This chapter deals with institutions and states. Institutions are essentially regular patterns of behaviour that provide stability and predictability to social life. Some institutions are informal, with no formally laid down rules such as the family, social classes, and kinship groups. Others are more formalized, having codified rules and organization. Examples include governments, parties, bureaucracies, legislatures, constitutions, and law courts. The state is defined as sovereign, with institutions that are public. After discussing the concept of institutions and the range of factors that structure political behaviour, the chapter considers the multi-faceted concept of the state. It then looks at the history of how the European type of state and the European state system spread around the world between the seventeenth and twentieth centuries. It also examines the modern state and some of the differences between strong states, weak states, and democratic states.

This chapter explores the relationship between the state and institutions and how political scientists theorize about them. It first provides an overview of the concept of institutions and the range of factors that structure political behaviour, noting how political, economic, and social factors determine particular outcomes, which are in turn influenced by ‘structure’ and ‘agency’. It then considers the multifaceted concept of the state and the rise of the European state, focusing in particular on the ways in which the European type of state and state system spread around the world between the seventeenth and twentieth centuries. The chapter goes on to discuss the modern state and some of the differences between strong states, weak states, and democratic states, suggesting that states need legitimacy and robust institutions to be strong.

Modern state law is an expansive force that permeates life and politics. Law's histories—colonial, revolutionary, and postcolonial—tell of its constitutive centrality to the making of colonies and modern states. Its powers intertwine with life itself; they attempt to direct it, shape its most intimate spheres, decide on the constitutive line dividing public from private, and take over the space and time in which life unfolds. These powers settle in the present, eliminate past authorities, and dictate futures. Gendering and constitutive of sexual difference, law's powers endeavor to mold subjects and alter how they orient themselves to others and to the world. But these powers are neither coherent nor finite. They are ripe with contradictions and conflicting desires. They are also incapable of eliminating other authorities, paths, and horizons of living; these do not vanish but remain not only thinkable and articulable but also a resource for the living. Such are some of the overlapping and accumulative interventions of the two books under review: Sara Pursley's Familiar Futures and Judith Surkis's Sex, Law, and Sovereignty in French Algeria. What follows is an attempt to further develop these interventions by thinking with some of the books’ underlying arguments. Familiar Futures is a history of Iraq, beginning with the British colonial-mandate period and concluding with the 1958 Revolution and its immediate aftermath. Sex, Law, and Sovereignty is a history of “French Algeria” that covers a century of French colonization from 1830 to 1930. The books converge on key questions concerning how modern law and the modern state—colonial and postcolonial—articulated sexual difference and governed social and intimate life, including through the rise of personal-status law as a separate domain of law constitutive of the conjugal family. Both books are consequently also preoccupied with the relationship between sex, gender, and sovereignty. And both contain resources for living along paths not charted by the modern state and its juridical apparatus.

Este artigo tem como objetivo discutir a importância da utilização de impressos operários enquanto fonte para as pesquisas em história da educação, analisando alguns debates e ideias educacionais presentes em dois jornais operários de origem associativa: O Labor, da Confederação Auxiliadora dos Operários, e O Confederal, do Centro Confederativo dos Operários. As associações responsáveis pelos periódicos foram constituídas nos primeiros anos de existência de Belo Horizonte, cidade construída para sediar a nova capital do Estado de Minas Gerais. Os impressos operários, por sua vez, são entendidos em suas particularidades tendo-se em vista as suas características, os quais divulgavam algumas ideias e debates, como os referentes ao campo educacional. A partir da análise dos jornais foi apurada a existência de demandas e propostas por educação para todas as classes sociais, visto que o ensino em Belo Horizonte não era ofertado a todos, ou se era oferecido, não alcançava as classes sociais menos favorecidas.The working class press and the History of Education: an analysis of the contributions of the newspapers The Labor and The Confederal to the History of Education in the initial years of Belo Horizonte. This article aims to discuss the importance of the use of working class press as a source for research in the history of education, analyzing some debates and educational ideas present in two workers' newspapers of associative origin: The Labor, of the Auxiliary Confederation of Workers, and The Confederal, of the Confederative Center for Workers. The associations responsible for the periodicals were constituted in the first years of existence of Belo Horizonte, city built to host the new capital of the State of Minas Gerais. The working class periodicals, in turn, are understood in their particularities in view of their characteristics, which disseminated some ideas and debates, such as those concerning the educational field. From the analysis of the newspapers, the existence of demands and proposals for education for all social classes was verified, whereas the education in Belo Horizonte was not offered to all, or if it was offered, it did not reach the less favored social classes. Political correctness has become a fighting word used to dismiss and discredit political opponents. The article traces the conceptual history of this fighting word. In anthropological terms, it describes the social life of the concept of political correctness and its negation, political incorrectness. It does so by adopting a concept-in-motion methodology, which involves tracking the concept through various cultural and political regimes. It represents an attempt to synthesize well-established historiographic and anthropological approaches. A Swedish case is introduced that reveals the kind of large-scale historical movements and deep-seated political conflicts that provide the contemporary context for political correctness and its negation. Thereupon follows an account of the conceptual history of political correctness from the eighteenth century up to the present. Instead of a conventional conclusion, the article ends with a political analysis of the current rise of fascism around the world and how the denunciation of political correctness is both indicative of and instrumental in this process.

