have been leaders in suffrage reforms and equal rights, while, in others, divorce has only recently been legalized. This article examines the relationship between gender and participation in seventeen Latin American countries. Many core results from research in the developed world hold in Latin America as well. Surprisingly, however, there is no evidence that economic development provides an impetus for more equal levels of participation. Instead, the most important contextual factors are civil liberties and women’s presence among the visible political elite.
