The Imperial Legacy of Language

Language is the essence of culture, and culture is the epoxy of society. Individually and collectively, people tend to feel passionately about their mother tongue, especially when they have reason to believe that it is threatened in some way. Ever since the use of language evolved in early human communities, some confined in isolated abodes and others on the march into Eurasia, Australia, and the Americas, languages have arisen, flourished, and failed with the fortunes of their speakers. Linguists estimate that tens of thousands of such languages may have been born and lost, leaving no trace. Some major ones, including Sumerian and Etruscan, survive fragmentarily in their written record. A few, such as Sanskrit and Latin, live on in their modern successors. But the historical geography of language is the story of a loss of linguistic diversity that continues unabated. At present, about 7,000 languages remain, half of them classified by linguists as endangered. In the year from the day you read this, about 25 more languages will go extinct. By the end of this century, the Earth may be left with just a few hundred languages, so billions of its inhabitants will no longer be speaking their ancestral mother tongues (Diamond, 2001). If this projection turns out to be accurate, the language loss will not be confined to those spoken by comparatively few people in remote locales. One dimension of the “flattening” of the world in the age of globalization is the cultural convergence of which linguistic homogenization is a key component. Some of my colleagues view this as an inevitable and not altogether undesirable process of integration, but if I may be candid, most of those colleagues speak one language only: English. Having spoken six languages during my lifetime (I can still manage in four), I tend to share the linguists’ concern over the trend. English has the great merit of comparative simplicity and adaptable modernity, but as it reflects historic natural and social environments it is sparse indeed and no match for the riches of French or even Dutch. If such contrasts can arise and persist among closely related languages in Europe, imagine the legacies of major languages such as Yoruba, Urdu, Thai, and others potentially endangered as language convergence proceeds.

The 21st February is celebrated as the International Mother Language Day to commemorate the sacrifice of Bangladeshis who struggled to keep their mother tongue (Bangla) alive. The day is also celebrated to mark respect for world’s indigenous languages (Bhasha), which are on the verge of decline and demise. Notwithstanding the fact that, increasingly, English has gained most of the linguistic ground world over, the tacit and now most vocal resistance to ‘English imperialism’ is witnessed in at least the third world countries like India and its neighbors. In fact, because of extraordinary intervention of ICT and virtual world promoters like social media, the question of English has come to be the Shakespearian question in Hamlet; “to be or not to be”. The moot point is, should we resign and accept English as fait accompali or to think of alternative ways to turn ‘English advantage’ to our side without denying the fact that indigenous languages are disappearing at an alarming rate. As far as English in multilingual, multicultural and multireligious context like that of India is concerned, one must remember that language is a cultural product and also the potent vehicle to transit culture. Language is not only the medium but also the creator of thoughts and truth. These functions of language are necessarily associated with one’s mother tongue as these are the markers of one’s identity. Indian philosopher of language Bharthari (570 AD) said that language constructs our world; jagat sarvein sabdein bhashatei (we take cognizance of the world through language). Therefore construction of meaning is at the centre of language use, which is manifested through literature resulting in gyan (knowledge) and anand (bliss), the twin objectives of literature obtainable through indigenous literature created in mother tongues. The dwindling ecological diversity and declining linguistic diversity are the two greatest challenges before the world in modern times. The following research article discusses why we should care for promoting linguistic diversity (Bhasha) and solutions thereof.

It is common knowledge that during the period 1875–1939 a very drastic fall in fertility occurred in most of the civilised countries throughout the world. This fall was particularly marked in Germany and some of the countries of North-western Europe, such as Norway, Sweden, England, Scotland, etc. The causes which have produced such important changes in the rates of reproduction in these communities are doubtless complex, and are difficult to investigate directly. It is therefore all the more important that our knowledge of the actual course of events should be as complete as possible. A major social change, such as this fall in fertility over large and important regions of the earth, can be fruitfully studied from many points of view. The present communication concentrates on one particular aspect, namely the influence of different types of geographical regions with their various social environments, and confines itself to the experiences of Scotland.

Exiting socialism by almost a third of the earth population appears to be the most prominent event of the late XX century. The author makes an attempt to formulate some challenges of this process and thus a theory of exiting socialism. First, he inquires into the concept of exiting socialism as it exists in the world. Then he analyzes real experiences in this field. The research enables the author to outline the main economic, governmental and social challenges of such exit - from municipal economy to science and culture.

There is something more catastrophic than the end of the world, especially when ‘world’ is understood as the horizon of meaning and expectation that has composed the West. If the Anthropocene is the geological period marking the point at which the earth as a living system has been altered by ‘anthropos,’ the Trumpocene marks the twenty-first-century recognition that the destruction of the planet has occurred by way of racial violence, slavery and annihilation. Rather than saving the world, recognizing the Trumpocene demands that we think about destroying the barbarism that has marked the earth.

