Modeling bid/no bid decisions using fuzzy fault tree

Purpose Decisions by construction contractors to bid (or not to bid) require the thorough assessment and evaluation of factors relevant to the decision, as well as the quantification of their combined impact, to produce successful bid/no-bid decisions. The purpose of this study is to present a fuzzy fault tree model to assist construction contractors to more efficiently bid for future projects. Design/methodology/Approach The proposed model consist of two stages: first, identification of the factors that affect bidding decision using a questionnaire survey after an extensive literature review, and second, usage of the identified factors to build a fuzzy fault tree model to simulate the bidding decision. Findings A list of 15 factors that affect bid/no-bid decisions was identified. Analysis of factors revealed that the highest-ranking factors were related to financial aspects of the project. A case study is presented to demonstrate the capabilities of the model, and a fuzzy important analysis is performed on the basic events to demonstrate the differences between three contractors’ bid/no-bid decisions. The results reveal that there is variation between the decisions of each contractor based on their willingness to participate. Besides, the influence of evaluation factors on the final decision for each contractor is different. Originality/value The study contributes to the body of knowledge on tendering and bidding practices. The proposed model incorporated the fuzzy set theory, which suits human subjectivity. The proposed methodology overcomes the limitations of previous models as it can, using the linear pool opinion principle, combine and weigh the evaluations of multiple experts. In addition, the model is convenient for situations where historical data are not available.

Purpose The purpose of this paper is to measure the impact of open government data (OGD) on citizen empowerment. Design/methodology/approach This study advances the body of knowledge on OGD by proposing an integrated research model based on transparency, accountability, participation and collaboration dimensions. The research model was empirically tested using 275 responses using the on-paper survey from the university students and professionals in Bangladesh. Data were analyzed using the structured equation modeling technique. Findings Findings revealed that transparency and participation have a positive and significant direct and indirect influence on citizen empowerment through accountability and collaboration. Overall, the four basic pillars of OGD such as transparency, participation, accountability and collaboration interrelated with each other and have the impact on citizen empowerment. Research limitations/implications This study has proposed an instrument that sums the dimensions of open government, which avoids tautology and redundancy among OGD dimensions. More research should be done to validate the proposed model and the instruments used in this study. Practical implications For the researchers, this study provides a basis for further refinement of individual models of empowerment. For practitioners, understanding the key constructs is crucial to design, refine and implement OGD systems and applications that empower citizens, create public values and strengthen the democratic process. Originality/value This research is the first step that empirically investigates the impact of OGD on citizen empowerment which is the ultimate goals of any democratic government.

PurposeThe purpose of this paper is to facilitate perishable product supply chain (PPSC) managers and practitioners to assess PPSC failure events. The paper proposed fault tree methodology for assessing failures associated with PPSC for evaluating the performance in terms of effective PPSC management adoption.Design/methodology/approachInitially, different failure events were identified from literature and semi-structured interviews from experts. Fault tree model was developed from the identified failure events. Probability of failure events was calculated using Poisson distribution based on the annual reports and interviews conducted from experts. Further, qualitative analysis – minimum cut sets (MCSs), structural importance coefficient (SIC) – and quantitative analysis – Birnbaum importance measure (BIM), criticality importance factor (CIF) and diagnosis importance factor (DIF) – were performed for ranking of failure events. In this study, fault tree development and analysis were conducted on apple supply chain to present the authenticity of this method for failure analysis.FindingsThe findings indicate that the failure events, given as failure at production and procurement (A2), that is, involvement of middleman (BE3), handling and packaging failure (BE4) and transportation failure (A3), hold the highest-ranking scores in analysis of PPSC using fault tree approach.Originality/valueThis research uses the modularization approach for evaluation of failure events of PPSC. This paper explores failures related to PPSC for efficient management initiatives in apple supply chain context. The paper also provides suggestion from managerial perspective with respect to each failure event.

Purpose This paper aims to develop a novel theoretical technology acceptance model, namely, for predicting acceptance of the trending technology of intelligent contracts (iContracts) in construction, which aims to integrate the data from emerging cyber-physical systems being introduced to the sector through the industry 4.0 revolution. This model includes main dimensions and critical contributing factors to assess the readiness for the iContract concept within the construction contract environment. Design/methodology/approach Through an extensive literature review, the structure of a unique theoretical technology acceptance model for iContract implementation, within construction, was developed iContract acceptance model (iCAM). Relevant themes were assessed through the lens of the technology acceptance model framework and the four accepted dimensions of the technology readiness index (TRI) concept. The main components of the model were examined with selected practitioners, with relevant experience and understanding of the iContract concept, with thematic mapping of the discussions correlated back to 12 specific iContract contributing constructs of the four adapted TRI dimensions. Findings The paper contributes to the body of knowledge by proposing a novel iCAM for a trending technology based on the specific requirements of iContract adoption. The interviews show that while the desire to digitalise the contractual environment exists, the readiness of the sector for such a disruptive change is unknown. Practical implications The findings and proposed conceptual iCAM offers a lens for the further development of the iContract concept by assisting practitioners to forecast digital readiness of the contract process in construction. Originality/value This study offers a unique and theoretical framework, in an embryonic field, for predicting the success of iContract implementation within construction organisations through the digital, industry 4.0 and revolution.

