This chapter explores and questions the aims of public policy for career development. In the early years of the 21st century, an international consensus emerged in the literature describing the intentions of governments when they seek to intervene in the careers of their citizens. A case is made for a broader conception of the socially desirable outcomes from career interventions. Drawing on the United Nations Sustainable Development Goals, a systematic framework of six types of policy goal for career development services is proposed: (i) labour market goals, (ii) educational goals, (iii) social equity goals, (iv) health and well-being goals, (v) environmental goals, and (vi) peace and justice goals. The latter three categories represent new or relatively neglected areas of focus. Cross-cutting themes of social justice, sustainability, and societal change are highlighted.

One of the key challenges for climate policies is the identification of strategies that will effectively support the implementation of environmental goals. Environmental policies are connected with other development policies carried out by governments. In order to comprehensively shape environmental policy, it is important to understand the interactions between sustainable development goals (SDGs) as well as their impact on environmental goals. Employing econometric modeling based on the least absolute shrinkage and selection operator (Lasso) method and full-factorial analysis, the authors identify a number of statistically significant relationships between the implementation of sustainable development goals and the environmental variable represented by greenhouse gas emissions. Analysis reveals that implementation of particular sustainable development goals, namely SDG4 (Ensure inclusive and equitable quality education and promote lifelong learning opportunities) and SDG17 (Strengthen the means of implementation and revitalize the global partnership for sustainable development), explicitly facilitate the achievement of environmental policies. In addition, other SDGs exert an indirect influence on environmental goals through their reinforcing interactions with SDG4 and SDG17 variables. These are: SDG1 (End poverty), SDG3 (Ensure healthy lives and promote well-being), SDG8 (Promote sustained, inclusive and sustainable economic growth, and productive employment) and SDG15 (Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests and halt biodiversity loss). These findings have important implications for proper identification of effective government policy instruments which indirectly support the achievement of environmental goals.

As a key indicator in Sustainable Development Goals, good health and well-being, also clean water and sanitation is studied in this research. In Indonesia where infrastructure development is still advancing, the difference of those infrastructure when people are in childhood and adulthood could be very different. It is also interrelated to their health status. Early health is considered as important, if not more, to current health as in early years there are primary development happened to an individual, whether it is internal or external. Health is also linked to productivity such as educational outcomes. This study aims to explain the relationship of health and cleanliness between childhood and adulthood on educational outcomes. Using IFLS 5 data and multinomial logistic, the result is while cleanliness and infrastructure in childhood is found to be more important for higher education, current health and early health is just as strong.

Despite widespread acknowledgement of the importance of career development programs to assist students in their complex transition from school to work, very few specific career education interventions have been objectively evaluated. The aim of this paper is to highlight what the authors consider to be a conspicuous shortfall in the career development literature to date, that is, reports of methodologically sound career intervention studies carried out in actual high school settings. International trends in the world of work are briefly discussed in association with the repercussions these changes are producing for today's youth. The major portion of this article is devoted to a comprehensive review of career intervention studies with particular attention paid to the methodological and theoretical issues that resonate from this review process. Recommendations for future research are proposed.

For the first time in Russian African studies, the author examines the current state of agriculture, challenges and prospects for food security in Ghana, which belongs to the group of African countries that have made the most progress in achieving the Sustainable Development Goals (SDGs). The SDGs are a collection of 17 global goals adopted by UN member states in 2015 with a view of achieving them by 2030. The SDGs include: ending poverty in all its forms everywhere (Goal 1); ending hunger, achieving food security and improved nutrition, and promoting sustainable agriculture (2); ensuring healthy lives and promoting well-being for all at all ages (3), etc. These goals are considered fundamental because the achievement of a number of other SDGs – for example, ensuring quality education (4), achieving gender equality (5), ensuring sustainable consumption and production patterns (12), etc. – largely depends on their implementation. Ghana was commended by the world community for the significant reduction in poverty, hunger and malnutrition between 2000 and 2014, i.e. for the relatively successful implementation of the first of the Millennium Development Goals (MDGs, 2000–2015) – the eradication of extreme poverty and hunger. However, SDGs require more careful study and planning of implementation measures. In order to achieve the SDGs, the Government of Ghana has adopted a number of programs, plans and projects, the successful implementation of which often stumbles upon the lack of funding and lack of coordination between state bodies, private and public organizations, foreign partners – donors and creditors, etc., which are involved in the processes of socioeconomic development of Ghana. The author determines the reasons for the lack of food security in Ghana, gives an assessment of the state of the agricultural sector, the effective development of which is a prerequisite for the reduction of poverty and hunger, primarily due to the engagement of a significant share (45%) of the economically active population in this sector. The study shows that the limited growth in food production is largely due to the absence of domestic markets and necessary roads, means of transportation, irrigation and storage infrastructure, as well as insufficient investment in the agricultural sector, rather than to a shortage of fertile land or labor.