Michel Foucault developed his now (in)famous neologism governmentality in the first of the two lectures he devoted to ’a history of governmentality, Security, Territory, Population (1977-78) and The Birth of Biopolitics (1978-79). Foucault developed this notion in order to do a historical investigation of ‘the state’ or ‘the political’ which did not assume the entity of the state but treated it as a way of governing, a way of thinking about governing. Recently, the Italian philosopher Giorgio Agamben has taken up Foucault’s notion of governmentality in his writing of a history of power in the West, most notably in The Kingdom and the Glory. It is with inspiration from Agamben’s recent use of Foucault that Foucault’s approach to writing the history of the state (as a history of governmental practices and the reflection hereof) is revisited. Foucault (and Agamben) thus offer another way of writing the history of the state and of the political, which focuses on different texts and on reading more familiar texts in a new light, thereby offering a new and notably different view on the emergence of the modern state and politics.

The 20th century brought different periods in the history of Mongolia including theocracy, socialism and democracy. This article describes what renouncing the world (especially the home and the family), taking ordination, and taking monastic vows meant at the turn of the 20th century and a century later. Extracts from interviews reveal the life of pre-novices, illustrating their family backgrounds, connections with family members after ordination, and support from and towards the family. The master-disciple relationship which was of great significance in Vajrayāna tradition, is also described. As few written sources are available to study monks’ family ties, the research was based on interviews recorded with old monks who lived in monasteries in their childhood (prior to 1937), monks who were ordained in 1990, and pre-novices of the current Tantric monastic school of Gandantegčenlin Monastery. The interviews revealed similarities and differences in monastic life in given periods due to historical reasons. Though Buddhism could not attain its previous, absolutely dominant role in Mongolia after the democratic changes, nowadays tradition and innovation exist in parallel.

The article has three goals. The first is to present the history of research on Polish dialectal phrasematics. In particular, attention was paid to the last five years, i.e. the period 2015–2020. The works in question were ordered according to the dialectological key, taking into account the following dialects: Greater Polish, Masovian, Silesian, Lesser Polish, and the North and South-Eastern dialects. The second goal is to indicate the methodologies that have so far been used to describe dialectal phrasematics. Initially, component analysis was used, which was part of the structuralist research trend, later (more or less from the late 1980s) the ethnolinguistic approach, especially the description of the linguistic picture of the world, began to dominate. The third goal of the article is to provide perspectives. The author once again (as he did it in his earlier works) postulates the preparation of a dictionary of Polish dialectal phrasematics.

The overwhelming popularity in academic writing of such concepts as transnationalism, anti-essentialism and postcolonialism illustrate the impact of the postmodern critique of once-stable entities ranging from the nation and the state to culture and civilization. We no longer believe in the steady orderings of humanity bequeathed by ‘heavy modernity’. But does this mean that concepts like the nation and civilization are obsolete? This article takes issue with the current hype of transnationalism, and suggests a correction to the current focus on interconnectedness, networks and flows by introducing the concept of ‘reference cultures’. It claims that in the history of the world, robust collective mentalities act as a counter-balance to cultures in motion.

The history of the archive is the history of the state. Or so say conventional approaches to the archives. Until recently, the archive has been seen solely as a site, or rather a repository, of modern state power and governmentality, and a crucial medium for the making and preservation of national memory in the late 19th century. There is a truth to this state-centric perspective: the archive was conceived as a place where governments keep their records; they usually contain a term such as “state,” “government,” or “national” in their names; and they are often funded by and connected to a governmental body.