Purpose This paper aims to tie together insights from the body of research on knowledge management (KM) and management accounting control systems to propose a conceptual model in which performance measurement systems (PMS) can play a role in translating knowledge resources into enhanced performance. Design/methodology/approach The underlying assumption of the “fit-as-mediation” approach signifies that knowledge features can play a role in the determination of the structure and implementation of particular managerial processes and this, in turn, may support information processing and lead to desirable results within organizations. Findings Synthesizing theory from performance measurement and the knowledge-based view of the firm, the paper’s analysis and discussions elucidate how the implementation of an overarching PMS, i.e. diversity of measurement, could translate the knowledge-related factors, i.e. knowledge resources and knowledge process capabilities, into enhanced performance. In particular, the proposed model shows that a comprehensive PMS plays an intervening role between KM and organizational performance. Research limitations/implications The proposed model may inspire a new research agenda to show how knowledge initiatives are managed and measured in organizations and how they are properly aligned with specific managerial processes to deliver real value. Practical implications Drawing upon the conceptualized associations among KM, PMS and organizational performance, this paper recommends some practical guidelines by highlighting the importance of PMS whereby organizations may reap maximum benefit from their KM initiatives. Originality/value This paper sheds new light on the links between KM and organizational performance, and it appears to be the first study to propose an intervening effect of PMS between KM and organizational performance.

Purpose Young children, often called as teenagers (13-14 years) and tweenaged (8-12 years), are the new potential game changers for the big corporate. This paper aims to analyze Arab children’s influence for various products and services and across different buying process stages. The primary survey was conducted to capture a child’s role in family decision-making by analyzing their consumer socialization, influencing strategies and their influence across various products and buying stages. Design/methodology/approach Based on the review and the research gap, a bilingual questionnaire in English and Arabic language was developed. The research study was organized in three stages. It commenced with a pilot study conducted with ten school students in the age group of 8-10 years. The second stage involved contact with the schools by telephone to brief them on the purpose of the study and to request the participation of their students. The last stage was based on the survey conducted in the time period of September-November 2016-17. Findings Almost 25 per cent of the children surveyed prefer to buy stationary and books after discussing with their parents. On the other hand, food/beverage is one particular item where children go ahead and buy theses item themselves even without discussing with their parents (42.50 per cent of the total respondents). As per children’s perception, they are most influential in the final decision stage (mean = 1.84 and SD = 0.499), followed by search and evaluation stage (mean = 1.80 and SD = 0.441) and start stage (mean = 1.79 and SD = 0.488). Research limitations/implications Further research is needed in Arab countries, especially with parents of different social status, as their shopping behaviour is expected to differ. Also, as this analysis is based on child’s perception, parents’ views must also be analyzed for better results. Practical implications The is the first-of-its-kind research in the Gulf region. This empirical research highlights the need for global marketers to understand the distinct features and identity of a young Arab consumer. Despite Oman being a very traditional culture which emphasizes on conformity to group norms and social acceptance and hence confirms to collectivistic culture, where kids are supposed to be obedient, there is this new wave of super energetic, more informed young kids who take their own consumer decisions. Originality/value After going through the extensive literature review of different countries/cultures, there has been very clear understanding that despite being an important family member, almost no research has been focussed on kids in gulf nations.

Purpose The purpose of this paper is to create and present a Leadership in Energy and Environmental Design New Construction (LEED NC) building performance assessment model that will identify and prioritize external parameters affecting a LEED-certified building’s operational performance. Design/methodology/approach The uncertainty associated with external parameters affecting a LEED-certified building’s operational performance is examined through the use of analytic network process (ANP). An ANP model is created based on the extensive literature research and experiences of professionals in the green building industry. Eight case studies are analyzed, and data collected through interviews with experts are utilized in prioritizing external parameters affecting buildings’ operational performance. Findings The findings show that the most important external parameters affecting a LEED-certified building’s operational performance are lack of enhanced commissioning, lack of life cycle assessment/life cycle costing analysis, lack of energy modeling, and lack of knowledge in green technology. The results demonstrate that both asset value and profit, as well as the economic life of the facility, are mostly affected by the energy efficiency of the building, and consequently LEED NC energy and atmosphere category. Originality/value This research contributes to the body of knowledge on green architecture by defining and prioritizing external parameters and their relationships to operational building performance in LEED NC projects. The proposed model can be used by construction managers and facility managers to operate LEED-certified buildings better and reduce environmental impacts throughout the functional life cycle of the building.

