Power and diplomacy in the post-liberal cyberspace

Abstract It is becoming widely accepted that we have transitioned, or are now transitioning, from an international liberal order to a different reality. Whether that reality is different solely in terms of power dynamics, or also in terms of values and institutions, is up for discussion. The growing body of literature on ‘post-liberalism’ is used as an entry-point for this article, which aims to explore how the post-liberal transition applies to cyberspace. We explore how power dynamics are evolving in cyberspace, as well as how established norms, values and institutions are contested. The article then looks at the emergence of cyber diplomacy as a consequence and response to the post-liberal transition. As it will be argued, if cyberspace was a creation of the liberal order, cyber-diplomacy is a post-liberal world practice. What role it plays in shaping a new order or building bridges between different political visions, and what it means for the future of cyberspace, will constitute key points of discussion.

This article is the result of a research on the Kaharingan problematic issues of religious identity after being integrated into Hindu Dharma. During the ‘New Order’ (President Soeharto's government) Kaharingan religion was not included in one of the religions served by the state. The issue of state recognition and the ease of obtaining civil services for Kaharingan adherents are strong reasons for Kaharingan religious leaders to integrate Kaharingan as part of Hinduism. The research raises the issues: (1) how is the process of integrating Kaharingan religion into Hindu Dharma? (2) what are the implications of such integration? and, (3) how is the existence of Kaharingan religious identity as the original ‘Dayak tribe religion’ after integration into Hindu Dharma in the future? This study aims to portray the existence of Kaharingan religion during integration into Hindu Dharma. This type of research is qualitative-descriptive with the method of collecting data through observation and interviews with religious leaders and administrators of religious institutions namely the Hindu Kaharingan Grand Council (MB-AHK), as well as an analysis of documents related to the object of research. Theories used in this research are integration theory, identity theory and locality theory. The integration process has implications for various fields, ranging from education, social, religious, economic, political upto cultural identity. The future challenges of Kaharingan are: internal conflict, a dilemma of distortion from third parties and stigmatization as one of the Hindu Dharma sects.

The contribution of this study to existing scholarship is threefold. First, it extends heterology’s timeline beyond the late 1930s to encompass the final phase of Bataille’s career (1955–62) devoted to prehistory. It argues that heterology’s keyword – the wholly other – furnished an entry point into the prehistoric past marginalized by traditional historiography. Second, it demonstrates that the exemplar of prehistory’s otherness is silence. Along with Maurice Blanchot, Bataille forged a modernist aesthetics that promotes silence as an interruption of speech. It therefore concludes that interruption – frequently dismissed as a sign of Bataille’s deficiencies or in contradiction with his goal of continuity – recaptures the continuum lost when archaic humans invented work, language, and a deferral to the future. With sections on religious experience, markings, eroticism, and the rupture between animals and humans, this study offers an introduction to prehistory in Bataille for specialists and general readers willing to plunge into what scholars now describe as deep history.

Academic activity surrounding constructive and solutions journalism has surged in recent years; thus, it is important to pause and reflect on this growing body of work in order to understand where the field can and should go in the future. We conducted a systematic review of existing literature on solutions and constructive journalism ( N = 94), in an effort to (1) describe the state of this field by identifying the patterns and trends in the methodological and conceptual approaches, topics, institutions, countries and practices involved in this research, and (2) illuminate potentially important gaps in the field and suggest recommendations for future research.

