University Reform: Threat or Opportunity

When you feel yourself beginning to slide down a cliff, you are not likely to think too hard about what it is you grab to stop the fall. But the choice of handholds makes a difference—the difference between continuing to plunge and holding on long enough to plant your feet. As you descend, what seems a vine turns out to be a viper, and what seems a solid trunk proves rootless and tears away. So it is as faculty have contended with the growing shelf of studies criticizing, occasionally analyzing, and mostly prescribing for, higher education. We feel the structure, the norms of our profession, shifting and sliding beneath our feet. We reach for a handhold, a point of stability, and discover, alas, that there’s little that is reliable, much that is frail and fragile. Three of the mid-1980s higher education studies1 were among the opening shots in what has become an extended battle over the character and quality of the institutions in which professors work, as well as over what exactly it is that faculty and staff do. One could, of course, dismiss these and more recent studies, perhaps citing their manifold banalities as sufficient reason for indifference. Or, as faculty, we could acquiesce, agreeing to such changes as the reformists are able to compel, but doing little more than what is necessary to protect our turf. Either course is rationally defensible. Neither is advisable for the academic community. It seems to me that either indifference or generalized resistance would be mistaken—for at least two reasons. First, this has proven to be an unusually strong tide of reform, and even now, half a decade later, it seems still to be waxing. Even from the perspective of strict self-interest, not an unfamiliar ground for academics to stand upon, it would be dangerous to ignore what is a continuing effort to reshape the character of our work and lives. Second, the drive to reform college education presents faculty and staff with an opportunity to shape the direction of change, and in particular to raise what none of these reports really contends with: What political values, what economic forms, what social objectives do we really wish to pursue?

Purpose There are several types of accommodation available to students of higher education institutions, and it is the responsibility of the institutions to focus on factors that can attract and retain students to their residences. This study aims to investigate satisfaction of higher institutions students with on-campus accommodation with an emphasis on the ethnicity of the students. Design/methodology/approach Using convenience sampling method, questionnaires were administered to students of selected residences in the study area. Mean item score was used to rank identified factors, whereas mean gap and Kruskal–Wallis K-test were adopted to examine the difference in opinion of students from various ethnic groups. Findings Overall, major features that make students dissatisfied with university-owned accommodations are enforcement of rule that compels all students to move out with their belongings during each recess, the effectiveness of the lift system, the size of wardrobe and closet, laundry service in the residence, numbers of electrical sockets and window quality. Considering dwelling unit features, neighbourhood, environmental, building quality and services provided by residence management, this study reveals that there is a significant difference in the satisfaction of students of diverse ethnic groups with their accommodation. Research limitations/implications The study was limited to on-campus residences owned by higher education institutions in South Africa. However, the findings of the study can be adopted for off-campus residences, and such owned by private individuals, agencies and other bodies provided are approved by the institutions. Originality/value The findings of this study will help management of higher education institutions to improve quality of services in their residences for the satisfaction of their students. Developers, contractors and other stakeholders involved in construction of these residences will also find the findings useful in designing and construction of the facilities.

In the current age of globalization there has been a new paradigm shift in the business world and has given rise to new demands on higher education institutions, it is caused by the development of competition which is characterized by interdependence of economic change and the development of information technology as the backbone of the process the business of a company. Competition in the world of college education today is increasingly heavy and important. Each college is required to have an added value in order to win the competition with other universities. The increasing public demand for formal education, especially higher education, makes college as a strategic sector that is expected to produce quality human resources. College success is largely determined by the quality of service provided, which can be identified service quality through customer satisfaction in this case are students and faculty. In order to improve customer satisfaction, to be able to compete in the era of globalization and alsoto provide bigger profit, then every university is doing a research to determine the factors that influence the information systems services to customer satisfaction.

Lithuania having joined the European Union and seeking the education acquired in Lithuania to be internationally recognized, the necessity emerged to match the education standards with the systems of vocational training in European countries. The project plan (2002-2006) of the development of higher education in Lithuania states that the quality assurance is a top priority. The emphasis is laid on the fact that the quality assurance of higher education should not lack behind the one in the developed European countries. The quality assurance of higher education has been under discussion in the few recent years. How should be the studies organized in order to train students to be able to compete in the labor market of the dynamically developing European countries? To determine the dimensions and standards of the education quality that are common to Lithuanian universities and colleges it is essential to regard the worldwide experience and to apply it in the context of our country. The importance has been laid on the quality assurance at the European universities for the recent 10 years. The subsequent organizations were established in different countries all over the world. A number of the agencies dealing with the quality assurance of higher education started the network partnership. The established Centre for Quality Assessment in higher education plays a major role for implementing the external quality assurance policy in universities and colleges of Lithuania by contributing to the development of human resources. The object of this research is to reveal the educators’ attitudes at Marijampolė and Utena colleges towards the establishment of the quality assurance system at college. The research was done in November, 2004 at Marijampole and Utena colleges. There were 120 educator respondents at Marijampole College and 50 respondents at Utena College. 146 of them were lecturers and 24 were the administrative staff. The research done, the conclusions were made that the communities comprising the lecturers as well as the administrative staff of the colleges are concerned about the quality assurance of higher education and studies. The quality of higher non-university studies is being continuously assessed. Moreover, the system of quality assurance is being continuously developed. The educators both at Marijampole and Utena Colleges positively assess their input into the successive performance of the institutions taking an active part in making decisions related to the improvement of the inner system of quality assurance at the institutions. Introduction. This article is entitled "Analysis of webometrics content in the Syiah Kuala University repository and the University of North Sumatra". The purpose in writing is to look at the quality of institutional repositories based on webometrics content, which has an impact on the ranking of webometrics 2020. Data Collection Method. In this article the authors use a descriptive quantitative approach, while observations are made by observing and analyzing search results on webometrics indicator devices systematically and in a standardized manner. existing indicators, data generated for each webometrics content indicator against size indicators, visibility indicators, rich file indicators, scholar indicators on institutional repository websites through search engines and normalized. Result and Discussions. The results of this study are that each indicator of size, visibility, rich file and scholar in the repository of the University of North Sumatra is superior to Syiah Kuala University with the total ranking of the December 2019 webometrics indicator is 3.56506 while Syiah Kuala University with a total value of 0.83811 . Then the difference in the total rating in the repository is 2.72695, which allows a change in the ranking of the two universities. Conclusions. From the results of the repository ranking, the University of North Sumatra was superior with a score of 3.56506 while Syiah Kuala University with a total score of 0.83811. Then the difference in the total ranking value in the repository is 2,72695 which has an impact on each achievement of activeness with loyal members of the community in developing institutional repositories. From this, the academic community of each campus should encourage their scientific works to be published on the repository website they already have, while students submit their scientific work in the form of a paper or final project to the library and then processed and disseminated on the repository website.

