Summary: The article is devoted to the developed computerized complex of federal information systems for supporting managerial decisions in the field of science and technology. The computerized complex makes it possible to get an objective picture of the state of scientific research and development in the country, provide up-to-date information for decision-making and conducting expertise, compile statistical and analytical reports, perform cross-disciplinary research and queries, form updated reference books of scientists and organizations in all scientific areas, solve key problems of increasing the efficiency of budget investments in science and the interaction of science and production, focusing research on obtaining productive results.

Purpose – Modern environmental governance, especially in developed nations, increasingly embraces ecological modernisation (EM) as a framework for managing environmental resources. EM proposes a political modernisation programme that brings the four institutions the state, private sector, experts and the environmental movement together in addressing challenging environmental issues. The purpose of this paper is to examine the implications of the political modernisation programme on citizen engagement. The paper argues that while citizen engagement through the integration of the environmental movement in decision-making processes is promoted, the prominence given to the state, and science and technology results in a number of issues concerning citizen engagement and more deliberative forms of decision making. Design/methodology/approach – The paper inquires into these issues by building up on the prominent literature in the areas of EM, administrative state, technologically oriented decision making and the case study of the Wonthaggi desalination plant. Findings – While citizen engagement through the integration of the environmental movement in decision-making processes is promoted by some EM theorists, other aspects of EM theory give prominence to the state, and science and technology. The paper asserts that citizens’ voices tend to be overwhelmed in governance projects where the main focus is on capitalist values and scientific knowledge and a main role is played by the state and experts. Originality/value – The paper is an original work done based on the reviews of literature conducted in the relevant areas and research on the Wonthaggi desalination plant to address the question of the realisability of citizen engagement in EM-based environmental governance spaces.

Summing up the results of scientific research activity for 2017, we can confidently say that NUST MISIS, based on the scientific po­tential and experience of its teaching and research staff, has achieved even more substantial gains in the field of fundamental and applied research. Through the development of laboratories, invitation of inter­nationally recognized researchers to the university, and participation in ambitious international scientific projects, the university continues ev­ery year to conduct even more research and development in disciplines that are both conventional and new for NUST MISIS. This article presents the main results of the research and technology and innovation efforts of the National University of Science and Technology MISIS (NUST MISIS) for 2017. The issues of inclusion in international ratings, university financing, results of the researchers’ publishing activi­ties, as well as the results of scientific and innovation efforts, have been covered here in detail.

Introduction. The article is devoted to the study of the current state of the research and development sector in the Russian Federation during the transition from the first to the second stage of the implementation of the Strategy for the Scientific and Technological Development of the Russian Federation. In addition, the authors also prepare proposals for improving the state scientific and technical policies. Methods. This paper employs theoretical methods, including non-comparative and comparative analysis, cognitive synthesis, abstraction and concretization, systemic approach and structural-functional method. Results and Discussion. The paper presents the dynamics of changes in the key indicators of scientific and technical activity in the Russian Federation as well as significant risks and threats/challenges constraining scientific and technical activities, which are divided into two groups: organisational and economic (internal) challenges and global technological (external) challenges. The main research results are: a set of measures in the framework of the state scientific and technological policy, ensuring the further scientific and technological development of the Russian Federation, including the improvement of the public administration system through the development of mechanisms for financing research and development; creation of favourable conditions for involving enterprises of the real economy and other companies in all stages of research and development; creation of an integrated system for assessing scientific, research and technology results; introduction of a holistic system to support scientific, research, technological and innovation activities, providing targeted support at every stage of the innovation life cycle; introduction and development of the mechanism of scientific diplomacy in Russia; development of science and technology at the regional level; development of mechanisms for involving qualified personnel to scientific activities; development of a holistic system of expertise, monitoring and forecasting for scientific, research and technological activities. Conclusion. Results of this research substantiate the assertion that such areas as science, technology and innovation should operate as a whole structure integrated into the socio-economic system of the country and ensuring the technological selfsufficiency and competitiveness of the national economy.

The Information Systems have great importance to support the processes of any business, establishing control in the operations and aiding in the decision making. Within this scope, this study aims to contribute with the assumption that the craftman entrepreneur should use information systems to have more control over his activities. Thus, the objective is to diagnose the knowledge about information systems in the professional reality of the craftman entrepreneurs of the state of Paraíba. As for the methodological strategy, questionnaires were applied to craftman who were present at the XXIII Craft Fair of Paraíba. The research made it possible to verify that most artisans do not have the qualification to use digital media, a digital education is required, it is also essential to provide means for access to information and tools that assist in the management of projects, even if in a simplified way , improving thus, the performance of the daily activities of these artisans.

This works provides the concept of Continuous Assurance, its objectives and components, and a model which allows both to evaluate information systems with Continuous Assurance services and to help design the requirements of new ones. Finally, some implementations are also presented providing a comprehensive understanding the state-of-the-art and the benefits of Continuous Assurance.

The problems of the National Projects implementation are considered. It is shown that science and technology form the basis for achieving breakthrough development goals outlined for the country. The main problems of research and development organization are the lack of comprehensive state scientific and technology policy, mistakes in reforming of the research and development sector, management system and inadequate resource support. Priority measures are proposed to create the research and development sector focused on achieving the state development goals.

This article features managerial decisions in business area, where the state plays the role of an external regulator of public relations and the main influencer. The legal tools that affect decision-making in business depend on the social mechanisms of business regulations. The author describes the position of the rational regulator that evaluates the decisions made by a business entity. Positive law is an integral part of objective reality and is a set of codified principles of legally appropriate behavior. Imperative and dispositive regulations of public relations in business area imply that a business entity can choose a model of managerial and entrepreneurial behavior based on the rules provided by the legislator. The active role of the state as an external regulator of the social relations reflects the problem of dissonance between legal and social norms underlying managerial decision-making, which leads to additional economic and transaction costs. The paper also features the problem of frustration conflict between the regulator and the business environment in the context of applying the rationality proposed by the state in business activities and the problem of choosing the right managerial decision for its subjects. By refusing from a radical and negative assessment of the entrepreneur's management decisions, the state can solve this problem. The state needs to be more tolerant to business risks as an alternative rationality, without identifying them with deviant behavior. By preventing alienation of business from the state, one can eliminate the conflict between law and favorable climate in business area, i.e. maximal convergence of social and legal norms.

China’s science and technology system and its developing history were reviewed by this chapter, including science and technology investment, research institutions, research funds, enterprise transformation, scientific research talents, and so on. In recent years, China has stepped up its reform efforts, clarified the positioning of different types of scientific research institutes, established research and development and service networks, opened up the channel for achievement transformation, and supplemented by talent incentive and integration of scientific research bases, so as to effectively solve the problems affecting innovation efficiency. Facing the future, the direction of further reform is to strengthen the construction of legalization and institutionalization.
