Postgenocide

This volume deepens and broadens considerations of genocide’s aftermath. It conceives postgenocide as an approach to study genocide effects after mass killing has ended. In line with an interconnected understanding of past and future, the ‘post’ in postgenocide signifies the entire period following the inception of genocide. Postgenocide implies that the era following genocidal killing is shaped by genocide; hence the necessity of understanding and explaining effects of genocide in moulding realities of societies subjected to cruelty of this heinous crime. Effects given attention in the contributions in this volume vary from various permutations of genocide harms, and legal recourse, after the fact; to scrutiny of the efficacy of the genocide law and prospects of its enforcement; to socio-political responses to genocide—including efforts to recovery and reconciliation; to genocide’s impacts on the victims’ communities and their efforts for recognition and redress; to genocide’s effect on the communities of perpetrators and their attempts to denial and revisionism; to the (re)construction of genocide narratives via the display of victims’ objects in museums, galleries, and archives; to impact of intersections of geopolitical order, climate change, warlordism, and resource exploitation on the re/occurrence of genocide. In doing so, some formerly opaque and overlooked themes and cases are analysed from the standing of several disciplines—such as law, political science, sociology, and ethnography—in the process exploring what these disciplines bring to bear on genocide scholarship and the rethinking of the existing assumptions in the field.

This paper indicates how the knowledge of complex systems can be put into practice to counter climate change. A contribution of the paper is to show how individual behaviour, institutional analysis, political science and management can be grounded and integrated into the complexity of natural systems to introduce mutual sustainability. Bytes are used as the unit of analysis to explain how nature governs complexity on a more reliable and comprehensive basis than can be achieved by humans using markets and hierarchies. Tax incentives are described to increase revenues while encouraging organisations to adopt elements of ecological governance found in nature and in some social organisations identified by Ostrom and the author. Ecological corporations provide benefits for all stakeholders. This makes them a common good to promote global common goods like enriching democracy from the bottom up while countering: climate change, pollution, and inequalities in power, wealth and income.

The main objective of the UNESCO Man and the Biosphere (MAB) Program is to ensure a balance between the responsibility of humankind to preserve nature and its biological diversity and the need of natural resource exploitation by human being to improve the social and economic well-being of people. Biosphere reserves are recommended as representative objects for the conservation of biological diversity and, in general, ecological systems. The world network of Biosphere reserves in 2020 included 714 Biosphere reserves in 129 countries, in Russia there are 46 of them. They also act as models for achieving the goals and objectives of sustainable development of territories. The tasks include research related to climate change and the response of natural processes to these changes, implementation of space and cartographic monitoring of nature, educational activities and activities aimed at mitigating the effects of climate change. Research on the relationship between man and the biosphere in the Baikal region was carried out with an integrated environmentally oriented planning and use of lands, water and biological resources. For the Lake Baikal World Natural Heritage Site, we have carried out territorial planning and zoning, as well as determined the ecological potential of the landscapes of the Baikal natural territory.

In this study, we sought to analyze the pressures of the grassland ecosystem in China and explore practical countermeasures to protect grassland biodiversity. The prominent ecological problems in grassland biodiversity conservation included rapid population growth, economic development, resource exploitation and global climate change, among which human interferences strongly influenced the grassland ecosystem. Rapid population growth and economic development still severely restricted biodiversity conservation, but coal resource exploitation gradually developed a new serious pressure for grassland biodiversity. In addition, climate change further aggravated biodiversity loss. According to these pressures, we proposed several practical countermeasures such as readjusting the industrial structure, and relieving the pressures of grassland, and conducting near-natural restoration as well as carrying out ecological compensation. This study will provide the scientific reference for manager and policy-makers of grassland biodiversity conservation.

Biodiversity in northern Canada (north of 60°N latitude) is threatened, primarily by increasing resource exploitation and by climate change. Unfortunately, we have relatively limited knowledge of aquatic biodiversity for this region, making it difficult to develop suitable policies to manage these threats. Here we describe, quantify, and test hypotheses related to fish biodiversity and biomass in 37 lakes in a diamond mining district (the Barrenlands) in the Northwest Territories, Canada (64°N, 110°W). To estimate species richness and biomass of fish, we took advantage of exhaustive sampling and monitoring surveys conducted in the region and compared our northern estimates against estimates from southern Canadian lakes. We found that most of the 37 northern lakes contained two to four species, with the largest lake containing eight species. Salmonids dominated this system, with lake trout (Salvelinus namaycush) being the dominant species in abundance and biomass. Comparative analysis with similar-sized southern Canadian lakes showed no significant difference in the slopes of species richness versus lake area curves. Surprisingly, total fish biomass distributions for northern, Barrenlands lakes were also similar to southern, Ontario lakes. Overall, our results suggest that Barrenlands lakes are important natural resources of Canada that should be conserved for the future. Under anticipated scenarios of climate change, these lakes may represent important refugia for coldwater fishes (e.g., lake trout) as habitats at the southern edges of their ranges become more limiting.