BACKGROUND Algorithms rule the online environments and are essential for performing data processing, filtering, personalisation and other tasks. Research has shown that children and young people make up a significant proportion of Internet users, however little attention has been given to their experiences of algorithmically-mediated online platforms, or the impact of them on their mental health and well-being. The algorithms that govern online platforms are often obfuscated by a lack of transparency in their online Terms and Conditions and user agreements. This lack of transparency speaks to the need for protecting the most vulnerable users from potential online harms. OBJECTIVE To capture young people's experiences when being online and perceived impact on their well-being. METHODS In this paper, we draw on qualitative and quantitative data from a total of 260 children and young people who took part in a ‘Youth Jury’ to bring their opinions to the forefront, elicit discussion of their experiences of using online platforms, and perceived psychosocial impact on users. RESULTS The results of the study revealed the young people’s positive as well as negative experiences of using online platforms. Benefits such as being convenient and providing entertainment and personalised search results were identified. However, the data also reveals participants’ concerns for their privacy, safety and trust when online, which can have a significant impact on their well-being. CONCLUSIONS We conclude by making recommendations that online platforms acknowledge and enact on their responsibility to protect the privacy of their young users, recognising the significant developmental milestones that this group experience during these early years, and the impact that technology may have on them. We argue that governments need to incorporate policies that require technologists and others to embed the safeguarding of users’ well-being within the core of the design of Internet products and services to improve the user experiences and psychological well-being of all, but especially those of children and young people. BACKGROUND Any delays in language development may affect learning, profoundly influencing personal, social, and professional trajectories. The effectiveness of the Sign 4 Big Feelings (S4BF) intervention was investigated by measuring change in early years outcomes after a three month period. OBJECTIVE To determine whether Early Years Outcomes (EYOs) significantly improve (beyond typical expected development), if children’s wellbeing improves after the S4BF intervention period, and if there are differences between boys and girls in any progress made. METHODS An evaluation of S4BF was conducted with 111 preschool age children in early years settings in Luton, United Kingdom. Listening, speaking, understanding, and managing feelings and behaviour, in addition to Leuven well-being scales were used in a quasi-experimental study design to measure outcomes pre- and postintervention. RESULTS Statistically and clinically significant differences were found for each of the seven pre- and post measures taken: words understood and spoken, well-being scores, and the four EYO domains. Gender differences were negligible in all analyses undertaken. CONCLUSIONS Children of all abilities may benefit considerably from S4BF, but a language-based intervention of this nature may be transformational for children who are behind developmentally, with EAL needs or of lower socio-economic status. This chapter identifies some of the most stubborn gender-based risks and vulnerabilities girls face as a cohort from preadolescence through late adolescence across the domains of personal capabilities, security, safety, economic resources, and opportunities. It reviews progress made during the Millennium Development Goal era in improving girls’ health and well-being and looks to the role of adolescent girls in advancing the Sustainable Development Goals. The chapter concludes by recommending an approach for global partnership that is linked to national and local actions and that is centered on priority interventions that can catalyze change, at scale, for adolescent girls.

Investing in early years is close to magic, without being magic. The United Nations has given greater prominence to the early years through a General Comment on the Convention on the Rights of the Child. Health research is gravitating to a view that adult physical and mental conditions have their origins in the womb and the earliest months and years of life. More than any other skills, employers want people who can talk, listen, and work with others: attributes that are largely picked up before school. Economists have demonstrated that the best return on investment in ‘education’ is in supporting parents and children, in the years before school. While evidence, analysis, and experience, which we review, points in one direction, it leads to three questions. Where are we now in child well-being and supporting parents and their very young children? Why are we not doing better? What can be done?

Pregnancy is a unique time when many mothers gain awareness of their lifestyle and its impacts on the fetus. High-quality care during pregnancy is needed to identify possible complications early and ensure the mother’s and her unborn baby’s health and well-being. Different studies have thus far proposed maternal health monitoring systems. However, they are designed for a specific health problem or are limited to questionnaires and short-term data collection methods. Moreover, the requirements and challenges have not been evaluated in long-term studies. Maternal health necessitates a comprehensive framework enabling continuous monitoring of pregnant women. In this paper, we present an Internet-of-Things (IoT)-based system to provide ubiquitous maternal health monitoring during pregnancy and postpartum. The system consists of various data collectors to track the mother’s condition, including stress, sleep, and physical activity. We carried out the full system implementation and conducted a real human subject study on pregnant women in Southwestern Finland. We then evaluated the system’s feasibility, energy efficiency, and data reliability. Our results show that the implemented system is feasible in terms of system usage during nine months. We also indicate the smartwatch, used in our study, has acceptable energy efficiency in long-term monitoring and is able to collect reliable photoplethysmography data. Finally, we discuss the integration of the presented system with the current healthcare system.

AbstractAchieving the Sustainable Development Goals (SDGs) is a long-term task, which puts forward high requirements on the sustainability of related policies and actions. Using the text analysis method, we analyze the China National Sustainable Communities (CNSCs) policy implemented over 30 years and its effects on achieving SDGs. We find that the national government needs to understand the scope of sustainable development more comprehensively, the sustained actions can produce positive effects under the right goals. The SDGs selection of local governments is affected by local development levels and resource conditions, regions with better economic foundations tend to focus on SDGs on human well-being, regions with weaker foundations show priority to basic SDGs on the economic development, infrastructures and industrialization.