This study aims to analyze the quality management of Islamic higher education at STIT Al Hikmah Tebing Tinggi. The research method used in this research is qualitative research with a phenomenological approach. Based on the results of the study, it was found that planning activities included the activities of the tri dharma tertiary programs, both the development of the vision and mission or the programs carried out based on the results of the evaluation. Meanwhile, the implementation activities include detailing the budget needed to improve the quality of education in the implementation of all forms of academic process activities. The implementation of all work programs that have been arranged according to the time schedule in the semester time period, then compile the details of the needs in carrying out the program that has been planned in the academic process for evaluation purposes. It’s detailed the budget for the need to improve the quality of education for the purpose of implementing all forms of academic process activities. The implementation of all work programs that have been arranged according to the time schedule in the semester time period, arrange the details of the needs in implementing the program that has been planned in the academic process for evaluation purposes. Supervision activities include each academic community that has been determined to provide reports on the progress of program activities that have been carried out in each part of the academic work program that has been announced in the planning.

Abstract During the last two decades or so we have witnessed unprecedented growth and expansion in higher education not only in the high income countries but in middle income and low income countries as well, Pakistan being no exception. In 2002 a new apex body, Higher Education Commission was established to manage affairs of higher education which adopted measures to improve the quality of higher education in the country. The HEC adopted a new framework and policy towards higher education and made strenuous efforts not only to bring quantitative expansion but to improve the quality of higher education in the country as well. Consequently, the academic community has witnessed an unprecedented expansion in higher education in terms of number of higher education institutions and its enrolment. One of the goals of Higher Education Commission was to develop research culture within the country and enhance research productivity of the universities and higher education institutions to help achieve the objectives of knowledge economy. This paper attempts to analyse the available data to assess the research productivity of Pakistani institutions of higher education, trends over the last decade or so in the number of articles produced and their citation index and to see what factors have contributed towards increasing the number of research articles, enhancing the visibility of research produced by Pakistani universities and identifying the most productive institutions in this regard. Results of the study may help in framing a policy and developing a strategy increase the research productivity of Pakistani institutions of higher education and improving its visibility and impact.

An overview of domestic and foreign literature shows that the concept of quality of services at higher education institutions (HEIs) is the focus. Quality of service is one of the main factors of competitive advantage. Perceived quality of services in HEIs can be defined as the difference between what students expect to receive and their perceptions of what they really get. If HEIs get acquainted with students' expectations, they will have the opportunity to adjust their behavior to what is expected of them, and thus to positively influence on the students' perceived quality of services. Globalization has created a more competitive environment and opened market for HEIs. It affected on ensuring high quality in HEIs. The quality of HEIs is of key importance for a society because the students, employers, and society have the benefits of it, and quality education contributes to economic development of the country.

The objective of the current research is to analyze the relation between the variable of leadership performance and its dimensions (independence, innovation, proactive, competition and risk competition) and the variable quality of higher education represented by its dimensions (strategy of higher education organizations, quality of faculty member, quality of curricula, Collectively and individually.       The research was designed to raise several questions about the nature of the relationship and the impact and the difference between the two variables of research, and was developed a hypothesis of the research consisting of five hypotheses President have been subjected to multiple tests and adopted the questionnaire method of data collection and analytical descriptive approach to describe the variables of research and their dimensions and analysis, Teaching in public and private universities in the city of Erbil and a sample was selected based on the scientific title and the years of university service amounted to (306) teaching, and after the distribution of questionnaire on the sample prepared (258) form valid for analysis, Through the application of SPSS V.20. The research found a number of conclusions, the most important of which is the existence of a significant relationship between the two research variables, the existence of a significant effect on the leading performance in the quality of higher education, the existence of a difference in terms of the effect of independent variable dimensions in the dependent variable in the investigated universities, . In the light of these conclusions, a number of proposals were put forward, the most important of which is the interest of the universities in assigning faculty members who have leadership qualities to qualify them for administrative and scientific positions in order to ensure the quality of higher education and follow- Neutralize and develop them
