Niraja Gopal Jayal examines the politics of India’s higher education. She revisits the Rudolphs’ (1972) seminal study which explores the politicization of higher education, including the state’s active role during the early decades of the post-colonial era. Jayal highlights the irony that at a time when neoliberal ideologies suggest the roll back of state intervention and the diminution of the political sphere, higher education has become more politicized than ever. Jayal’s discussion of increased regulation by the University Grants Commission, the All India Council for Technical Education, and the Ministry of Human Resources shows how these agencies have hamstrung higher education in recent years. In the name of accountability, the Indian state has increasingly micromanaged higher education in ways that have limited academic freedom and, all too often, substituted partisan for public interest.

Higher education; university is an aspiration for the Malaya citizens, especially to those with higher education background. Hence, the establishment of a university is considered as a golden opportunity to the youth of Malaya to continue their studies to a higher level back home. The initial recommendation to establish a university in Malaya was raised in 1938 under McLean Commission Report. This study analyses the issues raised and recommendations proposed under the report towards establishment of a university in Malaya. As such, qualitative method applied in designing the research as analyses were done through sources extracted from British government’s official documents, personal letters as well as available books and publications; mostly newspaper articles from the colonial era. The findings indicated the existence of weaknesses in the education provided in Raffles College and King Edward College. Moreover, the problems highlighted by the commission are among the issues that need to be address beforehand, in order to establish a university in Malaya. However, those issues might have been mitigated earlier and would have made the university establishment in Malaya possible, if the British government have had an ongoing evaluation in place post the establishment of Raffles College and King Edward College.. This research will be benefitting interested scholars by adding value to the available literatures and background resources on higher education in Malaya. Apart from that, this research will be an indicator to measure the development of higher education in Malaysia thus far, benchmarking the weakness reflected in the report as Malaysia craft path towards attaining global standards.

<p>This study aims to reveal the antecedents of growth in Higher Education Institutions of North Cyprus, using Resource Based Approach. Research in this field is limited to developed economies and there is a need for more research in the developing country settings. North Cyprus is a unique location for this study since it is a developing country which is geographically located in between Europe, Africa and Middle East harmonizing several different cultures in its unique settings. An explanatory research design was adopted using a questionnaire survey to collect data and test the hypotheses. Data was collected from 343 respondents, consisting of 172 administrative and 171 academic staff, in five universities which have 10 years of history in higher education sector. The results of the study showed that Marketing resources, Human resources, Research and Development resources, Organizational resources and accessibility of these resources have been shown to positively influence the university growth.</p>

To apply this model to UOWD meant a thorough analysis of the organization in terms of both its culture and its broader environment. This case explores the various processes through which a new leader takes stock of an existing institution, identifies the potential for development in a particular direction, draws upon a range of stakeholders to refine the vision and develop it into a strategic plan, gains support for the plan, and then implements change through close collaboration with the institution's constituents.Expected learning outcomesThis case can be used to explore a number of issues in leadership and management including: identifying the various internal and external stakeholders in a complex organization; analysing strategies for mobilization for change, including the assessment of inclusive versus exclusive approaches; reviewing the opportunity costs of change; and assessing types of leadership.Supplementary materialsTeaching notes.

This community service is carried out by lecturers at the university, in order to participate actively in improving the quality of human resources through counseling and workshops. Counseling and workshops carried out are related to efforts to increase motivation, innovation and creativity in MSMEs, especially handicrafts made from beads. The results of MSMEs in the form of handicrafts from beads are still very much needed to be continuously improved. Besides that the market for bead creativity products is still very widely opened. The results of these beadsare  in the form of prayer beads and various women's jewelry such as bracelets and necklaces. The handicrafts are chosen because the method of making them is quite easy and the ingredients needed are easy to obtain. The method used in this service is participatory approach, and the respondents consist of the community as business actors. Respondents also participated directly in the focus group discussion, interviews, training, workshops, consuls, and executions. Through the implementation of this service it is hoped that it will be able to encourage the growth and development of MSMEs to improve community welfare and improve the quality of the active role of lecturers as a form of concern for improving the quality of human resources in the community.

Abstract Human Resources Management in Higher Education Institutions in Poland The paper presents the diagnosis of the human resources management in Polish higher education institutions. The analysis of source literature was applied as a research method. The essence and components of HRM in connection with the university management system were discussed, the theoretical solutions, including those resulting from the provisions of the Law, and their practical implementations, were given a broad outline. The directions of changes concerning HRM that have recently taken place in HEIs were indicated. In conclusion it was stated that the human resources management in Polish higher education institutions still requires improvement, primarily in the areas of motivation and remuneration, evaluation and development of employees. It requires the improvement of the university management system, a reliable development of its mission, vision and strategy, and on the basis of those - the development of personnel strategy, and HRM processes, procedures and tools. It has been suggested that the inclusion of university employees, particularly the research and teaching staff, in the management process (through the participatory management style), can contribute to both improving the process and developing and improving the personnel function.