The essay discusses selected poems from Thomas Hardy's vast body of poetry, focusing on representations of the self and the world. Employing Maurice Merleau-Ponty's concepts such as the body-subject, wild being, flesh, and reversibility, the essay offers an analysis of Hardy's poems in the light of phenomenological philosophy. It argues that far from demonstrating ‘cosmic indifference’, Hardy's poetry offers a sympathetic vision of interrelations governing the universe. The attunement with voices of the Earth foregrounded in the poems enables the self's entanglement in the flesh of the world, a chiasmatic intertwining of beings inserted between the leaves of the world. The relation of the self with the world is established through the act of perception, mainly visual and aural, when the body becomes intertwined with the world, thus resulting in a powerful welding. Such moments of vision are brief and elusive, which enhances a sense of transitoriness, and, yet, they are also timeless as the self becomes immersed in the experience. As time is a recurrent theme in Hardy's poetry, this essay discusses it in the context of dwelling, the provisionality of which is demonstrated in the prevalent sense of temporality, marked by seasons and birdsong, which underline the rhythms of the world.

The second half of the eighteenth century in the lands under the sceptre of the House of Austria was a period of development of a language policy addressing the ethno-linguistic diversity of the monarchy’s subjects. On the one hand, the sphere of use of the German language was becoming wider, embracing more and more segments of administration, education, and culture. On the other hand, the authorities were perfectly aware of the fact that communication in the languages and vernaculars of the nationalities living in the Austrian Monarchy was one of the principal instruments of spreading decrees and announcements from the central and local authorities to the less-educated strata of the population. Consequently, a large-scale reform of primary education was launched, aimed at making the whole population literate, regardless of social status, nationality (mother tongue), or confession. In parallel with the centrally coordinated state policy of education and language-use, subjects-both language experts and amateur polyglots-joined the process of writing grammar books, which were intended to ease communication between the different nationalities of the Habsburg lands. This article considers some examples of such editions with primary attention given to the correlation between private initiative and governmental policies, mechanisms of verifying the textbooks to be published, their content, and their potential readers. This paper demonstrates that for grammar-book authors, it was very important to be integrated into the patronage networks at the court and in administrative bodies and stresses that the Vienna court controlled the process of selection and financing of grammar books to be published depending on their quality and ability to satisfy the aims and goals of state policy.

Despite the dumbing-down of education in recent years, it would be unusual to find a ten-year-old who could not name the major continents on a map of the world. Yet how many adults have the faintest idea of the structures that exist within the Earth? Understandably, knowledge is limited by the fact that the Earth’s interior is less accessible than the surface of Pluto, mapped in 2016 by the NASA New Horizons spacecraft. Indeed, Pluto, 7.5 billion kilometres from Earth, was discovered six years earlier than the similar-sized inner core of our planet. Fortunately, modern seismic techniques enable us to image the mantle right down to the core, while laboratory experiments simulating the pressures and temperatures at great depth, combined with computer modelling of mantle convection, help identify its mineral and chemical composition. The results are providing the most rapid advances in our understanding of how this planet works since the great revolution of the 1960s.

In March 1943, having narrowly escaped Europe three years earlier, Abraham Joshua Heschel published “The Meaning of This War,” his first essay in an American publication. The essay shows, quite remarkably, his full command of literary English. It also shows, as biographer Edward Kaplan remarks, that Heschel “had found his militant voice.” “Emblazoned over the gates of the world in which we live,” the essay begins, “is the escutcheon of the demons. The mark of Cain in the face of man has come to overshadow the likeness of God. There have never been so much guilt and distress, agony and terror. At no time has the earth been so soaked with blood.” Heschel's extraordinary life's witness, his whole body of work, traverses precisely this anthropological and theological knife's edge: The mark of Cain in the face of man has come to overshadow the likeness of God. Where is God? Or better, Who is God? in relation to the rapacious misuse and idolatrous distortion of human freedom? Or simply, Is God?

Photography can be used for pleasure and art but can also be used in many disciplines of science, because it captures the details of the moment and can serve as a proving tool due to the information it preserves. During the period of the Apollo program (1969 to 1972), the National Aeronautics and Space Administration (NASA) successfully landed humans on the Moon and showed hundreds of photos to the world presenting the travel and landings. This paper uses computer simulations and geometry to examine the authenticity of one such photo, namely Apollo 17 photo GPN-2000-00113. In addition, a novel approach is employed by creating an experimental scene to illustrate details and provide measurements. The crucial factors on which the geometrical analysis relies are locked in the photograph and are: (a) the apparent position of the Earth relative to the illustrated flag and (b) the point to which the shadow of the astronaut taking the photo reaches, in relation to the flagpole. The analysis and experimental data show geometrical and time mismatches, proving that the photo is a composite.