Abstract. Currently, climate change is a major concern around the world, especially because of the uncertainty associated with its possible consequences for society. Among them, fluvial alterations can be highlighted in basins whose flows depend on groundwater discharges and snowmelt. This is the case of the headwaters of the Tagus River basin, whose water resources, besides being essential for water uses within this basin, are susceptible to being transferred to the Segura River basin (both basins are in the Iberian Peninsula). This work studies the possible effects that the latest climate change scenarios may have on this transfer, one of the most important ones in southern Europe. In the first place, the possible alterations of the water cycle of the donor basin were estimated. To do this, a hydrological model was calibrated. Then, with this model, three climatic scenarios were simulated, one without climate change and two projections under climate change (Representative Concentration Pathways 4.5 (RCP 4.5) and 8.5 (RCP 8.5)). The results of these three hydrological modelling scenarios were used to determine the possible flows that could be transferred from the Tagus River basin to the Segura River basin, by simulating the water resource exploitation system of the Tagus headwaters. The calibrated hydrological model predicts, for the simulated climate change scenarios, important reductions in the snowfalls and snow covers, the recharge of aquifers, and the available water resources. So, the headwaters of the Tagus River basin would lose part of its natural capacity for regulation. These changes in the water cycle for the climate change scenarios used would imply a reduction of around 70 %–79 % in the possible flows that could be transferred to the Segura basin, with respect to a scenario without climate change. The loss of water resources for the Segura River basin would mean, if no alternative measures were taken, an economic loss of EUR 380–425 million per year, due principally to decreased agricultural production.

This volume has traced the development of the Mediterranean landscape over very long timescales and has examined modern processes in a wide range of settings. Earlier chapters have explored tectonic processes and the evolution of the topography and biota, the nature and impact of Quaternary climate change, and natural hazards, as well as the increasing role of human activity in shaping geomorphological processes and ecosystems during the course of the postglacial period. A core theme in several chapters is the nature of the relationship between humans and the Mediterranean environment. Over the last one hundred years or so, and especially in the period since the Second World War, this relationship has changed dramatically. Resource exploitation, urban expansion, and rural depopulation have all taken place at unprecedented rates, with major impacts upon the quality of land, water, air, and ecosystems. The final part of this volume examines four key topics of environmental concern; its four chapters explore, respectively, land degradation, water resources, interactions between air quality and the climate system, and biodiversity and conservation. Where possible, it is important to place these issues within an appropriate historical perspective. Many components of the Mediterranean environment have responded in a sensitive way to past environmental changes, but the pressures on land and water resources have never been more intense. Improved monitoring networks and new modelling efforts are needed to predict more effectively the impact of climate and social change on all environmental systems and to help inform policymakers seeking a more sustainable use of the region’s resources. Chapter 20 examines the ecological aspects of land degradation and sets out new ideas on productivity dynamics. It explores some of the interactions between land use change, vegetation dynamics, grazing patterns and wildfires. The uneven geography of water resources and water use are highlighted in Chapter 21. Water resource issues have become an increasingly important factor in the geopolitics of the region against a background of climate change uncertainty, rising demand, and a diminishing resource base. Chapter 22 analyses the interactions between climate, air quality, and the water cycle.

This chapter develops an alternative defence of the climate debt claim via a broader discussion of how historical wrongdoing concerning natural resources could be relevant to climate justice. It first examines climate change as a problem of global justice, arguing that theorists should consider why some groups are more vulnerable to climate impacts than others and to what extent unequal vulnerability could be a result of historical injustice. Focusing on colonial resource exploitation as a significant example of natural resource injustice, it is argued that the legacies of such exploitation will likely be a significant contributor to present-day vulnerability in countries that have since gained formal independence. Such legacies have important implications for our understanding of climate vulnerability; render some climate duties a matter of rectificatory justice, vindicating the climate debt claim; and provide an important lesson in how similar wrongs could be perpetrated through future climate policies.