Es tiempo para reflexionar sobre las consecuencias que, para el pensamiento historiográfico, significan los nuevos modos de representación simbólica del tiempo relacionados con los cambios materiales e intelectuales de fin de siglo. Los viejos paradigmas positivistas y estructuralistas, de naturaleza moderna (racionalidad, explicación, objetividad, linealidad, teleología, necesidad, normativismo, universalidad), van dando paso a nuevos modelos de construcción del relato histórico según patrones fenomenológico-hermenéuticos (interpretación, ruptura, azar, relativismo, localismo). La crisis de la idea ilustrada de progreso está impulsando una nueva concepción "anti-histórica», en la medida en que la historia se convierte en espacio temporal pluridimensional, ambiguo, efímero, atemporal. El nuevo tiempo de la historia deja de ser proyectivo. ¿No estaremos ante la elaboración simbólica de una experiencia vital verdaderamente ahistóríca? ¿Qué puede representar ello en lo que respecta al cambio social? ¿Paralización? ¿Congelación y perpetuación del nuevo orden? ¿Es posible ya la anticipación del futuro desde un presente desligado de toda secuencia racionalmente inteligible para el sujeto?.It's time to think about the consequences which, to the historiographic though, mean the new ways of symbolic representation of time related to the material and intelectual changes at the end of this century. The old positivist and structuralist paradigms, of modern nature (rationality, explanation, objectivity, lineality, teleology, necessity, universality), are giving way to the new models of construction of the historical discourse following phenomenological-hermeneutical patterns (interpretation, rupture, chance, relativism, localism). The crisis of the enlightened idea of progress is urging a new non-historie conception, as for as history turns inte temporal space which is also multi-dimensional, ambiguous, ephemeral, nontemporal. The new time of history is no longer projecting to the future. Isn´t it possible we are facing a symbolic elaboratlon of a vital experience which is truely nonhistorie? What can it represent in the social change? Can it be paralysation? Can it be freezing and perpetuation of a new order? Is it already possible the anticipation of the future from a present which is detached from any sequence rationaly understandable to the subject?

Pests and diseases introduced from other countries are known to pose a threat to trees, woods and forests in many locations throughout the world. Once introduced they can be spread inadvertently by countryside visitors hiking, biking or riding along paths and trails through wooded areas. Engaging and communicating with these groups of countryside users to encourage and facilitate positive biosecurity behaviours is crucial for the future resilience of trees, woods and forests. This review draws on literature outlining principles for stakeholder engagement in forestry as well as evaluations of biosecurity campaigns from around the world. Key points are briefly presented for communicators aiming to encourage better biosecurity in the countryside. These include, the need to design campaigns based on the values and motivations of recreationists, using trusted information sources and understanding the importance of combining information with facilities so as to reduce the cost (in terms of effort and inconvenience) to hikers and other countryside users.

This paper provides a background to the on-going discourse on post-2015 global development agenda. It mentions key points from the UN Secretary General’s report on MDG progress and the process of formulating the future development agenda. The recommendations of the High Level Panel on post-2015 agenda and the work of the Sustainable Development Solutions Network (SDSN) are examined from the perspective of Education for Rural Transformation (ERT). It is concluded that the premise and rationale of ERT has received scant attention in the future development agenda discourse. The arguments regarding the pertinence of ERT in combating poverty and promoting sustainable development are noted, drawing on the recent UNESCO- INRULED study on this topic.

This article uses the movie Minority Report (2002) as an entry point for discussing conceptions of surveillance technologies and their preventive capacities. The technological research project Intelligent Surveillance Systems located in Belfast shares a vision with MR: that it is possible to construct surveillance systems that are able to foresee criminal acts and thus to prevent them from happening. We argue that the movie exemplifies that technological development and popular culture share dreams, ideas and visions and that on a very basic level, popular culture informs technological development and vice versa. The article explores this relation and argues that popular culture provides analytic insight on important discussions about surveillance and the (future) capacities of technology.

Abstract Addressing the implications of the introduction of the concept of religion to Africa in the colonial era, this essay approaches religion from a relational angle that takes into account the connections between Africa and Europe. Much can be learned about the complexity and power dynamics of these connections by studying religion not simply in but also from Africa. Referring to historical and current materials from my research in Ghana by way of example, my concern is to show how a focus on religion can serve as a productive entry point into the longstanding relational dynamics through which Africa and Europe are entangled. This is a necessary step in decolonizing scholarly knowledge production about religion in Africa, and in religious studies at large.

During the past forty years the dominant preoccupation of scholars writing on Livy has been the relationship between the historian and the emperor Augustus, and its effects on the Ab Urbe Condita. Tacitus’ testimony that the two were on friendly terms, and Suetonius’ revelation that Livy found time to encourage the historical studies of the future emperor Claudius, appeared to have ominous overtones to scholars writing against the political backcloth of Nazi Germany and Fascist Italy. Though the subject had not been wholly ignored previously, the success of the German cultural propaganda-machine stimulated a spate of approving or critical treatments. While some were hailing Livy as the historian whose work signalled and glorified the new order, others following a similar interpretation were markedly scathing.