The landscape of international higher education has been changing since the turn of the 21st century. The globalisation of our societies and economies implies a changing role of the higher education institutions. Accompanying the challenges associated with development, especially in developing countries, are initiatives championing regionalisation as a locus of development. This article positions the debate on the relationships among globalisation, regionalisation, and internationalisation in the context of Africa and its sub-continent, showing that, although these concepts have emerged at different times and contexts, they are still related. Using case studies of two regional political and economic organisations and their higher education counterparts, this article shows that regionalisation is not a new phenomenon but has been part of and has been used in the post-colonial era to serve new social, economic, political, and development purposes in the current period. Le monde de l’enseignement supérieur n’a cessé de changer depuis le début du XXIème siècle. La mondialisation de nos sociétés et de nos économies a pour conséquence une modification du rôle joué par les établissements d’enseignement supérieur. Les défis posés par cette évolution sont, en particulier dans les pays en voie de développement, associés à des initiatives soutenant la régionalisation comme locus de développement. Cet article centre le débat sur la relation entre la mondialisation, la régionalisation et l’internationalisation dans le contexte de l’Afrique et de son sous-continent, et démontre que, bien que ces concepts soient apparus à différentes époques et dans des contextes variés, ils sont encore liés. Cet article s’appuie sur une étude de cas de deux organisations régionales politiques et économiques et de leurs équivalents dans le domaine de l’enseignement supérieur pour montrer que le concept de régionalisation n’est pas un phénomène nouveau, mais qu’il a fait partie de et a été utilisé pendant l’époque postcoloniale pour satisfaire de nouveaux objectifs sociaux, économiques, politiques et de développement.

On October 1, 1960, the British colonialists departed Nigeria, leaving behind one lonely university campus at Ibadan which was established in 1948 as an affiliate of the University of London and a prototype of British educational philosophy for the colonies. Thirty-five years into the post-colonial era, Nigerians established 40 new universities, 69 polytechnics, colleges of technology and of education. Twenty of the universities and 17 polytechnics are owned by the federal government while the state governments control the others. Nigerian universities are largely directed by Nigerian faculty and staff. The student enrollment in the universities is on the increase, reaching an estimated 400,000 Nigerian students and a handful of African and non-African students.

En trabajos previos de investigación sobre liderazgo se detectaron las carencias que manifiestan los egresados para su inserción social en los diversos ambientes de desarrollo profesional, principalmente en la superación del estrés ante la oportunidad de un nuevo empleo o ascenso. El objetivo de este trabajo, es plantear los medios para incorporar los elementos que enriquecen el ejercicio de la ingeniería, tal como el liderazgo, una vez que se ha egresado de la universidad. Para ello es necesario analizar el vínculo que se forma entre la escuela de enseñanza superior y el ingeniero durante su tránsito por las aulas. Por medio de este análisis y mediante observaciones y encuestas realizadas que contrastan las experiencias entre estudiantes y egresados, aparece en perspectiva el rol de la universidad en su papel activo durante la impartición de conocimientos en los salones de clase, así como en la organización de cursos y otros eventos de extensión que respondan a las necesidades profesionales en continuo cambio de los egresados.Palabras Clave: Liderazgo, necesidades profesionales, egresados de ingeniería, educación continua.  Previous papers relative to the social immersion to professional work at different environments, for the newly engineering graduates include lack of leadership, resulting the new job fear. The aim of this work is to propose the proper means to incorporate the elements that enrich the exercise of the engineering as soon as it has been graduated from the university, analyzing the link that is established between the school of higher education and the engineer during his/her traffic by the classrooms. Through the analysis of observations and applied surveys and having compared the experiences between pregrade students and graduated ones, the role of the university appears in perspective in its active role during lectures at the classroom, as well as in the planning of courses and several other events of extension that answer to the professional needs in continuous change of the graduated ones.Keywords: Leadership, professional needs, graduated engineers, continuous education.

[full article and abstract in English] The human potential of science is the basis for the formation of the scientific elite, which has declined significantly in recent decades in Russia. The process of forming the human resources potential of a higher school science must begin with the qualitative organization of research activities of students. Then it is necessary to conduct training of scientific personnel in postgraduate study. At the final stage after graduation from the graduate school, it is necessary to carry out measures to secure the trained scientific personnel in higher education with the replacement of a certain post. The human resources potential of science should be considered as an integral characteristic of the available capabilities of each employee. It is important not only to properly assess this potential, but be able to form it. The training of highly qualified personnel is an important strategic stage in the formation of the human potential of science and increasing the competitiveness of the university, taking into account the presence of such negative factors as the aging of scientific personnel, the transfer of scientific and teaching staff to other spheres of the economy, etc.  The competitiveness of a higher educational institution largely depends on postgraduate education, which significantly affects the rating indicators of the university. Objective of this research is carrying out a complex author’s research of the current state of training of the top skills in the Accounting, Statistics direction taking into account application of professional standards and also definition of positive and negative sides in the course of their interface. The research is conducted by means of the system analysis. The retrospective analysis of development of system of the higher education in Russia is also applied. The drawn conclusions confirm need of improvement of the existing system of the higher education in a number of the directions. It is necessary to understand that the personnel potential of science is the multidimensional category more difficult according to the contents, than the personnel capacity of the organization.

Privatization of education in both developed and developing countries over the last century has registered a positive trend in the field of education. With the rise of capitalism and privatization of higher education by the government of Uganda, there is an increasing attempt to privatize public services, including education, so that citizens will have to buy them at market value rather than have them provided by the government. The department of higher education in Uganda concentrates strongly on the role of education in servicing the economy through taxation to the neglect of its social and developmental responsibilities. The vision of the university as a place for the education of the elite and for elite education has had a powerful historical precedent in Plato’s Academy. To what extent the Platonic view of education still dominates our thinking about the role and purposes of universities is arguable. Commercialization is normalized and its operational values and purposes have been encoded in the systems of all types of universities. Correlatively, what is happening in the universities is that they are being asked to produce commercially oriented professionals rather than public-interest professionals. While this may seem like merely a change in form rather than substance, the danger with this advancing marketised individualism is that it will further weaken public interest values among those who are being educated in private universities. In this paper, the writer presents an examination on the impact of privatization of higher education on the original purpose and values of education to the individual, the society and the Ugandan nation as a whole hence promoting privatization of higher education and excellence without soul.