PurposeThis study aims to identify what managers involved in the design of a performance measurement system (PMS) perceive are the attributes of a successful PMS.Design/methodology/approachA total of 85 managers from Thai firms were interviewed to develop the proposed model to measure the success of a PMS. Results from 269 returned questionnaires from Thai managers were analysed by second order confirmatory factor analysis (CFA).FindingsBased on the study's findings, success of PMS was categorised into two aspects: design success and implementation success. Using CFA the empirical data demonstrate a good fit with the proposed measurement model.Research limitations/implicationsThe results of this study are based on the opinions of managers and therefore their accuracy is open to question. Adding non‐managerial perspectives might demonstrate another picture.Practical implicationsThe findings could well be useful for managers in any organisation. They can assist the manager in judging whether or not the company's PMS is successful according to the discovered criteria. Use of these criteria could lead to better decision‐making in the design and implementation of a PMS framework in any organisation.Originality/valueThis study enhances the body of knowledge by defining what a successful PMS means to managers in Thai firms. The results of this study can be applied to any country, but perceptions of what is important could vary from country to country.

The paper provides a multiple-experts Fuzzy-TOPSIS decision-making model for the selection among maintenance contractors based on the quality of tendering documents. The study introduces a set of selection criteria utilizing benefit and cost criteria from literature. The proposed model aggregates subjective linguistic assessments of multiple experts that express their opinions on the degree of importance of criteria and allows multiple decisionmakers to evaluate the compliance of contractors’ documents. For a case study, the model is applied to select among contractors tendering to maintain the heavy-duty cranes of an international steel company from literature. Several decision-making scenarios are investigated, and major changes in the final decision are observed. The changes in obtained results illustrate the need to better address uncertainties in rating and tendering an overqualified contractor at a higher cost.

PurposeSolar photovoltaic energy is the fastest growing renewable energy in South Africa, and deployment at public universities is critical in order to meet the high energy demand on campuses in a more sustainable manner. To promote and support deployment, it is necessary to know the factors that drive adoption of the technology. Thus, the aim of this study was to identify the factors which engender deployment of photovoltaic energy in public universities in South Africa.Design/methodology/approachThrough an extensive literature review, the factors which drive photovoltaic energy deployment were identified and a three round Delphi survey was conducted for panellists to rate the drivers. The data were analysed using SPSS Version 27, and the mean and inter-quartile range values were used to identify the significant drivers within the public university sector.FindingsThe findings suggested that the deployment of photovoltaic energy is engendered by the direct and indirect benefits, social influences and the relative advantage of photovoltaic energy usage. For instance, universities install photovoltaic energy because of the financial gains that are made through reduction of energy cost. The deployment is also motivated by the reduction of energy-related greenhouse gases, enhancement of university sustainability performance, and the contribution to the Sustainable Development Goals.Originality/valueA significant contribution to the body of knowledge regarding the drivers of photovoltaic energy deployment has been made in the paper from the perspective of a public university. The contribution fills the knowledge gap in South Africa by contributing valuable information to enable decision-makers to gain better understanding of the key issues that call for more attention in promoting and supporting photovoltaic energy deployment in the sector.

Purpose – Cold chain has become an integral part of the supply chain domain. The purpose of this paper is to consider all the significant factors in a single study. This will result into a better model to study the effectiveness of a cold chain because there has been absence of such an integrated study. Design/methodology/approach – The basis of the factors is justified by performing extensive literature review. Inter relations are drawn based on critical analysis of each factor and its implications on cold chain. Bayesian Network is used to develop the model. Findings – The end result is an established model, depicting the interdependencies of the factors. The model ultimately provides effectiveness of a given cold chain when the corresponding values of factors are put in. Practical implications – The findings will be helpful for government and non-government bodies to analyse the effectiveness of a cold chain. This can be used to increase the performance of different stages in the cold chain. From a business perspective, an investor can analyse the cold chains of various geographies in order to make an investment decision. Originality/value – The value lies in developing and introducing new factors which were not considered in the related literature previously. To identify the inter relations among the factors in order to build a causal model is another contribution of the present paper. This would assist in decision-making process with respect to any given cold chain. It can be applied to any cold chain as proposed model is not specific to a particular country or material.
